In October 2003, ASEAN leaders decided to establish an ASEAN Economic Community (AEC) by 2020. An AEC is presented by advocates as a logical step following the completion of the ASEAN Free Trade Area (AFTA) by ASEAN6 in 2003. Adopting a critical political economy approach inspired by the work of Mitchell Bernard and Robert W. Cox, this article argues that the decision to launch AFTA and an AEC are motivated primarily by the desire to transform Southeast Asia into an investment site and a production base for the world market within East Asia, in competition with China. AFTA and a future AEC are decisions taken within the structural context of an East Asian region characterised, among others, by the organisation of Japanese production and the developmental state.  相似文献

The process of neoliberal globalisation has been associated with successive financial crises in the context of the 1990s, raising serious doubts concerning the sustainability of rapid growth in an environment of uncontrolled movements of short-term capital. The article probes into the origins of the financial crises in the semi-periphery through a structured comparison of three key recent crises in the world economy, namely the Mexican and Turkish crises of 1994 and the Asian crises of 1997. Whilst the magnitude of the capital flows and the dimensions of the subsequent crises are strikingly different, there are nonetheless important elements common to all three cases studied. One such common element involves the overdependence of the countries concerned on the short-term financial flows, in a setting characterised by premature capital account liberalisation in the absence of adequate regulation. It is striking that, contrary to the conventional IMF wisdom, financial crises have occurred in spite of 'sound fundamental', namely fiscal equilibrium and low inflation. The recent financial crises highlights a paradoxical situation: the need for effective regulation at a time when the capacity of the nation state to undertake the type of regulation needed severely circumscribed. Hence, the establishment of an effective regulatory framework at the global level emerges as a major requirement if successive financial crises, with significant economic and social cost, are to be avoided in the future.  相似文献

The Bonn Agreement of December 2001 lays the foundations for a political transition in Afghanistan after 23 years of war. The agreement excludes the defeated party, the Taliban, while seeking to commit the remaining groups to a long-term and loosely defined peace process. With Afghan regionally based political-military groups defined largely along ethnic lines, and closely linked to external powers, rebuilding national authority will be a slow and conflictual process. Rebuilding the coercive capacity of the state is essential to overcome strong centrifugal tendencies, yet must be timed so as not to get ahead of the restoration of legitimate political authority. International assistance can support the political recovery by being conscious of the need to neutralise the 'spoilers' of the peace process. Making haste slowly in aiding economic recovery can prevent armed competition for power at the centre. To promote this kind of transition, and promote Afghan influence in the peace-building process, the international aid community must fundamentally reorient the strategies and methods of past involvement in the country.  相似文献

The launch in July 2001 of the New Africa Initiative was a culmination of events over the last two years involving the emergence of a group of African leaders who have increasingly played a prominent role in negotiations between Africa and the developed world. This 'New Africa', initially comprising Egypt, Nigeria and South Africa but now more diffuse, has been welcomed at a great number of elite gathering points by the North. This article investigates what is 'new', if anything, about the positions being advanced by this group. The article contends that a hearing is being granted to the New Africa representatives precisely because the message communicated fits the neo liberal discourse. While appreciating elements of New Africa's agenda, it is feared that there is no obvious strategy to be found in the New Africa Initiative inequalities of the global political economy.  相似文献

Customary land tenure rules in Tanzania are incompatible with conditions of land shortage arising from agricultural development within an individual and incipiently capitalist framework. They are not equipped to deal with market land values, nor with individual demands which do not rest on a wider set of social obligations. Gross inequalities in land ownership are growing without controls because government policy has caused customary law to be retained for most rural land. In Ismani where agriculture is relatively developed, commercial land transactions are carried out secretly, and are consequently subject to cheating and insecurity. China is no exception to the rule that economic data for developing countries suffer from substantial margins of error. R. P. Sinha, however, exaggerates the shortcomings of Chinese economic data. A brief review of evidence regarding statistical capacity and statistical veracity supports the view that economic data emanating from the People's Republic represent the fruits of Peking's increasingly effective efforts to monitor China's economy. For China, as for India, Meiji Japan or pre‐industrial Europe, careful empirical research can and does produce results which are not guesses, but estimates of actual economic magnitudes.  相似文献

Neoliberal globalisation has renewed and accelerated the triple crisis of capitalist modernisation in Africa. Primitive accumulation, nation-state formation and democratisation remain uncompleted tasks. Neoliberal globalisation simultaneously encourages these trends yet makes them difficult to resolve, given its anti-statism, its exclusionary version of democracy, and the violence inherent in the emergence of private property rights out of pre-capitalist modes of production that have been mediated by colonial and postcolonial institutions and the dynamics of the Cold War. The elements of the modernisation triad are inextricably intertwined, yet in varying social contexts take on unique patterns. To highlight each element in the triple crisis of 'modernisation', this article separates and 'applies' them to three 'southern' African countries. The notion of primitive accumulation is the theoretical lens through which the Zimbabwean crisis is viewed. The war in the Democratic Republic of the Congo is analysed through the prism of nation-state construction. South Africa, the most 'developed' (albeit particularly unevenly 'developed') society under study here will be examined through the framework of 'democratisation'.  相似文献

This article examines Estonia's economic institutions, performance and vulnerability to the global economic crisis in the context of the varieties of capitalism framework. It shows that Estonia shares many characteristics of a liberal market economy, but that there are also some features which do not fit the classical model, notably its corporate governance institutions. It also suggests that the varieties of capitalism framework can account for key features of Estonia's economic performance, including its growth trajectory and adjustment to the global financial crisis. The article also reflects on the broader significance of these findings for understanding post-communist capitalism.  相似文献

This article reviews 'corporatization' and 'marketization', shorthands for privatization, in the Chinese economy. In particular it concentrates upon the most recent round of state-owned enterprise reforms, the Modern Enterprise System and Group Company System, aimed at transforming China's largest state-owned enterprises into internationally competitive corporations. This represents a partial privatization, given that the state will retain majority ownership, while acquiring domestic and foreign capital via sharelistings and foreign and domestic joint ventures.
Drawing upon interview material from a five-year study of state-owned enterprises, the authors will indicate that such part privatization has been pragmatic and relatively slow. It has been constrained and circumscribed by broader economic and social reform programmes and accompanied by political decentralization and reforms. Ultimately, the reform and pace of reform is shaped by the desire to avoid political and social unrest which could, potentially, threaten the harmony of the Chinese central state apparatus.  相似文献

Debates continue about the impact of globalisation on human well-being. However, they are often based on little empirical evidence. This is not surprising, given the contested nature of the term 'globalisation' itself, the different ways in which health and well-being can be measured and the diversity of globalising trends in different parts of the world. The aim of this paper is to clarify some of these issues by looking at the recent experiences of women across a variety of social settings. It will begin with the development of a gender-neutral framework for analysing the links between globalisation and health. This will be followed by a more detailed examination of how sex and gender have shaped women's experiences of global change in ways that have been hazardous to the health of many of the most vulnerable. It will go on to identify the opportunities for improvement that these same changes have opened up and will conclude by discussing the ways in which many women are using these opportunities to reshape their lives in healthier ways.  相似文献
