This article is an attempt, in the context of the Eurozone crisis that has shaken Europe since 2008, to explore and deconstruct two pieces of conventional wisdom on French leadership in Europe and the world. The stereotypical image of a country in decline and denial, out of touch with today’s globalised world, is reproduced so often in the Anglo-American media and even in scholarly discourse, that is has become a self-evident truism. The article examines this truism in two different perspectives: there is, on the one hand, the axiom that France has lost influence in Europe and that the balance of power has shifted inexorably to Germany and, on the other hand, the axiom that Europe does not matter in the global ‘power shift’ and that, as part of Europe, France does not count any more either. In questioning the origins and validity of these axioms, the authors argue that a strong perception bias persists and is constantly perpetuated even though reality has changed. Not only has France rather successfully adapted to globalisation in both political and economic terms, but it has also found new ways and discourses about its role as Germany’s partner in leadership in the European Union. The paper goes on to show that both France and the EU retain and use significant levers for action in three dimensions of power—coercion, agenda-setting and attraction. It concludes that going into 2012, France remains an active and important actor, both in the EU and on the global scene. It is present and influential in major international institutions, effectively builds international coalitions and floats important ideas on reforming laissez-faire capitalism.  相似文献

Although the economies of East Asia emerged from the global financial crisis of 2008 in comparatively strong positions, they remain structurally embedded within global markets. The degree of regional integration that has occurred within East Asia is thus predicated on the on-going interdependence with the economies of Europe and North America. Moves to advance East Asian regional cooperation in the wake of the crisis reflect this global interdependence, as well as intra-regional differences in interests and a lack of strong leadership within the region. Modest cooperation on an East Asian basis has continued since 2008 but the region is very far from realising a substantive regional governance model on economic and financial issues and does not appear to be pursuing a distinctive governance agenda. This article examines recent developments in East Asian regional cooperation, with a view to assessing the significance of current achievements and explaining the mixed and sometimes contradictory nature of initiatives for regional governance in East Asia.  相似文献

The relationship between regional integration and global integration is rarely attempted by scholars perhaps because the former appears to have had little impact upon the latter. Those who do examine the theoretical aspects of the relationship are inclined to argue that regional integration is dysfunctional for global integration because it may lead to interregional conflict. There is also the argument that the more unified regions become the more likely will there arise a lack of interest in global collaboration. On the other hand it is possible that in the next twenty‐five to fifty years an array of regionally unified blocs could function cooperatively on the basis of a system of regional coexistence supported by inter‐regional nuclear deterrence. This may not promote global integration but it could contribute to a semblance of order in a future global system.  相似文献

Arms control has emerged as a central component in the diplomatic approach unveiled by the Obama administration. With a long-term goal of abolishing nuclear weapons, interim steps include the revision and potential expansion of existing treaties and a strengthening of the non-proliferation regime, including a potential Fissile Material Cutoff Treaty (FMCT). Such a treaty would mandate that member states submit to rigorous inspection and cataloguing of their stocks of nuclear materials in return for assistance in the development of civilian nuclear programs. This approach, whilst ambitious, is not new. In this article I explore the development, negotiation and ultimate failure of what is often referred to as “the Baruch Plan,” the first attempt to cooperatively control atomic energy under the auspices of the newly formed United Nations. The failure of the Baruch Plan provides important lessons for scholars and practitioners, and underscores the inherent challenges of arms control cooperation.  相似文献

Comparative interregionalism is often limited to the policy or panoramic dimension, reducing local differences and specificities, the “minute particulars” (Blake, William Blake’s Writings, 614, 620, 1978) of the lifeworld to their more abstract forms. This is particularly the case when the European Union (EU) and Association of Southeast Asian Nations (ASEAN) are compared: generalities remain abstractions, whereas the sharper the focus the more diffferentiated the mindscape becomes and the more the basis for the comparison is undermined. Yet, in a global knowledge networked economy (to get all the buzzwords in one phrase), comparisons are necessary if often invidious. While commentators are often reluctant to see the EU as a model for ASEAN, it is often seen as a complex of experiences to be shared. Yet what—in this domain—gets exported, transplanted and implanted elsewhere, how does this transference take place in such an internetted society, and to what end? Seen in an interregional, even global context, and including an examination of teaching Günter Grass’ Crabwalk (Im Krebsgang, 2002) in English translation to undergraduates of a contemporary European literature class at the National University of Singapore, the paper hopes to indicate some temporal and spatial contexts of transplantation and the means by which this is achieved.  相似文献

Structural change brought about by the end of the Cold War and accelerated globalisation have transformed the global environment. A global governance complex is emerging, characterised by an ever-greater functional and regulatory role for multilateral organisations such as the United Nations (UN) and its associated agencies. The evolving global governance framework has created opportunities for regional organisations to participate as actors within the UN (and other multilateral institutions). This article compares the European Union (EU) and Association of Southeast Asian Nations (ASEAN) as actors within the UN network. It begins by extrapolating framework conditions for the emergence of EU and ASEAN actorness from the literature. The core argument of this article is that EU and ASEAN actorness is evolving in two succinct stages: Changes in the global environment create opportunities for the participation of regional organisations in global governance institutions, exposing representation and cohesion problems at the regional level. In response, ASEAN and the EU have initiated processes of institutional adaptation.  相似文献

ABSTRACT

It took approximately two decades for the Indian Navy to acquire submarines even when the first naval plan prepared by the Naval Headquarters in New Delhi and informally submitted to the British Admiralty in September 1947 contained an active submarine component. Other littoral navies in the Indian Ocean went for submarines much earlier. Using Indian, British, and U.S. archives, this article argues that the delay in India’s submarine arm was largely a result of the vagaries of the Cold War. Both Britain and the United States wanted the Indian Navy to contribute to the Western effort for a collective defense against the communist threat, which was largely conceived to be submarine based. This resulted in a surface heavy force structure. However, as India’s threat perceptions changed in 1960s, its quest for submarines gained momentum. When negotiations with the Western powers did not result in anything concrete, Indian Navy turned to the Soviets for initiating its own submarine arm. This decision had long-term implications for the Indian Navy as its underwater fleet thereafter remain dependent upon Soviet assistance for the rest of the Cold War.  相似文献

The problem of inadequate housing and living conditions facing one quarter of the world's population is situated in this article within the frameworkof human rights, and of international recognition of the basic rights to a place to live, and to gain and sustain an adequate standard of living. The nature and scale of the housing crisis points to a failure of governance that leads to exclusion, dispossession, and violence becoming endemic in societies: the institutionalisation of insecure and inadequate housing and living conditions. The author draws on the experience of Habitat International Coalition (HIC) in developing and supporting a comprehensive range of actions at local, national, regional, and international levels; and suggests some of the elements required if changes are not only to be promoted and campaigned for, but also sustained.  相似文献

Many organisations do not learn. There are many reasons for this, and a lack of donor support tends to be cited as one of the greatest. But this is not the primary reason for a lack of learning. We fail to learn because we are unable to see the importance of doing so. We become so embroiled in our busy-ness and our self-inflicted demands for action, that we have ceased to value learning. And we have lost sight of the fact that without learning our action is doomed to ineffectiveness. If we are about development and cannot measure how we are doing, how can we develop a rigorous and effective practice?  相似文献

This article begins with the assumption that the most important shift that is taking place in contemporary global politics is the shift in polity power from the predominance of the state to the rising importance of nonstate actors. It goes on to argue that disciplinary understandings of this shift and, in particular, the nature of the actors driving it, remain dispersed. This article aims, therefore, to provide a framework for evaluating the global political potential—or actorness—of one type of nonstate actor, the violent nonstate actor, positing it as that most overtly challenging states' authority, and therefore with the potential to play a uniquely stimulating role in the shifting of power. Based on three principles of autonomy, representation and influence, the framework provides broad criteria for understanding violent nonstate actors, as well as a means for evaluating violent nonstate actorness and for exploring its potential in global politics.  相似文献

The recent global financial crisis has generated substantial research interest in the relationships among savings, inequality and global imbalances. Our study examines the causes of global imbalances by analysing the relationship between income inequality and economic performance and the relationship between savings imbalances and economic instability. We identify a positive link between savings and inequality whenever savings are allocated through the financial market to investment firms for production. However, this relationship becomes negative when non-saving households borrow savers' funds for consumption. Our findings suggest that income inequality should be reduced in both China and the US to mitigate global imbalances.  相似文献

Mongolia is a country in transition. Domestic violence has just begun to reach the public and political agenda, due in large part to the activism and lobbying of women’s groups within Mongolia. State attention to domestic violence accords with Mongolia’s declared democratic and human rights agendas which are driven by political and economic shifts within society, the influence of trans-national feminism and the activities of two of the most influential non-governmental organisations (NGOs), each of which focus on violence against women. Local, feminist campaigning intersects with the global imperatives of treaty obligations and has resulted in the introduction of new legislation on domestic violence in 2004. Since then it has become apparent that there is a gap between the rhetoric of the law the reality of implementation. Women’s groups are battling this lack of political will to effectively implement changes.

The ongoing process of globalization is transforming the world.States, the principal actors in international systems, are theprivileged subjects of this transformation. State identitiesare changing and state sovereignties are challenged. Some scholarsrefer to this as a ‘Grotian moment’. I argue thata meaningful analysis of contemporary international politicsneeds to consider seriously questions related to the identitiesof actors and the quality of anarchy. Furthermore, I argue thatthe rise of a ‘global standard of civilization’reflects the transformation of the world and is affecting statesovereignty. Abstract

What is ‘relational theorizing’ in International Relations and what can it offer? This article introduces a thematic section that responds to these questions by showing two things. First, relational theorizing is not a doctrine or a method, but a set of analyses that begin with relations rather than the putative essences of constitutively autonomous actors. Second, relational theorizing has emerged from different geo-linguistic traditions, and a relational approach to International Relations (IR) can offer the language and space for increased and productive engagement beyond Anglophone scholarship. This thematic section takes a significant step in this direction by staging a dialogue between Sinophone and Anglophone scholarship on relational IR theorizing. Such an engagement shows points of comparison and contrast, convergence and divergence. In this way, the essays presented here contribute to developing a more ‘global’ IR.  相似文献

International provision of higher education services in both European and East Asian countries increasingly have a regional dimension. The European Union has since 1987 promoted the mobility of students, faculty, and content through its Erasmus Programmes. The ‘Bologna’ process that began in 1998/1999 now brings over 40 European countries together to create a European Higher Education Area by the end of the current decade. Meanwhile, East Asian countries (10 in ASEAN, plus P.R. China, Japan and South Korea) are also in a process of internationalising their higher education sector with an increasing regional component. Led by Japan, the “ASEAN+3 study group on facilitation and promotion of exchange of people and human resource development” advanced a comprehensive report, welcomed by the East Asian leaders meeting in October 2003, that strives for regional promotion of lifelong learning programs; credit transfer systems; scholarships and exchange programs for students, faculty, staff; research and development cooperation; ‘centres of excellence’ including e-learning; and curricular development as bases for common regional qualification standards among interested institutions. Both regional processes could reinforce each other in various ways, but possibly chiefly through the Asia–Europe Meeting (ASEM) process, unique among various recent inter-regional dialogue and cooperation processes around the world. Moreover, European and East Asian converging higher education processes could help the rest of the world through world inter-regionalism, and through an overhaul of international organisations dealing with higher education. The debt crisis in several member states of the euro area has raised doubts on the viability of the European Economic and Monetary Union (EMU) and the future of the euro. While the launch of the euro in 1999 stirred a lot of interests in regional monetary integration and even monetary unification in various parts of the world, including East Asia, the current crisis has had the opposite effect, even raising expectations of a break-up of the euro area. Indeed, the crisis has highlighted the problems and tensions that will inevitably arise within a monetary union when imbalances build up and become unsustainable. This article discusses the causes of the current European crisis and the challenges that EMU countries face in solving it. Based on this analysis, it derives five lessons for regional financial and monetary cooperation and integration in East Asia.  相似文献
