Throughout the Global South, diverse non-state actors have historically played critical roles in enabling populations to meet their basic needs, whether by providing or mediating access to social benefits and programs. To date, little research explores non-state social welfare, particularly in the Global South, and existing studies tend to focus on technical and administrative concerns while neglecting the potential political ramifications. This introductory essay aims to conceptualize and theorize the politics of non-state social welfare. We highlight three dimensions of the political consequences of non-state social welfare, including the implications for state capacity, equity of access to social welfare, and experiences of citizenship. Based on this framework as well as the findings of the empirical contributions to the special issue, the essay concludes that non-state provision may pose more political challenges than proponents recognize, but its effects are ultimately contingent on the types of relationships between state and non-state providers.  相似文献

This article examines whether the incidence of civil wars and the presence of violent non-state actors have an effect on state failure. Research on failed states has thus far prioritised armed conflicts as one of the key causes of state failure. This study challenges that claim and posits that civil war incidence has limited impact on the transition from fragility to failure. Global quantitative analysis of state failure processes from 1995 to 2014 shows that although armed conflicts are widespread in failed states, civil violence does not lead to state failure and large numbers of failed states become engulfed by civil war only after the failure occurs. By contrast, this study demonstrates a direct link between the presence of violent non-state actors and state failure.  相似文献

Abstract

Since the 1990s, Brazil’s foreign policy-making, traditionally a highly centralised and hierarchical process, has become more fragmented, plural and horizontal. In this context, the role of non-state actors has been increasingly relevant. The impact and significance of these actors have been however a matter of debate. While there are authors that consider that non-state actors play only a secondary role in the policy-making process, there are others that assert that these actors work alongside governmental actors and directly influence policy choices. Drawing on the concept of network governance, the paper proposes a different view from the two recurrent approaches in the literature mentioned above. It argues that the recent steps to transform Brazil’s state governance from hierarchy to horizontal networks have indeed expanded the room for the direct participation of non-state actors in the policy process. However, state authorities fought to adjust this tendency, in order to retain control over the decision-making process, by putting in place formal and informal coordinating mechanisms led by the Ministry of Foreign Relations and the Presidency. This suggests Brazil’s foreign policy was made in the shadow of hierarchy. The paper demonstrates the argument using the case of Brazil’s foreign policy towards China.  相似文献

Drawing on comparisons with cooperative and competitive non-state health care provision around the world, this article analyses non-state provision of health services in post-Soviet Uzbekistan and Kazakhstan. It explores the conditions in which non-state provisions remain cooperative or become politicised and contrasts the relations between NGOs and the state in Uzbekistan and Kazakhstan and the way they became politicised in the Middle East. In contrast to Western conceptions of NGOs, Central Asia's health NGOs cooperate with state agencies to serve their constituencies. In contrast to the perceptions of Central Asian governments, health-oriented NGOs do not aim to politicise health care. Donor support to Central Asia's health NGOs has created civically oriented actors that fill gaps in the state's capacity and enable governments to better serve their populations.  相似文献

Abstract

According to international relations scholars, an important change taking place in the post-Cold War context concerns the lethality of non-state armed groups (NSAGs). Underlying this observation is the conventional assumption that non-state violence is intrinsically illegitimate. This article shifts the analysis of violence away from the terrain of legitimacy, which tends to moralise the difference between state and non-state forces, and towards the terrain of work, where their violence features as part and not separate from a shared political economy. I propose the notion of violence work as a resourceful analytic into the dialectics of everyday violence and the complex processes of value production in social life. Against the background of the extreme cruelty attributed to transnational gangs in Central America, I argue that their violence work is expressive of prevailing modes of accumulating wealth in the region. Drawing on multi-sited fieldwork in Honduras, Guatemala, El Salvador and Mexico, I show how gang violence work animates a system of economic cooperation that engages a wide array of subjects who traverse state/non-state and legal/illegal divides.  相似文献

Somalia has become a front in the US Global War on Terror (GWoT) because of the potential connection between terrorism and state fragility. While originally oriented towards ‘building states while fighting terror’, Enduring Freedom in Somalia obtained quite the opposite result of deepening the existing conflict. Why and how did the GWoT result in the controversial outcome of ‘building terror while fighting enemies’? This article argues that the GWoT sponsored in Somalia an isolationist strategy that encouraged the political polarisation and military radicalisation of the insurgency. To explore this argument, the article first analyses the structure of the intervention by focusing on the interests and strategies of the interveners. Then it evaluates the conditions under which the modality of intervention (through the use of diplomatic, economic and coercive measures) violated the conditions essential to resolving conflict.  相似文献

The effect of the Arab Uprisings on the interplay of state and non-state entities is revealed as influencing the emergence of multiple players of non-state status pursuing democratic rights, and as attempting to dismiss regional despotism as an intrinsic element of ongoing transition in the Middle East. This article focuses on the positive overall effect on the Kurdish movement of unity and cooperation between KRG and PKK-PYD actors to achieve Kurdish harmony, and as interconnected paradigms vis-à-vis their influence and interaction with regional players. Given the rise of the Kurds in Syria and the KRG’s regional importance as the first actual Kurdish de facto state entity, the PKK’s role appears key for unifying and institutionalising the relatedness of the Kurdish movements in Iraq and Syria. An empirical understanding of the Kurdish case, explained through a conceptual model of ‘multi-dimensional interrelations’, may further clarify how the theoretical framework can be applied to International Relations.  相似文献

The conventional wisdom is that weak and failed states are at great risk of becoming havens for transnational terrorist and guerilla groups. The assumption is that lack of enforcement capabilities enables militant organizations to infiltrate and fill the “vacuum of power” that is created in the absence of a strong state. This article argues, though, that this is only one of the ways in which weak states are attractive to militant groups. It explores the various mechanisms through which the vacuum of power translates into opportunities for such groups. These mechanisms include the easiness of acquiring support and recruitment within refugees or marginalized populations; the ability of the violent non-state transnational organization to establish a “surrogate state” in supplying institutions and services that enhance its public appeal; the relations between civil or communal conflict and the success of such groups; and the use of transnational violent groups as proxies for other states. Using the Palestinian Liberation Organization (PLO) and Hezbollah in Lebanon as the primary cases, as well as two mini-cases from Central America and Africa, the paper illustrates the working of these mechanisms and contributes to our understanding of the relations between state weakness and transnational violent non-state organizations.  相似文献

Armed non-state actors make mistakes. Why this phenomenon occurs, and how organizations respond to their blunders, has remained understudied. This article draws on interdisciplinary research to examine sources of errors, and offers a public sensitivity argument to explain why groups claim and even apologize for their blunders. The quantitative analysis finds that all armed groups, regardless of ideology and organizational structure, are willing to apologize when there are unintended high casualty rates. A detailed analysis of three Provisional Irish Republican Army incidents reveals that public opinion is sensitive to the nature of the victims, and shows how public condemnation can impact organizational behavior.  相似文献

Existing studies of Hong Kong’s and Singapore’s success as leading Asian international financial centers (IFCs) have largely focused on economic structural factors at the neglect of political economic contextual variables. Taking a policy subsystems approach and based on extensive field research, this article attempts to address this shortcoming by conceptualizing the “policy relations” that exist between state, industry, and other non-state actors in the two IFCs and delineating the “division of policy roles” among these actors. In the process, this article contributes toward the existing IFC literature and conceptualizes the sociopolitical relations that exist among financial sector actors.  相似文献

This article reports results of a survey on consumer perceptions about agroterrorism conducted in October and November of 2004. As part of a more general survey the authors asked respondents who the most likely perpetrator of an agroterrorist attack would be. Of American consumers, 47.52% believed that the most likely attack would come from a state-sponsored terrorist organization or government, 23.47% from a non-state–sponsored terrorist organization, and only 14.46% for domestic terrorism. The article argues that at the time of the survey these perceptions of risk were at odds, in terms of history and the conventional wisdom, which would place higher likelihoods first on domestic terrorism, then foreign non-state–sponsored terrorism, and then foreign state–sponsored terrorism. These results are explored in detail using a combination of cross tabulation and PROBIT analysis and find that a key variable (among others) in risk perception is political affiliation. The article then discusses the role of political communication via the Iraq War and Al Qaeda to explain the results.  相似文献

Given the onset of a violent rebellion by an armed non-state group, how do states re-establish intra-state peace and hence fulfill their basic function as providers of internal security? In this article I argue that one way governments perform this core function is by recruiting non-combatants into local self-defense units called civilian defense forces (CDFs). By providing for local security, leveraging their superior local knowledge, and provoking insurgent reprisals against civilians, CDF units facilitate the influx of tactical intelligence as well as isolate insurgents from non-combatant populations physically as well as politically. Consistent with the argument, statistical analyses of two different cross-national data sets of insurgencies from 1944 to 2006 reveal that a state is 53 percent more likely to vanquish a guerrilla threat if the incumbent deploys CDFs. The analyses also cast doubt on a recent claim in the literature that incumbent force mechanization adversely affects the states’ ability to counter insurgent threats. Given that CDF deployment is a more easily manipulable variable than most other elements of state power, CDFs appear to be an effective instrument of counterinsurgency deserving of further academic and policy attention.  相似文献

This article is intended to analyse two leading approaches that have guided international efforts to promote peace and development in conflict-afflicted fragile states since the 1990s, namely peace building and state building. In a relatively recent development a growing number of donors has sought to bring these two closer together, based upon the perception that the challenges posed by (post-)conflict fragile states need to be addressed through an approach that combines both—‘state-building for peace’, as the undp has put it. The article thus seeks to explore how the processes of building peace are related to the processes of building more resilient, effective and responsive states in (post-)conflict settings. It provides an overview of the evolution of these two concepts and analyses key complementarities between peace building and state building. It also explores the challenges that arise for both on the basis of these complementarities. The article goes on to examine some of the most significant tensions that arise between the two, and what these tensions may imply for the international assistance community. By way of a conclusion the article offers a few key lessons that emerge from the analysis for improved donor policy and practice in state building for peace efforts.  相似文献

Several violent non-state groups also administer social services. Although earlier works stress the effects of social service provision on support and sympathy for violent groups, this article emphasizes a broader challenge. Namely, social welfare organizations threaten to rob the state of the legitimacy it derives through the social contract. Abolishing these organizations can cause humanitarian crises, radicalize populations, and erode domestic and international policy support. Ignoring them invites the continued erosion of state power. The way out of this dilemma is through a strategy of “displacement,” whereby the state eradicates non-state social services while concurrently extending its own welfare capacity.  相似文献

“Hybrid governance” appears today as an emerging research current that focuses on the role of non-state institutions and actors to strengthen state institutions that lack legitimacy and capacity in developing countries. By examining the interactions between private and public actors involved in the governance of public motor parks in Lubumbashi, the second city of the Democratic Republic of the Congo, this article demonstrates that informal taxation can be a decisive support for the perception of an official parking tax.  相似文献

Children are particularly vulnerable to the effects of natural disasters. This article aims to gain a deeper understanding of the specific effects of natural disasters on children and how they could better be involved in the disaster risk reduction (DRR) process. The article begins with a review of the literature published on the Child-led Disaster Risk Reduction (CLDRR) approach and describes the key issues. Then it identifies the effects of floods on children in Bangladesh and analyses the traditional coping mechanisms developed by communities, highlighting where they could be improved. Finally, it analyses how DRR stakeholders involve children in the DRR process and identifies the opportunities and gaps for the mainstreaming of a CLDRR approach in Bangladesh. This should contribute to a better understanding of how key DRR stakeholders can protect children during natural disasters. Encouraging the building of long-term, child-sensitive DRR strategies is an essential part of this process.  相似文献

How does an established state authority respond to an insurgency? How does such an authority plan and carry out its struggle to counter an armed non-state actor and why? The issue of strategy in counterinsurgency (COIN) remains a rather contentious subject and several practitioners and theorists on COIN have prescribed various remedies to the same problem. This article offers a conceptualisation of transnational conflicts between state and non-state actors. Theorists of globalisation and transnationalism have developed a number of approaches in order to rethink the roles of these actors in conditions of globality. Their reluctance, however, to develop middle-range concepts has left us with arguments that are unable to deal with the complexity of transnational conflicts. In the theoretical section we develop a conceptual vocabulary that tries to do justice to these complexities and to questions of hierarchy and internal differentiation of the conflicting formations. We focus in particular on the ways conflict is mediated through various scalar networks. In the empirical section we draw on two cases from Northern Africa—the Ethiopian state versus Oromo ethno-nationalists and the Moroccan state versus Western Sahara activists—in order to illustrate how these concepts can contribute to a theoretically guided understanding of the emergence and perpetuation of transnational conflicts.  相似文献

Studies increasingly highlight the limits of state building conducted ‘from the top-down’. Building on the literature and using a Rosenauian concept in a novel way, this article posits that international interventions create a ‘bifurcation of the two worlds’. Departing from a study of Kosovo and Timor-Leste, the article posits that the massive arrival of staff involved in international governance will create a social gap between the international and the local ‘worlds’, which will in turn become a target of narratives of resistance by local actors. This bifurcation is exemplified by the ‘white car syndrome’, a concept representing the horde of white UN vehicles accompanying major interventions and developed in this contribution. Thus, the article attempts to shed new light on the legitimacy crises that Kosovo and Timor-Leste experienced at the beginning of the current century, while demonstrating and increasing the linkages between development studies and peace studies.  相似文献
