It has become common to regard consociational democracy as a method of managing conflict in ethnically divided societies but little attention has been paid to its applicability to societies where the primary political cleavage is between secular and religious forces. This article seeks to redress this imbalance by examining the applicability of consociationalism to the case of the Palestinian Territory. We argue that, while Palestinian society is characterised by ‘pillarisation’ along a secularist/Islamist cleavage, formal power-sharing between the representatives of the two main Palestinian factions, namely Fatah and Hamas, has proved elusive. However, rather than seeking to explain the seeming inability of the factions to share power by reference to the nature of the cleavage, as other authors have done, we instead highlight the contextual factors that have made power sharing difficult to achieve, namely the difficulties Hamas and Fatah face in accepting each other as political partners, and opposition from external actors.  相似文献

This article outlines the means by which the Palestinian Islamic movement Hamas has developed and implemented a consolidation of power strategy that is inexorably driving it to a state of increasingly authoritarian control in the Gaza Strip. It discusses the factors that have driven Hamas in terms of power seeking as primordial to all radical Islamist movements or as a result of or response to other factors outside its control. The article highlights the concurrent demise of the Fatah organisation in the Gaza Strip as the largest and most visible symbol of secularism. It then reflects on the role of external, including international, actors in accelerating consolidation tactics following the Hamas ‘takeover’ of power from the Fatah-dominated institutions of the Palestinian Authority (PA) in June 2007. The article aims to demonstrate that Hamas' control in Gaza is an important signpost in terms of developing Islamism in the Middle East region.  相似文献

This paper describes a key aspect of the Israeli seizure and incorporation of Palestinian Arab lands that has been little examined to date, namely the dynamics of the Judaisation of Palestinian land as a result of circumstances of war, peace and conjunct agreements. I argue that this process has capitalised on a dynamics of disorder concomitant with armed hostilities. And, during peace negotiations, a policy of land takeover was pursued grounded in the power disparity between the two partners. I further emphasise that this policy has been in keeping with an ethnocratic state ideology and the perceived need to control ever more area within the Land of Israel for settlement and absorption of immigrants. The Israeli political class has repeatedly expropriated borderland space when such a window of opportunity for implementing its ethnocratic territorial imperative has arisen. This ideological imperative predated the formation of the state and has been central to the broader political enterprise of which the Israeli state was and remains the expression. The paper examines cases of land ‘expropriation’ in the early years of the state and specifically after the immediate termination of military hostilities, focusing on case studies in the northern demilitarised area, the Latrun area and in East Jerusalem. This fundamental state policy continues down into the present, evident in the land being seized from Palestinian territory for the building of the Separation Wall, an instrument of a significant new ‘grab’ of land.  相似文献

This paper examines the formation of the concept of ‘the internationals’ in Palestine. The post-Oslo term began to be used in the second intifada to denote white solidarity activists in the colony. In tracing the rise of the concept, the paper charts some of the ways solidarity with the Palestinian people has been domesticated under the Oslo ‘peace process’. Situating and analysing the rise of the concept of ‘the internationals’ within the assemblage of apparatuses and ideological forces inscribed during Oslo, it explains how these material structures have contributed to shifting the notion and praxis of solidarity. Taking Third World internationalist and anti-imperialist feminist practices of solidarity as its starting point, the paper historicises and theorises some of the changes that have taken place over time. It offers an anti-colonial, anti-racist, feminist critique of the individualisation of solidarity and centres indigenous Palestinian perspectives. It concludes by surveying the ways Palestinians are creating alternatives and rebuilding international solidarity.  相似文献

Abstract

This paper is a reflection on the role of intellectuals in engaging with Palestinian solidarity movements and liberation discourses, and on the place of international lawyers specifically within that context. The paper considers ‘the question of Palestine’ as a rigorous test for intellectuals in the Global North today, and examines particular debates over free speech, civility and balance that unfolded in the wake of Israel’s 2014 war on Gaza. It considers the interventions of international lawyers in these debates with reference to Edward Said’s ‘amateur’ and ‘professional’ intellectuals, and explores ways in which anti-colonial international lawyers (as amateur intellectuals) can transcend prevailing professional orthodoxies to deploy language, arguments or tactics that rupture liberal legal processes and narratives on Palestine.  相似文献

Abstract

Taking Palestine as the focus of inquiry, and drawing on our experiences as co-directors of Karamah, a judicial education initiative focused on dignity, we reflect on the attributes of colonisation and the possibilities of decolonisation in Palestine through development aid. We conclude that decolonisation is possible even within development aid frameworks. We envision the current colonial condition in Palestine as a multi-faceted, complex and dynamic mesh that tightens and expands its control over the coveted colonial subject but that also contains holes that offer opportunities for resistance or refusal. We turn to Karamah to illustrate how some judges have insisted on a professional identity that merges the concepts of human dignity and self-determination and ultimately rejects the colonial condition inherent in both occupation and development aid. We conclude that in this process of professional identity (re)formation, members of the Palestinian judiciary have helped reveal the demands of decolonisation by demonstrating their commitment to realising human dignity through institutional power, and bringing occupation back into international development discourse.  相似文献

International organisations, the national government and civil society alike have identified youth as a potential threat to the stability of the young state of Timor-Leste over the last decade. In this article, I ask how these actors define the danger of youth and what reasons they identify for the potential threat of young citizens for the society and state. Guided by a theoretical framework of Critical Security and Development Studies, I argue that while political manipulation as reason for youth violence was a prominent part of the security discourse in the years after the crisis in 2006, the discourse on the danger of youth in very recent international and national documents has been depoliticised. Despite decreasing numbers of youth-related violence, the threat construction has not vanished; rather, the language on youth has been adapted to the existing international discourse on violent youth as a threat to successful development. In this way, international and national actors have sustained the image of a society in need of management.  相似文献

Both politicians and academic researchers have focused on the Oslo peace agreements, generally emphasizing the “New Middle East” and “Transnationalism.” Less attention has been paid to social and economic changes affected by the process of peace-making. This paper examines the reality that was created from below and asks what the peace process meant to migrant Palestinian workers in Israel. Three years of ethnography challenge accepted theories of borders and borderland in the case of Israel and Palestine by asking what can be learned about the cultural identity of people from the ways they cross, understand, and move between geopolitical and cultural boundaries. In the last years of the Oslo Agreements, it became clear to the workers that “peace” meant preserving national borders: it involved a policy of separation, whereas their very livelihood depended on their ability to move between Tel Aviv and the Gaza Strip. Torn between their national identity and their class–cultural identity, they formulated a demand for a dialectical reorganization: a state without borders. This demand stood in opposition to the national aspirations of Israel and the Palestinian state-in-being alike.

Patronage is important in developing countries, but its relationship to political competition has received little attention. Major literatures generate opposing predictions. In the good governance and democracy literatures, robust political competition is the antidote to patronage. But for scholars studying the process of democratization, competitive politics is associated with heightened social tensions and instability. Using data from an original survey covering 88% of local governments in Ghana, I show that political competition can increase patronage: where local elections are closely fought by the two main parties, local governments provide significantly more public sector jobs. I use qualitative data from 9 months of fieldwork to show the causal channel. I find a bottom-up phenomenon in which pressures for patronage come from parties’ own volunteers. Volunteers actively use their parties’ vulnerability in competitive elections to extract rewards. I locate the root of volunteers’ power in the nature of the party system, and I demonstrate that for 19 African countries, variation in party system strength is linked to certain forms of clientelism. These findings challenge assumptions that competitive politics will reduce patronage, as well as assumptions that a decline in one form of clientelism means a decline in all forms of clientelism.  相似文献

The influence of Professionals in the formulation of public policies has been an issue of scientific research in the past decade. In this article we deal with a less examined as of this issue. Professional influence is analysed in the context of Greek public policy, where the intensely centralized administration is dominated by the demands of political clientelism. Focusing on the case of the influence of peers in local government reform between 1974 and 1989, the article reveals the role of Trofessiondism in the hesitant decentraiization of functions and resources to local authorities and the initiation of institutions that have allowed the birth and development of new organizations at the central and the local level. Given the shift towards partydirected patronage and the intense party politiciza-tion of professional and trade organizations, the central state aparatus and the local authorities in post-dictatorship Greece, professional influence in putlic policies is seen to be closely related to the rise of professionals in party hierarchies. The catalytic role of professionals in the promotion of reform policies reducing organizational diversity and fragmentation is understood within the context of the contradiction between the need to adapt state structures and practices in a rapidl changing international environment and the preservation of traditional political and acyministrative forces in key positions of the power structure.  相似文献

The conflict between Israel and the Palestinians, which dates back to the latter part of the nineteenth century, has always been a conflict over land and population balance. At the start of the twenty-first century, with no end in sight to the conflict, the issue of demography stares both sides in the face. Israel's ability to maintain military and economic superiority over neighbouring Arab countries in general and the Palestinians in particular is matched by its inability to maintain long-term numerical superiority in the areas it holds west of the Jordan River. It is expected that within 10 to 15 years there will be parity between the Arabs and the 5.5 million Jews who currently live in historical Palestine. While discussion of Arab population transfer has been relegated to internal debates among Zionist leaders, the idea itself has always remained a key element in Zionist thinking of ways to solve the demography problem and ensure Jewish population dominance. A recent decline in Jewish immigration to Israel, the rise of the religious-political right, continuing Jewish settlement in the West Bank and Gaza and the recent Palestinian uprising have moved this debate to the public arena. Fractions among Israel's intellectuals, political figures and Sharon government ministers have raised the demography issue publicly, calling openly for the transfer of the Palestinian population to Jordan.  相似文献

Debate surrounds the relative importance of development aid and development policy in donor efforts to support international development. Likewise, the literature on UK development policy points to its putative stability and consistency over time. Both perspectives, however, underplay the political contention which characterises UK development policy and its variable effects. This article, therefore, examines UK development policy between 1997 and 2016 and the varying extent to which it gave rise to contentious politics over time. It explores three politically-significant periods in the context of UK development policy between 1997 and 2016: the first between 1997 and 2003, characterised, I argue, by political consensus and managed contention; a second between 2003 and 2010, characterised by transition and emerging political contention; and a third, between 2010 and 2016, characterised by contentious politics and political fracturing. I associate the first period with effective political vision and direction and the third with a significant erosion of both, to the detriment of UK development policy and its efficacy. In conclusion, I argue that UK development policy has been most effective when it has been underpinned by a clear and consensual political vision.  相似文献

Abstract

The 10 options offered so far to resolve the Palestinian conundrum have proved vain. New thinking that combines Palestinian self‐determination rights with Israel's security needs is necessary. The proposed solution rests on the following: (1) mutal acceptance of self‐determination for the Palestinians and the Jewish people, (2) mutual recognition of PLO and Zionism, (3) partition of Greater Palestine between Israelis and Palestinians, and (4) separation between sovereignty over territory and personal status of inhabitants.  相似文献

Clientele networks are differently structured across nations, depending on the political institutional setup and the configuration of political and social forces. The political institutional setup, which is cross-nationally different, determines where clientele networks are formed, how extensive they are and how long they can persist. The configuration of political and social forces, which varies over time, defines who takes the lead in clientele networks and how effective they are for producing policy effects. A comparison of Korean and Japanese clientelism suggests that the Korean case represents a form of national-level, defensive, non-cumulative and high political-risk clientelism, while the Japanese case illustrates a form of local-level, cumulative and low political-risk clientelism. Korean clientelism is not a copy of the Japanese variant. Based on this analysis, the author suggests that not every social organisation is functional for democratic governance. He also points out that the gradual process of disintegrating clientele networks is on the move.  相似文献

Since the1979 revolution, Iran has experienced two non-class power structures—populism and clientelism. Populism, a product of the revolution, helped Ayatollah Khomeini to rule Iran for a decade with absolute power. Clientelism in Iran is linked to Shiism, as well as to a rentier state, and to the revolution, which resulted in many autonomous groups formed in patron – client bonds. Neither clientelism nor Shiism can be analysed using classical class system theory. Instead of horizontal layers of classes, the power structures in both Shi'ism and clientelism are based on vertical columns of rival and autonomous groups. The traditional Shi'a institution of Marja'iyat (source of emulation), has come into conflict with an elected government. The reformist government elected in 1997 failed to deliver on its democratic promises and to end the destructive role of autonomous groups. Therefore, disenchanted with state-sponsored reforms, Iranian society seems to be moving towards pragmatism and utilitarianism, while the political power structure leans towards militarism.  相似文献

The violent and protracted Israeli–Palestinian conflict continues, and Jewish Americans play a significant role in influencing related US foreign policy as well as in promoting positive interactions with Palestinians globally. Diaspora populations have played an important role in international peace processes and American Jews are actively involved in peace efforts for Palestinian human rights. Previous research indicates a relationship between views about Israel, knowing Palestinian narratives, and promoting peace processes. Thus, the attitudes and experiences that Jewish Americans have are important to understand and predicting their support for Palestinians. An online internet survey distributed to Jewish listservs (n = 173) measured variables of gender, age, political views, Jewish socialization, family and own attitudes about Israel, courses on the conflict, and having been to the West Bank. Results indicated younger, more liberal Jewish Americans who had taken courses and been to the West Bank predicted more support for Palestinians. Implications for future research and education as an important process in moving the peace process forward both through interpersonal relationships and public policy efforts are discussed.  相似文献

The purpose of this paper is to document Qatar’s recent contribution of humanitarian aid to the Palestinians. We consider Qatar as an example of a mini state that relies on its wealth and soft power to further its interests in the Middle East and support a beleaguered Arab-Muslim state. The paper carries out analysis of Arabic newspapers and other documentary evidence to contextualise and estimate Qatar’s financial contribution 2010–2016. Contextualising Qatar’s aid necessitates considering Israel’s military control of the Palestinian Territories, and its ability through hard power to regulate the inflow of aid to Palestine. The paper concludes by calling for adopting the political economy perspective in dealing with humanitarian aid.  相似文献

Public sector reform in both developed and developing countries has now become a routine matter of public policy—reform is almost continuous, if not always successful. While the role of international transfer agents such as the World Bank and the Organization for Economic Cooperation and Development (OECD) in promoting reforms has often been noted, there has been no comprehensive mapping of the global network on public sector reform. This article makes a first attempt to map the close to 100 organizations that make up a loose global network around public administration and governance. It then provides a brief history of the evolution of the network, and the key events that encouraged a substantial degree of coherence among its members. It examines the practices and tools that are specific to this global public policy network, and concludes with some observations on policy transfer models. The article shows that in trying to understand the dynamics of public administration reform, we need to pay greater attention to this network, its members, and its influence over national policy priorities.  相似文献

In this paper I explore the role of signalling in the agency conflict that pits national governments against international lenders in the Mexican peso crisis of 1994. (The term international lenders includes domestic residents with the capacity to invest abroad.) I give evidence for the conventional conclusion that Mexico's underlying economic and financial situation did not warrant the humiliating treatment inflicted on it by the international financial markets. The humiliating treatment, however, was not a mindless overreaction to suddenly perceived changes in the country's political fragility. On the contrary, I show that the country's evolving political fiagility was recognized and compensated for as far back as 1991. It was rather the result of a rational reevaluation of the costs of the agency conflict that is inherent in the relationship between national governments and international lenders and the power of national governments through moratoriums, repudiation, or default to subordinate the claims of international lenders to those of domestic agents. I model the conflict as a government held option to default and introduce signalling by assuming that the Mexican government had monopolistic information on the economy's true situation. I then give evidence that the agency costs were reevaluated when it became clear that the Mexican government had been sending false signals to the international investment community and that these false signals had made it possible for Mexico to borrow close to or beyond the point where default was the optimal financial strategy.  相似文献
