In recent years, many states have increased the presence of law enforcement at schools in response to a perception that schools have become unsafe places for children. The data regarding the impact of school resource officers (SROs) on school safety are limited, however. Using survey data collected from 128 principals, we examine the impact of SROs on perceptions of school safety among school administrators in Kentucky. Results indicate that most principals in Kentucky feel that SROs provide a valuable addition to school safety in their schools; however, the results also reveal the importance of communication between principals, SROs, and law enforcement supervisors regarding the nature of the SRO role. The implication of these findings and their impact on future policy is also discussed. Change is a feature of life in all communities and results in heightened demands being made of individuals and organizations alike. In the school setting administrators and classroom teachers have to respond to a great variety of demands that change has brought. Accountability, in various guises, is one area where changes in societal attitudes have resulted in greater demands being exacted of all professions including that of teaching. In this regard legal accountability is of considerable concern to schools as legal matters increasingly impact on school policies, practices and procedures. In this article research into the relationship between the law and school leadership and management is explored. A brief overview of research into school management and principals as leaders is followed by a discussion of the need for knowledge of areas of law impacting on schools. The article concludes that in order to ensure a school's legal safety, a preventive legal risk management culture is needed.  相似文献

Recent years have witnessed several major crimes against children both inside, and in the vicinity of, schools in Japan. These criminal incidents have heightened parental and community concerns regarding the safety of children in school. From the perspective of situational crime prevention, this study attempts to examine the nature and characteristics of community safety maps designed for children. It assesses the potential benefits of these maps and analyzes the structural and cultural obstacles for their implementation. This paper calls for more research into further innovative crime prevention strategies that can be used in Japanese schools so as to prevent children from becoming victims of crimes.  相似文献

In response to continued concerns over crime and violence, schools are increasingly employing visible security measures such as cameras, metal detectors, and security personnel. These security measures are not mutually exclusive, but few studies have considered the relationship between the use of multiple forms of security and youth’s exposure to drugs, fighting, property crime, and firearms at school. To address this issue, we analyzed nationally representative school administrator-reported data from the School Survey on Crime & Safety, using a quasi-experimental design with propensity scores to adjust for potential confounding factors. The results indicated that utilization of multiple security measures reduced the likelihood of exposure to property crime in high schools, but most other security utilization patterns were associated with poorer school safety outcomes. Our findings provide guidance to policymakers in considering whether to use – or expand – visible school security measures in schools.  相似文献

A series of recommendations to colleges and universities concerning safety, security, and incident response policies emerged in the aftermath of several high-profile tragic events on campuses. Although these appear as “common sense” solutions to the perceived risks, little is known about the level of support the normative recommendations receive from the very people they are intended to protect. This study utilizes survey data from a Midwestern university to examine the level of support expressed by students, faculty, and staff for commonly recommended campus safety policies and procedures. Multivariate models are used to compare the viability of explaining levels of support through the lenses of respondent demographics and experiences, fear of crime, and perceptions of campus public safety. Although attitudes significantly differed, students were substantively quite similar to faculty and staff. However, the factors that were hypothesized to influence support for campus safety initiatives (i.e., prior victimization, fear of crime, protective measures, perception of disorder, race, sex, and age) were not consistently predictive. This suggests that campus policymakers and state legislatures may be well served to consider the opinions of campus community members before imposing what may be unpopular policies that have questionable efficacy.  相似文献

Highly publicized incidents of serious school violence have resulted in the enactment of numerous rules and regulations, many of which are overly restrictive in nature. These restrictive policies are based on an unsubstantiated belief that school violence has become a national epidemic. Further, while offered under the guise of safety and security, these policies have resulted in the limitations of students’ rights. The purpose of this paper is to explore those limitations. Utilizing Sykes’ typology, “pains of imprisonment”, we discuss the deprivations that exist within the school institution. Recommendations for seeking a balance between the rights of students and the needs of school administrators to maintain a safe school environment are also offered.

Lisa Hutchinson   is an Associate Professor in the Department of Correctional and Juvenile Justice Studies at Eastern Kentucky University. Prior to joining the faculty at EKU she taught at the University of Alaska Fairbanks. Dr. Wallace received her Ph.D. in Urban Studies from the University of New Orleans in 2002 and her master’s degree in criminal justice and undergraduate degree in social and rehabilitative services from the University of Southern Mississippi. Her current research interests include program and training evaluation, school crime and violence, juvenile delinquency and the evaluation of differential oppression theory. Wesley E. Pullman   LCSW, runs his own private practice in rural Virginia providing counseling and intensive in home family services to troubled youth and their families. He earned his undergraduate degree from Washington & Lee University and his Ph.D. from Virginia Commonwealth University. He has practiced professionally in the areas of child welfare, juvenile justice, family therapy, and refugee resettlement. Although scholars and law enforcement administrators have provided input on how local law enforcement is responding to various forms of computer crime and how officers perceive of it, patrol officers have been rarely surveyed to understand their perceptions of computer crime. Examining officer perceptions is vital considering that patrol officers are being asked to be more effective first responders to digital forensic crime scenes as a critical step in combating computer crimes at the local level. This study therefore addressed this gap by surveying patrol officers in two southeastern cities regarding their perceptions of computer crime, specifically regarding its uniqueness, offenders and targets, and seriousness and frequency in comparison to traditional forms of crime. Results indicated that many officers do not have strong opinions on several aspects of computer crime. However, they perceive it to be a serious problem and consider some computer crimes to be as serious as traditional forms of crime.  相似文献

This article examines community safety policy. In many countries community safety has become a replacement discourse for situational crime prevention, although in some countries such as the UK, it too is threatened with replacement by the narrower concerns of crime reduction. Community safety represents the apparent merging of the concerns of criminal justice and social policy, specifically over questions of social inclusion and exclusion. Focusing in the main upon UK policy, but also drawing upon experience elsewhere, this article scrutinises the policy of community safety, arguing that while it offers an inclusionary vision of crime control, its practice may be something rather different. More specifically, and in common with the trajectory of much advanced liberal social policy, in practice community safety may have an exclusionary effect. Thus, while community safety may represent the convergence of social and criminal justice policies, it does so on neoliberal rather than welfare liberal terms. It also means that community safety has a closer connection to policies of punitive sovereignty – particularly sentencing policies of mass incarceration – than might often be assumed.  相似文献

The use of police in schools has increased dramatically in the past 12 years, largely due to increases in US Department of Justice funding. This study used data from the School Survey on Crime and Safety to assess the extent to which the addition of police in schools is associated with changes in levels of school crime and schools responses to crime. We found that as schools increase their use of police, they record more crimes involving weapon and drugs and report a higher percentage of their non-serious violent crimes to law enforcement. The possibility that placement of police officers in schools increases referrals to law enforcement for crimes of a less serious nature and increases recording of weapon and drug offenses requires that more rigorous research be carried out to assess more carefully the school climate and school safety outcomes related to this popular and costly practice.  相似文献

Research Summary

Our understanding of how immigration enforcement impacts crime has been informed exclusively by data from police crime statistics. This study complements existing research by using longitudinal multilevel data from the National Crime Victimization Survey for 2005–2014 to simultaneously assess the impact of the three predominant immigration policies that have been implemented in local communities. The results indicate that the activation of Secure Communities and 287(g) task force agreements significantly increased violent victimization risk among Latinos, whereas they showed no evident impact on victimization risk among non-Latino Whites and Blacks. The activation of 287(g) jail enforcement agreements and anti-detainer policies had no significant impact on violent victimization risk during the period.

Policy Implications

Contrary to their stated purpose of enhancing public safety, our results show that the Secure Communities program and 287(g) task force agreements did not reduce crime, but instead eroded security in U.S. communities by increasing the likelihood that Latinos experienced violent victimization. These results support the Federal government's ending of 287(g) task force agreements and its more recent move to end the Secure Communities program. Additionally, the results of our study add to the evidence challenging claims that anti-detainer policies pose a threat to violence risk.  相似文献

The Wheeler et al. (1982) data set of white-collar defendants is used to compare men's and women's socioeconomic profiles and occupations and the nature of their illegalities. The results show that a minority of men but only a handful of women fit the image of a highly placed white-collar offender. Most employed women were clerical workers, and most employed men were managers or administrators. Women were more likely to be nonwhite, less likely to have completed college, and owned less in economic assets. Men were more likely to work in crime groups and to use organizational resources in carrying out crimes, and their attempted economic gains were higher. Occupational marginality, not mobility, better explains the form of women's white-collar crime. The results raise questions about white-collar arrest data and the nature of crime and offenders in white-collar sentencing samples. They compel an investigation of the multiple injuences of gender, class, and race relations in generating varieties of white-collar crime and in being caught and prosecuted for white-collar crime.  相似文献

In recent decades, highly-publicized school rampage attacks with multiple victims have caused widespread fear throughout the United States. Pulling from in-depth interviews with school officials (administrators, counselors, security and police officers, and teachers), this article discusses officials’ perceptions of fear and risk regarding rampage shootings and how this relates to their justification for and acquiescence to the expansion of punitive discipline and increased security. Data collected in this study provide additional understanding of the causes of enhanced discipline and security from the perspective of those tasked with administering school safety in the wake of Columbine. Utilizing insight from moral panic theory, the findings suggest that, when the genuinely high potential cost of school massacres fused with an exaggerated perception of their likelihood and randomness, school rampage attacks came to be viewed as a risk that could not be tolerated and must be avoided at nearly any cost.  相似文献

ABSTRACT

The aim of the present study was twofold. First, we wanted to quantify the level of knowledge of Swedish young people regarding sexual crime and to evaluate their supportive attitudes, while at the same time we aimed at identifying, through self-report, the sources that most contribute to such knowledge and attitudes. A sample of 245 upper secondary school students was selected from five schools in four Swedish counties. The results indicate that adolescents in Sweden have a high level of knowledge of rape, sexual molestation/harassment, and sexual exploitation of a dependent person. Furthermore, they show non-supportive attitudes to rape, sexual harassment, and sexual crime in general. However, some issues related to these types of crime proved to be confusing to the participants and, therefore, require targeting in education policies, specifically among juvenile males and those born abroad. The results are discussed in the context of the needs for sexual crime prevention.  相似文献

Although secondary school violence has actually decreased, public concern over student safety is still prevalent. One response to publicized school violence has been the implementation of security measures (metal detectors, cameras) and policies (visitor sign in, locked doors). While these changes may decrease school violence, little research has examined the effect these security measures have on student perceptions of school safety. Utilizing the National Longitudinal Study of Adolescent Health (AddHealth), this study found that metal detectors and the number of visible security measures employed in school were associated with a decrease in student reports of feeling safe. Students who were male, White, had higher GPAs, and reported feeling safe in their neighborhood were more likely to report feeling safe at school, while those who experienced prior victimizations, had larger class sizes, and who attended schools that had disorder problems were more likely to report not feeling safe at school.  相似文献

In recent years, popular media has drawn attention to “mean girls” and their negative treatment of others, particularly other females. But while the attention to girls' aggression and their mistreatment of their peers highlights understudied aspects of female behavior, it neglects the beneficial aspects of female friendship. We argue that compared to relationships with males, friendships with females provide more social control, fewer opportunities and less motivation for offending and may therefore discourage crime. Because an adolescent's gender likely influences the association between the gender of one's friends and crime, we anticipate that the association will be stronger for females than for males. The relationship is also likely affected by the context in which relationships originate; we expect that those that develop in less conventional contexts will have weaker effects on crime. We explore these hypotheses with a comparative analysis of effects of friendships on property crime in two samples of youth: those who live at home and attend school and those who are homeless and spend their days and nights on the street. Our findings support our hypotheses. The relationship between female‐dominated friendship networks and property crime is negative and significant; however, this association is strongest for school females, weaker for school males and females who live on the street, and nonsignificant for homeless males.  相似文献

Psychology which once was a primary influence on the development of criminal justice policy has, in recent decades, lost much of its ability to inform how laws and policies are made that concern punishment and social control. The reason for psychology's loss of inluence can be traced to the war on crime political rhetoric adopted by politicians and criminal justice administrators. This paper argues that an emerging peacemaking perspective in the criminal justice system allows the discipline of psychology to once again inform the discourse on criminal justice policy. Issues such as drug abuse, gun control, and capital punishment are appropriate subjects for a psychological perspective in the national debate on criminal justice policy.  相似文献

Of late, there has been a growing interest in understanding the social, economic and cultural changes that have taken place since the 1950s and the experience of crime in the UK since the 1970s. Key amongst these texts have been those respectively by Garland and Young. My aim in this essay is to seek to understand the role of New Right government policies in bringing the UK to the point where it is now, and how these policies have shaped crime and some people's experiences of it since. This account stands in contrast to that offered by Garland which makes little reference to specific administrations or their policies. My aim is to show that changes in government policy can (and did) have quite dramatic effects on people's experiences of crime. This essay stands as a counter to one of Garland's central claims that structural patterns cannot be rendered visible in case studies.  相似文献

This article examines how increasingly punitive prison conditions, epitomized by the birth and spread of the supermax prison, developed in the United States. This analysis builds on a growing literature about the “new punitiveness” of U.S. punishment policy and its global proliferation. This article shifts the focus away from the policies that have led to increasing rates of incarceration, however, and toward the policies that have shaped the conditions of incarceration. Drawing on archival research and more than 30 oral history interviews with key informants, I examine the administrative and legislative processes that underwrote the supermax innovation in California in the 1980s. During California's late twentieth‐century prison‐building spree, prison administrators deployed multiple rhetorics of risk to extend their control over conditions of confinement in state prisons. As the state invested billions of dollars in prison building initiatives, legislators, who were focused primarily on building prisons faster, ceded authority over prison design and conditions to prison administrators. In the end, rather than implementing legislative policy, prison administrators initiated their own policies, institutionalizing a new form of “supermax” confinement, pushing at the limits of constitutionally acceptable practices.  相似文献
