| 摘 要： | 作为正在形成的国际法规范,保护责任原则得到了国际社会的广泛共识。在联合国及其他国际组织和联合国会员国的推动下,保护责任有发展为一般法律原则,成为新的国际法渊源的趋向。但这项原则在实施过程中尚存许多方面的不足,需要在理论和实践中加以完善。

| Abstract: | As being formed international law norms,the responsibility to protect in international law,has been widely recognized
by the international community.Under the impetus of the United Nations Organization,the other interational organizations and U-
nited Nations Member States,the responsibility to protect tends to be the General legal principles and become a new source of in-
ternational law.However,there are still insufficient in many aspects of this principle in the implementation process,it is needed to
be improved in theory and in practice as well. |
