Although Côte d'Ivoire recently emerged from a long period of protracted conflict, peace is indeed precarious. This is particularly the case in the country's western cocoa regions, where tensions between indigenous and migrant populations continue to pose a threat to Côte d'Ivoire's economic and political recovery. These tensions revolve around longstanding land disputes that culminated in violent attacks in the late 1990s, early 2000s and in the recent 2010–2011 post-election crisis. Using insights from field work in 2012 conducted in the cocoa regions, this article explores the issue of land tenure reform and politics in post-conflict Côte d'Ivoire. In so doing, it considers the legal and political dimensions of land tenure in the cocoa regions and the highly controversial 1998 land law. This provides the crucial context for analysing the historical and enduring nature of these disputes, the critical importance of land reform in contemporary Côte d'Ivoire and the relationship between the “land question” and peace at both local and national levels.  相似文献

According to several studies, poverty in rural Ethiopia has fallen significantly since the early 1990s, thanks to improved governance and economic liberalisation policies. This paper presents several arguments that challenge this view. The first questions the methodological foundations of the data from which these positive trends are derived: we argue that the original sampling frame was too small and unrepresentative to provide a basis for extrapolating national poverty levels or trends. The second argument questions the conceptual underpinnings of these studies: poverty estimates based on levels of current consumption fail to allow for non-income dimensions of wellbeing, nor for confounding factors such as seasonality, annual rainfall and food aid receipts. The third strand considers alternative sources of data on changes in wellbeing in Ethiopia: recent qualitative studies report that the poor perceive themselves as poorer and more vulnerable than poverty headcount figures suggest.

Finally, we report findings from our own survey in chronically poor and historically famine-prone Wollo. First, a significant proportion of households in the study area are destitute – destitution being defined as inability to meet basic needs, lack of key productive assets, and dependence on transfers. Secondly, the numbers of destitute people, and of people vulnerable to becoming destitute, have increased over the past ten years. Thirdly, the crisis of livelihoods underlying this trend is affecting entire communities – the dominant pattern is an aggregate downward shift, rather than stratification – and the decline of wealthier households is exacerbating the vulnerability of the poorest. These findings cast serious doubts on generalisations about poverty trends in Ethiopia. At the very least, national-level data need to be disaggregated: improving national trends may conceal pockets of entrenched poverty and a deepening livelihoods crisis in parts of rural Ethiopia.  相似文献

This paper aims to analyse whether illegal (corruption) and legal rent extraction (high politicians’ wages) affect electoral outcomes at municipal level. We use an initial sample of 145 Spanish municipalities over 50,000 for two electoral periods: 2004–2007 (before the crisis) and 2008–2011 (during the crisis). Our findings show that neither illegal nor legal rent extraction impact on re-election in non-crisis times. However, we observe that citizens penalize legal rent extraction in the ballots during the crisis. Regarding the economic performance of the local governments, we find that its effect on re-election is important in non-crisis period. Nevertheless, in time of crisis, given that the economic situation is bad in general in the country, voters pay less attention to economic factors and focus on politicians’ behaviour.  相似文献

The article addresses the challenges a society faces to when trying to balance security and liberty after a terrorist attack. A main question is to what extent attitudes toward counterterror measures changed in Norway after the massive terror attacks in July 2011. A hypothesis that people will be more in favor of such measures after a terror attack is examined using data from two surveys—one conducted in 2006 and one in August 2011, with additional results from a survey in 2012. The Norwegian response after the 2011 attacks is compared to the response to the same questions in the United States shortly after 11 September 2001. A main finding is that in Norway, in contrast to the United States, levels of support for counterterror measures declined immediately after the attacks. The authors argue that this can be explained partly by the different levels of trust in the two countries, and partly by differences in the political executive's framing of the crisis. In 2012, support of counterterror measures in Norway has risen to pre-2011 levels. This is related to the changed discourse after the publication of the report from the 22 July Commission.  相似文献

Recent theoretical work hypothesises that a polarised society like South Africa will suffer a legacy of ineffective social capital and blocked pathways of upward mobility that leaves large numbers of people trapped in poverty. To explore these ideas, this paper employs a mix of quantitative and qualitative methods. Novel econometric analysis of asset dynamics over the 1993–98 period identifies a dynamic asset poverty threshold that signals that large numbers of South Africans are indeed trapped without a pathway out of poverty. Qualitative analysis of this period and the period 1998–2001 more deeply examines patterns of mobility, and confirms the continuation of this pattern of limited upward mobility and a low-level poverty trap. In addition, the qualitative data permit a closer look at the specific role played by social relationships. While finding ample evidence of active social capital and networks, these are more helpful for non-poor households. For the poor, social capital at best helps stabilise livelihoods at low levels and does little to promote upward mobility. While there is thus some economic sense to sociability in South Africa, elimination of the polarised economic legacy of apartheid will ultimately require more proactive efforts to assure that households have access to a minimum bundle of assets and to the markets needed to effectively build on those assets over time.  相似文献

Integrating prospect theory and operational code analysis, this paper introduces an innovative approach to studying the decision making of Chinese leaders during crises. The unique contribution of this paper is to adopt the methodology of operational code analysis to measure the domain of actions of policy makers in the application of prospect theory. We suggest that leaders’ operational code beliefs can help us to identify in which domain of actions (gains or losses) leaders are located during crises. Xi Jinping experienced two notable foreign policy crises in 2014, the ‘oil rig’ crisis with Vietnam and the ‘P-8 crisis’ with the United States, which are examined in detail to illustrate Xi’s operational code beliefs and risk-taking behaviour of ‘confident accommodation’ behaviour during crises. To test the process validity of integrating operational code analysis and prospect theory, Hu Jintao’s operational code beliefs and crisis behaviour in 2011–2012 are then compared to Xi’s beliefs and decisions in this study of China’s crisis behaviour.  相似文献

This paper explores local poverty and wealth inequality in the Upper East Region of northern Ghana in the period from 1975–89. Land was not scarce and the social management of household membership and household labour were critical to household security, but this social management was not independent of wealth status. There was a virtuous circle between wealth and household labour supply and a vicious circle between poverty and small household size. Poverty traps existed so that those with too little labour and too little wealth engaged in strategies which entrenched them in poverty.  相似文献

Abstract

Colonialism affects post-colonial social formations in a variety of ways. Japanese colonial rule had a far-reaching influence on South Korean post-colonial social formation. Most legacies of colonialism diminished as time went by, but one legacy of colonialism continued or even increased its effects on the South Korean political economy from the 1960s – namely, the division of Korea. This article provides an alternative Gramscian approach to the analysis of the social formation of South Korea, with due consideration of the division of the peninsula. For that purpose, it introduces the concept of a division bloc, adapting Gramsci’s concept of a historical bloc to develop an analysis of a social formation that is unique to South Korea. Then, I explicate the two events that have been most damaging for the division bloc – the 1997 economic crisis and the 1998–2007 inter-Korean reconciliation – describing them as an organic crisis and a hegemonic project, respectively. Following this, I present reasons why the counter-hegemonic efforts of liberal nationalists to overcome the division bloc failed.  相似文献

The article explores the potential contribution of better labour market participation among older people in Argentina to address old age poverty and vulnerability. The acute financial crisis in 2001 led to a steep rise in poverty and renewed concerns over the deterioration of old age support. Broadly, two main strategies took shape: to strengthen pension provision for poorer and vulnerable older people, and to improve their labour market participation. Using data from a dedicated survey of older people, the article tests the feasibility and effectiveness of the second strategy through a detailed analysis of the labour market participation and earnings of older people in Argentina.  相似文献

This article discusses the restoration of fiscal balances in Botswana after prolonged deficit financing. Botswana is a diamond-export-dependent country; resultantly, it suffered revenue losses due to depressed demand for diamonds during the global economic crisis. Reduced revenues necessitated deficit financing between 2008/09 and 2011/12. Debt was financed through dissaving and borrowing. However, the government restored budget balances in April 2012. While this case study is Botswana-specific, there are general lessons. These are: using a crisis to introduce public finance reforms; eschewing populism aimed at short-term gains; and the need for politicians to take very bold decisions to guide fiscal policy.  相似文献

This paper builds a critical geography of poverty finance with recourse to a relational comparison of the microfinance and subprime mortgage markets. It probes paradoxical claims about the nature of poverty, the poor, states and markets that have surfaced in the aftermath of the financial crisis. In doing so it aims to generate new understandings of neoliberal global finance with specific emphasis on 1) the social constitution of risk through racialised and gendered forms of difference; 2) the exercise of dispossession and imperialism by financial means; and 3) articulations of poverty finance with the social relations of debt in specific conjunctures. Each of these terrains of inquiry forms a subsection of the paper, following a preliminary section that poses the animating paradox in more detail. The paper concludes with some reflections on the conditions of possibility for democratising finance.  相似文献

Abstract

Many states faced fiscal pressures on their corrections budgets as the country entered a deep recession in 2008. A 2011 survey by the Association of State Correctional Administrators (ASCA) asked corrections officials in all 50 states about changes in correctional facilities, focusing on closures, new facilities, and altering existing facilities as a response to budget pressures. States employed a combination of these strategies. Between fiscal year (FY) 2007–2008 and FY 2011–2012, 148 facilities were closed, 29 new facilities were opened, and 23 states added 22,740 beds to existing facilities, resulting in about a 19,000 net bed reduction overall. Closures did not necessarily appear to be related to fiscal pressures or always related to reductions in the prison population. Despite the Great Recession, correctional funding is still a large part of state expenses and many states’ correctional populations continue to grow.  相似文献

The once high-performing East Asian economies were suddenly rocked by the 1997 financial crisis. This raised the question of whether the crisis signals the end of the 'Asian development model' and provides further evidence of the 'globalization of poverty'. This article attempts to answer this question by examining the connection between liberalization (and deregulation) and the pattern of poverty reduction and income inequalities in four East and Southeast Asian economies severly affected by the late 1990s crisis. Based on the findings, it contests the view that globalization means the end of the role of the state. Instead, it is argued that, while some states are playing the role of promoters of the globalization process, others are redefining and resisting globalization. The crisis also has drawn attention to a possible third policy option, which would involve the revitalization of the regulatory role of the state, greater attention to social issues and a more national approach to economic management.  相似文献

This article examines the Europeanization of social movements following the European sovereign debt crisis. It develops a theoretical framework to measure degrees of social movement Europeanization, incorporating targets, participants, and issue frame dimensions of mobilization. Europeanization of social movements occurs when they collaborate with similar movements in other countries, claim a European identity, invoke Europe-wide solidarity, contest authorities beyond the state and ascribe responsibility for solving the crisis to European Union (EU). By targeting EU authorities, social movements may contribute to the construction of the EU as a crisis actor and through deliberative processes define the roles and identities of such actors.  相似文献

Between 2004 and 2012, Georgia implemented one of the most comprehensive packages of neoliberal economic reforms ever. These reforms have certainly helped to spur growth, but their social effects remain under-researched. To narrow this gap, this article investigates the effects of growth on poverty in Georgia using the official household survey data. The analysis shows that contrary to popular expectations, poverty has decreased only slightly throughout this period and remains high despite a number of progressive measures adopted by a successor coalition government. These findings provide further evidence on the inappropriateness of the neoliberal model as a poverty reduction strategy.  相似文献

Applying a leadership–task perspective within the context of the Greek sovereign debt crisis (2009–12), the study finds that the imperatives of short‐term crisis management conflict with the ability of Greek leaders to effectively implement long‐term reforms. Electoral gains, crisis duration, centralized decision‐making, and the degree of external actor involvement explain the choice between credible response and effective recovery. Despite beneficial effects, the activation of external stakeholders ultimately weakens the impetus for reform. The study has implications for political leadership and EU crisis management.  相似文献

Russia's recovery from the deep economic crisis it experienced in 2008–2009 did not deliver clear political dividends for the Russian leadership. This is because of the context in which the crisis occurred and the way that the leadership, particularly President Medvedev, and many of its critics described the crisis. The oil-fuelled boom that preceded the crisis had the effect of deepening it. Economic recovery based on rising energy prices looks like a failure, rather than a success, and highlights the underlying structural problems of the Russian economy. Arguments about the need for modernisation from within government exacerbated this perception. This seems to have weakened the connection between approval for the leadership and economic growth, a staple of pre-crisis politics.  相似文献

In 2012, roughly 23 million people in sub-Saharan Africa were infected with HIV, the virus that causes AIDS. Religious responses to the disease have ranged from condemnation of people with HIV to the development of innovative AIDS-related services. This article utilises insights from the social movement literature about collective identity, framing, resources, and opportunity structures to interrogate religious mobilisation against HIV/AIDS. It demonstrates that mobilisation cannot be divorced from factors such as state–civil society relations, Africa's dependence on foreign aid, or the continent's poverty. Religious HIV/AIDS activities must be analysed in a conceptual space between a civil society/politics approach and a service-provider/anti-politics framework. That is, religious mobilisation may at times seek to engage the public realm to shape policies, while at other times it may shun politics in its provision of services. Case studies that illustrate these themes and demonstrate the multi-faceted interactions between religion and HIV/AIDS are included.  相似文献

This paper applies Gini and concentration coefficient decomposition as well as the Foster-Greer-Thorbecke poverty index and the Stark-Yitzhaki welfare index to new data from four villages in Burkina Faso, to compare the marginal effects of remittances from intercontinental and intra-African migration on inequality, poverty and social welfare. Evidence is found that intra-African remittances reduce inequality while intercontinental remittances have the opposite effect. Also, it is found that although remittances from intercontinental migration are associated with much lower incidence, depth and severity of poverty, the marginal impact of remittances from this form of migration on social welfare is limited because recipients do not include the rural poor.  相似文献

This article offers a Gramscian response to the theory of post-hegemony, suggesting that its rejection of Gramsci rests on misrepresentations of his work. Through a closer engagement with this work, the article outlines the ways in which Gramscian analysis can in fact complement the insights of post-hegemony in analysing the ways in which the social order is secured and the strategies of resistance to this order. This combination of Gramscian and post-hegemonic insights, the article argues, offers a more nuanced and comprehensive insight into power, radical politics and resistance in the twenty-first century, an insight which risks being lost in post-hegemony's rejection of Gramsci and his work. The utility of this combined approach is illustrated via four short vignettes from contemporary Latin America: the emergence of the student protest movement in Chile since 2011; the Caracazo in Venezuela; the Argentine crisis in 2001; and the Bolivarian Revolution in Venezuela.  相似文献
