This study is part of a larger research project on police crime in the United States. Police crimes are those criminal offenses committed by sworn law enforcement officers who have the general powers of arrest. Profit-motivated police crime involves officers who use their authority of position to engage in crime for personal gain. This study reports the findings on 1,591 cases where a law enforcement officer was arrested for one or more profit-motivated crimes during the seven-year period 2005–2011. The profit-motivated arrest cases involved 1,396 individual officers employed by 782 state, local, special, constable, and tribal law enforcement agencies located in 531 counties and independent cities in 47 states and the District of Columbia. Our data is the first systematic study of profit-motivated police crime. The study describes the nature of this form of police misconduct in terms of several dimensions, including the characteristics of police who perpetrate these crimes, where it occurs, the specific criminal charges, and the contexts within which profit-motivated police crime is punished through police agencies and the criminal courts.  相似文献

Police-probation partnerships have increased in recent years, but evaluations of such partnerships are rare. Particularly within probation agencies, such partnerships can be perceived as an abandonment of service responsibilities in favor of enforcing the law against probationers, but the views of police officers involved in these partnerships have not been examined in the past. The current study began this process by examining the perceptions of law enforcement officers in Texas. In particular, the following questions were addressed: (1) whether they experience role conflict or role ambiguity, (2) how they perceive the effectiveness of partnerships, and (3) how they evaluate the impact of partnerships on crime reduction. Three partnership patterns were identified using cluster analysis. The analysis revealed a significant relationship between the extent of partnerships and the perceptions of law enforcement officers on the partnerships. The policy implications of the findings are discussed.  相似文献

Assessing law enforcement preparedness to address Internet fraud   总被引:1,自引:0,他引:1  
Recent societal concern regarding computer crime was well documented in the research literature. To date, however, modest research addressed how large, local police and sheriff's departments confront Internet fraud. Using data collected from surveys distributed to the seven hundred largest police- and sheriff's departments, the present article addresses law enforcement: (1) preparedness to enforce Internet fraud crimes; (2) perceptions of Internet fraud; (3) cooperative policing efforts; and (4) Internet fraud information dissemination practices. Among other things, results suggested that individuals within these departments believed Internet fraud was problematic, although they lacked the resources to properly address the problem. These results are discussed as they relate to the organizational design of law enforcement agencies and their potential to adapt to innovative crimes. Suggestions are offered for a more effective approach to confronting Internet fraud.  相似文献

The use of police in schools has increased dramatically in the past 12 years, largely due to increases in US Department of Justice funding. This study used data from the School Survey on Crime and Safety to assess the extent to which the addition of police in schools is associated with changes in levels of school crime and schools responses to crime. We found that as schools increase their use of police, they record more crimes involving weapon and drugs and report a higher percentage of their non-serious violent crimes to law enforcement. The possibility that placement of police officers in schools increases referrals to law enforcement for crimes of a less serious nature and increases recording of weapon and drug offenses requires that more rigorous research be carried out to assess more carefully the school climate and school safety outcomes related to this popular and costly practice.  相似文献

The purpose of this study is to compare a specialized community-oriented policing (COP) unit to a reactive unit on officer perceptions of public contact and officer perceptions of job performance. We also compare bicycle patrol officers to motor vehicle patrol officers within these units. Using a static group comparison design, questionnaires were distributed to officers within the Toronto Police Service (n = 178). Bicycle patrol is associated with more contacts with the public and higher rates of proactive policing when compared to motor vehicle patrol and bicycle officers are more likely to rate higher on several measures of crime control. Officers with a COP mandate engage with the public for a wider variety of reasons compared to those with a reactive mandate, and are more likely to rate higher on perceptions of performing job duties in a procedurally just manner. This study demonstrates the value of a specialized COP unit that includes bicycle patrol in achieving tenets of COP. It contributes to the literature on COP and the use of bicycle patrol in law enforcement by presenting the perspective of the police officer.  相似文献

The theory of operant conditioning is based on the premise that people are motivated to engage in, or refrain from, certain behaviors because of the rewards and punishments they may receive (Honig 1966; Skinner 1974). While managers within law enforcement agencies frequently use both rewards and punishments to try to guide the behavior of their officers, little information exists about how police officers perceive the rewards and punishments they utilize. This study surveyed a sample of patrol officers to determine how they ranked the value of several specific rewards, and the severity of several specific punishments. The findings suggested that a hierarchy of rewards and punishments exists in the minds of law enforcement officers, the ranking seemed to be associated with how they could impact the officer’s off-duty quality of life, and significant variation existed between officer responses. Interesting differences were also found by officer gender, tenure, and education.  相似文献

On January 1, 1996, a new law took effect in Texas granting certain state citizens the privilege to carry a concealed handgun on their person for the first time since 1871. As a result of this dramatic shift in state law, Texas is now among the growing number of states across the nation who have adopted similar statutory provisions in one form or another. While at least one empiricals study of citizen’s attitudes toward concealed handgun ownership was conducted prior to the law’s effective date, no similar efforts were undertakens to assess the beliefs, perceptions and attitudes of the state’s law enforcement officers about this important social policy. The present study was therefore undertaken in response to the lack of serious attention which the issue of concealed handgun ownership among private citizens has received as it directly relates to the law enforcement profession. Subjects for this study (N=327) were drawn from four Texas law enforcement agencies representing various organizational sizes and missions. While the responses of officers who participated in the study indicate optimism about the law’s potential to deter various types of crime, they also reflect a certain degree of concerns about concealed handgun ownership among private citizens especially as this policy directly relates to perceive inadequacies in statemandated requirements and issues affecting officer safety.  相似文献

Research Summary: This research examines how funding from the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS), has affected violent and property crime rates in the United States from 1995 to 1999. Drawing on six years of panel data, we examine the effects of three types of awards made by COPS to 6,100 law enforcement agencies serving more than 145 million citizens. We estimate their impact on crime reduction over time in jurisdictions receiving funding and controlling for baseline levels of crime, socioeconomic characteristics, city size, and population diversity and mobility. Our analyses suggest that COPS hiring and innovative grant programs have resulted in significant reductions in local crime rates in cities with populations greater than 10,000 for both violent and nonviolent offenses. Multivariate analysis shows that in cities with populations greater than 10,000, an increase in one dollar of hiring grant funding per resident contributed to a corresponding decline of 5.26 violent crimes and 21.63 property crimes per 100,000 residents. Similarly, an increase in one dollar of innovative grant funding per resident has contributed to a decline of 12.93 violent crimes and 45.53 property crimes per 100,000 persons. In addition, the findings suggest that COPS grants have had no significant negative effect on violent and property crime rates in cities with less than 10,000 population. Policy Implications: The findings of this study imply that COPS program funding to medium‐ and large‐size cities has been an effective force in reducing both violent and property crime. Federal government grants made directly to law enforcement agencies to hire additional officers and promote innovations may be an effective way to reduce crime on a national scale.  相似文献

Across occupations of every form, including those in criminal justice, administrators, managers, and supervisors frequently introduce changes to the structure and/or processes of the work environment. These changes may be seen as necessary to enhance worker productivity, but may be viewed by some workers as an unwanted disruption to their routines. Should employees interpret changes in such a manner, they can, and often do, negate these reforms. Employee work orientations (i.e., philosophical approaches toward work) undoubtedly play a role in such an interchange because they influence both how employees behave on the job and how they perceive their job. The move toward community-oriented policing constitutes a major paradigm shift to the practice of law enforcement. This structural and procedural change to the routines of policing could be perceived as threatening to those law enforcement officers whose work orientations are inconsistent with the philosophical foundation of community-based policing. The presence of a sufficient number of such officers could doom this movement to failure. This study uses survey data collected from a sample of sheriff’s deputies involved in an agency-wide community policing effort. In this study we examine the effects of deputies’ work orientations on their perceptions of the agency’s readiness for and the anticipated effectiveness of this initiative. The findings suggest interesting differences in the efforts of a traditional crime control orientation versus a more progressive community service orientation toward policing.  相似文献

Citizen police academies (CPAs) are popular programs developed by police departments with the twin goals of educating the public about law enforcement and improving police-community relationships. Citizen police academies can help law enforcement agencies by providing them with graduates who may support police departments through volunteering, crime reporting, advocacy, and crime prevention. CPAs may aid citizens by providing them with opportunities to work with the police to make their communities safer. During the course of the citizen police academy, not only will participants have opportunities to learn more about the police depar'tment and their communities, but they may be given opportunities to patrol with police officers, solve mock crime scenes, or attend moot court. This study examines citizen police academies in Tennessee and provides an exploratory investigation of the programs and its participants. Data obtained from 31 police departments indicate CPA programs with more than a 20 year history in Tennessee. Results of a pretest and posttest of 4 citizen police academies’ participants found that attending these programs significantly and positively changed participants’ familiarity with the police chief, local law enforcement, community crime, and the criminal justice system.  相似文献

The terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001, compelled most Americans to imagine the unimaginable. Increased interest was focused on lessons learned, specifically if local law enforcement agencies had made appropriate organizational changes to manage potential terrorism events. The purpose of this study was to assess perceptions of law enforcement officers in the state of Michigan regarding organizational changes post 9/11. A total of 247 law enforcement officers participated in the study by completing three instruments, the Police Unit Assessment of Terrorism (PAT) Scale, Domestic Unit Assessment of Terrorism (DAT) Scale, and a short demographic survey. The officers who perceived their work load had increased since 9/11 were more likely to have more positive perceptions on both the PAT and DAT.  相似文献

The past two decades have seen major transformations in the way police departments conduct business. These transformations have impacted all aspects of policing from evidence collection to how officers perform their duties while on patrol. One aspect of policing that is still in the throes of transformation is the role of the police psychologist. Picice psychologists have moved from a beginning of counseling police officers involved in critical incidents (see Kurke & Scrivner, 1995) to a broad range of law enforcement related activities. The traditional aspects of their jobs such as providing assistance to crisis negotiation teams, conducting counseling sessions for officers, and developing and presenting in-service and cadet training are part of an ever-changing picture of the police psychologist. Today's police psychologists operate at all levels of police department. Some of the newer roles to emerge in recent years are organizational and management consulting, counseling crime victims, and coordinating community involvement. This paper provides a framework for looking at both new and old roles of police psychologist and to argue for an expanded and better defined role within the policing profession.  相似文献

This study examined the relationship between sheriff law enforcement officers' characteristics and their use of force. Official records were utilized to collect data on the sworn law enforcement officers of the Florida Polk County Sheriff's Office and their self-reported use of force for 1999. The findings of this study indicated that White, male law enforcement officers, thirty-five years of age or younger, with less than 145 months of service, and assigned to patrol duties were more likely to resort to the use of force. Given that sheriff law enforcement officers are an integral part of policing, it is recommended that more studies be conducted of the use of force by these public officials.  相似文献

Seemingly harmless pranks by computer hackers have evolved into major economic crimes and acts of terrorism that appear far different than traditional forms of juvenile delinquency. Nonetheless, because they do not occupy the high status positions that facilitate white-collar crimes, serious computer crimes by juveniles have fallen between the theoretical cracks. A new hybrid category of crime that we label “white-collar delinquency” demonstrates that class does matter in the way illegal activity is conceptualized, and re-ignites debates regarding both white-collar crime and juvenile delinquency. We review conceptual issues that relate to this emergent form of computer-based deviance, and identify questions to be addressed in future theorizing and research. “Predatory policing” occurs where police officers mainly use their authority to advance their own material interests rather than to fight crime or protect the interests of elites. These practices have the potential to seriously compromise the public's trust in the police and other legal institutions, such as courts. Using data from six surveys and nine focus groups conducted in Russia, we address four empirical questions: (1) How widespread are public encounters with police violence and police corruption in Russia? (2) To what extent does exposure to these two forms of police misconduct vary by social and economic characteristics? (3) How do Russians perceive the police, the courts, and the use of violent methods by the police? (4) How, if at all, do experiences of police misconduct affect these perceptions? Our results suggest that Russia conforms to a model of predatory policing. Despite substantial differences in its law enforcement institutions and cultural norms regarding the law, Russia resembles the United States in that direct experiences of police abuse reduce confidence in the police and in the legal system more generally. The prevalence of predatory policing in Russia has undermined Russia's democratic transition, which should call attention to the indispensable role of the police and other public institutions in the success of democratic reforms.  相似文献

Abstract

Policymakers, school officials and the law enforcement community have expanded legal tools and other strategies to address bullying in recent years. This has resulted in a larger and more challenging role for law enforcement officers working in school settings. The present study seeks to understand the ways in which local law enforcement officers interpret this new role and their efforts to prevent and respond to bullying. We draw upon Routine Activities Theory as a lens to view officer perceptions of promoting guardianship and reducing target suitability of young people most at-risk for bullying victimization. Data collected from qualitative interviews of law enforcement officers working with local schools, suggest that officers see a role for law enforcement in promoting guardianship around this health and safety concern, but recognize the limitations of using arrest authority. They emphasize promoting trust and building relationship in efforts to support potential and current bullying victims.  相似文献

ABSTRACT

Racial bias afflicts police practices across the globe. Police discrimination against and mistreatment of racial and ethnic minorities is indeed difficult to underestimate. While much attention has been thus paid to racially biased policing, fewer studies examine the question from the reverse angle, namely how the police themselves combat racist offences. This article offers empirical insights into the policing of racial hatred in Sweden, a relevant yet relatively understudied case. Drawing on interviews with police officers and crime investigators, I discuss law enforcement perspectives, e.g. perceptions and reasoning in relation to the investigation of racist offences. Findings evince a rather narrow approach as regards the constructions of racist motive that involves a relatively restricted use of bias labelling in identifying hate incidents, especially when the boundaries of racial hostility are perceived as blurred. I argue that while such an approach may reflect a legitimate effort to demonstrate the existence of a motive behind an offence, it may also lead to an underestimation of more mundane forms of racism and their harms inflicted upon racialized individuals and communities. The results have implications for ‘recognition’ and ‘belonging’ as benchmarks of democratic policing, and ‘the promise of inclusion’ associated with combatting hate crimes.  相似文献

An important yet poorly understood function of law enforcement organizations is the role they play in distilling and transmitting the meaning of legal rules to frontline law enforcement officers and their local communities. In this study, we examine how police and sheriff's agencies in California collectively make sense of state hate crime laws. To do so, we gathered formal policy documents called “hate crime general orders” from all 397 police and sheriff's departments in the state and conducted interviews with law enforcement officials to determine the aggregate patterns of local agencies' responses to higher law. We also construct a “genealogy of law” to locate the sources of the definitions of hate crime used in agency policies. Despite a common set of state criminal laws, we find significant variation in how hate crime is defined in these documents, which we attribute to the discretion local law enforcement agencies possess, the ambiguity of law, and the surplus of legal definitions of hate crime available in the larger environment to which law enforcement must respond. Some law enforcement agencies take their cue from other agencies, some follow statewide guidelines, and others are oriented toward gaining legitimacy from national professional bodies or groups within their own community. The social mechanisms that produce the observed clustering patterns in terms of approach to hate crime law are mimetic (copying another department), normative (driven by professional standards about training and community social movement pressure), and actuarial (affected by the demands of the crime data collection system). Together these findings paint a picture of policing organizations as mediators between law‐on‐the‐books and law‐in‐action that are embedded in interorganizational networks with other departments, state and federal agencies, professional bodies, national social movement organizations, and local community groups. The implications of an interorganizational field perspective on law enforcement and implementation are discussed in relation to existing sociolegal research on policing, regulation, and recent neo‐institutional scholarship on law.  相似文献

Public beliefs about psychological issues relevant to the legal system have been demonstrated to often be misconceived, but the endorsement of such beliefs in law enforcement samples is largely unknown. This study was the first to compare psycho-legal beliefs between law enforcement officers and the general public in the UK. Participants were presented a 50-item questionnaire measuring five psycho-legal topics; police procedures, courts, tough on crime, mental illness, and memory and cognition. Despite direct involvement and relevant experience, law enforcement officers endorsed just as many empirically contradictory beliefs as those who were not law enforcement officers. Further, law enforcement officers were more confident in their responses. This research has implications for identifying areas of limited knowledge within police samples that can be targeted by police education.  相似文献

This research examines police decisions to report child abuse. A questionnaire was administered to 142 law enforcement officers at both municipal and county police agencies in a southern county. Vignettes were used to determine the response of police to several abuse events that differ in their nature and seriousness. Other items measured include dogmatism, knowledge of the reporting law, and experience reporting child abuse. The results indicate that the primary contributors to police decisions are definition of the behavior as serious, perception that the behavior is criminal, and race of the family. Conclusions and inferences are made regarding how these perceptions are formed and their impact on police discretion.  相似文献
