This paper explores Internet tools used for consensus building during the 2010 Italian regional elections, especially focusing on the use of the Internet to involve the electorate in a background of political disaffection. Previous experience from the United States and European countries suggests that the Internet is an interesting tool for the creation and development of consensus and shows an increasing use of Internet-based communication for elections. In this context, the research has two objectives. The first is to measure the degree of use of Internet tools by the main candidates to develop participation in several local areas, more limited than those traditionally investigated in the literature. To this end, we used the technique of analysis of site functionality, properly integrated to make it suitable for measuring the use of tools for participation, to compute for each candidate a reliable index of participation. Second, the work aims to understand how different contexts of electoral competition may encourage or lessen the inclination to use Internet communication tools in a participative sense. The analysis reveals a positive correlation between the affiliation of the candidate for the ruling party and the tendency for this candidate to use tools of participation more than the competitor. 相似文献

Despite attempts over the last decade to bring an end to what has become an ‘arms race’ between political parties, party funding in the UK continues to defy resolution. Drawing on the experience of the committee charged by the last Labour administration to put party funding and electoral spending on a more sustainable footing, this article examines the issues and the main sticking points. It outlines the basis on which the negotiations were undertaken, and the main hurdles they sought to overcome. It highlights the disagreement between the parties on the definition of the central issue, the problems associated with the main funding sources for each of the parties, and the viability of state funding. It discusses why success proved elusive, but also why a solution is necessary, since in the absence of robust rules, parties and therefore the UK political system more broadly, are ‘a hostage to the next scandal’. 相似文献

ABSTRACT Does New Labour's model of a centrally orchestrated and national-centric political communication strategy effectively engage the electorate? Drawing on interviews with those active in politics “on the ground,” this paper argues that the centralised party model has become unpopular. Furthermore, as these activists tell us, the model is also causing the electorate to reject the democratic process and become apathetic about the political system. Many in Britain, therefore, look to a more locally focussed model, one that has proved successful for the Liberal Democrat party. This model allows communication to be managed at the local level and for the candidate to interact with the local context. An effectively marketed, locally contextualised strategy allows politics to connect with the electorate and, we would suggest, will become more widespread with the realisation that top-down politics does not engage with voters. 相似文献

The three televised leaders’ debates dominated the 2010 general election campaign. The House of Lords Communications Committee report on Broadcast General Election Debates is the product of a welcome but belated public inquiry into their organisation and conduct. The report is supportive of the view that ‘broadcast general election debates should take place during future campaigns’ and makes a number of cautious recommendations to the broadcasters. At the time of writing it was unclear whether the format proposed by the broadcasters for 2015 would be an improvement on that for 2010—or even if there would be any debates at all. 相似文献

Local electoral systems in transitional polities can play a critical role in the growth and development of democratic governance. In this study, the impact of electoral system change at the subnational level in an African nation, Senegal, is examined. Senegal recently altered the electoral system it employs for the selection of its local and municipal councils. The mixed plurality-proportional system, favors the largest parties. It clearly introduced distortions between the distribution of voter support and seats on councils. These distortions are modified by the proportional part of the vote which provides opportunities for smaller parties to obtain seats. The presence and impact of strategic entry and strategic voting, both in rural and urban areas is assessed. 相似文献

A well-functioning democracy requires citizens’ support for its political institutions and procedures. While scholars have previously studied the role of contextual factors for explaining satisfaction with democracy, a rigorous focus on how the party choice set affects how satisfied citizens are with democracy is largely absent from the literature. This neglect of the impact of parties is surprising, given their central position within modern, representative democracies. In this article, a comprehensive and comparative analysis of the impact of party systems on citizens’ satisfaction with democracy is presented. Use is made of the combined data of the first four modules of the Comparative Study of Electoral Systems project and various measures of the party system are used to capture different aspects of the party choice set: the number of parties, their polarisation, and the congruence between public opinion and the party offer. In contrast to expectations, only scant evidence is found that having a wider choice increases citizens’ satisfaction with democracy. 相似文献

The departmental elections of March 2015 redrew the French political landscape, setting the new terms of electoral competition in advance of the regional elections of December 2015 and, more critically, the presidential election of April–May 2017. These elections saw the far-right National Front (FN) come top in both rounds only to be outmanoeuvred by the mainstream parties and prevented from winning a single department. As a case study in vote–seat distortion, the elections highlighted a voting system effective in keeping the FN out of executive power but deficient in terms of democratic representation and inadequate as a response to the new tripartite realities of France's changing political landscape. 相似文献

SUMMARY This article enhances understanding of congressional campaigns by exploring how political professionals define campaign crises. Existing academic literature uses binary measures of candidate scandals as a proxy for campaign crises. However, in-depth interviews with senior political consultants and other experienced campaigners demonstrate that political professionals view crises as complex, interactive events. While scandals are one kind of campaign crisis, a variety of other factors account for most crises. After categorizing the different kinds of crises political professionals describe, a typology is developed to analyze the internal, external, expected and/or unexpected dimensions of campaign crises. This article focuses on crises in U.S. House and Senate campaigns, although general lessons apply to campaigns at other levels. 相似文献

AbstractChallenger parties’ electoral successes have attracted increasing scholarly attention. Based on the example of West European radical left parties, this article investigates whether and how centripetal and centrifugal positional movements on different conflict dimensions influence the election results of these parties. Depending on parties’ issue-linkages, these strategies will have a different effect for the economic and the non-economic issue dimension. Due to radical left parties’ long-term commitment and a strong party-issue linkage on economic issues, more moderate positions will play to their electoral advantage. In contrast, far-left parties compete with social democratic and green-libertarian parties for party-issue linkages on the non-economic issue dimension. Here, they benefit from promoting centrifugal strategies. Based on time-series cross-section analyses for 25 West European far-left parties between 1990 and 2017, the empirical results show that the success of radical left parties’ positional strategies varies with the conflict dimension in question and that this effect is only partly moderated by the positions of competing mainstream left parties. 相似文献

The September 2013 elections in the regions of Russia resulted in victories of the major pro-government party, United Russia, in 16 regional legislative elections, and brought success to incumbent chief executives in eight gubernatorial elections. However, the apparent recovery of United Russia from the trauma of the 2011 national legislative elections stemmed not so much from its increased popularity in the electorate, but rather from its ability to engage in manipulative vote-splitting strategies against the opposition. Why do some congressional candidates hire pollsters, while others do not? Prior work claims candidates hire them when they face close contests. This argument does not explain the selection of pollsters in uncompetitive races, especially by incumbents, who also use pollsters to monitor the ramifications of some demographic changes in their districts and ideological incongruity with the constituencies. These determinants should be evident for the use of the most prestigious pollsters, and I argue that candidates hold in higher demand those survey research specialists who have worked for party campaign committees than those without party ties. But while challengers in close races can attract the services of these firms, incumbents in some vulnerable contexts, such as facing experienced challengers, are less able to do so. This study shows that constituency conditions and voter attitudes beyond electoral competition alone shape candidate use of pollsters, who serve representational needs to the extent they are contractually tied to the party organization, which extends its influence over but does not control the political consulting industry. 相似文献

In light of the increasing scholarly attention to the concept of decentralized personalization, this paper argues that the territoriality (the level of government to which an MP belongs) of an MP would also lead to variations in that MP’s incentive to personalize their campaigns. Using data from the PARTIREP Comparative MP survey, this paper tests the role of the territoriality of an MP in their incentive to personalize their campaigns across nine multi-level countries in Western Europe. Although the level of personalization of campaigns does differ according to territoriality, the underlying explanatory variables do not behave uniformly across territoriality. This paper thus draws attention to the rarely explored role of territory, and the complications it may bring to the explanation of the personalization of politics. 相似文献

Party leaders are often regarded as crucial to a party's success. Successful leaders tend to be big personalities who dominate their party's organisation, policy development and electoral campaigns. But does that control come with a price? We test to see if such leaders damage their parties in the medium term. This happens because strong leaders might be ceded too much control of the party organisation, policy and electoral strategy. We specifically hypothesise that political parties will go through a period of leadership instability and electoral decline after strong leaders step down. Using a dataset with elections under party leaders in nine countries over a 25-year period, and a qualitative case study, we find some evidence for the theory, which should prompt further research of the question. 相似文献

SUMMARY The role of professional political consultants in campaigns is not very well understood, at least from a theoretical perspective. As a result, we know very little about how campaign strategy is developed. This article is an attempt to think theoretically about how professional campaign operatives craft strategies for candidates. It begins with a review of previous research on consultants and campaign strategy. That work helps lay a foundation for a theory of professional campaign activity that focuses on the development of campaign strategy. I then turn to campaign professionals themselves. Based on interviews with numerous consultants and other campaign operatives, I identify common approaches to building strategy within campaigns. Finally, I explain the notion of ‘deliberate priming,’ a theoretical understanding of professionally run campaigns that emerges from the consultant interviews and previous scholarship in this field. 相似文献

ABSTRACT Electoral year '01 marked another headway of the country along the road of its democratic development. For the first time after 1989, the parliamentary elections (fifth in a row) were not held before their time, but after a normally completed cycle. The unproductive bipolar model of alternating the main political opponents was broken. A new and unusual player of royal blood emerged, who, without any firm structures, with little funds, and under the conditions of political and media hostility, won firmly the majority vote. For the first time since the outset of transition, a representative of the Left qualified for the presidential post, which was the most articulate acknowledgement that the Left has changed and the most eloquent criticism of the former bearers of public confidence. Both parliamentary and presidential elections '01 took part under the conditions of a free media system and after the advent of Internet into political campaigning, information, and analysis. Both campaigns and election returns, however, manifested grave professional problems in the domain of sociology and the media that failed to meet the principal requirement for unbiased information and predictability of developments and results. In this situation, the society manifested considerable civil advancement. The paradox of that electoral year was that both Par-Lilia Raycheva is affiliated with the Faculty of Journalism and Mass Communication, The St. Kliment Ohridsky Sofia University, Bulgaria. The assignment of policy competencies to the European Union has reduced the divergence of party policy positions nationally, leaving the electorate with fewer policy options. Building upon insights from spatial proximity theories of party competition, the convergence argument predicts convergence particularly in policy domains with increasing EU competence. As the policy commitments that derive from EU membership increase, parties become more constrained in terms of the feasible policy alternative they can implement when in office. The analysis uses manifesto data at the country‐party system level for nine policy domains. It uses ordinary least squares (OLS) estimation with country fixed effects, a lagged dependent variable and country corrected standard errors. Controlling for other factors that could plausibly explain policy convergence, the models also assess whether the convergent effect of party positions varies across different types of parties. The main finding is that in policy domains where the involvement of the EU has increased, the distance between parties' positions tends to decrease. The constraining impact of EU policy decisions differs between Member and non‐Member States. This effect is more apparent for the policy agendas of larger, mainstream and pro‐EU parties in the Member States. 相似文献

ABSTRACTThe ruling parties were elected into office again after the recent regional elections held in Madeira (29 March 2015) and in Azores (16 October 2016): the social-democrats (PSD – Partido Social Democrata) in Madeira and the socialists (PS – Partido Socialista) in Azores. Despite forty years of regional elections in Portugal a pattern of non-alternation in executive government (Madeira) and the same party being in office for a long time (Azores) still has not been broken. The most notable difference is that turnout registered the lowest scores since the first regional elections were held in the 1970s. Just a bit more than 50% of voters showed up at the ballot box. 相似文献
