ABSTRACT

This vignette study examines the differences in Dutch people's attitudes towards sexual coercion perpetrated by a male against a female versus sexual coercion perpetrated by a female against a male. In total, 583 Dutch citizens (16–86 years, 59.7% female) evaluated a control scenario and three sexually coercive scenarios (verbal coercion, purposeful intoxication and force), in which the sex of perpetrator and victim was purposely varied. The variables studied include: (1) scenario acceptability, (2) victim responsibility, (3) perpetrator responsibility, (4) victim pleasure, (5) victim distress and (6) support for filing a police report. The results indicate that sexual coercion of men is taken less seriously than sexual coercion of women, especially among Dutch men. However, most differences between attitudes towards male and female victims were found only in the physical force scenario. The findings highlight the importance of educational programmes to raise awareness and reduce stereotypical views on male sexual victimisation.  相似文献

Women Police     
Abstract

This study investigated the use of force by and against women police officers using survey data from a large sample of female and male officers in six departments. Results suggested that female officers and same-gender female-female officer pairs used less force, and were less likely to use physical force, in police-citizen encounters when compared to their male counterparts. There was no evidence supporting the proposition that citizens used less force against female officers compared with male officers. In fact, the findings indicated that citizens used significantly more force against female officers relative to male officers in domestic calls. Although female officers were more likely to engage in underpredicted policing; that is, use less force than the situation would normally dictate, underpredicted policing was not related to an increase in the likelihood of officer injury. Implications for women officers, police use of force, and the institution of policing are discussed.  相似文献

Researchers have long noted the link between police culture and coercion. To date, however, there have been no empirical studies of this relationship. Using data collected as part of a systematic social observation study of the police in Indianapolis, Indiana, and St. Petersburg, Florida, this research examines the relationship between traditional views of police culture—from an attitudinal perspective‐and coercion—from a behavioral perspective. After developing a classification scheme of officers' outlooks in the context of police culture, we examine the extent to which officers' alignment with cultural attitudes translates into differences in coercive behavior. The findings indicate that those officers who closely embody the values of the police culture are more coercive compared with those that differentially align with the culture, suggesting that police use of force is a function of officers' varying attitudinal commitments to the traditional view of police culture. The implications of these findings for policy and future research are considered.  相似文献

Theories of procedural justice have emphasized the importance of non-coercive police behavior during encounters in obtaining citizen compliance and promoting police legitimacy. In the empirical research on police behavior, however, non-coercive police behavior has not been examined extensively. With social observations of police–citizen encounters, this study explored the correlates of police initiated non-coercive behavior (such as care, assistance, and advice/requests) in situations involving domestic and non-domestic conflicts. The non-coercive behavior was also examined in comparison with coercive behavior (such as use of verbal force, use of physical force, and arrest). The analyses found that police officers behaved differently in two types of situations, and that citizens’ characteristics such as gender, class, and demeanor had significant impacts on non-coercive police behavior. Implications for understanding police behavior and handling domestic conflict situations are also discussed.  相似文献

Using data collected as part of an observational study of the police in Indianapolis, Indiana, and St. Petersburg, Florida, this article examines police use of force to gain a better understanding of why the police resort to force. Like analyses from previous observational studies, the present inquiry borrows from both sociological and psychological theoretical orientations to explore various determinants of force. Unlike previous examinations, the universe of behaviors considered is substantially expanded to include numerous types or levels of force, ranging from verbal commands and threats to the use of impact methods. An ordered probit analysis of 3,116 police-suspect encounters shows that officers often respond to legal stimuli (e.g., suspects' resistance, safety concerns) when applying force. Countering previous findings, it found that officers were not more coercive toward disrespectful suspects. However, the analysis revealed that officers were also influenced by extra-legal factors. Male, nonwhite, poor, and younger suspects were all treated more forcefully, irrespective of their behavior. In addition, encounters involving inexperienced and less-educated officers resulted in increased levels of police force. The implications of these findings, for both policy and future research, are considered.  相似文献

Historically, women have been unwelcome in male-dominated police cultures; despite the gains acquired over many tumultuous years, policewomen continue to face significant obstacles. Men officers often promote the subordination of policewomen, and, because of this, some degree of emotional deterioration among women officers would be understandable. This study aims to evaluate the efficacy of such a hypothesis. Questionnaires were mailed to all municipal police departments in one southern state with 50 or more sworn personnel (n = 21) and produced 1,114 responses from 16 departments. Analysis revealed that women officers' (n = 89) professionalism, job satisfaction, stress, and confidence levels demonstrate a condition of psychological health and do not differ significantly from those of men officers. Essentially, the findings suggest that policewomen are mentally tough and resilient, and hence quite capable of modulating the demands of police careers.  相似文献

ABSTRACT

This work explores the depth and dimensions of gender-based discrimination as perceived by female police officers. Using snowball sampling, 27 currently employed female law-enforcement officers in a large metropolitan area of the Southwest were interviewed. Qualitative data analysis techniques were used to analyze the findings and to extract the themes that emerged from the women's perceptions of discrimination coming from their male peers, from male supervisors or administrators, and from citizens of both sexes. Most of thepolicewomen interviewed reported experiencing discrimination from one or all of these sources. However, almost without exception, they saw their situation today as improved over that of the past policewomen. No consistent differences in perceptions emerged related toage, race-ethnicity, rank, employer, or length of service.  相似文献

The purpose of this article is to compare policewomen with policemen regarding their attitudes toward handling family fights, specifically, toward handling spouse abuse. Sixty-two policewomen responded to a questionnaire measuring their involvement, or professional concern about family fights. As hypothesized, policewomen scored significantly higher on this variable (rpb = + .43). Although sample differences in education and other demographic variables accounted in part for this finding, police-officer gender correlated with involvement even when all other variables were controlled for. There was some evidence that identification with a feminist point-of-view and concern for the battered women were significant intervening variables that explained why policewomen scored higher on involvement. It was also found that policewomen and policemen differed in their perceptions of how policewomen handle family fights. Policemen tended to view policewomen as lacking assertiveness, while policewomen viewed themselves as more patient and understanding, and as less likely to escalate a conflict. The results of this study support the findings of an earlier study in which women in shelter homes described policewomen as more likely than male officers to be informative, to take time to listen, and to provide helpful information. It is suggested that the results of the current study could provide a basis for discussion among mixed groups of police officers concerning various approaches to handling family fights.  相似文献

Literature often emphasizes the use of force as a distinctive feature of police work, while risky encounters and uncertainty are conditions under which such work is carried out daily. Conditions leading to the use of force by the police have been associated with the presence of menacing minorities, losing verbal control, the youth and lack of experience of officers, and critical physical proximity between officers and suspects. Additionally, defiance towards the police has often been linked to increased force used by the police. It is here proposed that uncertainty also fosters police officers’ dispositions to use force. In this study, four focus groups were conducted with officers from two Venezuelan municipal police departments in October 2003, presenting a hypothetical scenario progressing from contact with suspects towards an open confrontation involving a shooting. Officers perceived, through different phases of the scenario, an encounter of no easily predictable outcome with suspects, involving potential harm to the police and bystanders. A pattern seemed to appear among officers in which overcoming real or assumed resistance became the central issue. When physical confrontation with suspects became evident, self defence was the clearest justification for the use of force, though the use of force was also defended by officers without further elaboration on the requirements and conditions for effectively thwarting aggression. It appears that uncertainty about the outcome of a situation fosters both the disposition and the justification for using force.

Policy-makers and researchers have long been interested in the punitive attitudes and causal attribution of crime of police officers. Understanding the punitive attitudes and causal attribution of crime of those who enforce the law is necessary for both theoretical and practical reasons. The current study examines gender differences in punitive attitudes and causal attribution of crime among police officers at the beginning and at the end of their academic studies. One hundred and one police officers (47 policewomen and 54 policemen) participated in this study. The main results indicate that (a) policemen held more punitive attitudes than policewomen, (b) there were significant gender differences in the first year of academic study, with stronger support of classical theories (more punitive) among policemen compared with policewomen, but no gender differences were found in the last year, (c) police officers tended to attribute classical theories (more punitive) to the causes of crime regardless of gender and year of study, and (d) belief in individual positivism (less punitive) was greater among policemen than policewomen, and among the men, it was greater in the last year of studies than in the first year. Abstract

Historically, research on gender differences in police work has focused on whether women can “hold their own” in the male-dominated profession of policing. This body of research has undergone a shift from examining whether women can do the job, to how women do the job differently. This topic is intertwined with the increased use of community policing and recognition of the importance of officers having strong “people” skills and the ability to work with citizens. This paper focuses on how male and female officers respond to citizens differently in terms of providing comfort. Results from this analysis indicate that neither officer attitude nor behavior is dictated by officer sex. Rather, other important variables interact with sex to explain attitude and behavior. In addition, situational factors are most important in determining officer behavior. Officer attitude about citizens is not related to officers providing comfort to citizens.  相似文献

Physical violence is but one of many tools that may be used to gain greater power within intimate relationships, yet the legal response has been critiqued for failing to recognise and respond to the full spectrum of abusive behaviours, such as coercive control. Using a sample of police officers from the United States (US) and the United Kingdom (UK), the current study utilises hypothetical vignettes to assess police officers’ perceptions of domestic abuse, including those incidents that are not necessarily physically violent, but involve stalking and other coercive, controlling behaviours that are harmful and require intervention. Within- and between-country similarities and differences were analysed. Findings revealed that the majority of officers in both countries possessed a good level of understanding of domestic abuse and how they should respond to it – amidst and beyond the physical violence. However, our analysis of both quantitative and qualitative data also showed that the use of physical violence is at the forefront of many officers’ expectations about domestic abuse, and that when physical violence is absent, the police response is less proactive. Our study finds some support for the idea that non-physical abuse does go “under the radar” to some extent for some officers, and that this is more the case for American officers than their British counterparts. Findings are discussed in terms of context of the research sites and implications for policy, practice and future research.  相似文献

Despite the prominent role that procedural justice has taken in policing research, we know surprisingly little about police perceptions of procedural justice as an effective tool in their encounters with members of the public. In this study, we start with a focus on the perceptions of police recruits in a major police service, exploring their perceptions of procedural justice and its role in policing. Using data from a questionnaire of 450 police recruits in the early stages of their initial training, we find that orientations supportive of procedural justice significantly predict reported intentions to use procedural justice approaches in interacting with others, as well as the prioritization of procedural justice responses to a typical policing encounter (traffic violation). We also find that belief in an obligation to obey the law is significantly associated with perceived procedural justice outcomes. We argue that early supportive orientations towards procedural justice may be important in understanding police officers’ future interactions with members of the public, promoting positive evaluations of justice among citizens, and minimizing the risk of coercive encounters involving officer use of force.  相似文献

ContextMarseille, the second largest city in France, has a large population of homeless persons. A mental health outreach team was created in 2005 as a response to high rates of mental illness among this group. In a national political context where security is a government priority, a new central police station was created in Marseille in 2006 to address robberies, violence and illegal traffic in the downtown area of the city. While not directly related to such crimes, police also are responsible for public safety or behavioral issues related to the presence of individuals who are homeless in this area.ObjectiveThis report on a two-year pilot study (2009–2011) addresses collaborative work between a mental health outreach team and the police department responding to the clinical needs of persons who are homeless with serious psychiatric disorders. It also describes the homeless persons' interactions with, and perceptions of the presence of, police and mental health professionals on the streets.MethodsInvestigators adopted a mixed-methods approach. Data were collected on 40 interactions using brief standardized report for each interaction. Focus groups were conducted with police officers, outreach team members, peer workers, and service users. Minutes of partnership meetings between police officers and outreach workers also served as a source of qualitative data.ResultsOutreach workers initiated just over half (n = 21) of the encounters (n = 40) between police and outreach workers. Interactions mainly involved persons with psychosis (77%), the vast majority (80%) of which involved persons in an acute phase of psychosis. Two key themes that emerged from data analysis included the violent nature of life on the streets and the high percentage of ethnic minorities among subjects of the interactions. In addition, it was found that the practices of the outreach workers are sometimes similar to those of the police, especially when outreach workers use coercive methods. “Users” (homeless persons) described police as sometimes using less coercion than the outreach team, and noted that they were more fearful of psychiatrists than police.ConclusionFormal initiatives between mental health outreach teams and police departments involve some common street practices. This study demonstrates the potential for closer working relationships between the two parties to help persons who are homeless with mental illnesses receive needed care, and to reduce inappropriate coercion including involuntary hospitalization and arrests.  相似文献

Scholars have long theorized that constraining police officer discretion via organizational policy improves decision-making. Empirically, prior research shows that more restrictive lethal force policies result in a reduction in the number of police shootings and in racial disparity. Yet, researchers have never examined the impact of less lethal force policies in relation to the full spectrum of less lethal force tactics. In addressing this research void, we examine 3,340 use of force incidents from three US agencies, each varying in terms of policy direction and restrictiveness. The results consistently show that officers working within the most restrictive policy framework used force less readily than officers who operated within more permissive policy environments. Hence, police administrators wishing to reduce coercion should consider the potential effect that a more restrictive policy may have on such behavior.  相似文献

Research Summary

By drawing from psychology and economics, we present an experimental evaluation of a procedural justice training program designed to “slow down” police officers’ thought processes during citizen encounters. We find that officers who were randomly assigned to participate in training were as engaged in the community as similarly situated officers, but they were less likely to resolve incidents with an arrest or to be involved in incidents where force was used. These changes were most evident among officers who worked in areas with a modest level of risk.

Policy Implications

Police officers who are actively engaged with the public can reduce crime through general deterrence and by arresting criminals. Nevertheless, excessive discretionary arrests and the use of force by officers can reduce public trust in the police. To date, there is scant evidence as to how police departments can successfully train officers to balance enforcement and public trust in the field. Through our study, we demonstrate that a relatively minor supervisory intervention may cause substantive changes in how police and citizens interact with each other.  相似文献

In recent years, the Israeli National Police has come under attack for excessive use of physical force. This article focuses on the organizational characteristics of police officers suspected of committing offenses involving the illegal use of force. A random sample of 612 official files opened, investigated, and completed between 1993 and 1998 was examined. The findings show that there are no salient differences between the proportion of the suspect police officers serving at the different geographic police districts in the sample and their proportion in the total police force in recent years. Complaints tend to be submitted against police officers in operational and investigative functions, especially against those of middle and low ranks. Regarding the files' characteristics, many significant differences are found between files opened against regular police (RP) officers (who fulfill traditional police functions) and those opened against officers of the Border Police (BP, who fulfill mainly internal security-related tasks among the Arab population). These differences are mainly explained by factors related to organizational features of the BP.  相似文献

We test the hypothesis that law enforcement agencies that have a larger share of female officers should experience lower rates of police use of deadly force. We use the Law Enforcement Management and Administrative Statistics 2013 survey of police and sheriff departments (N?=?1,983). We measure police-involved violence as the number of civilians killed by law enforcement officers from 2013 through 2015 as reported by the website Mapping Police Violence. Using a variety of empirical estimators to take into consideration the structure of the distribution of police-caused deaths, we find consistent results that a higher share of female officers is associated with a higher likelihood of police-caused deaths. These results are consistent with prior findings within the literature and implies that in order to “fit in” with their male counterparts female officers will use coercive tactics to the same extent.  相似文献

The ‘Partial State of Emergency’ implemented in Trinidad and Tobago in August 2011, as well as media broadcasts on the crime situation, has brought to the forefront the high degree of interface between police officers and civilians within the identified ‘hotspot communities’. The assumed realities of these individuals were communicated in such a manner which led to the stereotyping of citizens as marginalized victims and police officers as ‘disrespectful bullies’. The media broadcasts reflected the act of policing as unitary, as opposed to encompassing a wide range of roles for interaction with civilians. These broadcasts revealed a high degree of violent physical displays by police officers, which were perceived as irrational, and in some instances inhumane. Despite community policing initiatives, there seem to be continued instances of problematic relations between police officers and civilians from ‘hotspot communities’. The research examined the sanctioned responses of police officer governing interaction with civilians from one of these communities. It highlighted the extent to which these endorsed reactions are contextually portrayed in media footage. The study described the determinants governing police use of force as evidenced in the media with the aim of providing a direction for redress during interaction.  相似文献

Police officers are the only professionals mandated by society to use discretionary coercive physical force as a necessary component of fulfilling their duty to maintain public safety and uphold the law. If community policing is to prevail as an effective and credible style of law enforcement, the legitimate use of competent police authority will continue to be a vital issue. This article analyzes the types of officer problems and problem officers that can harm community policing efforts. These include (1) individual factors, such as attitudes, personality traits, and psychological disorders; (2) police-citizen interaction factors, such as interpersonal dynamics and community attitudes; and (3) organizational factors, such as training and supervision, departmental philosophy, and the “cop culture.” The article then offers practical strategies for improving officer performance, including (1) selection and screening of officers; (2) training and supervision; (3) fitnessfor-duty evaluations; (4) effective supervision and discipline; (5) coaching and counseling strategies; and (6) the most productive use of psychological services. Throughout this discussion, the concept of the police officer as a law enforcement professional is emphasized as essential for guiding public safety policy into the 21st century.  相似文献
