This article explores agonistic processes of peace, which are situated within and constitutive of different spaces and places. Three contested cities, Sarajevo, Mostar and Vi?egrad in Bosnia-Herzegovina, provide us with local sites where peace and peace building in various forms ‘take place’ as people come together in collective action. Through a close reading of three symbolically and materially important bridges in the towns, we reveal meaning-making processes, as agentive subjects struggle around competing claims in the post-conflict everyday world. The collective, situated and fleeting agency that we explore through the Arendtian notion of ‘space of appearance’ invests space with meaning, belonging and identity. Thus, this article grapples with agonistic peace as it manifests itself in materiality and spatial practices. We use the social and material spaces of the city to locate agency and agonism in peace building as they relate to the conflict legacy in Mostar, Vi?egrad and Sarajevo in order to advance the critical peace research agenda.  相似文献

Global inequality is increasing. Global inequalities are an expression of global social injustices and ‘pathologies of power’. Global governance has been posited as a way forward. However, global governance will not deliver justice unless it embraces a more radical vision of what justice means and permits the voices of the marginalised to be heard in spaces of decision making. We identify two important approaches to building more just forms of global governance: the civil society approach, which is useful when it draws attention to the agency of those at the margins of global circuits of power; and the rights-based approach, which can provide opportunities for justice claims by marginalised groups.  相似文献

Abstract

This article analyses activists’ attitudes towards using social media for civic actions in authoritarian and democratising countries. Specifically, it examines whether civic activists in Belarus and Ukraine perceive social media as ‘liberation technology’ or as unhelpful and overhyped, a ‘net delusion’. We compare the ways in which civic activists use social media for the purpose of spreading information, networking and mobilisation. We find that social media is used by them for civic activism in order to campaign for civil and political liberties in their countries. Civic activists are generally enthusiastic about the use of social media, however we highlight challenges arising from socio-political conditions as well as negative consequences of activists’ online engagement.  相似文献

Over the past two decades there has been a rapid increase in funds for local civil society actors in fragile states. Current peace-building and development efforts strive for the recreation of a vibrant, active and ‘liberal’ civil society. In the case of Sierra Leone, paradoxically, this growing support has not strengthened civil society actors based on that liberal idea(l). Instead of experiencing enhanced proactive participation stemming from the civil sphere, Sierra Leone’s civil society appears to be largely depoliticised. Drawing on empirical data gathered over the past four years, this article offers three interrelated causal explanations of why this phenomenon occurred during the country’s peace-building phase from 2002 to 2013. First, Sierra Leone’s civil society landscape has become instrumentalised to serve a broader liberal peace-building and development agenda in several ways. Second, Western idea(l)s of participatory approaches and democracy are repeatedly challenged by the legacies of colonial rule and socially entrenched forms of neo-patrimonialism. Third, abject poverty and the lack of education affect activism and agency from below.  相似文献

ABSTRACT

This article examines embodied representation of race, ethnicity, and gender, questioning ideas of cultural appropriation. Using the London-based Congolese transnational fashion brand Kiyana Wraps as a case study, the article addresses how young Congolese designers re-invent their cultural heritage to conceive the label stylisation and construct meanings of Blackness/Africanness. The article also explores the brand’s social spaces, where the headwrap ritual is used by different actors to perform hybrid identities. In addition, wearing the headwrap reveals symbolic metaphors of empowerment, through which intertwined ‘feminist’ and ‘feminine’ identities are evoked. The paper examines how Congolese women are creatively taking inspiration from the environment of London to produce innovative fashion trajectories as lived socio-cultural experiences. It argues how the headwrap ritual signifies an aesthetic and material process through which specific racial and ethnic boundaries are transcended, fabricating transcultural body spaces which encompass individuals with diverse cultural backgrounds.  相似文献

Many of the recent ideas and concepts of ‘good governance’ and ‘civil society’ in Bangladesh have been generated by the international aid agencies and their ‘good governance’ policy agenda in the 1990s, but there are also local meanings to the terms derived from the independence struggle and the construction of a Bangladeshi state. This article aims to obtain a clearer analytical understanding of the processes and institutions of civil society in Bangladesh that can develop workable strategy to improve governance for helping the poor and moving beyond the patron–client relationships on which they have depended historically. It also focuses attention and debate on those aspects of civil society which can enhance the quality of governance and democracy by overcoming the western top-down approach; and can strengthen the role of civil society organisations to further enhance their impact on better governance for fair distribution of public goods and ensuring social justice for the poor.  相似文献

It has become commonplace to claim that cities are becoming conflict zones, or ‘war zones’. This article traces some of the discursive and conceptual shifts that made it possible to define the city as a new frontier for international humanitarian action in states of the Global South. In order to represent cities as humanitarian spaces, concepts of ‘failure’ and ‘fragility’ have been problematised and subjected to reinterpretations that legitimised new strategies applied to the urban realm. I argue that this re-scaling of humanitarian practices enables a de-coupling and inclusion of so called new ‘urban conflicts’ in strategies of global liberal governance. Moving from failed states to fragile cites is a key development to understand changes in the practices that redefine humanitarian spaces today. The definition of urban violence as a new type of conflict informs a new cycle of expansion of the humanitarian order focused on the city. The article analyses the problematisation of concepts of failure and fragility as a decisive move to redefine the boundaries of humanitarian spaces.  相似文献

The article traces a large real and comparative decline in the rewards of high civil servants in Great Britain over the 20th century, accelerating since about 1970. It relates this to developments in the market for ‘high quality’ graduates and to changes in public and governmental attitudes which have affected the size, organization and role of the civil service. It discusses possible causes of the decline in top rewards in terms of three explanatory approaches suggested by social scientists – the ‘institutional’, the ‘cultural’, and the views of the ‘Chicago School’. Finally, following an examination of changes in the way senior British civil servants are now recruited and remunerated, it considers possible outcomes in terms of effects on the part they can play in the governmental process.  相似文献

This article presents a model that introduces a scientific ‘gold’ standard as a reputation protection mechanism operating alongside an agency’s legal independence. It tries to gauge which of the two is less susceptible to political moves. The model suggests that the scientific ‘gold’ standard for agency decisions is less susceptible to political moves because of its important role as a legitimating device for both government ministers and regulators. Government ministers are able to address multiple audiences and even to respond to aggressive strategies by powerful interest groups by undermining one reputation protection mechanism (that is, an agency’s independence) without weakening the other (that is, the scientific barrier for granting full‐subsidy status to treatments that lack comparative therapeutic advantage). This implies that drug reimbursement mechanisms that provide a high quality of drug evaluation are designed to be effective.  相似文献

The contest to define ‘democracy’ has become a fundamental concern of global politics. As Noam Chomsky has argued, the guardians of world order have sought to establish democracy in one sense of the term, while blocking it in others. The article interrogates the theoretical and material underpinnings of the great-power-defined agenda of democratisation. It argues that the democratisation project seeks to constitute (neo)liberal polities with a procedural notion of democracy, through coveted transformations in three domains: the minimal ‘neutral’ state, the liberal public sphere or ‘civil society’, and the liberal ‘self’. The impetus to constitute African social relations in its own particular image may be attributable to liberalism's universalist pretensions. But ideas have materiality. Liberal democracy qua liberalism maintains a strong historical association with the birth and evolution of the modern capitalist world. The article contends that the democratisation project endeavours to reproduce within Africa (and elsewhere) the patterns of transformation that characterised the transition to capitalist modernity in north-west Europe.  相似文献

This article studies the challenges faced by microfinance institutions in Zambia, whose remit it is to provide financial services to the poor. It focuses on loan officers – the agents of delivery on the ground. With reference to loan officers’ experiences and words, the paper examines how gender and education shape and structure their day-to-day encounters. The study finds that different social spaces – ’the office’ and ‘the field’ – and wider context explains the gendered, culturally complex and multidimensional nature of developmental work at grassroots level. Social expectations emerge as major pressure points more for female loan officers than their male counterparts, making them less suitable for microfinance work, which has traditionally targeted poor women.  相似文献

This article attempts to apply major ideas developed in Anglo-American ‘network analysis’ to enlarge geographical constructions of the rural ‘problematic’ in Russia. It interrogates complex understandings of ‘poor people’ via a study of social networks in two villages in Central European Russia, focusing on connections between different actors embedded in social contexts in the countryside, different forms of associations between rural people, and the ways in which specific forms of their interrelations affect poverty. In so doing, the article attempts to reconnect different positions of rural people in Russia and different transitory aspects of ‘poor’ identities (i.e. of people in poverty), as well as to broaden understanding of differentiated experiences of rural poverty.  相似文献

This article examines the recent emergence and growth of grassroots social movements in Armenia which are locally known as ‘civic initiatives’. It considers what their emergence tells us about the development of civil society and the changing understandings and practices of citizenship in Armenia in the post-Soviet period. It analyses why civic initiatives explicitly reject and distance themselves from formal, professionalised NGOs and what new models of civic activism and citizenship they have introduced. It argues that civic initiatives embrace a more political understanding of civil society than that which was introduced by Western donors in the 1990s.  相似文献

Abstract

The transformative potential that has come to be associated with networking in all areas of social, economic and political life, not least initiatives designed to tackle urban deprivation, is premised upon the idea that better outcomes prevail when state, market and civil society actors work together in partnership to agree and implement change. Such a perspective is informed by two underlying and related assumptions; first, an understanding of democracy as being essentially deliberative in nature; second, an understanding of social and political change as being essentially consensus based. An agonistic model and alternative explanation questioning these assumptions and the ‘transformative’ claims made on behalf of partnership is presented in this article. In contrast to what is termed a ‘neo-liberal orthodox’ approach an alternative interpretation of regeneration located within a radical conceptualisation of civil society is proposed. Regeneration, it is argued, is better conceptualised in terms of contestation between state, market and third-sector interests with better outcomes for communities prevailing when third-sector actors develop the legitimacy and power to engage politically within the context of a contested public sphere.  相似文献

This article expands upon the theory of post-hegemony so as to maintain the multitude as an operative political category alongside the State. Ironically, it does so by returning to Antonio Gramsci. It argues that the multitude – or, for Gramsci ‘civil society’ – is constitutive of statal politics in two specific ways: (1) the multitude as a constitutive outside or alterity that the State carries; and (2) constitutive in its positivity, as a productive immanence that affects the social field from which the State is drawn. This relationship of constituent participation – not representation – is demonstrated by investigating changes in politics-as-usual in Venezuela.  相似文献

Studies increasingly highlight the limits of state building conducted ‘from the top-down’. Building on the literature and using a Rosenauian concept in a novel way, this article posits that international interventions create a ‘bifurcation of the two worlds’. Departing from a study of Kosovo and Timor-Leste, the article posits that the massive arrival of staff involved in international governance will create a social gap between the international and the local ‘worlds’, which will in turn become a target of narratives of resistance by local actors. This bifurcation is exemplified by the ‘white car syndrome’, a concept representing the horde of white UN vehicles accompanying major interventions and developed in this contribution. Thus, the article attempts to shed new light on the legitimacy crises that Kosovo and Timor-Leste experienced at the beginning of the current century, while demonstrating and increasing the linkages between development studies and peace studies.  相似文献

This article makes a further contribution to opening the ‘black box’ of micropractices in ministry–agency relationships. We argue that the mechanisms that come into play in the course of institutionalizing agencification reforms – such as renegotiating mutual roles and rules in ministry–agency interactions – are only poorly covered in the existing literature. To adequately address the negotiated and contingent nature of de facto agency autonomy and political control, we develop an interpretive approach based on the concept of ‘boundary work’. The empirical focus is on ministry–agency interactions at the science–policy nexus in the contested policy field of food safety. By studying actors' stories about the institutionalization processes following the fundamental reorganization of the German food safety administration in the wake of the BSE crisis from a longitudinal perspective, we show how actors manage boundary conflicts via increasingly differentiated backstage coordination.  相似文献

Persistent civil warfare has created a crisis of protection for vulnerable refugees/returnees and internally displaced people ( idps ) in the African Great Lakes region. This is in the context of increasing state hostility towards refugees, intensified inter-group competition among citizens, and rising xenophobia towards African ‘foreigners’. Humanitarian solutions are often de-contextualised from struggles over entitlements, citizenship and exclusionary practices based on social hierarchies, ethnicity and indigeneity. Hence, they tend to contribute to rather than alleviate the marginality experienced by the displaced. This article argues for further exploration of the processes of identity construction that accompany displacement and humanitarianism and their problematic relationship with sovereignty and citizenship. It suggests that transcending marginality requires greater emphasis on political agency within refugee and idp communities—for their voices to be part of negotiations and conversations on repatriation and integration—in order for them to rejoin the political community.  相似文献

Administrative decentralization to government agencies (so‐called ‘agencification’) has attracted much attention in recent years, increasingly for its longevity or evolution after the ‘high’ managerialism of the 1980s, and largely through a neo‐positivist epistemology. Drawing on techniques of narrative and discourse analysis, and a model of incremental ideational change, this article identifies the necessity of supplementing those existing large‐N analyses of agencification's expansion and decline with qualitative attention to the endurance of policy meaning. It demonstrates how the original foundations of managerialism, civil service empowerment and decentralization from the UK's seminal ‘Next Steps’ agency programme are eschewed in contemporary reform discourse, where agencification is instead advocated as centralized, politically proximate and departmentalized governance. This substantial reinterpretation of the arm's‐length concept not only challenges existing claims of continuity in UK administrative policy, but also demonstrates the utility of interpretive methods for exploring longevity in public management more widely.  相似文献
