Rapid advances in our ability to collect, analyze, and disseminate information are transforming public administration. This “big data” revolution presents opportunities for improving the management of public programs, but it also entails some risks. In addition to potentially magnifying well‐known problems with public sector performance management—particularly the problem of goal displacement—the widespread dissemination of administrative data and performance information increasingly enables external political actors to peer into and evaluate the administration of public programs. The latter trend is consequential because external actors may have little sense of the validity of performance metrics and little understanding of the policy priorities they capture. The author illustrates these potential problems using recent research on U.S. primary and secondary education and suggests that public administration scholars could help improve governance in the data‐rich future by informing the development and dissemination of organizational report cards that better capture the value that public agencies deliver.  相似文献

Government performance is an enduring concern for students of public management, public administration, and political science. Government's administrative arrangements and managerial behavior can profoundly influence programmatic content, activities, and outcomes; therefore, considering public management's effects is necessary for a true understanding of public policy and government performance. This article uses data from the Maxwell School's Government Performance Project to examine the relationship between state governments' managerial capacity and a measure of government performance (specifically, state policy priorities). We find that state management capacity has direct effects on state policy commitments: States possessing higher levels of management capacity tend to favor programmatic areas that distribute societal benefits widely (that is, collective benefits) as opposed to narrowly (that is, particularized benefits). Our analysis demonstrates that public interest group activity, government ideology, and citizen ideology each have significant, predictable effects on state policy commitments. Thus, our findings place managerial capacity alongside other more commonly studied state characteristics as an important influence on government activities.  相似文献

Recent public management literature has emphasized the influence of human resource management (HRM) policies, including traditional benefits, family‐friendly benefits, procedural justice, and managerial trustworthiness, on work attitudes. However, little research in public administration has explored more detailed impacts of each HRM policy. This article provides an integrated understanding of the impacts of HRM policies using social exchange theory. In addition, the moderating impacts of procedural justice and managerial trustworthiness on the relationship between employee benefits and work attitudes are examined. Using the Federal Human Capital Survey 2008 data set, the authors find that two types of employee benefits, procedural justice, and managerial trustworthiness are positively related to job satisfaction, whereas family‐friendly benefits, managerial trustworthiness, and procedural justice are negatively associated with turnover intention. The implications of these findings are thoroughly discussed.  相似文献

School districts are spending millions on tutoring outside regular school day hours for economically and academically disadvantaged students in need of extra academic assistance. Under No Child Left Behind (NCLB), parents of children in persistently low‐performing schools were allowed to choose their child's tutoring provider, and together with school districts, they were also primarily responsible for holding providers in the private market accountable for performance. We present results from a multisite, mixed‐method longitudinal study of the impact of out‐of‐school time (OST) tutoring on student reading and mathematics achievement that link provider attributes and policy and program administration variables to tutoring program effectiveness. We find that many students are not getting enough hours of high‐quality, differentiated instruction to produce significant gains in their learning, in part because of high hourly rates charged by providers for tutoring. We identify strategies and policy levers that school districts can use to improve OST tutoring policy design and launch improved programs as waivers from NCLB are granted.  相似文献

This article concentrates on the need for greater information resources management (IRM) education in public administration programs. The author argues that current management information systems training is much too limited in its approach, concentrating only on the technology of information transfers. A more comprehensive technique, emphasizing all of the issues of data handling from collection to distribution, is put forward. Because policy decisions are affected by critical information, public administrators must be keenly aware of their information resources. In concluding the article, the author offers a possible IRM curriculum that would prepare students of the discipline to be lucid practitioners.  相似文献

A public agency's capacity to implement policy and achieve valued public outcomes has been a long-running area of research in public administration. Many articles provide theory and empirics regarding the capacity to implement policy, but relatively few examine multiple types of agency capacity within the same analysis. This article develops a model based on the election administration literature in political science and public administration to examine the effects of managerial capacity, financial capacity, and technology on the election management outcome of the residual vote rate in North Carolina election jurisdictions. The results indicate that higher levels of management capacity and technology significantly reduce problems with voting as measured by the residual vote rate. Financial capacity shows a negative association with the residual vote rate but is not significant. The article concludes by discussing how studying election administration provides an important and uniquely good administrative context for developing administrative theory.  相似文献

Current U.S. policy initiatives to improve the U.S. education system, including No Child Left Behind, test‐based evaluation of teachers, and the promotion of competition are misguided because they either deny or set to the side a basic body of evidence documenting that students from disadvantaged households on average perform less well in school than those from more advantaged families. Because these policy initiatives do not directly address the educational challenges experienced by disadvantaged students, they have contributed little—and are not likely to contribute much in the future—to raising overall student achievement or to reducing achievement and educational attainment gaps between advantaged and disadvantaged students. Moreover, such policies have the potential to do serious harm. Addressing the educational challenges faced by children from disadvantaged families will require a broader and bolder approach to education policy than the recent efforts to reform schools.  相似文献

Many of the most significant challenges in health care—such as smoking, overeating, and poor adherence to evidence‐based guidelines—will only be resolved if we can influence behavior. The traditional policy tools used when thinking about influencing behavior include legislation, regulation, and information provision. Recently, policy analysts have shown interest in policies that “nudge” people in particular directions, drawing on advances in understanding that behavior is strongly influenced in largely automatic ways by the context within which it is placed. This article considers the theoretical basis for why nudges might work and reviews the evidence in health behavior change. The evidence is structured according to the Mindspace framework for behavior change. The conclusion is that insights from behavioral economics offer powerful policy tools for influencing behavior in health care. This article provides public administration practitioners with an accessible summary of this literature, putting these insights into practical use.  相似文献

Are the fields of nonprofit management and public management naturally complementary, or are they substitutes? Briefly surveying the nonprofit literature on board governance, volunteer management, and performance measurement, the author shows that study of the third sector can help inform public management’s “big questions”. Public management researchers are often interested in estimating the effects of aggregate-level management reforms and policy changes, but they frequently rely on observational data that pose a number of threats to internal validity. The synthetic control method for comparative case studies (SCM) has great potential for advancing public management scholarship by addressing some of the methodological challenges associated with observational data and providing intuitive graphical results that help researchers communicate their findings to audiences unfamiliar with quantitative methods. SCM uses a transparent, data-driven algorithm for selecting a weighted combination of control units that act as a plausible counterfactual for estimating causal effects. This article demonstrates SCM by investigating the effect of enhancing managerial discretion under performance accountability systems in the context of public education. The article also provides a number of possible avenues for future public management research using SCM and practical guidance for applying the method.  相似文献

Human resource management and managerial capacity are well documented in the public management literature as integral management functions. The field has devoted attention to the importance of human resources, but it has yet to consider whether human resource management interacts with capacity in attaining organizational outcomes. Using a large‐N, multiyear data set of public organizations, this article seeks to rectify this gap in the literature. The findings validate scholarly arguments on the importance of public organizations’ need to manage human resources and capacity effectively, identifying just the right combination for performance gains. Empirical results encourage practitioners to consider the ways in which human resource management and capacity work together to influence performance but sometimes undermine each other in counterintuitive ways.  相似文献

Under what conditions will street‐level bureaucrats act as policy entrepreneurs? Drawing on the case of social workers working with disadvantaged populations in the context of urban renewal in Israel, we suggest a framework for addressing this question. The research contributes to the literature of public administration and policy both by analyzing the strategies these entrepreneurs adopt to increase their influence on policy design and by proposing that the combination of perceptions of an acute crisis situation, lack of effective knowledge in the area, and the demand for innovation and activism leads street‐level bureaucrats to adopt innovative strategies aimed at influencing policy.  相似文献

Abstract: The Public Service Board of Victoria initiated a project in March 1989 to plan a framework for the development of competent managers. The methodology involved an examination of the current practices of 23 organisations, together with a worldwide literature search. The major findings were that the managerial task is similar across sectors, but the manager level and the environment are qualifying variables; that training, management education and development in private sector organisations and statutory bodies has total commitment from the chief executive, is closely linked to the business plan, forms part of an integrated human resource management system, and is continually reinforced by the organisation's culture and values; and that there is no strategic and focused approach to developing managers across the Victorian Public Service. The 21 recommendations covered the areas of investment and commitment, the development of a systematic approach by providing quality management programs based on core managerial competencies and the integration of training, education and development with performance management processes.
The implementation plan calls for pump-priming funds for resourcing and delivering high quality programs, a change in the culture, the adoption of a set of principles, the establishment of a management education unit, acceptance of a common language of competence for managers, and an integration of education and development needs with corporate plans through the performance improvement system. Commitment to implementation should result in a systematic approach to the formation of competent managers with the benefits flowing to the community through improved services, the government gaining by increased performance of the agencies, and public servants being able to reach their full potential.  相似文献

Requirements for outcomes–based performance management are increasing performance–evaluation activities at all government levels. Research on public–sector performance management, however, points to problems in the design and management of these systems and questions their effectiveness as policy tools for increasing governmental accountability. In this article, I analyze experimental data and the performance–management experiences of federal job–training programs to estimate the influence of public management and system–design factors on program outcomes and impacts. I assess whether relying on administrative data to measure program (rather than impacts) produces information that might misdirect program managers in their performance–management activities. While the results of empirical analyses confirm that the use of administrative data in performance management is unlikely to produce accurate estimates of true program impacts, they also suggest these data can still generate useful information for public managers about policy levers that can be manipulated to improve organizational performance.  相似文献

This article revisits the relative performance of housing programs in terms of delivering on neighborhood quality. Newman and Schnare examined this issue in 1997, and this article updates their work more than a decade later. Both efforts examine the neighborhood characteristics surrounding assisted rental housing and assess the direction of assisted-housing policy. The analysis is performed by exploring census data at the tract level for the tenant-based Housing Choice Voucher program plus a set of project-based programs, including public housing, the Low-Income Housing Tax Credit program, and other HUD multifamily programs. We conclude that Newman and Schnare remain correct that rental housing assistance does little to improve the quality of the recipients' neighborhoods relative to those of welfare households and can make things worse. However, things have improved. The Housing Choice Voucher and Low-Income Housing Tax Credit programs have grown in importance over the intervening years and have improved their performance by moving more households into low-poverty, less distressed areas. Importantly, these active programs for assisted housing are beginning to find ways to overcome the barriers preventing entry into the suburbs, although more needs to be done.  相似文献

The scholarship on policy diffusion in political science and public administration is extensive. This article provides an introduction to that literature for scholars, students, and practitioners. It offers seven lessons derived from that literature, built from numerous empirical studies and applied to contemporary policy debates. Based on these seven lessons, the authors offer guidance to policy makers and present opportunities for future research to students and scholars of policy diffusion.  相似文献
