This article investigates the determinants of nonprofits' involvement in cogovernance, or the planning and design of public services, using a unique data set of park‐supporting nonprofit organizations in large U.S. cities. The results indicate that nonprofits are more likely to get involved in cogovernance when they are younger, larger, and operate in communities that are more resourceful and stable. In addition, the likelihood of nonprofits' involvement in cogovernance is negatively associated with the level of social capital and government capacity to provide corresponding public services. The article points to an emerging mode of government‐nonprofit collaboration that goes beyond the production and delivery of public services. As public managers face extensive challenges in sustaining the desired level of public services, these findings have important policy implications for efforts to promote citizen participation and cross‐sector solutions to complex social problems.  相似文献

The emphasis in this article is on the trends which speak of governance rather than government. Governance refers to the role of citizens in the policy process and how groups within a society organize to make and implement decisions on matters of great concern. The focus is on democratic governance as taking place through networks in developing countries. These networks are referred to as state-civil society networks and are defined as cross-sectoral collaborations in which the view is not of individuals, per se, but rather of individual actors who are seen as a connected and interdependent whole. Three case studies of such state-civil society networks provide some preliminary lessons which suggest four situational variables for the emergence and success of these networks. These include: regime type, level of trust, legal framework and regulations, and the nature of the policy to be implemented. They also suggest some effective mechanisms and processes based on ad hoc vs formalizedmechanisms, initiation of the network and coordinating linkages.  相似文献

Networks have assumed a place of prominence in the literature on public and private governing structures. The many positive attributes of networks are often featured—the capacity to solve problems, govern shared resources, create learning opportunities, and address shared goals—and a literature focused on the challenges networks pose for managers seeking to realize these network attributes is developing. The authors share an interest in understanding the potential of networks to govern complex public, or "wicked," problems. A fundamental challenge to effectively managing any public problem in a networked setting is the transfer, receipt and integration of knowledge across participants. When knowledge is viewed pragmatically, the challenge is particularly acute. This perspective, the authors argue, presents a challenge to the network literature to consider the mind-set of the managers—or collaborative capacity-builders—who are working to achieve solutions to wicked problems. This mind-set guides network managers as they apply their skills, strategies, and tools in order to foster the transfer, receipt, and integration of knowledge across the network and, ultimately, to build long-term collaborative problem-solving capacity.  相似文献

The aim of this article is to analyse the political leaders efforts to organize and manage relations between relevant party actors in a way that is suitable for the operation and preservation of coalition governments. Five coalition governments serve as illustrative cases showing how these relations have been managed in post-war Norway. The similarities between the different government coalitions arc obvious. There are, however, interesting variations concerning the priority given to coordination and unity versus party differences and profilation.  相似文献

Abstract Local government is subject to extensive lobbying, which is reasonable given the greater importance of the local public sector in large welfare states. Most of the scholarly attention has been focused on lobbying at the national level, often addressing the impact of interest groups on public policies. This article discusses a decision–making model where interest groups optimize their lobbying efforts given the way that different local governments and individual politicians respond to these activities. A number of propositions are tested on the basis of data from Norwegian local government. Contrary to prior theorizing, we do not find that representatives seeking re–election are contacted more frequently by interest groups. Interest groups target their lobbying activities toward politicians who are members of the relevant council committees, and they exert stronger pressure on members of the executive board and active representatives who perceive themselves as influential. Inter–municipal differences are also of importance: The lobbying activities are more intensive where electoral participation is low and in the larger urban municipalities, while the size of legislatures and the strength of the local political leadership affect lobbying efforts negatively. Interest groups tend to be more active in the richer local governments. The demands of the residential population impact weakly on lobbying efforts.  相似文献

Collaborations between nonprofit and public sector organizations have become an increasingly important phenomenon in state and local public service delivery since the publication of the Winter Commission report in 1993 . This article focuses on one of the less studied types of public–nonprofit collaborations, those in which philanthropic support from nonprofit organizations supplements the resources and activities of public agencies. Drawing on the case of “nonprofit‐as‐supplement collaborations” that support park services in New York City, this article documents the benefits and drawbacks associated with such collaborations. While they can provide increased resources and encourage management innovations, they also can lead to inequities in the availability and quality of services, the preponderance of particularistic goals over the broader public interest, and the politicization of previously bureaucratic decision making. The authors offer two strategies for public managers to realize more effectively the benefits yet mitigate the shortcomings of these collaborations.  相似文献

There is a growing need for innovative methods of dealing with complex, social problems. New types of collaborative efforts have emerged as a result of the inability of more traditional bureaucratic hierarchical arrangements such as departmental programs to resolve these problems. Network structures are one such arrangement that is at the forefront of this movement. Although collaboration through network structures establishes an innovative response to dealing with social issues, there remains an expectation that outcomes and processes are based on traditional ways of working. It is necessary for practitioners and policy makers alike to begin to understand the realities of what can be expected from network structures in order to maximize the benefits of these unique mechanisms.  相似文献

Social media measurement is important for understanding an organization's reach and engagement with its audiences. In response to Warren Kagarise and Staci M. Zavattaro's question about what works in social media measurement, this article discusses how public administration researchers and practitioners are using social media data that they can easily collect from social media platforms and contrasts these practices with data measurement efforts that can provide deeper insights for evidence‐based decision making. This evidence includes interactivity and connectivity among citizens, attributes of network actors, and network structures and positions to understand how content travels through the network and who are the influential actors.  相似文献

During his May 2014 visit to Australia Pascal Lamy, former Director General of the World Trade Organization, urged ‘public institutions, civil society, and global businesses’ to forge ‘creative coalitions’ for the purpose of engaging constructively and positively with the complex problems standing in the way of achieving social and economic sustainability. Lamy's visit was but the first of several occasions during 2014 in which intense public discussion erupted about the need for government, business, and civil society to pool their capacities in boundary‐spanning efforts to address complex policy problems. This article investigates whether the public discussion portends a heightened policy focus on the ‘five Cs’: co‐production, co‐design, corporate social responsibility, collective impact, and Lamy's creative coalitions.  相似文献

Theories of market and government failure provide resources for diagnosing intra-organizational inefficiency in public organizations and for identifying possible solutions. Public goods, externalities, information asymmetries, monopolies, uncertainty, inappropriate reward systems, and interest group behavior create inefficiencies within organizations just as they do in the larger economy. Associated with many of these problems are generic solutions that can usefully inform leaders in their efforts to improve efficiency within their public organizations.  相似文献

Drawing on a conceptual distinction between traditional right-wing extremist and right-wing populist parties, this article examines the performance of the latter in public office. The central argument is that the specific populist aspects of such parties allow them to succeed in opposition and to do well at the game of elections. Once in government, their unique strengths turn into disadvantages. Significant structural weaknesses inherent in populist parties pose nearly insurmountable problems that make their long-term success in government questionable. The analysis also shows that the rise of right-wing populism has substantially increased the opportunity structures of conservative parties. Following the theoretical discussion, the article examines the case of the Austrian Freedom Party and draws parallels with the Italian and Dutch cases.  相似文献

Design thinking has the potential to improve problem definition and mechanism design in policymaking processes. By promoting greater understanding of how citizens experience government services, design thinking can support public managers who desire to enhance public value. In Australia, as elsewhere, design thinking currently remains separated from mainstream policymaking efforts. This article clarifies the essence of design thinking and its applicability to policy development. Five design thinking strategies are discussed, all of which have lengthy histories as social science methodologies. They are (1) environmental scanning, (2) participant observation, (3) open‐to‐learning conversations, (4) mapping, and (5) sensemaking. Recent examples from Australia and New Zealand are used to illustrate how these strategies have been incorporated into policymaking efforts. The article concludes by considering how design thinking might be more broadly applied in policymaking, and the training and resourcing requirements that would entail.  相似文献

In recent decades, governments have invested in the creation of two forms of knowledge production about government performance: program evaluations and performance management. Prior research has noted tensions between these two approaches and the potential for complementarities when they are aligned. This article offers empirical evidence on how program evaluations connect with performance management in the U.S. federal government in 2000 and 2013. In the later time period, there is an interactive effect between the two approaches, which, the authors argue, reflects deliberate efforts by the George W. Bush and Barack Obama administrations to build closer connections between program evaluation and performance management. Drawing on the 2013 data, the authors offer evidence that how evaluations are implemented matters and that evaluations facilitate performance information use by reducing the causal uncertainty that managers face as they try to make sense of what performance data mean.  相似文献

This article examines how members of Congress refer to individuals in government on the House floor. Using content analysis, floor speeches from the 103rd and 104th Congresses were examined to determine the way in which terms such as "bureaucrats" and "public servants" were manipulated in floor speeches, and the political gain members seek to achieve from these moves. The data show that the Republican takeover of Congress led to a marked change in the tone of debate, and a sharp increase in pejorative discussions of individuals in government. Republicans tended to use bureaucrats in legislative debate in their efforts to shape the debate over the size and role of government.  相似文献

This article reflects on the situation and prospects for public services in Great Britain, in the context of the changes in government and governance which have taken place over the last 25 years and in particular of the change of Prime Minister and the reconstruction of the government in the summer of 2007. It argues that government and public servants now need to think afresh about the way in which decisions are taken in government, and about the relationships between government, public services, and the citizens and communities they serve, and suggests the direction which their thinking might take.  相似文献

In this article, I argue that when officeholders try to avoid blame, they often engage in defensive performances which can be analysed in terms of how they exploit various multimodal semiotic resources to ward off (potential) criticism: the setting, appearance, and manner chosen for a particular interaction with an audience; and both verbal and non-verbal ways of arguing, legitimising, framing, and representing social actors and actions. I apply these analytic categories to interpret the data gathered during fieldwork at a major training event of British government communicators. By combining insights from multimodal discourse analysis, discourse-historical studies of organisational behaviour, and recent research into blame avoidance in public administration, I demonstrate how certain semiotic strategies used by officeholders have an effect of backgrounding the ideas about any possible norm violations that government communicators may have been associated with in the eyes of critical audiences, such as lying, spin doctoring, and using tax money for propaganda campaigns that may not actually serve the interests of the public. I suggest that analysts of government communication should pay more attention to the defensive practices of government insiders, and study in great detail how these practices are incorporated into everyday behaviour through professional training.  相似文献

ABSTRACT

This article has two purposes: first, to take seriously the notion of strategic planning as a way of knowing, and second, to argue that actor-network theory provides a particularly apposite method for understanding whether and how strategic planning works in particular circumstances. Pursuit of these purposes also helps illuminate possible contributions of strategic planning to inclusive, participative, and democratic public management. The paper is illustrated with examples from the 1995 and 2007 strategic planning and subsequent implementation efforts of MetroGIS, an organization created to foster widespread sharing of geospatial information primarily among public organizatons serving the Twin Cities metropolitan area of Minnesota, USA, and further, to enhance their individual and collective effectiveness. The Metropolitan Council, the regional government, is the primary sponsor of MetroGIS, which is comprised of over 300 organizational partners across the region. Conclusions are offered about the importance of viewing and studying strategic planning as a way of knowing and as a potential vehicle for inclusive public management in a democratic society.
