Is comparative regionalism a field whose time has come? While the contemporary interest in comparing regions and regionalisms may be not completely new, it is different from older approaches. Our understanding of what makes regions has changed with social constructivist and critical theoretical approaches that have led to a less behavioural and more nuanced, complex, contested and fluid understanding of regions. Moreover, the globalisation phenomenon has deeply affected all social sciences and radically redefined the relative autonomy of regions. In keeping with the rapid growth and development of regionalism and institutions in the non-Western world, including in regions which were relatively late starters, such as Asia, there have emerged new ways of looking at regional cooperation, including claims about distinctive approaches and even ‘models’ that are not only different from those identified with the EU, but also supposedly more appropriate and thus ‘workable’ for non-Western regions than the EU straightjacket.  相似文献

Abstract

This article focuses on the question whether the technologically enabled advent of ‘virtual reality’ or ‘cyberspace’ has a significant impact on human experience of the world. Gilbert Germain's work on Virilio and Baudrillard gives greater insight in this regard, specifically regarding cyberspace as the new ‘frontier’, and focuses on the alienating effects of cyberspace regarding the human life-world. Turkle's recent work regarding robotics similarly points to a fundamental shift in human attitudes towards ‘embodied’ artificial intelligence, especially concerning its capacity for affectivity, which further marks a turning away from the complexity of human relationships in favour of supposedly uncomplicated ‘machine relationships’. Derrida enables one to better understand the changing relation between humans and machines in terms of the reconfiguration of human subjectivity. Together with Turkle's work in this domain, it points to a surprising ‘reconfiguration’ of conceptions regarding being human. Finally, Feenberg's retrospective on the fraught relations between humans and technology, as reflected in various fictional and theoretical works, as well as social developments, provides a suitable conclusion, given his affirmative remarks on the prospects of human autonomy in relation to the Internet.  相似文献

The role of Northern‐based civil society organisations has undergone dramatic changes in recent years. In particular, their principal role as ‘redistributive’ agencies working in the South has come under criticism, leading them to seek new ways of defining their part in eradicating poverty. One widely adopted strategy has been an increasing emphasis on advocacy for social justice, while another is the creation of partnerships with non‐state and state actors, including the private sector. Such partnerships raise some difficult questions relating to the underlying values and civic legitimacy of the action, in particular of Northernbased development NGOs. This paper examines the question of partnerships between civil society organisations and business through a case study of the ‘Economy of Communion’, a global project bringing together small businesses and church‐based organisations whose shared aim is that of eradicating poverty.  相似文献

This brief article highlights some major contributions made by the United Nations to development thinking and practice from 1945 to 2000. The term ‘development’ is used here broadly to refer not only to increases in economic growth and per capita income and to structural change, but also to progress in promoting human rights, poverty reduction, employment generation, fairer distribution of the benefits of growth, participation in decision making at different levels, equality of men and women, child development and well-being, and social justice and environmental sustainability. There is first a discussion of the values that have underpinned UN work on development. This is followed by a summary of some key contributions made by the UN system to thinking on development issues. The article concludes with some observations on the ways in which these contributions were made and on strengths and weaknesses of the system in generating development ideas and action.  相似文献

The adoption of techniques to elicit community participation in development practice is an important step forward. The question remains whether this is sufficient for development outcomes that accord with the aspirations of ‘participants’. Community perceptions are somewhat different, as our own conclusions demonstrate. We have developed a ‘methodology of inclusiveness’, based on community institutions which embed collective social action in everyday life. We use the analogy of funerals as collective action in which activities are planned, roles are demarcated, responsibilities are assigned, and desired outcomes are realised. We ask the question: why can't development be managed more like a funeral?  相似文献

One of the more interesting and potentially powerful developments within Marxist approaches to the field of international relations has been the recent revival of Trotsky’s concept of uneven and combined development (UCD). However, it appears that there have been very few attempts within this literature to specify in concrete terms what is meant by mechanisms of ‘combination’. Failing this, UCD runs the risk of falling into triviality. To this end, this article suggests that migration has historically functioned as a crucial element of combined development, contributing to the uneven incorporation of non-capitalist societies into the remit of a developing world capitalist market. As illustration, I take settler-colonial development and the Great Atlantic Migrations as my focal point, drawing out a comparative study of Argentine and Canadian wheat production in the late nineteenth century. In positing these migrations as mechanisms of combined development I suggest that such were the means by which both European capitalism developed extensively and intensively and New World societies were subjected to the ‘pressures of backwardness’, compelled to transform their own social relations of production.  相似文献

Where does ‘the international’ come from? What accounts for its existence as a dimension of the human world? This article attempts an answer, in three steps, using the idea of ‘uneven and combined development’ (U&CD). First, a depth model is constructed, comparing different ways of linking uneven development with international relations. Thus far, it turns out, these ways have all presupposed the fact of political multiplicity, rather than explaining it. In search of explanation, the article turns, secondly, to the compelling historical sociological argument of Barry Buzan and Richard Little. This locates the origins of geopolitics in the late prehistoric shift from hunter-gatherer to settled agricultural existence, together with associated processes of social differentiation and proto-state formation. Buzan and Little's explanation appears at first to pre-empt the need for the concept of U&CD. Yet closer inspection reveals that unevenness and combination play a key role in their empirical account without, however, being theorized. The third step of the argument therefore seeks to show how these are necessary parts of the process of social change which Buzan and Little describe. And in this way it emerges that the origins of ‘the international’ do indeed lie in the uneven and combined character of historical development.  相似文献

Can general mechanisms governing social life (necessity) and the possibility of multiple outcomes in socio-historical processes (contingency) be incorporated into a single theoretical framework? In recent years, the critical realist philosophy of science has emerged as an intellectual strand within international relations (IR) that makes theoretical claims about necessary social processes while recognizing the irreducible role of contingency. However, critical realist scholars treat contingency as an ‘externality’, thereby declining to theorize social processes that result in contingent outcomes. Here, it is argued that contingency emerges out of the combination of events and processes as theorized by the law of uneven and combined development. This provides a general conceptualization that treats differentiated historical outcomes, and their contingencies, as inherent to human development. Out of these assumptions a workable approach to historical sociology in IR can be developed—one predicated upon uncovering the form of historical ‘combination’, the contingent fusion of elements, in international systems.  相似文献

This article undertakes a review of the development of the women's human rights project, focusing particularly on violence against women and issues of sexuality and reproductive rights. It notes gains by activists in promoting the women's human rights agenda and highlights the continuing impediments to the project from increasingly influential groups and some United Nations member states opposed to women's human rights. A more general problem is a lack of political will from those member states ostensibly committed to the cause who have often failed to translate this ‘commitment’ into effective action. It concludes that, as we approach the tenth anniversary of the ‘Conference of Commitments’, the implementation of initiatives has often been slow and somewhat ineffective. Governments have mastered the rhetoric of respect for women's human rights, yet the full realisation of women's human rights across the world remains elusive.  相似文献

This article questions the growing use of the term ‘faith-based’ in development policy and practice. It is argued that it homogenises people in minority migrant and developing-country contexts and excludes many who are working for human rights and social justice from secular perspectives, thus providing an unsound analytical base for policy. Against the background of the ‘war on terror’, the author also examines the differences in US and British development policy arising out of the term ‘faith-based’.  相似文献

The emergence of an ‘American democratic empire’, rising from the global informational and transportation revolution, that has its epicentre situated on the territory of the United States (US), has produced a profound metamorphosis in world affairs. National power elites, including those in America, are confronting a dilemma. They are compelled to accept, favour and even defend the so-called globalisation process in order to avoid further erosion of their economic and political power. On the other hand, this process is also directly threatening this same power. The paradox is that the US is the main promoter and defender of last resort of the new global ‘order’, which at the same time is restricting its own margins for sovereign action. The ‘democratic empire’ is thus fostering the rise of a democratic hegemonism at the expense of a ‘US hegemonism’. This democratic hegemonism is a gradually rising—and fragile—consensus on a proliferating set of perceptions and values, stressing individual freedom, responsibility and political and social activism. This consensus arises from the material possibilities of a more individualistic way of life and the increasing capacity of single individuals or organised groups to participate in global and local political decision-making processes. This is a process that favours the empowerment of interest groups whose reference is no longer solely the nation-state. Hence, traditional power elites are progressively losing their ability to present themselves as the ultimate embodiment of a national ‘general interest’. The irony of the seemingly intractable contradiction between US hegemonism and democratic hegemonism is that the actual spreading of the logic of the latter is closely dependent on US power and willingness to defend its own national interest. The greatest challenge for the coming decades will be the construction of supranational governance institutions under democratic hegemony, so as to avoid a classic imperial self-isolation of the US—a situation that would trigger the inevitable demise of democratic hegemonism and, for the time being, of any order as such.  相似文献

As the links between security and development have been increasingly recognized, Security Sector Reform (SSR) has become a central part of development policy. Following a traditional Weberian conception of the state, these programmes are almost exclusively focused on the public security sector, neglecting the extent to which people in developing countries have come to rely on private security providers for their day-to-day security needs. While the reform of public security institutions is undoubtedly important, this article argues that a strict public/private distinction is a poor guide to security sector reform. Focusing on Sierra Leone and Kenya, the article argues that ‘bringing the private in’ is crucial to a comprehensive understanding of the security situation in most countries and that any attempt to ensure better security for all must take account of private actors. Private security companies and their integration into SSR matter not simply in terms of the maintenance of law and order, but also in terms of who has access to security, and ultimately, for the legitimacy of social and political orders.  相似文献

What does it mean to be responsible in and for the Arctic? This article addresses this question, noting that responsibility has become a core policy norm in different governance areas in recent decades. The article contributes to the current debate on responsibility in global politics, arguing that one should consider not only who is responsible (and what for) but also the capability foundations upon which responsibility is exercised, as well as the underlying normativity of this practice. Instead of only focusing on capabilities as first principles from which responsibilities arise, this article suggests approaching responsibility as a web of relations. On the basis of this theoretical discussion the article turns to two cases of contemporary Arctic policy where we can observe responsibility ‘at work’. The fields of search and rescue and sustainable development are both marked by a cooperative approach among (state and non-state) parties, whose interactions centre on a particular ethical understanding of responsibility rather than on power-oriented politics. Yet each policy field contains specific dilemmas, as Arctic governance is characterised by a web of responsibility that comprises multiple subjects in charge and/or objects for which they are responsible.  相似文献

Drawing primarily, but not exclusively on the work of Julia Kristeva and Roland Barthes on language, writing, and ‘the subject’, I examine the issue of identity and writing in international relations. I argue that what has come to be labeled ‘critical’ or ‘radical’ constructivism rather insistently points in the direction of opening up spaces for discussing our own writing and exploring our own voices in what we write, though this has not been actively pursued. Sociologist Avery Gordon uses the phrase ‘making common cause’ to argue that our encounters with the social world ‘must strive to go beyond the fundamental alienation of turning social relations into just things we know and toward our own reckoning with how we are in these stories, with how they change us’. It seems to me that this is not possible without giving attention to the issue of voice, specifically the voice we use when we write about international relations. To speak of voice is to raise many interesting and important questions, to ponder our use of language, our locations within our stories and the discourses we create, and perhaps most importantly to give recognition to the presence of desire in language and in the writing of international national relations.  相似文献

This article presents the results of a quantitative/qualitative enquiry into ‘transformative learning’ and ‘mind-change’ dynamics among rural community representatives participating in the Government of Afghanistan's National Solidarity Program [NSP]: a community-driven, nationwide initiative to rehabilitate the country's infrastructure. Drawing on frameworks for ‘transformative learning’ proposed by Mezirow (1990) and Freire (1993), and ‘mind-change’ proposed by Gardner (2004), it is argued that NSP catalysed transformative development learning through (1) its responsiveness to the expressed needs and interests of project participants; (2) engagement of community representatives as active development partners; (3) delegation of project-management responsibility throughout all stages; (4) provision of social space for reflection and critical analysis; (5) opportunities to achieve project outcomes that are meaningful, attractive, and profitable; and (6) programme features compatible with the social and cultural realities of rural Afghanistan.  相似文献

The Russian policy on critical infrastructure protection was outlined in the early 2000s and has been consolidated in recent years as a part of the national security strategy. This policy is evolving against a background composed of an uneasy combination of factors: the degeneration of infrastructures critical for the country's economic and social development, and the de-legitimization of political institutions responsible for protecting ‘population’ and ‘territory’. The recent major catastrophes in Russia, the notorious forest fires in 2010 in particular, have become examples of political events that offer a point of reference for the current regime's failure to uphold its promises of ‘order and stability’.  相似文献

Despite its widespread usage, the meaning of the term ‘development’ remains vague, tending to refer to a set of beliefs and assumptions about the nature of social progress rather than to anything more precise. After presenting a brief history of the term, the author argues that not only will development fail to address poverty or to narrow the gap between rich and poor, but in fact it both widens and deepens this division and ultimately creates poverty, as natural resources and human beings alike are increasingly harnessed to the pursuit of consumption and profit. The survival of the planet will depend upon abandoning the deep-rooted belief that economic growth can deliver social justice, the rational use of environment, or human well-being, and embracing the notion that there would be a better life for all if we moved beyond ‘development’.  相似文献

Concern about terrorism in, and from, West Africa has prompted both military responses and criticisms of these. Criticism has focused on ‘hegemonic’ international attention to the region, the inappropriateness of a military and a misplaced focus on religion, and specifically Islam, where a range of ethnic, social, economic and historical problems are said to have been the real factors incubating radicalisation and violence—although empirical evidence to support this assertion was absent. We argue that a more nuanced and variegated approach is needed. On one side, contrary to the critics, we show: why international attention is warranted and inevitable, with a specific link to international terrorism (as well as local contexts) since 2001, and why a militarised approach is also relevant; why Islam and a religious focus cannot be completely ignored in assessing militancy and violence in West Africa. On the other, we use original qualitative empirical research to explore beliefs, values and attitudes in the region, which reveals that, across the region, a variety of social issues and perceptions of history are regarded as being salient factors in radicalisation—whether or not that radicalisation leads to violence. Notable among these are a ‘youth bulge’ and youth disaffection and perceptions (no matter their empirical accuracy) concerning the ‘deep history’ of colonialism in the region.  相似文献

Iranian–American relations have been beset by mistrust and occasional outbreaks of vitriol and violence for the past three decades. In this article I attempt to map, theoretically and empirically, the ‘discursive field’ in which relations between Iran and the United States reveal themselves. I am interested in representations of Iran and the United States, and how the fundamental friend–enemy distinction setting the two countries politically apart has come about. I take as a starting point the fact that discourse has a real and present impact on policy and that a lot of what is happening in world politics can be adequately contextualised with an appreciation of the linkages between ‘utterance’ and ‘action’.  相似文献
