The May 2014 European Parliament (EP) elections were characterised by the success of far‐right Eurosceptic parties, including the French Front National, UKIP, the Danish People's Party, the Hungarian Jobbik, the Austrian FPÖ, the True Finns and the Greek Golden Dawn. However, a closer look at the results across Europe indicates that the success of far‐right parties in the EP elections is neither a linear nor a clear‐cut phenomenon: (1) the far right actually declined in many European countries compared to the 2009 results; (2) some of the countries that have experienced the worst of the economic crisis, including Spain, Portugal and Ireland, did not experience a significant rise in far‐right party support; and (3) ‘far right’ is too broad an umbrella term, covering parties that are too different from each other to be grouped in one single party family.  相似文献

This paper analyses how disaffection with the EU influenced individuals' likelihood of turning out to vote and of casting a vote for a Eurosceptic party in the 2014 EP elections, and how these relationships were moderated by the Eurosceptic partisan supply of each country. We argue that the degree to which political parties oppose European integration, as well as the ideological leaning of Eurosceptic parties, should influence both the likelihood of disaffected citizens turning out to vote, and their likelihood of voting for a Eurosceptic party. Our empirical findings show that, in the presence of a party that is strongly opposed to European integration, disaffected citizens are more likely to turn out to vote and to vote for a Eurosceptic party provided that this party also shares their ideological leaning in the left-right dimension. These results indicate that Eurosceptic parties are important actors for the politicization of the European integration conflict and for the Europeanization of EP elections, but, at the same time, they suggest that opposition to European integration is subordinate to the traditional left-right conflict.  相似文献

The theme of ‘democratic legitimacy’ and the way it affects the institutions and development of the European Community is a recurrent one both in the literature on Western European integration and especially in debates amongst European politicians and parliamentarians. This article examines the theme within the context of the direct elections to be held to the European Parliament in 1979. It is argued that the European Parliament has certain legitimacy problems which stem from the nature of its authority, intelligibility, visibility, and the way in which it acts as the European Community's ‘grand forum’. The holding of European elections will not in themselves overcome these problems, and a number of suggestions are offered as to how the European Parliament and the European Community can achieve democratic legitimacy.1  相似文献

The onset of the Great Recession raised the profile of technocracy, or government by experts, as a contrasting model to democracy. Yet, there is little research on how attitudes towards technocracy may impact European citizens' political behaviour. Moreover, the consistency of technocracy supporters' political attitudes, especially towards the EU, is questionable. This paper uses new survey panel data collected before and after the European parliament elections in May 2019 in six countries (Belgium, Germany, Greece, Ireland, Portugal and Spain). We investigate how citizens’ technocratic attitudes affect their voting behaviour in the European elections. We find evidence that citizens with technocratic attitudes are less likely to support mainstream parties, and tend to either abstain or, if they vote, to give their vote to anti-system parties, especially from the populist right. In addition, by distinguishing technocracy supporters according to their partisanship, we conclude that technocracy is a thin ideology that can be combined with different patterns of political support: while many technocracy supporters have no party identification or support non-mainstream parties and show dissatisfaction with democracy and the EU, another subgroup of technocracy supporters identifies with a mainstream political party and show above average political support and support for the EU.  相似文献

For a long time the question of to what extent party choice in the European Parliament (EP) elections is primarily dependent on voters’ orientations towards the European Union (EU) or just a mere reflection of orientations towards issues and actors in national politics has been debated. By combining insights from individual‐level models of party choice in second‐order elections with theories of sequential decision making this article investigates if, how and at what stages in the decision process attitudes to European integration matters for party choice. In line with previous work on first and second decision rule criteria in EP elections, this article develops and tests hypotheses about how voters’ orientations work at different stages of the voter decision process. The findings, based on Swedish data from a probability‐based three‐wave Internet campaign panel, indicate that many voters are in fact considering more than one party to vote for in the beginning of the election campaign. As expected, left‐right orientations function as a main decision rule with respect to which parties voters even consider voting for, while proximity on the European integration dimension mainly matters as a second decision rule in the final stage of the decision process. Using a sequential model with consideration and choice stages, the article reveals a much larger complimentary effect of EU proximity on party choice than has generally been found in previous research. This serves as a distinct contribution to the emerging research field of individual party choice in second‐order elections.  相似文献

EU issue voting in European Parliament elections has been shown to be highly conditional upon levels of EU politicization. The present study analyzes this conditionality over time, hypothesizing that the effect of EU attitudes on EP vote preferences is catalyzed as EP elections draw closer. In contrast to extant cross-sectional post-election studies, we use a four-wave panel study covering the six months leading up to the Dutch EP elections of 2014, differentiating between party groups (pro, anti, mixed) and five EU attitude dimensions. We find that EU issue voting occurs for both anti- and pro-EU parties, but only increases for the latter. For mixed parties we find no effect of EU attitudes, yet their support base shifts in the anti-EU direction as the elections draw closer. The overarching image, however, is one of surprising stability: EU attitudes form a consistent part of EP voting motivations even outside EP election times.  相似文献

How responsive are political parties to the issue priorities of voters? While there are numerous studies that examine policy position congruence between parties and voters or government responsiveness, we know little about the extent to which parties adjust their policy priorities to the issue concerns of voters. Following saliency and issue ownership theory, we argue that political parties listen to their voters by emphasizing policy issues in their election manifestos that have been prioritized by citizens. However, in line with second-order election theory, we expect that issue responsiveness varies with the electoral context. To test our theoretical expectations, we generated a novel dataset that combines data on issue attention of political parties from the Comparative Manifesto and the Euromanifesto projects with data on policy priorities of voters from the European Election Studies, the Comparative Study of Electoral Systems and various national election studies. We empirically test our theoretical claims based on a comprehensive analysis of 104 parties from 17 countries competing in 84 national and European elections from 1986 to 2011. Our findings have important implications for political representation in Europe.  相似文献

This article introduces a specially commissioned issue of West European Politics marking the journal's 30th anniversary. It highlights profound changes in the European political landscape over the last three decades, including the fall of Communism; progressive European integration; territorial restructuring; public sector reforms at European, national, regional and local levels; changes in democratic participation, protest, elections, political communication, political parties and party competition; and challenges to the welfare state. The special issue also discusses how political science has responded to these changes in terms of its substantive focus, concepts, methods and theories. Many of the 17 contributions included in the special issue identify important challenges for the future, including those challenges stemming from EU integration, the reduced electoral accountability of politicians, the problematic legitimation of party government and the sharpening of the edges of the state.  相似文献

At the time of the election of the European Parliament (EP) in 2014, the European Union (EU) was heavily affected by a multifaceted crisis that had – and still has – far-reaching implications for the political system of its member countries, but also for the European level of governance. Against the background of the strong Eurosceptic vote in the 2014 EP elections, this study aims to investigate in which way Eurosceptic parties of the left and the right respond to the multiple crises of the EU. Using data from the Euromanifesto Project from 2004/2009 and 2014, changes in the party positions towards the EU are analysed in the shadow of the multiple crises and the reasons thereof are explored. The findings show a general anti-European shift among the two types of Eurosceptic parties. Nevertheless, the changes in the EU polity tone are not determined by issue-based repercussions of the multiple crises, but by the EU-related evaluation – the polity mood – of the national citizenry. For far-right Eurosceptic parties, the shift is moderated by the level of public support for EU integration in their national environment. Among far-left Eurosceptic parties, by contrast, it is moderated by the more specific public attitudes about the monetary union policy of the EU. Consequently, political parties when drafting their manifestos for EP elections are not so much guided by the objective severity of political problems or by the evaluations of these problems by the citizenry. What matters in the end is the link that citizens themselves are able to establish between the severity of political problems, on the one hand, and the responsibility of the EU for these problems on the other. This has important consequences for understanding of the nature and substance of political responsiveness within the EU system of multilevel governance.  相似文献

Do parties respond to voters’ preferences on European integration in elections to the European Parliament (EP)? Following recent research that shows political party responsiveness to Eurosceptic attitudes during EP elections is conditioned by party characteristics, this article seeks to understand how party unity on European integration affects party responsiveness to Euroscepticism. It argues that when Eurosceptic attitudes among voters are high and the parties are divided in their position on European integration, parties will be more responsive to voters and take a more Eurosceptic position. To test the theoretical expectations, the study uses data from the Chapel Hill Expert Survey, the Euromanifestos Project, and European Election Study for 1989–2009 for over 120 parties across 20 European Union member states. The findings have important implications for understanding the nature of democratic representation in the European Union.  相似文献

It is often said that European Parliament elections fail as an instrument to express the will of the European people. However, while the elections are not contested at the European level and are often dominated by national issues, this does not necessarily imply that they fail to connect policy views of voters and representatives. This article examines policy congruence between voters and candidates, utilising the candidate and voter surveys of the European Election Study 2009. First, it demonstrates that policy preferences of candidates and voters are constrained by three separate policy dimensions. Second, it shows that the quality of representation is high in terms of left/right, the main dimension of conflict in European politics, but lower on the cultural and European integration dimensions. Finally, it establishes that in some cases the aggregation of national parties in political groups in the European Parliament poses problems for effective political representation.  相似文献

Abstract. Denmark had five referendums in the period from 1972 to 1998 dealing with Danish membership in the European Community, the Single European Act, the Maastricht Treaty, the Edinburgh Agreement and the Amsterdam Treaty. Did the Danes really address these issues and involve themselves actively in the policy–making process on a vital issue or did they merely vote for or against the current government? The latter option represents the 'second order' elections argument advanced by Mark Franklin and others (see Franklin's article in this issue). If correct in this instance, it may have important and negative consequences for the potential of referendums to involve citizens more directly in the way they are governed. In this article, the Franklin thesis is assessed on the basis of data on voting behaviour in five Danish referendums on Europe and the democratic implications of these findings are discussed.  相似文献

The notion that domestic responses to financial crises are constrained in a way that limits the options available to national governments is not new. However, the last term of the European Parliament was a period when this reality was brought home to European electorates with previously unseen potency. This study explores the implications of this for the logic of voting in the 2014 European elections. Defection from government parties in EP elections is known to result from a combination of sincere/ideological and performance/protest voting logics. However, this study argues that fiscal tightening policies functioned, in the most affected countries, as a signal leading voters to discount the ideological positions of parties and to behave mostly under a pure protest logic.  相似文献

Abstract. With the recent acceleration of the integration process of the European Union there has been a rise in political parties expressing either scepticism or outright criticism of the nature of the integration process. Using a four–fold differentiation between single issue, protest, established parties and factions within parties, the first part of the article presents an overview of Euroscepticism within EU member states and Norway. This reveals the diversity of sources of Euroscepticism both in ideology and in the types of parties that are Eurosceptical but with a preponderance of protest parties taking Eurosceptical positions. The second part of the article is an attempt to map Euroscepticism in West European party systems through a consideration of ideology and party position in the party system. The conclusions are that Euroscepticism is mainly limited to parties on the periphery of their party system and is often there used as an issue that differentiates those parties from the more established parties which are only likely to express Euroscepticism through factions. Party based Euroscepticism is therefore both largely dependent on domestic contextual factors and a useful issue to map emergent domestic political constellations.  相似文献

Although recent scholarship and the rising salience of European issues have brought increased attention to the role of political parties, the study of the relationship between party positions and both public opinion and policy outcomes has been hampered by an absence of comparable data on party positions. This research note presents the findings of an expert survey on party positions on the issue of European integration. In addition to estimates of the parties' positions on the issue itself, this survey provides information on the importance of the issue of European integration to each party, and the extent of internal dissent within parties. The data also indicate that parties have, on average, become increasingly pro–European over the period 1984–1996. Both the salience of the issue of integration and the extent of intra–party disagreement have increased during this period. This study deals with the issue of increasing contention regarding European matters in national arenas. Specifically, it focuses on the impact of European Union referenda on national elections. EU referenda have two important consequences for national politics: they increase inter-party conflict over Europe and gear up voters' salience to EU matters. In doing so, EU referenda allow voters to identify parties closest to them on the EU issue, thereby increasing the likelihood that they will vote for a party on the basis of EU attitudes (i.e. EU issue voting). These propositions are evaluated empirically in a quasi-experimental setting by comparing two parliamentary elections before and after the first Dutch EU referendum in 2005. The findings show that referenda indeed facilitate the development of EU issue voting. Consequently, the conclusions of this study are not only relevant to observers of Dutch politics, but also contribute to a larger debate within the field of EU studies.  相似文献

This study introduces a measure of framing distance, capturing the degree of frame overlap among parties. Additionally, it provides a causal mechanism explaining differences between parties in framing distance. Parties within PR systems have to take coalition considerations in their stride, and therefore mainstream opposition parties, which have previously governed, are unlikely to adopt large framing distances. Alternatively, challenger parties, those that have never governed, are likely to frame important issues differently. Nonetheless, challengers are expected to reduce their framing distance when performing well in election polls. Electoral success acts as a trigger for these parties to reconsider their goals (policy, office, or votes) and to become more office-seeking. These theoretical propositions are confirmed on the basis of the European integration issue, using a mixed methods approach. Pooled time-series regressions on party manifestos issued by 21 parties between 1987 and 2006 in three political systems (Germany, Netherlands, and UK) are complemented with case study analysis.  相似文献

The Lisbon Treaty (2009) introduced key institutional changes to increase the relevance of elections to the European Parliament (EP). Among others, major political groups nominated different lead candidates, the so-called Spitzenkandidaten, for the 2014 EP elections. The aim of this article is to investigate how national political parties react to this new institutional setting. Using data from the 2014 Euromanifesto study, the article examines if and under what conditions political parties put emphasis on the Spitzenkandidaten system in their party manifestos and whether they take positive or negative stances when talking about it. The findings reveal that parties put little emphasis on the issue. Moreover, the factors promoting the Spitzenkandidaten system suggest that parties decide strategically upon emphasising that topic or take a positive stance on it if they expect to benefit from this.  相似文献
