In recent years, the study of policy advisory systems has been advanced conceptually and analytically through studies of externalisation and politicisation. Still, the understanding of institutional variation in how organisations supply policy advice remains limited. The contribution adds to recent research on think and the study of policy advice by arguing for a focus on the dissemination of policy advice by asking how the dissemination activities of think tanks vary across different policy advisory systems and what this implies for the study of policy advice. This question is explored in a quantitative design which compares publications, events and newspaper mentionings of samples of think tanks from a coordinated (Germany), liberal (UK) and mixed (Denmark) system in 2012. The analysis indicates that think tanks in the UK have the highest level of dissemination on all three activities when controlled for the number of full-time staff. The study indicates that factors beyond the policy process such as developments of funding and media environments should be analysed further as they are likely to be important for how and where think tank disseminate their policy advice.  相似文献

Abstract

The normative and practical success of the 1990s campaign on the right and responsibility to intervene to stop civil wars should be acknowledged so that policy and research can move on to the more pressing question of how we intervene and improve on currently inadequate results. This essay confronts a standard explanation, the failure to address the root causes of a conflict. It argues from academic research on three aspects – the knowledge on causes shaping current policies, the interests of those who matter in intervention, and the new research on civil war – that a focus on root causes would not improve outcomes and could even be counterproductive.  相似文献

Abstract

A number of studies have investigated when parties change their policy positions. However, this growing body of research has had limited interaction with the literature on issue competition. To bring these two perspectives together, this article investigates how and when parties adjust their respective policy positions on immigration, the environment and the welfare state. In the article it is argued that especially large parties in electoral terms adjust their policy positions on specific issues in response to changes in the party system saliency of these issues. When the other parties increase their focus on a given issue, large parties adjust their position in the direction preferred by a majority of the voters. In the article this argument is investigated empirically, based on CMP data from 18 West European countries from 1980 to 2014. The findings largely support the argument and show a strong potential for further integration of the two dominant perspectives on party competition.  相似文献

Abstract

In search of an appropriate institutional structure for successful environmental policy, many researchers focus on network governance. And while it provides the flexibility and adaptability needed for climate change initiatives, the paper argues that many networks collaborate too loosely to have the capacity to reach strategic goals or mobilize local players. There is often a disconnect between national policy goals and on-the-ground dynamics. Instead, government should adopt a network perspective which does not eliminate state action, but involves network management institutions at arm’s length of government. As an example for this mode of network governance, the research looks at the Swedish “National Network for Wind Power”, which was initiated by government and is now led by four wind coordinators managing the development of on- and off-shore wind electricity. The paper compares Swedish performance before and after the introduction of the wind network and shows how these government efforts have transformed Sweden from a weak performer to being a frontrunner in Europe.  相似文献

Abstract

Over the past 30 years, community development corporations (CDCs) have become increasingly important actors in low‐ and moderate‐income communities. One prominent view of CDCs is that they have experienced uninterrupted growth since the 1970s. Despite their growth and productivity, however, many are facing serious challenges to their continued viability. When confronted by such challenges, CDCs are likely to respond in one of three ways: go out of business, downsize, or merge with one or more other groups. The major goal of this research was to assess the causes of these failures, downsizings, and mergers.

First, we found that these changes do not appear to be isolated instances; rather, they are prevalent across the country. Second, we identified a number of contextual and organizational factors leading to CDC failures, downsizings, and mergers. Finally we suggest a series of actions CDCs, support communities, and policy makers can take in response.  相似文献

Abstract

Research on discrimination in housing credit has focused primarily on the outcomes of a complex process in which many parties play a role. The lender— or prospective lender—is only one party in the process that results in decisions by individuals and households to buy homes and finance their purchases. To focus solely on lenders would make it difficult to measure the nature and extent of discrimination and its effects on housing outcomes.

After discussing limitations of housing credit discrimination research, the author suggests two relatively underexplored areas: studying housing search behavior and auditing lenders to assess their treatment of prospective borrowers before the stage at which written loan applications are submitted. Both suggested avenues of research might better address three public policy questions for which our knowledge is incomplete: Is there discrimination? Where does it occur in the home‐buying process? What are the effects of discrimination on household behavior?  相似文献

ABSTRACT

The concept of migration and development (M&D) and practices in that area have lain on many countries’ political agendas for decades, with no clear focus or coherent strategy knitting together the various stakeholders working in the sphere. This article analyzes the main conceptions of M&D in the discourses and practices of Spanish NGOs and compares them with the focuses that have arisen in the academic sphere, for a look into primarily five issues: whether NGOs have their own focus on the migration-development nexus or are swayed by public institutions’ guidelines; whether NGOs steer their actions more toward preventing and restricting migration or toward promoting development; whether NGOs also consider potential effects on development in receiving countries; whether NGOs entertain the idea of participatory actions where immigrant persons hold centre stage; and whether NGOs fulfil their civic and political function as a propounding force to contribute to democratic governance in migration matters.  相似文献

Abstract

In this paper, we ask what sets of factors influence the timing and the content of presidential candidate press releases. Utilizing a unique data set, we examine the influence of internal campaign factors as well as external media factors on campaign information dissemination during the invisible primary season. We find that both types of factors may influence the timing of press releases; as to content, however, media norms are less likely to alter a candidate's general strategic message, which is dictated by his competitive status and national stature.  相似文献

Abstract

Decentralization reforms introduced to Africa have not always delivered the intended outcomes. Through interaction with the broader historical, political, social and economic context, reforms seem to have engendered political consequences beyond decentralization itself. Most of the literature on decentralization and development emphasizes questions of institutional design and policy, but here we expand the focus of analysis and incorporate the harder-to-pin-down political patterns marking the workings of decentralization in Africa. Through the case-studies of Ghana, Senegal, Zimbabwe, Namibia, Ethiopia and Uganda we seek to connect the debates on development with the scholarly literatures on comparative federalism, comparative decentralization and local democracy. The conclusion that emerges is that no magic formula which can turn countries into peaceful, stable and prosperous democracies overnight exists. And, importing formal institutions without regard to the local historical, political, social and economic context risks leaving us with elegant but dysfunctional iron houses in the tropical heat.  相似文献

ABSTRACT

This article analyses the emergence of ‘teenage pregnancy’ as a new policy focus in post-Ebola Sierra Leone and explores how Sierra Leoneans interpret the problem of ‘teenage pregnancy’. I argue that the new policy focus is not indicative of changing or new problems. Rather, ‘teenage pregnancy’ has created opportunities for donors and the Government of Sierra Leone to continue cooperation in gender politics. At the same time, Sierra Leoneans are clearly concerned about ‘teenage pregnancy’, and many agree with sensitization campaigns that responsibilize young women and girls while downplaying structural factors that render them vulnerable to arrangements involving transactional sex.  相似文献

Abstract

Developing countries commonly must deal not only with issues of economic development, but also with the problems associated with a multi‐ethnic population. Most analyses of ethnic programs, however, focus on the domestic political economy and fail to appreciate the importance of international factors. In this essay, I note that Malaysia's New Economic Policy (NEP) and its successors have been affected not only by the domestic ethnic situation but also by the global economy. Furthermore, I argue that current international pressures and constraints have forced a re‐evaluation of the NEP in the past decade. While a concern for ethnic factors is by no means absent from the policy‐making process today, ethnic concerns are now overshadowed by the realities of the international economic order and the government's realization that ethnic accommodation can only be successful within the confines of an outward‐looking, expanding economy.  相似文献

Abstract

The goal of this special issue is to highlight the importance of unconventional social policies, theorize their development in comparison with traditional welfare state accounts and outline a new research agenda. In this introduction to the special issue, the editors present the concept of social policy by other means as encompassing two kinds of unconventional social policy (from the point of view of mainstream comparative research): First, functional equivalents to formal systems of social protection and, second, non-state provision of benefits. The concept builds upon a sizeable, but fragmented literature in comparative welfare state research. While numerous examples demonstrate that social policy by other means is more pervasive in both OECD and non-OECD countries than often acknowledged, a brief survey of the top 20 articles in the field reveals that this fact is not sufficiently reflected in the academic literature. With reference to both existing studies and the contributions to this special issue, the editors go on to explore (1) the different forms of social policy by other means, (2) explanatory theories and (3) their effectiveness in terms of social outcomes. Abstract

The current transformation of public and assisted housing reflects the legacy of the Gautreaux case, which created the first mobility and scattered‐site programs. Mixed‐income and dispersal strategies now dominate federal housing policy, although their focus has shifted. Drawing on evidence from two preliminary studies of public housing transformation in Chicago, we argue that these new strategies seem to offer benefits for distressed public housing communities but also involve risks for the most vulnerable current tenants. Increased screening and/or the need to compete with private market tenants may force these families out of the assisted housing market.

Addressing the complex needs of the most troubled public housing tenants will call for a more comprehensive solution. The intent of the Gautreaux case was to increase opportunity and enhance quality of life for public housing tenants; policy makers should take steps to ensure that current programs reflect these fundamental goals.  相似文献

ABSTRACT

Public sector ethics is a topic of ongoing concern in developed democracies. The most popular theoretical approach to this issue is found in principal–agent theory literature. This approach assumes that public sector organizations are populated by principals and agents, each of whom pursue their own self-interest, with agents having a persistent informational advantage. A second approach to ethical conflicts focuses on cognitive processes. According to cognitive theory, all decision makers are vulnerable to “ethical numbing,” particularly in organizational settings that condone the substitution of personal agendas for organizational goals. We argue that Canada's sponsorship scandal has been interpreted almost exclusively from a principal–agent perspective, with subsequent reforms firmly based on introducing new rules to oblige agents to advance the interests of principals. While more faithful adherence to established rules by agents would have avoided a scandal, such adherence is unlikely to be achieved through incentives, monitoring, and penalties as suggested by principal–agent theory. The policy message contained in and implied by the cognitive framework suggests that the focus must be on creating an organizational learning environment that discourages responsible public officials from reframing decision situations in a manner that allows them to become morally disengaged.  相似文献

Abstract

Development studies is commonly understood to be committed both to a principle of difference (the Third World is different, hence the need for a separate field of studies) and a principle of similarity (it is the job of development policy to make ‘them’ more like ‘us’). This double commitment has led to important challenges to the intellectual standing of the discipline and/or its object of study, development. This paper begins by reviewing five theorems which pronounce the impossibility of development studies. It then offers a more sympathetic account of the field. While recognizing the urgent need for development studies to be critical and at times oppositional, the paper suggests that an allied commitment to public policy-making can be taken as a sign of maturity. Development, and development studies, should be understood as sets of social practices, or technologies of rule, the organization and effects of which need to be (and in key respects are) contested and subjected to political and scholarly review.  相似文献

ABSTRACT

The transfer of oil and mining revenues to the subnational governments of resource-rich jurisdictions is a common policy aimed at promoting development and reducing local opposition to extraction. In the early 2000s, Peru implemented a radical version of that policy. Peruvian mining regions received fiscal transfers many times greater than the national average during the last commodity boom. The strategy had mixed effects on well-being indicators. These transfers had statistically significant positive effects on economic growth and the rate of school attendance at different ages. In contrast, they did not have a significant impact on poverty reduction or the coverage of other basic services, while being positively correlated with an increase in the income gap between women and men. Overall, the results are not as positive as the promoters had expected. The transfers generated political incentives for local authorities to pursue short-term, clientelistic spending that has reduced their potential benefits.  相似文献

Abstract

This analysis investigates the role of historical analogies in the influence that parliaments have in foreign policy. Our empirical focus is the UK Parliament’s unusual opposition to the Prime Minister on UK involvement in Syria in 2013. The vote challenges many conventional expectations about the role of parliament in security affairs. Important in this vote were lessons learned and strategically used from UK participation in the intervention of Iraq in 2003. This argument is developed theoretically based on research on historical analogies: parliaments, ‘learn’ (primarily negative) lessons about past foreign policy events which guide parliamentary preferences and procedures and can enhance parliaments’ role in subsequent foreign policy. The article contributes to research on analogies by extending the logic to lessons on process. This use of precedents can offer more structurally oriented perspectives that translate critical junctures into reforms in procedures and policy-making practices.  相似文献

Development assistance has a chequered past, in large part because planning for development assistance is historically such a fractured enterprise internally, and so disassociated from development assistance recipients’ assets and needs. The authors of environment-shaping offer an alternative development programme planning methodology that highlights above all else the ever-important relationship between development assistance and the environment into which it is offered. The authors employ an asset-based, rather than a traditional deficit-based, approach to assessing the environment for which development assistance will be formulated. The authors then highlight the power of perceptions in the creation of policy programming and in identifying and reinforcing opportunities for positive feedback loops within the recipient environment as critical to truly ‘sustainable’ development.  相似文献

Abstract

Philanthropic foundations have bloomed since the 1990s, contributing to the expansion of third sectors worldwide. This research aims to contribute to the comparative analysis of the policy conditions that shape the development – size and structure – of foundation fields across countries. A framework for comparative policy analysis encompassing key dimensions of policy support – policy milestones, levers, and alternatives – is proposed and applied to five southwestern European countries. Results demonstrate that although Spain, France, Italy, Belgium, and Portugal have been traditionally clustered under the same corporatist foundation model, their foundation fields vary widely in terms of size, structure and institutional embeddedness.  相似文献
