ABSTRACT

An important issue for police services across the world is the training and education of police personnel. Both training and education have often been linked to the professionalization of policing. An overview of current developments in police training and education in Poland is provided by a discussion and delineation of learning pathways for Polish police officers and the relevant pieces of legislation that have influenced these pathways. This contributes significant knowledge to international literature by being the first repository of information about Polish police training and education. The historical context of police and police training in Poland is introduced first, followed by an overview of the two-tier system of training. Finally, developments of police training in the Polish context are critically assessed to demonstrate the slow, yet undeniable, approach toward professionalisation of police officers in Poland.  相似文献

The field of operations psychology has predominantly been concerned with supporting military operations. However, with the evolving role of policing from traditional patrolling roles to major planned security operations, operations psychology is gaining importance in enhancing police deployments and crisis management operations. This paper documents the Singapore Police’s experience with using operations psychology in major operations and proposes an Operations Psychology Framework to think about the possible operations psychology contributions in enhancing major police operations.  相似文献

Since the 1960s, the application of psychological services and research to law enforcement settings (known as “police psychology”) evolved from being practically nonexistent to almost universal in a relatively short period of time (Scrivner 2006). Currently, psychologists provide a variety of services to law enforcement agencies, including performing evaluations for pre-employment selection, “fitness-for-duty” evaluations (FFDE), and counseling/treatment for psychologically troubled officers and first responders. The extensive use of personality assessment instruments in police psychology is not surprising given the fact psychologists have traditionally concerned themselves with issues of psychological measurement and test construction. In the contemporary practice of police psychology, assessment using personality measures is essential, being utilized in all of the abovementioned evaluations, in addition to other occasional applications (Weiss et al. 2008). This article provides a brief history of personality assessment in police and public safety psychology as it developed from 1916 to 2008.  相似文献

The purpose of this study was threefold: First, it explored the incidence of police-college student confrontations in Taiwan over the course of the three decades following the abolition of martial law in 1987. Second, it examined the correlates of satisfaction with police services among college students. Third, and most importantly, a Chinese cultural value I characterize as benevolent sympathy was introduced and integrated into a theoretical framework developed in Western societies to assess citizen satisfaction with police work. Using survey data collected from 688 college students across Taiwan, results derived from a series of ordinary least squares (OLS) regression analyses showed that benevolent sympathy plays a significant role in the explanation of satisfaction with police services among these students. In addition, neighborhood disorder, collective efficacy, fear of crime, voluntary contact experience and nature of locality produced significant impacts even after controlling for demographic background characteristics. The public policy implications of the findings included the following: (1) Educators in college-level institutions might benefit from reviewing the curriculum of their academic programs and include the purposeful cultivation of good virtues such as benevolent sympathy in their courses; (2) Police administrators should likely institute training programs designed to improve communication skills, promote professional knowledge, and enhance neighborhood-specific services in sworn police officer training programs (particularly for officers serving in rural areas); (3) Police agencies should pay more attention to their behaviors and services in neighborhoods where disorder crimes and higher levels of fear exist; and (4) To enhance quality of police services to college students in particular, police departments need to take greater advantage of the effectiveness of the Internet for communicating with this population.  相似文献

Among the most important services that psychology can offer law enforcement is assistance in the selection of future officers. The usual contribution made by police psychologists centers on the elimination of applicatns who are mentally ill. However, due to increased behavior-generated police liability, psychologists must focus on ruling out applicants whose future behavior may result in departmental compromise for any reason. One method for forecasting police officer performance is by examining critical information in biographical data. This paper examined the predictive validity of biographical information for a sample of 2,965 police officer candidates. Results indicated that several biographical variables were significantly correlated with later police officer termination. However, results of regression analyses indicated that biographical variables alone accounted for limited variance in the prediction of police officer termination. These findings suggested that the use of biographical information as a sole determinant of police candidates was not supported and the use of additional sources of data would likely be required for practical forecasting purposes.  相似文献

Singapore was brought to the world's attention in the spring of 1994, when it sentenced Michael Fay to six lashes with a cane. Many debated the issues presented by that case and there were many half‐truths released about Singapore and the eighteen year old male from Ohio. This research does not raise the issues of caning or corporal punishment. Rather, the research was done to explore ‘'Justice in Singapore'’ and how its system of justice really operates.

More specifically, this research will focus on this city‐state consisting of many divergent peoples, races, cultures, languages, and its thriving economy. The major part of the research focuses on crime related matters. The research compares U.S. and Singapore crime rates, and has found the overall U.S. rates to be 200% to 380% higher in the 1980s. Violent crime rates for ten years were also compared, and the U.S. rates range from 749% to 1,405% higher than Singapore. The paper also examines the ‘'drug problem'’ in Singapore and its response to it.

The last section of this paper explores why there is generally very strong support for police in Singapore (little corruption and few acts of police brutality). The court structure was also explored and an analysis has been done on how it functions. Lastly, the prison system is examined and its operations are presented. Justice in Singapore works very well, but it is also very different from other nations of the world.  相似文献

Crime prevention through environmental design (CPTED) is now routinely adopted in many parts of the world. The role assumed by police in CPTED practices has however received limited academic attention. Through an analysis of available documentation and interviews with local government planners from 10 Sydney councils, this article provides a (partial) understanding of the historical and contemporary roles police have played in the development and implementation of CPTED guidelines in New South Wales (NSW), Australia. It is argued that the NSW Police Force was a pivotal driver of the introduction of planning guidelines to ensure crime risks are considered when new developments are being planned. However, the ongoing contribution of police appears to have waned, largely due to administrative, practical and operational realities. These findings have relevance for ongoing CPTED practice and the work of specialist policing roles more generally.  相似文献

Policing does not exist in a social, political or economic vacuum. As the task of policing becomes ever more complex, policing in the UK should explore innovative ways to remain effective. The notion that the public are the ‘customer’ is relatively new within the policing world and there is an increasing emphasis to ensure that the police maintain and preferably increase the public’s perception of the organisation. In the main, the public contact the police for some form of service and in times of austerity; police services across the country are attempting to align their service and organisational structures to customers’ needs in order to provide an economic and efficient service. In order to do this, the needs of those who receive the service need to be considered as the first step in this process. This article, based on recent research explores how customers engage with and contact the police and by better understanding the dynamics and intricacies of such contacts, may allow the police service in England and Wales to better understand customer preferences.  相似文献

Crime dramas provide entertainment to millions of Americans. The impact of viewing these programs on perceptions and expectations of police is a concern for practitioners, researchers and policy makers. While a growing body of research is identifying factors associated with the probability of clearance in offenses reported to police, a dearth of research looks at the portrayal of police efficiency in apprehending offenders in popular crime dramas. This study examines the depictions of police investigations across four fictional crime dramas. The authors find offenses are cleared at much higher rates than national averages and that several case characteristics typically associated with clearance in actual cases do not share the same relationship in these fictional programs. Results indicate substantial variation between programs in the depiction of the collection and utility of DNA evidence in assisting investigators to identify suspects. Findings are discussed in relation to data collected from actual police departments.  相似文献

The goals of Crisis Intervention Team (CIT) programs include improving safety during encounters between police and persons with mental illnesses, diverting persons with mental illnesses away from the criminal justice system, and increasing referral and access to mental health services. CIT is a systemic intervention, and as such, its implementation and effectiveness are influenced by existing practices and infrastructures. However, little research has considered the context in which CIT programs are implemented. In this paper, we present research on CIT in four Chicago police districts that vary in terms of two contextual factors hypothesized to influence the impact of CIT training on how calls involving persons with mental illnesses are resolved. Using data from 112 patrol officers in four Chicago police districts, we consider the impact of mental health services availability and CIT saturation (the percentage of district personnel that are CIT certified). Findings indicate that CIT training increased direction to mental health services primarily in districts with greater availability of mental health services. In districts with low service availability, higher CIT saturation increased direction to mental services. The opposite pattern emerged for contact only or informal call resolution. No effects were found for arrest as a call outcome.  相似文献

The authors of this paper outline one approach to crime prevention which has recently become available - participation by police agencies in the environmental planning process. Two environmental management devices, the environmental impact assessment process and the general plan, are described and opportunities for police agency involvement are detailed. The contribution of public safety personnel to environmental management is seen as residing in two areas: precicting the effects of a project on the demand for police services, and suggesting ways in which a project may be designed with a view to the prevention of crime. In the latter context, the literature in environmental design and environmental psychology is reviewed for findings relevant to the creation of a safe environment.  相似文献

As a context for this special section, we surveyed the published research literature on the psychology of law enforcement in four specialty journals that feature law and psychology studies and two more broadly targeted scholarly outlets. The volume of research studies was scant and concentrated on two targets: clinical services to the police and eyewitness identification studies. We call for social scientists to engage in empirical study of psychological variables that affect the full spectrum of police activities.  相似文献

Singapore is one of the few countries in the world which still imposes the death penalty for certain criminal offences. Until recently, it was the mandatory sentence for murder, drug trafficking and use of firearms—and it is these three offences which comprise nearly all of the executions in Singapore. This article examines the use, historical origins and recent legislative and judicial developments in the death penalty in Singapore. While the number of executions has fallen to very low levels in recent years and changes to the law relating to the mandatory death penalty in murder and drug offences have been made, it is the opinion of the author that the death penalty will continue to be used in Singapore in the foreseeable future.  相似文献

Existing research on attitudes toward the police identified demographic variables predicting citizen satisfaction with police services and performance. Common themes in this literature were the disparate rates of satisfaction reported by African American and Caucasian citizens. While it is generally understood that African American citizens express lower levels of satisfaction, the degree to which this reduced satisfaction is consistent among African Americans and the factors causing such variation are unclear. In addition, variation in levels of citizen satisfaction across diverse measures of police services has yet to be considered by race. This study used data from a medium-sized Midwestern community to contrast samples of White and African American citizens to better understand how demographic, experiential, and neighborhood contextual factors shape perceptions of global, traditional, and community police services. Results from this study indicate that there is significant variation in the importance of certain exogenous factors in predicting satisfaction with police services. The differences between perceptions and race are most prominent in the community policing services model.  相似文献

In this article two features of the theme police and the public are discussed. The first part deals with the public opinion of the police and how the police deal with the public. This is a well-documented issue, but only very generally related to 'policing'. The problem of dealing with the public arises in very similar terms in all administrations, public services and community services. The qualities expected of a 'front office' (speed, competence, confidentiality, etc.) are not peculiar to the police. On the other hand, the situation of a public policing service as an urban police force is currently very specific, has an unusual, virtually undocumented historical background and is therefore worth dealing with in much greater detail. This is done in the second part of the article. To grasp this role, one needs to consider the way in which the public police service has evolved in the last half-century. Admittedly, the situation in France has certain special features, but these are simply magnified versions of things which exist elsewhere. It may be true that the institutional background has precipitated developments in France, but that same background is present in all comparable countries.  相似文献

Research in organizational psychology has consistently demonstrated that employee perceptions of organizational justice have significant effects on employee attitudes, perceptions, and behaviors. Similar studies utilizing the organizational justice model in policing have also noted these effects, including the relationship of justice perceptions with officer attitudes toward the public. Recent theoretical developments in policing contend that the association between internal perceptions of justice and external attitudes may be the result of organizational and supervisory practices that ‘trickle-down’ into the police-community relationship. This paper explores this association by assessing the effects of officer perceptions of organizational justice on officer trust in the public. A sample of patrol division police officers were surveyed using measures taken from the organizational justice literature and Mayer, Davis, and Schoorman’s model of organizational trust. Results show a strong relationship between perceptions of organizational justice and trust in the public even when other relevant predictors are controlled.  相似文献

Preventing repeat victimization is an area of criminology that has shown particular promise in recent years. Based on the premise that persons once victimized are at higher risk than others for future victimization, British officials developed successful programs that focus crime prevention efforts on victims. Of all crimes, family violence may have the highest repeat rate, especially in the first weeks after an incident is reported to the police. Accordingly, New York City officials developed an intervention program to reduce repeat incidents of family abuse. Three field experiments conducted during the 1990s evaluated whether or not this program, targeted at public housing residents who reported family violence to the police, reduced the rate of subsequent victimization. The findings produced within each study were not consistent across the studies; rather, these three experiments, separately analyzed, produce varying results. Since the composition of the samples varied across studies, however, one possible explanation is that this program has different effects within different populations. This paper reports outcomes from a series of analyses of pooled data from these three studies to address the inconsistencies. The results indicate that the intervention brought about greater reporting of subsequent abuse both to authorities and to research interviewers. The results are invariant across the three studies, indicating that greater reporting of abuse is not idiosyncratic to one particular population, and are consistent across the nature and source of outcome measures. These findings suggest the need for careful monitoring by the advocates and agencies that operate these types of programs and among those designing and testing future programs.  相似文献

There are many projects that facilitate the delivery of services to various cyber communities around the world (see S. Turkle , Life on the Screen. Identity in the Age of the Internet, Weidenfeld & Nicolson, London, 1996). The major projects concentrate on helping the building up of these cyber communities and facilitating the training and awareness raising of these communities. The communities are educated on the use of technology and the importance of using internet and multimedia based technology to enhance some or a few aspects of their lives. The delivery of health and justice related services require the development of overall technology infrastructure that incorporates the use of existing and planned telecommunications developments for remote and rural communities. The facilitation required for the delivery of these services to remote and rural areas requires that the government and private sector cooperate to provide the necessary environment (P. Uimonen Internet as a Tool for Social Development UNRISD, Geneva, 1997) . In the developed world this has been achieved by the governments providing generic funding for the advancement of the telecommunication carriers that in turn provide the infrastructure development to rural areas. In the developing world, the issues are very different and there is currently aid related funds being channelled to improve the telecommunication barriers faced by these countries (International Telecommunications Union Report, 1997) . This paper attempts to outline a model to deliver justice services to remote and rural communities. The infrastructure issues that help to deliver such services effectively and an evaluation format for such a project will be outlined. The training issues involved in such a project will also be discussed. The paper will identify factors that help to provide these services to a larger proportion of the rural population.  相似文献
