Beginning with the initial contact with the family, Scottish child welfare policy and practice are grounded in ecological practice and community relationships. New guidance called “Getting it Right for Every Child in Scotland” (GIRFEC) is focused on universal child well-being and may have a significant impact on social work practice. This article explores the results of a multi-methods case study conducted in Scotland and highlights key aspects of new policy implementation and relational social work characteristics that are important to advance ecological child welfare practice. 本文借助福利多元主义的视角,分析了自改革开放以来国家角色在养老保障政策变迁中的转变。文章发现,自市场经济改革以来的国家收缩在进入新世纪之后出现了国家回归的新趋势,这一转变是社会福利供给严重失衡所导致的结构性压力与政府执政理念转变共同作用的结果。国家角色从收缩到适度回归的变化对理解中国社会政策体系的变迁轨迹及其未来发展具有重要的意义。  相似文献

ABSTRACT

This paper provides an overview of the current state of knowledge on the causes and effects of workforce turnover in child welfare. The causes of workforce turnover are abundant and have been categorized into three areas cited most often throughout the literature: individual factors, supervisory factors, and organizational factors. On the other hand, the empirical research on the effects of workforce turnover in child welfare is scant. This paper discusses the need for new empirical knowledge on the relationship between turnover and child welfare outcomes. The authors conclude with consideration of the gaps in the research and implications for social work practice and profession.  相似文献

This study used a qualitative analysis of survey data collected from public child welfare employees (n = 168) as they completed master's of social work courses in a weekend/hybrid program, to examine their perceptions of ability to apply classroom learning to practice. The program, which combined a focus on direct practice and management, was developed in partnership with the state's public child welfare agency, during a period of systemic change and case practice reform. Findings indicate that students readily transferred knowledge and skills to the workplace, albeit with some challenges. In particular, management courses appeared to provide an important framework in understanding the organizational context of practice.  相似文献

SUMMARY

Three samples of urban Latina and African-American women in hospitality training programs were assessed on their perceived self-efficacy. In Sample 1, the typical Latina (n= 25) and African-American (n= 71) woman was a young, single, mother of three children who had received benefits for over six years and who, at the start of a two-week training program, reported low self-efficacy and moderate social desirability. Sample 2 participants were mostly single Latina (n= 25) or African-American (n= 49) mothers who received six weeks of training/internship, but reported no significant change in their level of self-efficacy, social desirability, or hopefulness from pre- to post-training. Sample 3 (16 Latinas, 36 African-Americans) was a subset of women from the first sample who were interviewed by telephone four months after completing the two-week training program and were now employed. These working women reported a significant increase in their level of self-efficacy compared to the start of training. Results suggest that some minority women may benefit from job skill training in terms of their sense of mastery over their life situation, although the impact of such training may not emerge until after they have been actively employed.  相似文献

Abstract

Contrary to common belief, having a manageable caseload size may not be critical to the retention of child welfare MSW social workers. In this study of the retention of 765 title IV-E MSWs in public child welfare, support from supervisors emerged as a pivotal factor in employee retention. With analyses regressing retention and intent to leave public child welfare agencies, support from supervisors emerged as a predictor, but caseload size did not. The preliminary findings of qualitative interviews corroborated these results. This study corroborates literature indicating that support from supervisors enhances retention of specially trained child welfare workers.  相似文献

Since the introduction of welfare reform more job training programs have become available to welfare recipients; however, these programs rarely undergo thorough assessments of their effectiveness in improving the psychological well-being of participants. The purpose of this study was to examine how career search efficacy may change among welfare (n= 14) and non-welfare recipients (n= 27) enrolled in a 10-week work training program that included classroom instruction, job simulation practice, and an internship. Results suggested that both welfare and non-welfare recipients improved on two career search efficacy factors (interviewing and network efficacy) from the start to end of the training program.  相似文献

Summary

The College for Family-Life Studies constitutes a project aiming to mobilize primary and secondary prevention in one of the social welfare services in Israel. Within the framework of the college, 240 people have attended a variety of activities, specifically ongoing study groups concerning life cycle issues. The participants in the courses initially included parents affiliated with social welfare agencies and later expanded to unaffiliated individuals. Parenthood comprised the theme of the college's first courses which were conducted by social workers. The curriculum involved theoretical as well as experiential learning. This paper traces the college's rationale and planning, its staff training, the administration of the first study groups, and evaluation considerations.  相似文献

ABSTRACT

High rates of child welfare practitioner turnover remain a national problem with significant consequences. Title IV-E education and training programs prepare child welfare practitioners for this line of work with the intent that they will create long term careers. This study analyzed qualitative data from a 2016 statewide electronic survey launched to obtain frontline child welfare practitioner feedback about workforce turnover and assist the agency in retention efforts.

Practitioner insight resulted in 189 responses specifically related to improving the state’s Title IV-E supported education and training program–the “Academy.” A qualitative thematic analysis identified three main themes: making it more realistic and hands on (n = 104), needing additional training and specific content (n = 45), and feeling overwhelmed with the experience (n = 40). Practitioner feedback illustrated the existing tensions with using a blended model to educate and train the workforce. Implications for Title IV-E education and training partnerships are discussed.  相似文献

ABSTRACT

This exploratory study focuses on the relationships between professionals working in the juvenile dependency system, including judicial officers, attorneys, social workers, and court-appointed special advocates. It includes an examination of the quality of professional relationships, factors contributing to tensions, the consequences of difficult relationships, and strategies for improving relationships. It utilizes interviews and focus groups with professionals and focus groups with clients involved in the juvenile dependency system. The major findings address: (a) the nature and quality of professional relationships, (b) the structural and operational factors contributing to tension in those relationships, (c) client perceptions of professional relationships, and (d) respondent recommendations for improving professional relationships. This study is a contribution to the small but growing literature on the complexity of the interface between public child welfare services and the court system.  相似文献

The purpose of this three-year research project was to identify the educational and training needs of public child welfare case managers and recommend baccalaureate programs that would best meet those needs. Surveys, focus groups, and content analyses were used to identify the learning needs. The professional child welfare literature offers little guidance to child welfare managers and agency policy makers about the use of social media to search for or communicate with clients. Ethical social media use relies upon e-professionalism, defined as the professional identity established by workers through the way they utilize digital communications. This article offers considerations for standards of e-professionalism in child welfare policy and practice. Specific considerations are outlined for social media policy and practice scenarios are offered, which can be used to prompt agency discussions with child welfare workers.  相似文献

Integrating healthy relationship and marriage education (RME) into child welfare services is a relatively recent initiative. Guided by the theoretical work in child welfare training evaluation, the current study describes the development and testing of a new RME training for child welfare professionals. Based on data collected from 272 trainees, results from structural equation modeling indicate a linear association between learner attitudes and newly acquired knowledge and skills to perceptions of training usefulness, which, in turn, influenced implementation of RME skills with clients. Implications for the delivery and evaluation of programming, in general and specific to RME, are shared.  相似文献

SUMMARY

Many observers of welfare reform have argued that self-sufficiency on the part of welfare recipients is desirable. This would require, at least, that recipients' economic well-being not fall as a result of welfare reform. That question is addressed here by analyzing the impact of early state-level welfare waivers on the growth of earnings and income received by welfare recipients. Analysis of data from the Current Population Survey found that among welfare recipients (1) early work-related welfare reforms generally did not improve the growth in family earnings, and (2) waivers often had a small but negative effect on the growth of family income. Waivers were less detrimental for rural than for urban recipients. Since research has shown that rural employment and earnings generally lag behind urban areas, this is an interesting finding. It suggests that even though rural residents face greater barriers to employment, welfare reform has a smaller marginal effect on rural recipients.  相似文献

This article describes the critical role of interdisciplinary programs in addressing the mission of the Society for Community Research and Action. In the past decade, interdisciplinary approaches to graduate education have increased in importance yet the makeup of the Society does not reflect this change. The mission, organization, and curriculum focus of five programs are described. They include human development and family studies, social welfare, law/psychology, and community-social psychology. This study employs a mixed methods analysis of exit survey data gathered from public child welfare employees at their completion of a Title IV-E funded MSW program, distinct because it was initiated during a period of major reform and permitted students to continue employment during their studies. Findings suggest that opportunities for growth and manageable levels of stress were associated with intentions to stay and engagement with the work, reflected in respondents’ positive perceptions of their roles in the work environment and their retrospective assessments of the impact of their social work education.  相似文献

This article describes a new measure designed to examine the process of implementation of child welfare systems change. The measure was developed to document the status of the interventions and strategies that are being implemented and the drivers that are being installed to achieve sustainable changes in systems. The measure was used in a Children's Bureau-supported national effort to assess the ongoing implementation of 24 systems-change projects in child welfare jurisdictions across the country. The article describes the process for measure development, method of administration and data collection, and quantitative and qualitative findings.  相似文献

SUMMARY

Guided by an integrated theory of parent participation, this study examines the role community characteristics play in influencing a parent's decision to use voluntary child abuse prevention programs. Multiple regression techniques were used to determine if different community characteristics, such as neighborhood distress and the community's ratio of caregivers to those in need of care, predict service utilization levels in a widely available home visiting program. Our findings suggest that certain community characteristics are significant predictors of the extent to which families utilize voluntary family supports over and above the proportion of variance explained by personal characteristics and program experiences. Contrary to our initial assumptions, however, new parents living in the most disorganized communities received more home visits than program participants living in more organized communities. The article concludes with recommendations on how community capacity building might be used to improve participant retention.  相似文献

This article starts with a brief comparative analysis of China and East Europe in terms of their stark differences in approaching economic reform and social welfare. Perhaps China has the benefit of learning, from the 1989 Tiananmen Incident, of the undesirable social costs incurred by economic reform. Henceforth, it has adopted a pragmatic and gradualist approach towards economic reform. This article reports the findings of an attitude survey in Shanghai, which by and large are compatible with the gradualist approach of the Chinese Government toward economic reform and social welfare. The survey finds that the Chinese in Shanghai positively rate economic reform in light of the benefits that it has brought about, but they are also aware of the large income disparities caused as a result. In the light of the evidence, the article suggests that China's economic reform has not transformed people's beliefs to be in line with the market system. The Chinese are still, in general, in favor of a large role for the state in welfare and they themselves are not willing to shoulder heavier welfare responsibility. In the concluding section, the article explains this mixed pattern of public perceptions and pinpoints the likely developmental trend of China's welfare system.  相似文献
