This paper examines the effects of natural resource abundance on social spending in dictatorships. Natural resources, particularly oil, provide authoritarian leaders with economic rents without widescale labor force participation. I argue that dependence on natural resource production thus reduces dictators’ incentive to invest in human capital, which is reflected in lower levels of social spending. Using a panel dataset of authoritarian regimes between 1972 and 2008, I find that oil abundance leads to significantly lower levels of social spending by authoritarian governments. The negative effects are especially prominent concerning expenditures for public education and health: when an authoritarian country earns ten more dollars per capita from oil production, per capita spending on education and health decreases by approximately 1%. Extended analysis shows that the negative impact of oil on social spending is peculiar to authoritarian regimes; no impact of oil wealth on social expenditures is found among democracies.  相似文献

The paper deals with research into the innovative provision of public services by the non-governmental organizations in the field of housing. The paper describes the legislation of the housing system in Slovakia and aims to analyse innovation in social housing provision. The paper contributes to the knowledge on innovative social housing solutions provided by non-governmental organizations. The use of cost benefit analysis reveals the benefits of innovation in housing provision by an internationally awarded organization ETP Slovakia. The analysis proves the government´s possible savings of public expenditures if it would decide to support the innovative approach in social housing provision.  相似文献

This article examines the impact of village‐sponsored infrastructural investment and social services on the productivity of Chinese farm households, using detailed farm‐level data for the period 1986–90. The main findings are that the public facilities and services provided by village collectives augmented productivity growth of farm households, and that the expenditures on public good activities in the sample villages were below the optimal level. The problems of under‐investment in public projects were particularly acute in low‐income villages.  相似文献

This article explores the impact of different types of public spending on rural household welfare in Ethiopia. The analysis reveals that public spending on road infrastructure is characterised by relatively high, but regionally strongly concentrated, returns in terms of rural household welfare. This is quite in contrast to the returns to public expenditures in education, which have attributes of much wider reach but less intensity. Public investments in agriculture show results that are low in magnitude and in statistical significance, mostly due to a poor link between public expenditures in agriculture and productivity in the sector.  相似文献

Corruption is an especially serious problem for all countries, and has damaging effects on sustainable economic growth. Although there is a significant relationship between corruption and public expenditures, the degree and way of this relationship is changed according to countries. The main objective of this article is to analyze the relationship between corruption and the level and composition of public expenditures, using data from 21 countries which are classified as countries in above and below average corruption perception indices. In empirical analysis, panel data were used in modeling of the effects of corruption on public expenditures. The empirical results show the findings support the hypothesis that the composition of public expenditures has an important element on corruption for countries.  相似文献

Migrant hometown associations (HTAs) are mobilizing collective remittances to improve social welfare in their countries of origin. This paper assesses the effect of transnational coproduction of public goods in migrants’ places of origin by studying the 3?×?1 Program for Migrants. The 3?×?1 Program is a national social spending program in which the Mexican local, state, and federal government matches HTAs’ collective remittances to improve public services through cross-border public–private partnerships. The statistical analysis across municipalities that do and do not participate in the 3?×?1 Program shows that coproduction improves citizens’ access to public sanitation, drainage, and water, although not electricity. Moreover, a negative and statistically significant interaction term between 3?×?1 Program expenditures and family remittances reveals a substitution effect: in the presence of transnational coproduction, migrant households are less likely to improve public goods using family remittance resources, but in the absence of 3?×?1 Program participation they continue to improve their hometowns with family remittances. This research offers a theoretical mechanism and supporting empirical evidence of an important kind of intermediary institution improving social welfare in migrant places of origin.  相似文献

This article provides estimates of a social discount rate (SDR) to inform government policy in Russia. We find that a SDR should be determined for the whole country as well as for particular regions. We apply the social rate of time preferences approach and estimate values for public sector projects at national and regional levels. All calculations are based on data from the Federal State Statistics Service of Russia. Findings help the decision-making process in the public sector of economics. Suggestions are useful for Russia as well as for post-Soviet countries and other developing economies with regional diversity.  相似文献

This paper concerns amalgamation impacts on local public expenditures. The empirical analysis is based on the extensive 1952 municipal reform in Sweden. The 1952 reform amalgamated municipalities in a way that they had at least 2,000–3,500 inhabitants. This was done in the belief that larger municipalities would improve administration efficiency and public services by exploiting economies of scale. The results show that the reform had a negative impact on expenditures as long as the municipalities did not exceed a critical size.  相似文献

Although there is substantial research on the consequences of smoking and the economic loss resulting from tobacco use, there is a scarcity of work on the enforcement of smoking ordinances at the local level. As municipalities around the country pass ordinances restricting smoking in public places, research should be conducted to understand enforcement outcomes. This article examines the management concepts being employed by managers in the enforcement of smoking ordinances. This article shows that management concepts are salient in policy enforcement and are employed to manage smoking enforcement ordinances. The theory of social norms is used to explain this phenomenon.  相似文献

Local governments in the United States are diversifying their revenue streams and becoming less reliant on the inelastic revenue from property taxes. This article examines both how this affects local governments’ revenue stability in economic downturns as well as their levels of expenditures in key functions: capital and social services. Using data from North Carolina counties from both before the Great Recession and after, this article examines reliance on local sales taxes and stability of revenue. The findings suggest that dependence on local sales taxes do increase volatility and reduce expenditures on social services, all else being equal.  相似文献

In enacting a legislative Code of Childhood and Adolescence in 1998, the Nicaraguan state formally endorsed the ideal of children's rights as being a central concern of public policy. Yet, the state has done little to fulfil this commitment. In part this is the result of severe fiscal constraints, which have led to reduced public expenditures and the downsizing of social services, especially those directed towards children and youth. In part, however, there are also indications of state reluctance to actively implement the principles of change as outlined by the Code. This has been reflected in the government's reactionary response to fears of growing youth violence, and its unwillingness to collaborate with local civic groups in dealing with youth crime. We surmise therefore that, while the Code may have served to enhance state legitimacy, the cause of children's rights remains a residual policy issue in Nicaragua.  相似文献

This short article considers four questions about the lives led by Gunnar Myrdal and Alva Myrdal, world-famous Swedish social scientists. What were the social conditions for the development of their ideas? What implications (if any) did their developing social science theories have for their personal lives? Is consistency a necessary requirement in matching words and deeds? Is there any necessary relationship between the public and private lives of eminent scholars and public figures? All three of their children, Jan, Sissela, and Kaj, have written autobiographical accounts which, directly or indirectly, suggest that the Myrdal family was dysfunctional. Social media offers governments extensive opportunities to engage with citizens, particularly at the local level. This study investigates the issues that local governments face in implementing social media initiatives. It builds on existing literature by using an interpretive approach to examine the perceptions of public employees and elected officials of local councils in an Australian context. The article reports on the issues that inhibit a move to a more interactive use of social media and examines how these may be addressed. Implications for research and practice are given.  相似文献

The role of social media as a tool of mobilization, communication, and organization of social movements has been well documented since the Arab Spring. The public information posted on social media sites also presents researchers with a unique tool to study protests movements from within. The proposed study utilizes the theoretical foundation of issue framing literature and examines the social media framing of the Ukrainian Euromaidan protest movement. The original dataset traces the activities of the users on the social media site Facebook from 21 November 2013 to February 2014. While foreign media sources portrayed the Ukrainian crisis as a geopolitical struggle, the results of our analysis show that the participants of the protest conceptualized their movement in terms of domestic issues and an anti-regime revolution rather than a geopolitical crossroad between the EU and Russia. This study contributes to our understanding of the role social media sites play in the activities of protest movements, such as Euromaidan. Furthermore, it highlights the importance of social media as a tool of issue framing on par with the traditional sources of framing such as mass media and political elites.  相似文献

This article analyzes the political and economic predictors of privatization in 17 developing countries in Asia and Latin America, using an OLS regression model with panel-corrected standard errors and data from 1988 to 1999. The regression results show that two factors, which, have hitherto been either neglected or underemphasized in the privatization literature, play a crucial role in the pace and scope of, privatization. The first is a government’s revenue needs (defined in terms of interest payments on public debt as a percentage of a government’s total budget expenditures). An unsustainable interest burden leads to a significant reduction in the social and public spending of a government. This, in turn, impels incumbents to raise revenues through the sale of, state assets. The second factor that explains privatization patterns is the extant degree of, political opportunity (defined in terms of the governing politicians’ legislative strength and their security to remain in office). In addition, the results show that privatization is associated, with declining inflation and economic growth rates.  相似文献

Networks of organizations involved in public policy implementation require strong interaction, concerted action and high degrees of collaboration to be effective. However, little is known about how different types of organizations involved in implementation of multi-sectoral social policies interact in these networks. In this article the relationship between organizational characteristics and network position is explored, as well as how the intensity of collaborations can also determine organizations’ involvement in networks. The nature of funding (public/private) and the remit of activity of organizations are found to determine their influence and importance in social policy networks. Furthermore, the network position of the organizations also depends on the level of intensity of their interactions. These results can guide public administrators when developing and promoting networks to involve a particular type of actor and also policymakers as to which types of ties are more aligned with the implementation of a particular policy.  相似文献

This paper examines the role of the competition on the waste-collection market. Based on the case study of the Czech Republic, we evaluate the influence of competition intensity on supply side of the market on efficiency of waste-collection services. The rate of competition was approximated by the number of submitted bids to public tenders and efficiency was measured by per capita expenditures for municipal waste-collection services. We developed two regression models – the first model verified a competitive effect on the public procurement market for the provision of waste-collection services; the second model identified factors that affected municipal expenditures for waste-collection services per capita. We concluded that the competition in the waste-collection market increases by organising open tenders for suppliers at regular intervals, by adapting the duration of contracts to economic life of fixed assets, by sustaining pressure on service providers through a change in suppliers or the distribution of contracts among jurisdictions.  相似文献

The relationship between intergovernmental grants and public expenditures is one of the most studied phenomena in the local public finance literature. However, little is known about whether the impact of unconditional grants is fundamentally different from that of other sources of municipal revenue. We study this question by means of a large-scale randomised survey experiment among Danish local politicians, which allows for a comparison of the impact of changes in various sources of municipal revenue. Our findings challenge the conventional conception in the public finance literature that money works differently depending on which sector they are generated in. Instead, ideology plays an important role in explaining how local politicians want to allocate resources when faced with changes in local government revenue.  相似文献

This study explores how media affects citizens’ government trust in modern China. Detailed analyses of the survey data found that Chinese official media has a positive effect on government trust, and the growing social media has been becoming a major threat to it. Further validation of the multiple mediation model shows that the post-materialist values, performance evaluation, and their continuous multiple role serve as bridges between the positive effect of official media on government trust. Although the similar mediating factors also exist between the negative influence of social media on public trust in government, their mechanisms and effects are quite different. Compared with the role of cultivating and guiding values, the propaganda effect of official media on government performance play a more important role in enhancing citizens’ trust in government, while the acceleration of public value transformation is the main source of decline in government trust brought by social media.  相似文献

Overcoming tradeoffs between the social benefits of regulation and the economic benefits of development has never been easy in practice. This article examines the economic development consequences of state and local regulation by developing a framework that provides a theoretical basis for expecting regulatory costs to influence the amount and location of new development. After elaborating the theory, I identify two ways state and local governments may be able to pursue regulatory goals without creating disincentives for economic development. One approach is for state or local government to socialize costs of regulatory compliance through public expenditures or subsidies. A second, and more promising, approach is to pursue regulatory reform which lessens private sector transaction costs by reducing regulatory uncertainty. This framework is illustrated using two cases: state regulation of the chemical industry, and growth management regulation.  相似文献
