Specialized probation programs were developed to more effectively address the unique needs of probationers with serious mental illnesses. Probation officers are tasked with serving both law enforcement and rehabilitative functions, and officers play an important gatekeeper function in helping probationers with serious mental illnesses avoid long incarceration sentences. The purpose of this paper was to explore specialized and standard probation officers' work in supervising probationers with serious mental illnesses. Twenty-one probation officers (11 specialized and 10 standard) participated in semi-structured interviews. Qualitative analyses examined: 1 — beliefs on the relationship between mental illness and crime; 2 — purpose of specialized and standard probation units; and 3 — approaches to supervising probationers with serious mental illnesses. Implications for developing more effective probation supervision programs are discussed.  相似文献

Abstract

A majority of women convicted of crimes are sentenced to probation. Although proportionately more women than men receive probation, little is known about female probationers. The current study is one of the few to compare the backgrounds and case outcomes of women probationers with those of men. Statewide probation discharge data were used to examine differences between male and female probationers on their individual characteristics, offense and sentencing variables, and case outcomes and to explore the effect of gender on case outcomes. A number of gender differences were identified across the probationer, sentencing and case outcome variables examined. In addition, gender had a statistically significant influence on both new arrests and technical violations, after controlling for other variables such as age, race, income, prior involvement in the criminal justice system, conviction offense and sentence length.  相似文献

ABSTRACT

Women have worked as corrections officers (COs) in some adult male prisons in most states for the past two decades. However, the degree of acceptance of women COs and the perception of women officers' job performance by men officers have varied greatly. This study was based on the results of a survey of men and women officers working in men's prisons in a midwestern state. Comparisons of the officers' responses about women's acceptance, safety, and perceived job performance revealed some significant gender differences. The results indicated that while women faced some resistance among men officers, it was not to the extent suggested by previous research studies, and the resistance came primarily from more experienced men officers. Women officers were confident of their ability to work effectively in men's prisons. The resistance to women that persists among some men officers is likely to provide an obstacle for women seeking opportunities for advancement and promotion in adult male prisons.  相似文献

Objectives. For the past 20–25 years the assessment of the outcomes of probation supervision and its associated variants has relied upon officially recorded offending as the chief determinant of ‘success’ and ‘failure’. A recent assessment of the impact of accredited programmes aimed at reducing offending called for reconviction rates to be supplemented with other outcome measures to give a more accurate picture of treatment effectiveness. Methods. Self‐reports of offending are one such alternative outcome measure, and this paper responds to recent calls for developments in this field. This paper throws further light on the frequency of offending by probationers during their probation orders, the extent to which their officers knew of this offending and the relationship between self‐reported offending and subsequent convictions. Results. The data suggest that about a half of the probationers committed at least one offence during the time they were on probation and that about a third of the probationers reported that they had committed more than four offences during this same time. In the main, probation officers reports mirrored the reports gained from the probationers. Generally speaking, the relationship between self‐reported offending and officially recorded convictions was also very close. However, this varied by the offences/convictions under consideration. Conclusion. There were slightly more probationers found guilty of property offences than had admitted to such offending during their interviews. The explanation for this appeared to have been deliberate concealment on the part of the probationer, rather than recall failure.  相似文献

Abstract

Although the use of force in corrections is a topic of interest, little is known about the factors that influence correctional officers' decisions. In particular, very little is known about similarities and differences between male and female correctional officers in their definitions of and responses to conflict situations. Interviews were conducted with 192 officers at a large southwestern jail. Using a realistic vignette of an inmate disobeying a direct order, 96 female and 96 male officers were asked about their perceptions in defining and responding to conflict. Results indicate that male and female officers react to conflict situations in a similar manner, although it appears that the inmate's sex is a salient factor in the officers' decision on how to resolve conflict.  相似文献

The criminal justice system in Israel provides probation services to Arab and Jewish offenders. In adult probation, the administrative structure is integrated, but the probation officers are of the same ethnicity as the offenders. Previous research in the juvenile courts has uncovered a tendency toward harsher recommendations for Arab delinquents in presentence reports. The present study examines both recommendations and dispositions for a sample of 208 young adult offenders. With severity of instant offense and prior record controlled the findings indicate that Arab defendants are less likely to be recommended for probation, less likely to be granted probation, and more likely to be sent to prison when not granted probation. The Arab probation officers' more conservative recommendations may reflect their identification with the Arab community at the expense of traditional casework values. This inequality is amplified by the sentencing practices of the courts.  相似文献

As the correctional population continues to increase, probation agencies struggle to adequately supervise offenders with unique needs, including those with mental disorder. Although more than 100 U.S. probation agencies have implemented specialty mental health case-loads, little is known about their practices. Based on detailed observations of 83 audio-taped meetings, we examined interactions between probationers and officers in a prototypic specialty agency, focusing on the extent to which practices comport with evidence-based risk reduction principles. We found that specialty officers (a) more frequently discussed probationers' general mental health than any individual criminogenic need, (b) chiefly questioned, directed, affirmed, and supported (rather than confronted) probationers, and (c) relied more heavily on neutral strategies and positive pressures (e.g., inducements) rather than negative pressures (e.g., threats of incarceration) to monitor and enforce compliance. Implications for "what works" to promote community integration for probationers with mental disorder are discussed.  相似文献

Data from New Jersey were used to examine the effectiveness of felony probation. Examination of more than 2,000 burglars, robbers, and controlled substance offenders placed on probation in 1976–1977 showed that their recidivism at three, four, and approximately 10 years after sentencing ranged from approximately one-third to more than half arrested and about 10 percent imprisoned. Prior convictions, type of offense, age, race, the Greenwood prediction device, use of heroin, and employment were statistically significant correlates of recidivism. The major conclusion is that probation is an acceptable sentencing alternative for some felony offenders in some states but that recidivism rates can be alarmingly high for particular categories of offenders. In addition, probation officials should devote some attention to the needs of probationers in such problem areas as employment and drug abuse.  相似文献

Problem solving has been recognized as a key aspect of community policing. We use expectancy motivation theory to explain variation in police officers' problem-solving behavior. Specifically, we expect that the amount of problem solving performed by officers will be explained by (1) the opportunity to do so, (2) the ability to do so, (3) the likelihood that officers will be recognized by their performance in this area, and (4) police officers' calculation of the costs and rewards of such behavior. Using data collected from ridealongs with police officers, we find that officers who engage in more problem-solving are motivated by potential recognition of such behavior. We also find that expectancy motivation theory provides a more likely explanation for the behavior of community police officers than that of traditional “beat” officers.  相似文献

Abstract

Research into the sexual abuse of female inmates by correctional workers is scarce, despite documentation of its occurrence in prisons across the United States. This exploratory study examined dimensions of staff-inmate sexual contact in a correctional facility in Hawaii through two focus group interviews with imprisoned women. The women described three types of sexual abuse in prison: “trading,” “love,” and “in the line of duty.” Findings include the women's account of these forms of abuse and their perceptions of responsibility for staff-inmate sexual contact in correctional institutions. The women's beliefs about factors contributing to sexual abuse of female inmates, including job expectations of and power issues among adult correctional officers (ACO's), and the consequences of reporting abuse are also discussed. Given the vulnerability of female inmates and the power dynamics that typify the prison context, further research on this problem is warranted.  相似文献

Objectives

This study was an attempt to replicate the findings from an earlier experimental evaluation of a probation officer training program by Bonta et al. (Criminal Justice and Behavior, 38: 1127–1148, 2011). An experimental design was used with an improvement in the random assignment of clients and was tested with a sample of probation officers from a new jurisdiction.

Methods

Probation officers from the Canadian province of Alberta were randomly assigned to training or probation-as-usual. Officer behavior was measured by audio recordings of supervision sessions and recidivism was defined as a new conviction within 2 years of the initial recording. Attrition resulted in 27 probation officers submitting audio recordings of supervision sessions over a 6-month period (15 in the experimental group and 12 in the control). There were 160 recordings of 81 probationers submitted.

Results

The audio recordings showed inconsistent changes in officer behavior and no differences in recidivism between the clients of the experimental and control probation officers. However, the use of cognitive techniques by the probation officers was associated with a longer time to recidivism. In addition, by 10 months, more than half of the trained officers stopped their involvement in ongoing professional development activities.

Conclusion

Although the study failed to replicate the major findings reported by Bonta et al., it did highlight the importance of cognitive techniques in officer training. The results are interpreted with respect to the replication literature and the difficulties inherent in direct and conceptual replications especially in real-world settings.

As part of a larger study of probation workload and workforce challenges in one southeastern state, this study reports the results from a statewide survey of probation officers’ experiences supervising probationers with mental illness. A total of 615 officers responded to closed- and open-ended questions about the challenges and barriers to supervising offenders with mental illness, and the responses of officers from rural versus urban settings were compared. Officers reported that probationers with mental illness are difficult to supervise and supervision challenges are exacerbated by a scarcity of mental health and substance abuse treatment resources, limited social support, and a lack of employment opportunities for this population of probationers. Officers report unique and similar challenges across rural and urban settings. This study contributes to our understanding of the challenges of supervising probationers with mental illness and informs practice, policy and research at the interface of the criminal justice and mental health systems.  相似文献

Purpose. This study examined United Kingdom police officers' perceptions about older witnesses (>60 years) and their thoughts about employing the cognitive interview (CI) with this group. Method. A questionnaire was used to assess officers' opinions about current interviewing protocols for older witnesses, including the CI, and to explore the challenges involved with interviewing older witnesses. Results. Over half of the officers surveyed perceived older witnesses to be less reliable and less thorough than younger witnesses. Many officers lacked confidence in dealing with the emotional distress and memory loss often displayed by older witnesses and victims. Several officers stated they were inadequately trained and had insufficient time to devote to interviewing in general. Moreover, the number of officers who considered the CI to be helpful with older witnesses was roughly equivalent to the number of officers who believed it was not. Conclusions. These results suggest that police officers, like mock jurors, consider older adult witnesses and victims to be less reliable and thorough than younger adult witnesses. Furthermore, the results indicate that many officers are not always satisfied with their interviews of older witnesses and victims. Implications for officer training are discussed.  相似文献

Abstract

Although there is substantial attention to judicial decision-making during sentencing, fewer studies have examined decision-making post sentencing. Further, the interactions of probationer race and additional background factors have been under studied in post-sentencing decision-making. This study utilizes the focal concerns perspective to examine whether race interacts with gender, family status, and employment status in predicting sanctioning probationers for noncompliance. A sample of probation review hearings within an eight-month period in three domestic violence courts were selected. Results demonstrate that race does not interact with other background factors in influencing a jail sanction, while non-compliant behaviors are the strongest predictors.  相似文献

The Crisis Intervention Team (CIT) program is an approach for law enforcement officers to safely response to individuals who are experiencing a mental health crisis. Research must identify the components of CIT that are instrumental to the overall effectiveness of the program. For instance, recent studies report that CIT may have a transformative effect on officers' attitudes by increasing exposure to and familiarity with mental illness. This study explores this possibility further by examining 57 CIT officers' experiences with mental illness and attitudes about CIT. Specifically, we assessed how personal and professional exposure to mental illness associates with officers' perceptions about CIT generally, as well as with opinions about the officers' confidence in their abilities and the perceived effectiveness of the police department in responding to individuals in mental health crisis. Our findings indicate that CIT is rated very positively by officers. We found that officers' attitudes about the impact of CIT on improving overall safety, accessibility of services, officer skills and techniques, and the preparedness of officers to handle calls involving persons with mental illness are positively associated with officers' confidence in their abilities or with officers' perceptions of overall departmental effectiveness. There is further evidence that personal contact with individuals with mental illness affects the relationship between attitudes that CIT impacts overall safety and perceived departmental effectiveness. The results of this exploratory study underscore the importance of CIT officers' perceptions of key elements of CIT and the role of exposure to mental illness in examining program effectiveness.  相似文献

The volatile political environment that surrounds the issue of “racial profiling” has led local and state police agencies across the nation to start collecting information about traffic and pedestrian stops. The controversy over this issue is overwhelmed by the unsupported assumption that all race-based decision making by police officers is motivated by individual police officers' racial prejudice. This article reviews recently published studies on racial profiling and critiques both their methods and conclusions. Using the conceptual framework for police research presented by Bernard and Engel, it reviews a number of theories that may explain racial disparities in the rates of police stops. The authors argue that to explain police behavior better, theoretical models must guide future data collection efforts.  相似文献

This study disentangled the effects of intimate relationships and parenting on women probationers’ noncompliance. Data from a sample of 257 women were analyzed using logistic and negative binomial regression. Women with nonconforming intimate partners missed treatment more frequently, had a higher likelihood of missing a probation appointment, and had a higher chance of a new arrest for substance abuse or misdemeanor crimes during a 3-year follow-up period. Women parenting children had fewer missed probation appointments. Missed probation appointments increased the risk of recidivism for all crime categories except driving under the influence. According to a survey of 415 male and female inmates serving brief prison terms for nonviolent offenses, inmates perceive several alternative sanctions as significantly more punitive than imprisonment. Women rate alternatives as less punitive than do men, and are more amenable to participating in them. We find that prison and probation do not necessarily define the high and low extremes along a continuum of sanction severity, and we show for the first time how female inmates rank the punitiveness of criminal sanctions. Findings bear on the eventual development of meaningful punishment equivalencies and a valid continuum of criminal sanctions while raising doubts about the value of brief prison terms as a specific deterrent to crime. Our results also support consideration of gender differences in punishment and deterrence. We critique the problems associated with research on offenders' perceptions of the severity of sanctions, and discuss implications for deterrence theory and corrections policy.  相似文献

This study examines the perceptions of girls held by juvenile probation officers, psychologists, and others involved in juvenile court decision making. Through qualitative analysis of girls' probation case files and indepth interviews with juvenile probation officers, we discuss the social construction of gender, race, culture, and class. Our findings suggest that in an environment marked by scarce resources, gender and racial/ethnic stereotypes leave girls few options for treatment and services in the juvenile court. Some probation officers expressed distaste for working with girls and had little understanding of culturally or gender-specific programming. Others were frustrated by the lack of programming options for girls in the state. Based on our findings, we question whether the current ideology or structure of juvenile probation can nurture a holistic approach to justice for girls.  相似文献
