In the first decade of the 21st century China has been able to enter political, military and commercial deals with countries of the asean community, the countries of Latin America and the Caribbean, and the countries and observers in the Shanghai Cooperation Organization (sco). In November 2006 China sealed this circle with a strategic partnership with Africa at a major feast of leaders celebrating the friendship and co-operation between the two. The emergence of China as a force in Africa complicated the tussle between the EU and the USA over the ‘who controls Africa’. The new relations between Africa and China could be described in the words of Gramsci, as, ‘the old is dying yet the new is yet to be born’. Chinese relations with Africa combine elements of the old (extraction of raw materials), yet the experience of transformation in China ensures that there are many positive and negative lessons to be learnt. What is new is the prospect for the consolidation of African independence and the challenge to the hegemony of the dollar and US imperialism. I argue in this paper that, in the short term, one of China's most important roles will be to break the disarticulation between the financial and productive sectors of the economy and to stem the outflow of capital from Africa. In the long run the experience of linking new ideas of science and technology to a home grown path of reconstruction can be an important lesson for Africa. State-to-state relations are usually opportunistic and it is for this reason that transnational civil society linkages between the Chinese and African people will be more important than relations between leaders.  相似文献

Abstract

Scholarly consensus postulates a sharp contrast exists between liberal values and realist interests in US foreign policy in the Middle East and North Africa (MENA) region, which finds its expression in the ‘security–democracy’ dilemma.? This means the US rhetorical determination to abide by the values of a ‘liberal’ foreign policy is neutralised by the ‘realist’ priority of maintaining US strategic interests, which requires support for friendly authoritarian rulers. Scholarship tends to apply this reasoning indistinctly to the entire region, providing an encompassing framework of analysis for understanding US foreign policy, which is valid across time and space. This study challenges this theoretical assumption and argues that while the US might indeed have a comprehensive regional approach in the MENA, the resulting foreign policy follows country-based trajectories that respond to national specificities and the perceived implications for US strategic interests. Exploring US foreign policy in the MENA after 9/11, the article demonstrates that while the US emphasis on liberalism crumbled when faced with security issues, the US liberal approach to Tunisia unfolded more consistently. Although the US continued formal cooperation with Ben Ali’s regime, it empowered at the same time a coalition of democratic opponents, solving the security–democracy dilemma and positively influencing the Tunisian democratisation.  相似文献

This paper distinguishes between political and militant Islam and analyses the latter's current ability to confront empire and to become a social force in Muslim-majority states. This analysis is within the dialectic of collaboration and resistance, starting with client postcolonial states' pivotal role in bringing to fruition the collaboration between political Islam and US imperialism during the cold war era. The post-cold war period signals the imperialist putsch to confront militant Islam in the ‘Long War’ by employing the cold war strategy of ‘permanent war’ and universalising the idea of the security state. Militant Islam's resistance to the Long War and the security state makes this two-pronged imperial strategy a losing proposition for the USA. Paradoxically this strategy has also become the prime mover for militant Islam's ascendancy. The paper addresses the paradox of the USA's continuation with its losing Long War strategy and securitisation agenda which, although providing succour to militant Islam, is also achieving its larger objectives to buttress capitalist globalism; fuel the military–industrial and security–industrial complexes; and support ‘big oil’.  相似文献

Abstract

Despite strong shared interests and their dependence on US assistance, Kabul and Islamabad frequently fail to cooperate with the USA’s post-9/11 security agenda. Why doesn’t the USA have more leverage in these alliances and what can it change to be more influential? This article identifies four structural factors in Washington’s alliances in Afghanistan and Pakistan (‘Af-Pak’) contributing to Washington’s lack of coercive power: 1) the USA’s interest makes coercion difficult; 2) Kabul and Islamabad have more invested and will bargain to protect their interests; 3) the form of US commitment (an intense but explicitly temporary military commitment) produces incentives for Kabul and Islamabad to adopt short-term solutions, frequently running against US interests; and 4) the tenets of counterinsurgency policy cause Washington to be politically dependent on Kabul and Islamabad, effectively reducing its influence.  相似文献

The modern condition of poverty in Africa is a global phenomenon, the outcome of world-historical processes of social change, and reproduced by globally structured social relations. This is obscured in academic analysis. The 20th century division of labour produced an absence of theorising the international from the discipline of Development Studies, and an absence of poverty from the concerns of International Relations. Neither Development Studies nor ir have adequately emphasised or theorised the global production and reproduction of local poverty in Africa. Perhaps this can be remedied, thanks to the increasing attention to studying international relations ‘from below’ in recent critical scholarship. However, methodologically, the current critical approaches in ir and ds are disabled by their abandonment of objectivity and a commitment to explanation. The article concludes by arguing for elaboration of the global political economy of poverty in Africa, as a form of social scientific inquiry with necessarily emancipatory implications.  相似文献

Western travel to Africa has historically involved the construction and consumption of African otherness. In the postcolonial era this is most clearly evident in Western tourism to the continent, where Africa is frequently marketed as an exoticised destination to see and consume both ‘nature’ and ‘native’. The Western tourist gaze often requires fixing Africans, both in a spatial site (‘village’) and a temporal site (‘tradition’). Africans on the move (both spatially and temporally) are often seen as threatening to the Western‐established images of Africa, which are grounded in a long‐standing fear of ‘unorded’ and ‘chaotic’ African space. After 11 September and the USA's ‘war on terror’ retributive response, the political implications of these fears are evinced in the writings of Robert Kaplan and his popular ‘coming anarchy’ thesis. The article concludes with a critique of Kaplan's work and a discussion of its implications for Africa and African international relations.  相似文献

This article examines the policies implemented by both the Obama and Trump Administrations toward Cuba to evaluate the claim that the ‘Thaw’ of relations between Washington and Havana represents a significant change in US foreign policy toward the island nation. Despite the appearance that the change in policy is a fundamental shift, I argue that the changes in US policy toward Cuba under both Obama and Trump represent changes in the means for pursuing the same historical objectives pursued by the Washington for the past few decades. In other words, the overall strategy and objective of US hegemony in Cuba is the same, with the only change being the means for achieving these ends. The central implication of this is that the ‘Thaw’ in relations between Cuba and the US represents a new, more ‘consensual’ means to instigating the same objective of provoking American-orchestrated political, economic, social and ideological changes in the island nation.  相似文献

The utility of framing questions of global inequality in relation to a ‘First World’ and a ‘Third World’, a North and a South, or developed countries and developing (or underdeveloped) countries, has been much debated since the end of the Cold War. This article addresses the issue of the perceived weaknesses and possible continued strengths of the notion of the ‘Third World’ in general terms, and then grounds such a discussion through an analysis of the way that the African National Congress (anc) government in post-apartheid South Africa has approached the question of global inequality. Since its election in 1994, and more particularly since Thabo Mbeki succeeded Nelson Mandela as president, the anc has presented itself as having an especially important leadership role on behalf of the Third World. The profound contradictions inherent in the anc's effort both to retain its Third Worldist credentials and to present itself as a reliable client to the Bretton Woods institutions and foreign investors provides insights into how to design alternative strategies for overcoming world-wide poverty, strategies which might be more effective than those chosen by the anc. Since the anc was elected to government in 1994 it has pursued a brand of deeply compromised quasi-reformism, analysed here, that serves primarily to deflect consideration away from the options presented by other, much more meaningfully radical international and South African labour organisations, environmental groups and social movements. At the present juncture a range of increasingly well-organised grassroots movements in South Africa find that they have no choice but to mobilise in active resistance to the bankrupt policies of the anc. The increasing significance of these efforts points to the possibility that they might eventually be able to push South Africa—either through a transformation of the anc itself or through the creation of some new, potentially hegemonic, political project in that country—back into the ranks of those governments and groups that seek to use innovative and appropriately revolutionary approaches to challenge the geographical, racial and class-based hierarchies of global inequality.  相似文献

This article employs ‘hair’ as a lens for investigating the ways in which black women’s experiences in the US military and West Germany were racialized and, at the same time, gendered. Based on the personal stories of Women’s Army Corps member Babette Peyton, who got court-martialed in Germany in 1975 for wearing her hair in cornrows, and Marie Davenport, teacher and beautician in Frankfurt, who desegregated the local military hair salon, this article uncovers black women’s mundane activism against racial and gender discrimination. Their experiences and perseverance demonstrate that black military women made critical contributions to the Civil Rights Movement while abroad in Germany.  相似文献

Somalia has become a front in the US Global War on Terror (GWoT) because of the potential connection between terrorism and state fragility. While originally oriented towards ‘building states while fighting terror’, Enduring Freedom in Somalia obtained quite the opposite result of deepening the existing conflict. Why and how did the GWoT result in the controversial outcome of ‘building terror while fighting enemies’? This article argues that the GWoT sponsored in Somalia an isolationist strategy that encouraged the political polarisation and military radicalisation of the insurgency. To explore this argument, the article first analyses the structure of the intervention by focusing on the interests and strategies of the interveners. Then it evaluates the conditions under which the modality of intervention (through the use of diplomatic, economic and coercive measures) violated the conditions essential to resolving conflict.  相似文献

The peculiarities of South African society, where class, ethnic, linguistic and national cleavages overlap, tend to obscure the process which have led to industrialization. This is unfortunate because a study of South African social structures may shed light on the wider problems of development. An attempt is made in the article to compare political and economic developments in South Africa with similar developments in Tsarist Russia, Imperial Germany and the American South. It is suggested, for example, that the German ‘marriage of iron and rye’ has a counterpart in the relationship between maize and gold in South Africa and that similar political consequences follow. The organization of the South African mining compound is considered, in its formulating effect upon the peculiar process of urbanization in South Africa. This particular form of urbanization has resulted in the creation of a very considerable surplus for investment, the implications of which are discussed.  相似文献

Many voices in the US policy community have suggested that El Salvador provided a model for US counterinsurgency operations in Iraq and Afghanistan, based on the unsound contention that elections increased government legitimacy and effectiveness. The same flawed assessments were present in counterinsurgency strategy in Iraq and Afghanistan – unfounded assumptions that elections would increase legitimacy and improve institutional performance and human rights records lead to inaccurate analysis and bad strategy. Indeed, the US experience calls into question the ability of even a great power to impose legitimacy on a partner in order to wage counterinsurgency. Assuming that elections will advance such legitimacy is a dangerous pathology.  相似文献

This article deals with the question of why the Israeli military played a major role in the design and implementation of the Oslo Accords in the years 1993–2000 even though this process was originally initiated as a diplomatic move. It is argued that the explanation lies in the army's role in politically mobilizing the anti-Oslo front comprised of religious and peripheral groups, most of whom had a nationalist agenda, as a strategy to counter their resistance to the Accords. The ‘people's army’, through which many of these groups attained social mobility and which they had traditionally trusted, was inherently the most effective mechanism for achieving this goal. This role was further intensified in light of the government's social policies that made these groups ‘peace losers’. Political recruitment took the form of the army's role in designing the Oslo arrangements as military ones.  相似文献

This paper explores – through a geo-political perspective – the changes and continuities in South African foreign policy over the period 1990–2010, focusing on the themes of military relations, migration, democratization, and pan-Africanism. The demise of apartheid led to significant changes in South Africa's relations with southern Africa and the rest of Africa, including: transition of South Africa from pariah state to a key leader of the continent; an end to South Africa's destabilization of its immediate neighbours; transition toward more humane treatment of migrants; and transition toward a commitment to democracy promotion in Africa. Yet, continuities among the apartheid and post-apartheid eras persist, including: the persistence of nationalism and realism as guiding principles; ongoing economic and political constraints imposed by neighbouring countries; the persistence of socio-cultural divisions amongst South African and migrant workers; and overall ambivalence about pan-African identity and policies.  相似文献

This article draws on the theory and recent research on ‘ecological disorganization’- defined as ‘the ways in which human preferences for organizing economic production consistent with the objectives of capitalism are an inherent contradiction with the health of the ecological system’- to explore the ‘corporate violence’ apropos of Chinese investment in Africa. In line with other ecological disorganization theorists, we show how the deployment of Chinese capital in Africa structures and reproduces subjectivation, but also how, ultimately, this subjectivation is implicated in Africa’s ecological disorganization.  相似文献

Abstract

This article explores how mutually productive intersections between religion and governance constitute international political order in sub-Saharan settings. Asking ‘who governs’, I propose religion–governance entanglement as a means of analysing these intersections and rethinking governance, order and religion in Africa. Existing literatures typically characterise the public reliance on religious actors and institutions as being part of a uniquely ‘post-secular’ moment in contemporary world politics or a wider ‘post-Westphalian’ shift in modern governance. Enduring dynamics between postcolonial states and the Global North problematise these framings. In sub-Saharan Africa, religion has a protracted history in postcolonial hybrid governance, overlapping the regional presence of international non-govermental organisations following decolonisation. Using the example of South Sudan, I build on recent analyses of religious-political activities that leave their collective implications under-theorised.  相似文献

The ‘neoconservative moment’ is widely assumed to have come and gone with the George W. Bush administration. This article argues, however, that the hope that the neoconservative chapter in US foreign policy will be definitively closed under Barack Obama's administration is unlikely to be realized in practice, owing to the continuing influence that neoconservatives are able to exercise over national debates regarding the ‘moral’ use of US power in order to shape the international environment. While the moral agenda of the ‘neocons’ is often misconceived as simply a mask for the naked pursuit of the United States' material and strategic interests, this article demonstrates that this misrepresents the rationale that underpins the neoconservative perspective. Exploring the re-articulation of morality in neoconservative thought reveals the nexus that both links the neoconservative domestic agenda for political change to its foreign policy goals and also provides a framework for understanding the ‘staying power’ that neoconservatism continues to exhibit. Although the Obama presidency is widely heralded as a repudiation of this agenda, the neoconservative conception of the United States as a moral power is deeply rooted in US foreign policy traditions and is domestically allied to traditional expressions of social conservatism, which enables neoconservative ideas to continue to resonate in US foreign policy debates.  相似文献

2011 saw an unprecedented wave of popular protests shake the foundations of many Arab regimes across the Middle East and North Africa. While many observers welcomed the uprisings as movements for greater freedoms and democracy, Iran celebrated the unrests as an ‘Islamic awakening’ – the first steps in a process that would eventually result in the realignment of the Greater Middle East. This article will examine the official narrative of the Iranian regime and will contextualise the apparent contradiction in the Islamic Republic's support for the Arab uprisings despite its brutal suppression of its own people and the incitement of the same practise in Syria. The article will then assess Iran's actual role in the Arab unrests and whether the Islamic Republic has, and will retain, the ability to exploit the ‘Arab Spring’ as part of its broader revisionist struggle to weaken the forces of status quo in the region.  相似文献

The world's major oil-consuming nations, led by the USA, China and the Western European countries, are keenly interested in the development of African oil reserves, making huge bids for whatever exploration blocks become available and investing large sums in drilling platforms, pipelines, loading facilities and other production infrastructure. Indeed, the pursuit of African oil has taken on the character of a gold rush, with major companies from all over the world competing fiercely with one another for access to promising reserves. This ‘oil rush’ has enormous implications both for African oil producers and for the major oil-importing countries. For the producing countries it promises both new-found wealth and a potential for severe internal discord over the allocation of oil revenues (or ‘rents’); for the consuming countries, it entails growing dependence on imports of a vital substance from a region of chronic instability, with obvious national security overtones. Both these trends are reflected in US policy towards African oil. Desperate to procure additional supplies of foreign oil (to make up for the decline in domestic output), the Bush administration has made strenuous efforts to increase the role of US energy firms in African production. But because instability in Africa is an obstacle to such investment, it has sought to boost the internal security capacity of friendly African states and has laid the groundwork for direct US military involvement in Africa. At the same time Washington has become deeply concerned by China's growing interest in African oil, provoking an intense competitive contest between the two, with growing military overtones. In the end African societies will most probably suffer from this competition as an influx of arms bolsters the capacity of entrenched African regimes.  相似文献
