Do distributive benefits increase voter participation? This article argues that the government delivery of distributive aid increases the incumbent party's turnout but decreases opposition‐party turnout. The theoretical intuition here is that an incumbent who delivers distributive benefits to the opposing party's voters partially mitigates these voters’ ideological opposition to the incumbent, hence weakening their motivation to turn out and oust the incumbent. Analysis of individual‐level data on FEMA hurricane disaster aid awards in Florida, linked with voter‐turnout records from the 2002 (pre‐hurricane) and 2004 (post‐hurricane) elections, corroborates these predictions. Furthermore, the timing of the FEMA aid delivery determines its effect: aid delivered during the week just before the November 2004 election had especially large effects on voters, increasing the probability of Republican (incumbent party) turnout by 5.1% and decreasing Democratic (opposition party) turnout by 3.1%. But aid delivered immediately after the election had no effect on Election Day turnout.  相似文献

This paper investigates implications of the relationship between voter self-selection and the behavior of politicians. Voter self-selection arises in elections because only a portion of eligible voters actually vote. It is likely to be more pronounced whenever the implied net benefits from a given electoral choice are disproportionately distributed across voters. Public choice theory predicts that incumbent officials will manipulate this self-election pursuant to the maximization of their personal objective functions. This paper provides evidence from school bond elections that politicians influence voter self-selection via manipulation of election parameters.  相似文献

Is there a relationship between party leader gender and voters' assessments? The answer is ‘yes’ according to theses on gender identity and stereotyping. A voter survey during the 2011 Danish general election allows for a comprehensive analysis of a less likely case with four male and four female party leaders. Female party leaders are assessed more positively by female voters than male voters both in regard to general party leader sympathy and assessment of specific characteristics, whereas it is not the case that male party leaders are assessed more positively by male voters than female voters. The impact of gender does not increase with age; in fact, the opposite is the case among men since younger male voters have less sympathy for female party leaders. Furthermore, there is no support for the expectation that voters with more education or with higher levels of political interest and knowledge are more positive towards party leaders of their own gender than voters with less education. Also, the relationship between gender and voter assessment is not stronger prior to an election campaign than immediately after an election. Hence, in sum, gender identity does not seem to require a higher level of political sophistication, nor does it decrease with higher levels of information.  相似文献

Open primaries create the possibility of strategic crossover voting. On his March 3, 2008 program and subsequent broadcasts, radio personality Rush Limbaugh called on his listeners to extend the Democratic presidential contest by crossing over to vote for Sen. Hillary Clinton. Using voter registration data from North Carolina and election return data from Indiana, North Carolina, and Pennsylvania (states with open, semi-closed, and closed primaries, respectively), I find no evidence of a Limbaugh-motivated switch in political party registration or of a large or statistically significant Limbaugh-motivated increase in voting for Sen. Abstract

Media coverage of the contemporary British Labour party routinely suggests party leaders, notably Tony Blair, have been overly reliant on using focus group as a means of obtaining voter feedback. The paper explores this popular understanding by considering how and when qualitative forms of opinion research began to play a significant role in developing campaign strategy. Following their incorporation into party planning during the mid-1980s, focus groups provided an increasingly influential (and at the time more discreet) source of data and support for the leadership's Policy Review later that decade. Following the 1992 election defeat selective findings from the party's qualitative research programme became integral to the public relations' initiatives of Labour's self-styled “modernisers,” particularly in their largely successful attempt to delegitimise and then marginalise the role of the party's once formidable affiliated union supporters in internal affairs. Crucially this contributed to a climate that enabled the key moderniser Tony Blair to emerge and win the leadership.  相似文献

A puzzle in research on campaign spending is that while expenditure is positively related to votes won, this effect is far more strongly, or even exclusively, enjoyed by challengers rather than by incumbents. We unearth a new explanation for the puzzle, focusing on the hidden, yet variable, campaign value of office perquisites which incumbents deploy in their campaigns to win votes. When these variable office benefits are unobserved, then the effect is to make observed incumbent spending less effective than spending by challengers. Using data from the 2002 Irish general election, where incumbency was assigned a variable campaign value and included in declared campaign spending, we are able to demonstrate this hidden incumbency effect and estimate its relationship to electoral success, in terms of overall votes, share of votes, and probability of winning a seat. Contrary to previous research showing ineffective incumbent spending, we find that when the campaign value of office is also measured, public office value “spending” is not only very effective in winning votes, but also seems to be more effective than regular incumbent spending.  相似文献

How is electoral support for incumbent candidates shaped by natural disasters? Do voters in districts newly recovering from a national disaster punish or reward incumbents for their response to the disaster when compared to their counterparts in unaffected districts? The City of Calgary is used here as a case study. On 20 June 2013, the Bow and Elbow rivers flooded in the Calgary, devastating 26 neighborhoods and displacing approximately 75,000 people, or 7 per cent of the city's population. Four months later, a municipal election was held. When analyzed as a natural experiment, results suggest that support for the incumbent mayor increased city-wide between the 2010 and the 2013 elections, but at a lower rate in areas that experienced residential flooding. However, the flood did not produce equivalent treatment and control groups, as flooded areas differ systematically from areas that were not flooded in ways key to the election outcome. When analyzed more conservatively, results show that the flood had no effect on incumbent support or voter turnout. Thus, this disaster introduces a note of caution into the literature examining the effects of natural disasters on electoral behavior.  相似文献

In “Reconciling voters' behavior with legislative term limits,” Dick and Lott argue that since more senior representatives are better at rent-seeking, there is an inefficient tendency to re-elect incumbents. In their model, term limits are preferred collectively by constituencies, even though no constituency would independently oust its incumbent representative. However, many term limits are unilaterally self-imposed (in particular the 22nd amendment limiting presidents' terms to two), and their model cannot explain these limits. In this comment, I suggest that term limits may be self-imposed by risk-averse voters, who prefer cycling between left and right wing candidates to a once-and-for-all election that imposes a candidate of a single ideology on the entre electorate. The market failure that makes term limits helpful is that out of power minorities cannot bribe the median voter.  相似文献

Voters’ four primary evaluations of the economy—retrospective national, retrospective pocketbook, prospective national, and prospective pocketbook—vary in the cognitive steps necessary to link economic outcomes to candidates in elections. We hypothesize that the effects of the different economic evaluations on vote choice vary with a voter’s ability to acquire information and anticipate the election outcome. Using data from the 1980 through 2004 US presidential elections, we estimate a model of vote choice that includes all four economic evaluations as well as information and uncertainty moderators. The effects of retrospective evaluations on vote choice do not vary by voter information. Prospective economic evaluations weigh in the decisions of the most informed voters, who rely on prospective national evaluations when they believe the incumbent party will win and on prospective pocketbook evaluations when they are uncertain about the election outcome or believe that the challenger will win. Voters who have accurate expectations about who will win the election show the strongest relationship between their vote choice and sociotropic evaluations of the economy, both retrospective and prospective. Voters whose economic evaluations are most likely to be endogenous to vote choice show a weaker relationship between economic evaluations and their votes than the voters who appear to be more objective in their assessments of the election. Economic voting is broader and more prospective than previously accepted, and concerns about endogeneity in economic evaluations are overstated.  相似文献

This study investigates strategic voting for small parties in proportional representation systems, in previous work sometimes referred to as threshold insurance voting (Cox, 1997). Starting from theories of rational voting (Downs, 1957), three conditions for threshold insurance voting are developed: the voter considers potential government outcomes, votes for a party at risk of falling below an electoral threshold, and votes for another party than his or her most preferred one. The conditions are tested on the case of the 2010 Swedish general election. Using extensive data material and a conditional logit model of vote choice, the results show that in this election voters cast strategic votes for at least one of the small parties, the Christian Democrats which was included in the incumbent government coalition.  相似文献

Accounts of general election outcomes increasingly talk about voters comparing parties in terms of their perceived competence to manage the economy and public services. This raises the question of how voters form evaluations of party competence. While it is assumed that voters form evaluations of the incumbent based on the signals provided by its current performance in office it is less clear how, in the absence of such a performance record, voters might evaluate the potential competence of the opposition. Using data from the British Election Panel Studies this article models the process by which voters form evaluations of parties' competence to manage the economy and compares results across incumbent and opposition parties. On the basis of evidence from general elections of 1992–2001 the article demonstrates that the process of evaluation formation does differ between parties in and out of power with retrospective evaluations of recent economic performance influencing evaluations of the former but not the latter. Nevertheless, the article also demonstrates that voters are capable of forming evaluations of the opposition which are more than a simple mirror image of their evaluations of the incumbent. In the absence of an up-to-date performance record these evaluations are based on long-term partisan and ideological predispositions and the cues provided by party leaders.  相似文献

This paper examines the relationship between distrust in incumbent government leaders and demand for systemic changes in rural China. It finds that individuals who distrust government leaders’ commitment to the public interest have both stronger demand for leadership change and stronger preference for popular elections. It argues that distrust in government leaders may have enhanced the demand for leadership change, which in turn may have reinforced the preference for elections. It further argues that distrust in incumbent leaders has in effect induced a demand for systemic changes, as introducing popular election of government leaders would require a major constitutional amendment. The paper suggests that two distinctive mechanisms may be at work in determining whether distrust in current government authorities induces preference for systemic changes. Whether citizens can engineer leadership change through existing channels influences the generation of idealistic wishes for a better political system. Perceived availability of better and viable alternatives affects whether idealistic wishes become a practical preference.  相似文献

Although it is commonly assumed that voters shift on an ideological spectrum over time, there has been relatively little scientific inquiry into the reasons for shifts in voter ideology. In this article, we attempt to explain why voter ideological shifts occur utilizing an interval measure of voter ideology recently developed by Kim and Fording. A pooled time-series analysis of 13 Western democracies for the period of 1952–1989 identifies several internal and external factors causing shifts in voter ideology. With respect to domestic influences, the state of the country's national economy, primarily inflation, seems to drive movement in voter ideology in a most significant way, but we find that the direction of this relationship is dependent on the ideological disposition of the incumbent government. With respect to international influences, we find significant ideological diffusion across neighboring countries of Western democracies. The effects of ideological diffusion are strongest within countries that are small relative to their neighbors. We also find that ideology is influenced by the international political environment, especially the level of East-West tension during the Cold War.  相似文献

This essay reports on some experiments designed to study two candidate electoral competition when voters are ‘retrospective’ voters. The experiments consist of a sequence of elections in which subjects play the part of both voters and candidates. In each election the incumbent adopts a policy position in a one-dimensional policy space, and voters are paid (on the basis of single peaked utility function over that space) for the position adopted by the incumbent. Neither voters nor candidates are informed of the voter utility functions, and the only information received by the voter is the payoff he has received from the present and previous incumbent administrations. Despite the severely limited information of candidates and voters, we find that, generally, candidates converge toward the median voter ideal point.  相似文献

While some believe that economic development prompts democratization, others contend that both result from distant historical causes. Using the most comprehensive estimates of national income available, I show that development is associated with more democratic government—but mostly in the medium run (10 to 20 years). This is because higher income tends to induce breakthroughs to more democratic politics only after an incumbent dictator leaves office. And in the short run, faster economic growth increases the ruler's survival odds. Leader turnover appears to matter because of selection: In authoritarian states, reformist leaders tend to either democratize or lose power relatively quickly, so long‐serving leaders are rarely reformers. Autocrats also become less activist after their first year in office. This logic helps explain why dictators, concerned only to prolong their rule, often inadvertently prepare their countries for jumps to democracy after they leave the scene.  相似文献

Political parties with strict party discipline are well-placed to demand that their election candidates and legislators promote the party brand. The franchise-franchisee relationship causes representatives to relinquish individual expression in exchange for centralized party messaging. This article looks at how a strategic desire for party unity combines with internal brand management to turn lower-ranking politicians in a parliamentary system into party brand ambassadors. Our Canadian case study draws on in-depth interviews with party leaders, Members of Parliament, political staff, candidates for office and prospective candidates. The implications for representative democracy in a Westminster system are considered, including the representational constraints for racial and sexual minorities.  相似文献

This article provides an overview of the British general election of 2005. It examines the major political issues that arose during the Blair government's second term in office and their impact on the governing Labour Party's electoral support. Despite voters' growing sense of weariness with Labour, the Conservative opposition failed to convince the electorate that it was a credible government-in-waiting. The result was that Labour was comfortably returned to office, though with a much-reduced majority. The Liberal Democrats profited from the unpopularity of the Iraq War, while minor parties won their highest ever tally of votes.  相似文献

Staging an open contest is a democratic method to choose a party leader, though its electoral consequences remain unclear. I argue that leadership contests are electorally detrimental to governing parties. Competitive contests signal intraparty policy and/or personality conflict to voters, which damages governing parties’ perceived unity as well as competence in the policy-making process. Thus, leadership contests undermine governing parties’ performances in parliamentary elections. Moreover, since voters evaluate governing parties’ record in office more than their rhetoric, unlike opposition parties, they cannot repair the image of incompetence/disunity by reshaping their rhetoric and/or policy direction. This implies that leadership contests damage governing parties’ electoral prospects more than they do to opposition parties’ electoral performances. Results from statistical testing with original data from 14 countries support my argument. In addition, these results are not endogenous to the contests’ timing; degree of competitiveness; leadership selection rules; whether or not the incumbent retains office; norms of contests; or how predecessors left office. These findings underscore the need to investigate the relationship between intraparty dynamics and election outcomes.  相似文献

The 2002 parliamentary election in the Netherlands will always be associated with the name of Pim Fortuyn. His murder only nine days before the election was the first political assassination in the Netherlands in more than 300 years. The sudden success of the new party he had founded, coupled with the major losses for the Labour and Liberal parties, made this an historic election. This article attempts to understand the motivations of the voters at this election, in particular the voters of the List Pim Fortuyn (LPF). It is first shown that the conventional wisdom, which assumes voting based on religion and social class, and voting along ideological issue lines, has lost its ability to explain voter behaviour in the Netherlands. An explanation based on retrospective economic voting is also rejected. The success of the LPF is accounted for by the popularity of Fortuyn and his appeal among those who had cynical attitudes towards government or who were dissatisfied with the performance of the incumbent government. The popularity of Fortuyn is shown to have been related to political issues, in particular those relating to asylum seekers and the integration of foreigners in the country.  相似文献

This paper studies the effect on vote shares and reelection probability for the incumbent’s party from a signal indicating poor fiscal performance. In Norway, local governments with persistent deficits are placed in the Register for State Review and Approval of Financial Obligations (Robek). In addition to increased central government monitoring, placement in Robek triggers a great deal of attention in the local media. It is thus expected to raise voter awareness of the fiscal stance of the local government. The results indicate that voters value the information embedded in this signal, and take it into account when casting their votes. Both the share of votes for the incumbent’s party and the probability that the incumbent party stays in office is significantly reduced as a consequence of the local government being included in the register. The vote share for the incumbent is reduced by about three percentage points, while the reelection probability is reduced by about 0.12.  相似文献
