Agriculture has been central to accounts of Thailand's modernisation and the rise of the national development project between the 1940s and the 1970s. However, the role of agriculture in the waning of national development is rarely explored critically in the Thai context. This paper focuses on agriculture and the role of the state in the shift from national development to globalisation. The first part of the paper examines the beginnings of Thailand's modern agricultural sector, before turning to the state-sponsored diversification of agriculture in the 1950s. The paper locates shifting state responses to agriculture in the late 1950s and 1960s in the context of specific political and historical social forces, before exploring the emergence of agri-food exports in the 1970s and the rise of agribusiness in the 1980s and 1990s. The paper concludes by commenting on the significance of the Thai state's role in the national development project and the globalisation project.  相似文献

The Colombian nation-state is in its worst period of crisis since the infamous Violencia of the late 1940s and 1950s. State power is being contested by a number of groups: paramilitaries, the revolutionary Left, drug cartels and corrupt high-level officials. But these latest challenges must be set in a wider historical context: a 200-year history of failed attempts by the oligarchy to forge a stable modern nation-state without undermining their dominant position in the Colombian polity. The writing of a new constitution in 1991, the first since 1886, was an attempt to address many of the above problems, including the granting of special powers to the executive to deal with civil unrest, the need for a decentralised and pluralised political landscape and constitutional guarantees for minority and indigenous representation and rights. However, constitutional change has also taken place in the context of the consolidation of the globalisation project and the practical effects of the new constitution have been its provision of legal and administrative measures to facilitate the neoliberal restructuring of the economy, a process which, over the past 10 years, has been a devastating form of 'capital punishment' for the Colombian underclasses and has contributed to the further fragmentation of the nation.  相似文献

This article assesses the state of development studies in the wake of the 'impasse' that the field reached in the 1980s and suggests that the way forward is to 'deterritorialise' the concept of development. The first part critically assesses recent new perspectives and middle-range theories and focuses in particular on neoliberal and institutional approaches as hegemonic discourses. The myriad of new approaches offers limited and competing explanations for social change in the current epoch. The second part argues that globalisation, by modifying the reference points of macrosocial analysis, is responsible for development studies' paradigmatic quagmire. A sociology of national development is no longer tenable. The way out of the 'impasse' is to break with nation-state centred analysis by reconsidering the relationship between space and development and by reconceiving development based not on territory but on transnational social groups. Drawing on critical geographies and recent political economy theories of flexible accumulation and globalisation, it suggests that transnationalised labour markets exhibit an increasing heterogeneity across borders and that differentiated participation in these transnational labour markets in each locale comes to determine social development. The article emphasises the political nature of development theory and calls for a critical globalisation studies.  相似文献

Since 1868 nineteen Prime Ministers have answered parliamentary questions, made statements, given major speeches, and intervened in debates in the House of Commons. This article presents a comparative and quantitative analysis of PMS' behaviour patterns on these four dimensions. Key findings include: the importance of 1940 as the critical break between a traditional and a modem form of parliamentary activity, in which Prime Ministers make fewer contributions to Commons proceedings altogether, fewer speeches and far fewer interventions in debates than in the pre-1940 period, but more statements; the emergence of question time as the absolutely dominant form of prime ministerial activity in the Commons, especially from the mid-1970s onwards; and the distinctiveness of Thatcher's minimalist Commons activity, when set against other post-1940 PMs.  相似文献

Globalisation is often presumed to be an economically, socially and culturally homogenising force. The deterioration of capitalism's major rival in the early 1990s has paved the way for a truly global economy in which all participants increasingly operate under the general logic of capitalism-that is, a market-orientated system of production and exchange, private ownership and a flexible labour market predicated upon self-interest. Yet, while the pressures of globalisation are obviously formidable and increasingly felt by all, economic societies remain diverse and have responded to these pressures in unique ways. This article makes its case for the continued diversity of capitalism by emphasising the unique mode of economic organisation that has emerged in Southeast Asia; one rooted in the demands of globalisation as well as in the cultural foundations of the Overseas Chinese. The evolution of ethnic-Chinese business networks, which define Southeast Asia's political economy, constitutes a unique reaction to the pressures of globalisation and has laid the basis for a distinct articulation of capitalism in the region.  相似文献

In the post-cold war era changes at the global, regional, national and local level are altering earlier ways of understanding and practising citizenship. In Mexico the decline of the state-guided national development project (1930s-70s) has been accompanied by the transformation of corporatist forms of political control. This article uses examples of recent biodiversity conflicts in the state of Chiapas to illustrate this process in terms of a struggle between competing models of 'market citizenship' and 'pluri-ethnic citizenship'. By focusing on the actions and demands of the Zapatista Army of National Liberation and other indigenous organisations, the article highlights how resistance to globalisation in the Lacandon rainforest of Chiapas is related to struggles for collective rights and a more inclusive form of democracy in Mexico. This also raises important questions regarding the future shape of national identities and the scope of democratic rights around the world in the post-cold war era.  相似文献

This article, employing a poststructuralist Critical Discourse Analysis, reveals cracks, discrepancies, and inconsistencies in Pakistan's discourse on terrorism and practice. I argue that Pakistan continuously constructs a “monstrous enemy” and magnifies it in a way that conceals alternative representations of reality that could show that the state, by presenting itself as a victim of terrorism, is using phenomena of political violence to serve its political objectives inside and outside the boundaries of the state. The article argues that after a militant attack on a school in northwest Pakistan, critical, liberal, and dissenting narratives mingled with the dominant state discourse in a fashion that strengthen illiberal practices in the country, thus undermining the ideals of democracy.  相似文献

This article examines the dominant conception of world order in India’s post-Cold War foreign policy discourse. Drawing on a poststructuralist, discourse-theoretical framework, I argue that the discourse uses foreign policy and world order as sites for the (re-)production of India’s identity by placing India into a system of differences that constitutes ‘what India is’. The article shows that India’s foreign policy discourse frames world order in accordance with India’s own national experiences and thus seeks to upheave India’s identity to a position from where it can represent the universal: a global political community. This notion of Indian Exceptionalism constitutes the affective dimension of the discourse that obscures the absence of an extra-discursive foundation on which national identities could be grounded by endowing the Self with an imaginary essence and seemingly unique qualities.  相似文献

Tackling the role of state symbols in negotiating national identity and political development, this research focuses on Belarus where the alternative white–red–white flag became instrumental in protests against the dominant political discourse. Since 1995, oppositional mass media have been reporting about cases of this tricolor being erected in hard-to-reach and/or politically sensitive places. These actions were mainly attributed to some “Miron,” whose identity remained concealed and served as a simulacrum of a national superhero in non-conformist discourse. The image of Miron immediately acquired multiple functions: condemning the Soviet colonial past, struggling for the European future, and creating a nation-state rather than the Russian-speaking civil-state of Belarus. Yet, first and foremost, Miron became a means for contesting the authority of the president who has been in power since 1994. Concentrating on the methods employed for the construction of the counter-hegemonic fakelore project of Miron and its aims, this article explores the vernacular response to its creation.  相似文献

Developing an argument based in theories of democratic consolidation and religious competition, and discussing the reasons for the secularist opposition to the government, this article analyses how government by a party rooted in moderate Islamism may affect Turkey's peculiar secular democracy, development and external relations and how Muslims in the world relate to modernization and democracy. Arguing that secularism in advanced democracies may be a product of democracy as much as it is the other way around, the article maintains that democratic consolidation may secure further consolidation of Turkish secularism and sustainable moderation of Turkish political Islam. Besides democratic Islamic – conservative actors and other factors, democratic consolidation requires strong democratic – secularist political parties so that secularist and moderate Islamist civilian actors check and balance each other. Otherwise, middle class value divisions and mistrust in areas like education and social regulation may jeopardise democratisation and economic modernisation and continuing reconciliation of Islamism with secular democracy and modernity.  相似文献

Neoliberal globalisation has renewed and accelerated the triple crisis of capitalist modernisation in Africa. Primitive accumulation, nation-state formation and democratisation remain uncompleted tasks. Neoliberal globalisation simultaneously encourages these trends yet makes them difficult to resolve, given its anti-statism, its exclusionary version of democracy, and the violence inherent in the emergence of private property rights out of pre-capitalist modes of production that have been mediated by colonial and postcolonial institutions and the dynamics of the Cold War. The elements of the modernisation triad are inextricably intertwined, yet in varying social contexts take on unique patterns. To highlight each element in the triple crisis of 'modernisation', this article separates and 'applies' them to three 'southern' African countries. The notion of primitive accumulation is the theoretical lens through which the Zimbabwean crisis is viewed. The war in the Democratic Republic of the Congo is analysed through the prism of nation-state construction. South Africa, the most 'developed' (albeit particularly unevenly 'developed') society under study here will be examined through the framework of 'democratisation'.  相似文献

Abstract

Vladimir Putin’s long period in power has so far raised scant discussion about the political concepts that underpin real state and societal unity, and especially about the domestic political implications of these concepts. Despite this, key concepts of his political regime, such as ‘sovereignty’ and ‘sovereign democracy’, have frequently been used in Russian political discourse. This essay examines the way the current Russian administration has used concepts that stress strong societal unity, and the creation of a stable state and societal unity to support the development of real functioning dynamics in the society. It charts the shift from ‘sovereign democracy’ to ‘sovereignty’ around 2011–2012 as a key discursive concept in moving towards a more isolationist international stand and consolidating Putin’s power by emphasising Russia’s unique political tradition, which requires a strong leader as the basis of national unity and to ensure Russian sovereignty.  相似文献

The human rights framework cuts across different aspects of development. It has a universal appeal which is increasingly supported by a stronger social, political and cultural global rooting. NGOs have made important contributions to this growing global culture of human rights. The potential of human rights as a normative instrument to further shape and form the political and human quality of globalisation can hardly be underestimated. Human rights offer NGOs the possibility to strategically position themselves at the crossroads of emerging transnational relationships between different actors in the state, market and civil sector. This will strengthen enforcement of human rights, shared among and across different levels of institutions and decision making. But in order to enter the global dealing room, the function of NGOs must be grounded more firmly in the United Nations framework, which gives human rights their principal global legitimacy.  相似文献

International and national level disability inclusive discourse, policy and strategy typically render invisible the institutional structures, political economies and socio-cultural power relations that constitute the lived experience of disability. The lack of robust information on disability extends these theoretical blind spots to the absence of disability in official statistics, political dialogue and social policy. Empirically grounded, inclusive research that recognises disability as embedded in globalised political economies and culturally specific power relations is required to address the theoretical, statistical and programmatic invisibility of disability. Such research will provide a solid knowledge base on which to build effective inclusive interventions.  相似文献

Focusing on the development of travel between the borderlands of Ukraine and Soviet satellite states in Eastern Europe, this article explores what it meant to be Soviet outside the Russian core of the USSR between the mid-1950s and the mid-1980s. The cautious opening of the Soviet border was part of a larger attempt to find fresh sources of popular support and enthusiasm for the regime's “communist” project. Before the Prague Spring of 1968 in particular, official policies and narratives of travel thus praised local inhabitants who crossed the Soviet border for supposedly overcoming age-old hatreds to build a brighter future in Eastern Europe. By the 1970s, however, smuggling and cultural consumption discredited the idea of “internationalist friendship.” This encouraged residents of Ukraine to speak and write about the continuing importance of the Soviet border. The very idea of Sovietness was defined in national terms, as narratives of travel emphasized that Soviet citizens were inherently different from ethno-national groups in the people's democracies. Eastern Europe thus emerged as an “other” that highlighted the Soviet character of territories incorporated into the USSR after 1939, helping to obscure western Ukraine's troubled past and leading to the emergence of new social hierarchies in the region.  相似文献

The disintegrating discourse about youth during the perestroika period conveyed the fading legitimacy of the Soviet political order. During that era (1985–1991), media reports about young people’s discontent and political disillusionment questioned the very legitimacy of the Soviet system. Youth took to the streets early, contributing to the conditions needed to conceive of a possible failure of the USSR. This research uses a recent methodological development in text analysis—discourse network analysis—which allows for an analysis of the shifting paradigms of speaking about youth. I draw on a sample of newspaper articles to capture the variation of the heterogeneous Soviet discourse.  相似文献

In a world of presumed nation-states nation has been, and still is, an intrinsic part of political legitimization. The claim of nationality has played an important role in such legitimization for the last two centuries. More than this, it has also constituted a fundamental collective entity for an individual's understanding of who they are in relation to those who are perceived as not sharing the nationality. This is nothing new, but in an era of globalization we are witnessing the rebirth of nationalism and nationality (Castells, 1997), where the power struggle over the political agenda will increasingly be about the struggle for the right to identity and the risks of exclusion from the national community. Even if this is the case it stands clear that everyday nationalism and nationalist struggles take different forms in different parts of the world. It has often been claimed that there are two types of nationalism prevalent in different parts of Europe, one in the so-called West and one in the so-called East. Kohn (1945) claimed that the rise of nationalism in the West was a political occurrence based on the democratic creation of the modern nation-state whereas the rise of nationalism in Eastern Europe was of a more backward type drawing its power from the struggle for cultural hegemony. The legacy of Kohn is taken up by Smith (1986; 1991) in his classical division of civic and ethnic national identities and nationalism, claiming that the former is a Western product and the latter mainly an Eastern one (see also Ignatieff, 1993). More recently, White (2000) claims that national identities in Eastern Europe have been strongly influenced by romanticism. The emphasis on ethnic nationalism in Eastern Europe not only is related to historical nation formation, but also has been claimed to be of great importance in the postcommunist era (Lovell, 1999). It is widely realized that national identities and nationalism differ within the West as well as within the East, but it is still assumed that there are fundamental differences between Western and Eastern European nation formation and that these have influenced the types of national identity and nationalism prevalent in the different geographical areas. For example, Sugar (1969) claims that there are differences between the Eastern European states; nonetheless, there are also commonalties that make them differ from Western European states.  相似文献

The 1994 International Conference on Population and Development (ICPD) opened the dawn of a new era in discourse over population. A newfound consensus was reached between North and South which was not there during the two previous world population conferences in Bucharest and Mexico. While consensus was reached at the 1994 ICPD on the need for action, however, debate over population is far from settled. Causes of population growth, the links between population growth and economic development, and environmental degradation remain controversial topics. The authors analyze the basis of the ICPD consensus at the local, national, and global levels. They also compare the development discourse to the political discourse over population. Both discourses emphasize different aspects of a far more complex reality. The question is which discourse to choose as a basis for drawing policy recommendations. The emerging view on the way to Cairo was that consensus would be achieved on the basis of development discourse. Success on the action plan rests upon the belief that more contraceptives, more health services, and more schools will be enough to reduce fertility rates. The political discourse, however, is better than the development discourse as a basis for policy making because it stresses the need for integration rather than running the risk of exclusion. The political discourse is also more demanding.  相似文献
