The last decades' trend towards the creation of a world market of goods and services and the upsurge of China as a global competitor ought to be considered as an important challenge for the European Union. In contrast to this interpretation, the European Union policy towards China has suffered from an absence from a long run view. European institutional behaviour has been based on applying measures that were solely reactions to the policies launched by the United States. Finally, the difficulty of finding common interests among all member countries has been a constant in the relationship with China. The European Union has recently shown a clear concern about the unavoidable need of improving European firms' competitiveness, especially in order to overcome the Chinese access to the internationalised division of labour. Nevertheless, it is still difficult to observe a thorough treatment for the economic challenge of emergent economies as a whole in many European policy measures.  相似文献

The concept of comprehensive national power (CNP) is proposed and developed by several Chinese scholars and academic institutions. Many material capabilities, for example, economic growth and military might, are incorporated into the concept to measure China's national power vis-h-vis other major powers, especially the U.S. This paper, however, contends that understanding China's CNP through material capabilities is only part of the story. Yet, China's political stability is by no means assured and fully incorporated into the concept. China has undoubtedly faced many threats and challenges to its political stability. Apart from the Two Ts' problem (Taiwan and Tibet), the conflict in Xinjiang not only threatens China's political stability since the establishment of the People's Republic of China (PRC) in 1949, but also affects its CNP as a whole. This paper concludes that measuring the genuine CNP should be based on the factors from which a country would earn or benefit, and also on those of which it would have to pay a price. Needless to say, the conflict and political instability in Xinjiang are an example of the price which China has to pay.  相似文献

In reflecting on the case of the South Caucasus (Armenia, Azerbaijan, and Georgia), one of the most popular perspectives is its lack of a common identity. The main argument is that it is a culturally diverse region with old-fashioned, ethnically exclusive nationalism. From this point of view, the process of the formation of a European identity in the region acquires particular importance. A European identity could act as a catalyst for bringing the region together. This identity could be considered as based on much more than just political orientation but fundamentally grounded in common values. This comprehensive integration in the South Caucasus can be achieved through the formulation and acceptance of a common political identity based on the political orientations of the South Caucasian States and their citizens. The main question that this study tries to answer is how people in the South Caucasian countries identify themselves in terms of a European identity. A suitable analysis is increasingly important at both the micro and the macro levels. The author examines the people's attitudes in the three South Caucasian states toward Western culture, states, and organizations, drawing on opinion polls conducted by the Caucasus Research Resources Center (CRRC). The author seeks to analyze attitudes toward the West in the South Caucasus on a macro as well as on a micro level. The author seeks also to provide a much-needed analysis for decision making, based on empirical data that help understand public opinion toward the European Union (EU) in the countries of the South Caucasus, and that can contribute to the refinement of integration strategies.  相似文献

As the extraordinary session of Kosovo's parliament held on February 17, 2008, the declaration for independence of Kosovo was enacted. From the aspect of European Union (EU) which consists of 28 member states, Kosovo was recognized by 23 member states of the union until the present. This means that the process of the international recognition of Kosovo by the member states of the EU is carried out in satisfactory direction for the Kosovo's authorities, unlike the first attempt in 1991 when Kosovo also demanded international recognition from the union during the process of the dissolution of the former Socialist Federal Republic of Yugoslavia (SFRY), however, this application of Kosovo's recognition was not reviewed at all. Hence, in conditions of the same legal status of Kosovo in Serbia as well as the same legal foundation in 1991 and 2008, we can notice the double criteria in application of the international law by the EU. Therefore, the issue that we would like to raise is whether the international law for the EU is a true law or moral/law of choice. In other words, the author would like to present the idea whether the international recognition of Kosovo meets the international law.  相似文献

For the European Union (EU), it discusses how to deliver (great project) European unification. Motivated by the idea that the association of European countries is a far better alternative to the previous mutually confronted Europe, a project in the following decades led to the emergence of a new and unprecedented work on European soil--EU. Its present form is the product of more than 50 years of evolution of European integration, which today despite initial six Western European countries including the former main rivals Germany and France include 27 member countries of the union, as well as many other countries with candidate status for membership in the EU. Seen in the development context, the union is not a preconceived model of the association of European countries, but is the product of a complex multiple decade-long process of integration in which different actors are involved. Within this process, depending on the achieved level of integration, the union received a different shape. In its present form and name as the EU, it occurs even in the early 90s of the last century, long before it passed through small-scale forms of integration.  相似文献

This essay is a study of China's political corruption and countermeasure for it. The author will focus on the cultural factors and the incompleteness of the market economy because these show us the reason why the corruption became severe after the initiation of the economic reform. The author will move on to search a solution within the field of political reform. The author will deal with the problem by two approaches. The first one is to focus on the democratization and the second one is to focus on the political institutionalization. The goal of the author's analysis is to examine which approach will work as a proper solution. The author's argument is that institutionalization will be the better one. The author will outline the grounds briefly. Firstly, unlike democratization, this solution shows possibility of realization. Secondly, political institutionalization has its own value of political development which was not considered sufficiently before. And finally there are advantages of strengthened accountability and limit discretion. To consolidate the author's argument the author will use Hong Kong's case where have been successfully controlled the problem by political institutionalization.  相似文献

Considering the financial crises, all the recent presidents have emphasized the importance of productivity improvement in government, especially in public personnel management. Though there is a general agreement on the concept of productivity, the means to achieve productivity vary with president's ideology. President Reagan championed the cause of conservatism. On one hand, despite Obama's attempt to diffuse ideological question, his actions can be regarded as liberal. This study seeks to make a comparison between Presidents Reagan and Obama on their efforts in productivity improvement in public personnel management, based on their ideological preferences. President Reagan campaigned on an anti-Washington agenda. He promoted the idea that the government is the problem rather than the solution. He popularized the idea that the people are burdened with heavy taxation as a result of the big government. Therefore, the solution to heavy taxation was to cut big government, which can be accomplished by reducing unnecessary and expensive regulations. On the other hand, when President Obama came to office, the country was faced not only with a deep recession, but two difficult wars, the collapse of the banking and the auto industries, the housing crisis, and overall capacity crisis in the government. Obama resisted ideological level in his campaign speeches to diffuse the criticisms of the conservatives.  相似文献

The purpose of this article is to discuss the legal effects of the preliminary agreement between Albania and EU (European Union) on the EU and on the Albanian national legal system. The topic is "The Legal Obligations of Albania in the SAA (Stabilization and Association Agreement) With EU", and the purpose is to address the issue of harmonization and application of the obligation in the most effective way regarding the EU legislation. The method used is systematic, comparative and teleological analysis of the European and national legal systems and inherent principles and reflection on the ways of integration and coordination between them. At first the sources and features of the EU legal system will be presented. Then the application of these principles in preliminary and pre-accession agreement and through them their influence over the EU and over the national legal system of the pre-accession states will be presented. The contribution will be to argue that the preliminary agreement between EU and Albania creates legal effects both on the EU and on the national legal system of the pre-accessions countries. Their lull and effective application will be the duty of national court and legislators.  相似文献

All the conceptualizations regarding to societies inevitably have been determined, or at least motivated by ideological processes, through the apparatus professionalized on the ideological reproduction of the social structure (Althusser). The core question of this paper is scrutinizing the particular ideological contexts under which the "social transformation" concept has grown. The critical conceptual archeology on social transformation will seaway to a discussion of two other related concepts: development and globalization. It is still ambiguous whether social transformation discussions will take the ex-position of the developmental approach, or instead be a critical alternative to the neo-liberal ideas in social sciences of the 21 st century. If the concept is taken literally, we can possibly never see a society which does not experience a "transformation" in "social" terms at all. Societies have always been transformed through social processes. However, as an independent concept it appeared in a particular contextual basis. This same multi-dimensional context was the driving force behind UNESCO's organization of the MOST (Management of Social Transformations) Program. This paper can be considered a theoretical framework focusing on social transformation as defined through the examination of its principal ideologies and the study of the concept's reproduction through international institutions.  相似文献

The necessary adjustment to the political architecture in Europe is considered to happen with the Treaty of Lisbon. The treaty is an attempt to make adjustments to the decision-making process, ensuring democratic legitimacy, strengthening of the institutions, and enabling political action worldwide. With the Lisbon Treaty, a change has been made in the institutional structure of the European Union (EU). The Treaty of Lisbon brings together more than a half-century history of integration, which began with the decision for establishing the European Coal and Steel Community (ECSC) on April 18, 1951. The view on the whole, more than 50 years of integration, shows that the European unification process all the time is not out of the spirit of all issues related to the details of common goals and values, but goes in the direction of one political vision of: peace and prosperity, freedom and mobility, knowledge of democracy, populism and tolerant coexistence. The Treaty of Lisbon is in the way to improve the capabilities for action of the democracy in Europe.  相似文献

As a young sovereign state, Kazakhstan tries to conduct policy that makes it an equal partner among other countries of the world community. Rich deposits of oil and natural gas in the country and the Caspian Sea attract the interests of energy consuming states. At the same time, the landlocked position and weak infrastructure lead a more active foreign policy based on the energy factor. This paper is an attempt to study the development of energy policy of Kazakhstan focusing on the country's relations with Russia, China, the USA and the European Union. The complex geopolitical environment and relatively small, young economy of Kazakhstan emerge as the main reasons for conducting multi-vector and balanced foreign policy. The author defines peculiarities and tendencies of possible future developments with respect to Kazakhstan's place in the energy sphere.  相似文献

Since the reform and opening-up, especially in the new century, China's SMEs are rapidly springing up; they have become an important force of pushing China's national economic and social development. The rapid development of SMEs is playing an increasingly important role in stimulating the economy, increasing the state tax revenue, promoting the employment, pushing technological innovation and improving the people's lives. It is full of meaning for Chinese Government to provide a sound law and policy environment for SMEs, including mediating and regulating the behavior of domestic SMEs, promoting and protecting the prosperity of SMEs, if we want to pursue the economic prosperity. From a European perspective as referring to EU member states, which are receiving European financial assistance, the idea of assessment of the countries' administrative capacity represents a priority and an issue of concern not only for the new member countries but also for the all the member countries. Based on its functions, public institutions should perform an evaluation or measure their administrative and organizational capacity performance when significant changes occur, in order to facilitate the necessary improvements for their organizational and administrative capacity. Following these considerations, after studying the literature concepts about the administrative capacity and based upon an empirical research, this article aims: (1) to classify the European countries (EU27) according to their administrative capacity, based on some relevant identified indicators as following the European Commissions' reports from the official websites; and (2) to identify and analyze the influence and effects that strategic management and project management have on the administrative capacity of Romanian public administration using a survey which analyses the performance of the Romanian public administration.  相似文献

Along with rapid economic growth over the past several decades in China, wage and income inequalities have also widened over time. This paper analyzes the relationship between the labor market institutions and the labor market outcomes by focusing on the effects of China's compulsory minimum wages on wage inequality. The study chooses the year of 2004 as a starting point in consideration of the fact that the new regulation of minimum wages begun to implement in 2004. The main purpose of the study is to utilize quantitative methods to investigate whether the new regulation played a role in preventing wage inequality from further widening. The results show that, without the increases of minimum wages from 2004, the overall wage inequality could further widen in 2006. This observation holds true for male and female workers and for different regions. The paper concludes that China's compulsory minimum wages might raise the wages of poor-paid workers, but the system itself is only one instrument in helping poor-paid workers. To a large extent, the rise of workers' wages depends on tripartite collective wage bargaining. For China, where the real function of trade union has been questioned, solving the issues of widening wage and income inequalities still has a long way to go.  相似文献

This paper examines the new developments in the South China Sea (SCS) disputes between Vietnam and China and their causes. A substantial part investigates the approaches Hanoi has adopted to deal with China's potential aggression in the SCS. The first is the "multilateral" approach, which aims to make full use of Association of Southeast Asian Nations (ASEAN) and ASEAN-centric multilateral security dialogues as useful leverage for the creation of a regional Code of Conduct (COC). The second approach involves the strengthening of "self-help" option by forging new developments in defense capabilities, especially naval power, to deter its northern giant from using force in the SCS. The third approach is the combination of two methods--pursuing engagement alongside a stronger defense and using what might therefore be called "defense diplomacy". These three approaches are not exclusive, but mutually reinforcing, and any shift in priority in each of the three options depends on China's revised policy in the SCS.  相似文献

In the era of globalization, capital, labour and even market can come in and out freely and internationally. So is a disaster. Of course, a disaster did happen in one place, but its impact carries both in domestic and abroad. For avoiding abroad disaster, European Community decides to create a mechanism to manage this issue and preserve EU interest. According to Council Regulation No. 381/2001, the Rapid Reaction Mechanism needs triggering in order to stabilize society when crisis or disaster occurs in the beneficiary countries. Precisely speaking, this mechanism differs from other crisis management means, which merely focused on rehabilitation after disaster happened or prevented crisis before. Instead, Rapid Reaction Mechanism not only involves in crisis management, but also stops carrying on damage to human beings. In fact, EU creates this mechanism in order to prevent ongoing small or medium crisis to escalate into uncontrolled catastrophe, armed conflict or war. In addition, this mechanism observes the situation, and decides to employ what instrument to constrain crisis and what partner to cooperate in crisis management. It can be denied that EU Rapid Reaction Mechanism carries out great effort during restoration of broken society or country. Nevertheless, it is obvious to rethink EU Reaction Mechanism in next generation. Obviously, both aid includes money and labour, and EU Rapid Reaction Mechanism cost highly. This research argues that EU Rapid Reaction Mechanism is not only subject to be a giver, but also to be a receiver in the future. Moreover, this mechanism needs adapting itself to receive aid from the third countries or international organizations. In addition, this mechanism can take global aid to deal with European regions' problems. This research argues to touch up EU Rapid Reaction Mechanism in order to release financial burden from EU member states. This paper tries to describe Albanian merchandise trade flows through the lens of intra-industry trade (IIT) indices, which quantify the extent to which bilateral imports and exports are matched within sectors. It offers a summarizing view on intra-trade development for the whole post transition period of Albania. Two important stages of analyses are included in the material. Firstly, intra-industry trade share on total trade is explored through the classical measures of Grubel-Lloyd index; secondly, a comparative analysis with other region countries was applied to make possible an estimation of Albania's trade potentials as well as their geographical distributions. Grubel-Lloyd index at aggregated value averaged less than 45%, a moderate value that is similar to the regional economies but lower than the European countries.  相似文献

The paper's objective is to analyze and outline the key challenges and perspectives in achieving a modern type of governance and a well functioning and transparent administrative system, capable to apply the best European practices and policies. The study summarizes the main results, achievements and shortcomings of the reform process and reveals that the progress has been slower and more limited than expected despite all efforts of the government. The conclusion made is that Bulgaria needs to not only substantially enhance its administrative and judicial capacity, but also drastically intensify its reforms to improve the management of EU funds and achieve concrete results in the fight against corruption. The purpose of this paper is to emphasize on the growing importance of the intangible assets for a firm's sustainable competitive advantage--by considering both the features that a strategic asset must meet and the high potential of the intangible assets to fulfill those features. First, we outline the changing environment finns are operating in--at global and industry's level as well; second, we emphasize on the evolving theory of the resource-based view of the firm--as the main framework integrating all the assets of a firm and its relationships with the environment; third, we underline the need for organizational and managerial change and development by making the shift from tangibles to intangibles. We find that the theory in the field evolved within last years, but the conceptual framework is far from being exhaustive and unitary. The paper may be continued with the developing of a conceptual framework which is able to identify the specific intangible assets that may become strategic, their determinants, the interconnections between them, and their integration into successful competitive strategies. The practical implications of the paper consist in offering some guidelines for firms in the search of global competitiveness through the valorization of there intangible assets. The paper emphasizes that, in order to achieve sustainable competitive advantage, strategic management must develop a comprehensive, dynamic and innovative resource-based model--unique for each firm.  相似文献

This article reflects on the rise of public-private partnerships (PPPs) in China. Though PPP is relatively new in China, it draws on a recent series of policies, guidance materials and rules relating to the provision of public facilities and services in tandem with global developments. This paper reviews the development of PPPs in China with selected project cases in the first two sections. The third section of the paper highlights some of the key challenges facing PPPs in China following some considerable controversies and experiences in the delivery of public service and infrastructure development. Hence, given the many limitations of PPPs and complex deals, it is suggested that other countries' experiences be drawn upon as comparisons and lessons learnt for better governance of PPPs in China.  相似文献
