This article recovers states’ discursive practices regarding “international terrorism” in the 1930s. It examines the internal conditions of the discourse of terrorism among states in this period with a particular focus on its conspiratorial elements and suggests external conditions for this discourse’s emergence and order. Furthermore, it points to continuities and discontinuities between the 1930s discursive series and the constituent discursive forms of the contemporary global terrorism dispositif – an assemblage of power practices which bear on individual human bodies, populations or (rogue or fragile) states and which are all strategically oriented through the concept of terrorism. The purpose of such a genealogical history is to expand the space of dissent to power practices in the dominant structures of (terrorism) knowledge by problematising their object and the ways in which these formations are productive of human subjectivity.  相似文献

In a paper that helped inaugurate the subfield of Environmental Philosophy in 1973, Richard Routley located the seed of Western anthropocentrism in the liberal harm principle. Yet, beginning in the late 1990s, Andrew Linklater began globalising the harm principle with no reference to Routley, or to the enduring debates about the moral status of the non-human world. In this article, I offer a preliminary sketch—no more than that—as to why Routley was right to reject the idea of a harm principle being contained within a non-anthropocentric environmental ethic, and that Linklater, Lorraine Elliott and their contemporary cosmopolitan colleagues—whatever the extent of their human-centredness—have been wrong to ignore him. I do so by intruding the problem of nuclear harm into Linklater’s cosmopolitan account of harm in world politics. Approaching the concept of harm through the prism of the nuclear age is interesting and important, I argue, since it both takes seriously Linklater’s intuition that the cosmopolitan response to the emergence of nuclear harms is evidence of a global harm narrative, and because it serves to ground Linklater’s otherwise abstract theorising in the harm par excellence of world politics.  相似文献

Closer to us in what it integrates and in its consequences, global politics still gets conceptualized as if it belonged to a realm of its own, disembedded and abstracted beyond quotidian experiences of power. Still folded in a supernatural world that cannot be of their making, as far from experience as their cold war predecessors were, international studies (IS) students are as alienated and find it as hard to work with critical imagination.
To teach students to be more than mere technicians of whatever new world order may be born of present circumstances, we have to unmake the political separation that still exists between the study and teaching of global politics and everyday life in the world economy.
This article presents a record of a decade-long teaching experiment conducted in the department of political science at Laval University in Québec City. Borrowing techniques and inspiration from the "historical avant-garde," I have worked to reinvent my pedagogical practice to create "situations" in which students can be full, unalienated subjects in the learning process.  相似文献

Building upon interdisciplinary efforts to understand the origins, logic and significance of global cities, this article argues that global cities should be seen as a critical component and outcome of a political project to generate a global market society. Global cities should be seen as the successful implementation of free-market political philosophy, constructed and defended by a particular historical configuration of international society. The historical transformation of urban form signalled by the "global city" concept is tightly bound to the neoliberal restructuring of the world economy in the 1970s, underpinned by US hegemonic power. The first part of this article argues that the distinctive historical origin of global cities has shaped their current trajectories and draws the horizon of their future prospects. Having established the connection between liberal world order and global cities, the second part of the article argues that the contemporary form of the global city is under threat from two sources. The first threat is internal to the global city form itself. Global cities have internalised the contradictory forces of market liberalism. They have registered astonishing economic growth over the last four decades, and generated vast material and intellectual resources. But, at the same time, they have become deeply divided and polarised in ways that threaten the urban fabric. The second source of threat comes from the possible weakening or collapse of liberal world order, with the accelerating decline of US hegemony. Drawing on aspects of Karl Polanyi's analysis of the nineteenth-century "great transformation", the article argues that a number of future trajectories for the global city can be identified in the contemporary moment.  相似文献

Rapid urbanisation has been an emerging issue in recent decades, particularly for developing countries such as Bangladesh. As one of world’s largest international NGOs, BRAC, based in Bangladesh, is transiting towards a more integrated approach for alleviating urban poverty. This article presents BRAC’s current journey for eradicating urban poverty and outlines the characteristics of urban poverty, key issues faced by the urban poor, and learning that BRAC has accumulated through its urban interventions. Introducing the concept of “coproduction”, the article identifies BRAC’s priorities to eradicate urban poverty within the context of an overall urban strategy.  相似文献

This article advances a theoretically informed understanding of the relationship between world politics, democracy and social movements. The pivot of the discussion is the concept of a global democratic structure. The global democratic structure is rooted in changes taking place after the end of the Second World War, but has become globally dominant only after the end of the Cold War. The global democratic structure is undergirded by powerful political, security and economic interests. At the same time, however, it provides opportunities for social critique and change. This potential is exemplified through a discussion of the role of social movements in world politics. Social movements are influential through discursive means. The article offers a number of propositions about the conditions for social movement success and failure in the global democratic structure.  相似文献

Commenting on the utility of sports as a development facilitating instrument, Nelson Mandela, in 2000, remarked that it “has the power to change the world. It has the power to inspire. It has the power to unite people in a way that little else can. Sport can awaken hope where there was previously only despair”. Madiba’s iconic statement captures the changing reality of the international system wherein states appreciate the soft power potential of sports as a subtle alternative for gaining political advantage in the international arena. This also lends credence to the argument that politics permeates all elements of social existence, including sports. In view of the preceding, this paper interrogates the rising attractiveness of South Africa in Africa and perhaps globally through the lens of its sporting engagements. From the last decade of the 20th century, South Africa’s status in the sporting world has attracted much international and scholarly attention. The article examines how South Africa negotiates the overlapping arena of politics, sports and foreign policy to normatively secure a regional hegemonic posture through a blend of strategies. These include successful bidding and hosting of sporting mega-events; involvement in the development of sporting codes and local sports content across Africa and a positive cumulative ranking in international competitions vis-à-vis other contenders for regional powerhood. The analysis takes the position that South Africa’s strategy of sports diplomacy masks its aspiration for regional hegemony and this pattern is uniquely relevant for shaping empirical understanding of power politics in Africa as well as appreciating the ideational potency of soft power as a constitutive element of what makes a regional hegemon.  相似文献

The Paris Agreement on climate change adopted in December 2015 has the potential to shape future climate politics and governance significantly, with broader implications for world politics at large. First of all, it solidifies the importance of ‘low-emission capacity’ as a source of power in international climate politics. Second, it supports the ongoing societal mobilisation and reinforces interest in the new climate economy. Third, it points, as a result, toward a more multipolar future climate world order. Finally, the Agreement recalibrates the role of the multilateral UN process as providing overall direction towards global decarbonisation, while leaving implementation to states, other international organisations and various non-state actors and initiatives. Therefore, phasing out global greenhouse gas emissions within the next few decades requires subnational and national policy frameworks that facilitate and promote overachievement and hence drive an upward dynamic – making the Paris Agreement a real-world experiment with an uncertain outcome.  相似文献

Global publics and local actors are increasingly saturated with variegated still and moving images. The important role played by images in world politics, however, remains understudied in the International Relations (IR) discipline. This article argues that the Kurdish geopolitical space is increasingly tied to a new regional and global imagination, which emanates from verbalvisual meaning-making strategies such as narrative reconstructions and pictorial representations (for example illustrations, pictograms, or photographs). The article’s investigation illustrates how the construction of new Kurdish geopolitical imagination became increasingly regionalized and internationalized during the war against the so-called Islamic State (IS), particularly after the Kobane siege in Syria in late 2014. It shows how the war between the Syrian Kurdish forces and the IS involved gendered and aesthetic signification for the global and regional audiences. Such strategies of meaning-making served as vital venues for gendering and making the threat of the IS and its “distant war” proximate, familiar and urgent for otherwise disinterested western audiences. These verbalvisual strategies vitally acted as a transmission belt between individual, state and systemic levels, turning the struggle against the IS into a globalized cultural-symbolic war. The article employs critical visual semiotics and critical discourse analysis to investigate the regional and global politics of image and offers three empirical cases to illustrate its argument: the narratives of the Kobane siege; the cartoon depicting a “Kurdish homeland” and globally circulated Kurdish female fighter photographs.  相似文献

Abstract

Over the last three decades, constructivist scholars of international relations have created a rich body of literature on the influence of global norms. Until recently, the vast majority of that work focused on norms originating in the developed world and neglected the ideational impact of developing countries. This article confronts this oversight in the literature by tracing the rise of the “common but differentiated responsibility” (CBDR) norm in international environmental politics. The CBDR principle traces its origins to the developing world and today it is part of the framework principles of international environmental agreements. Thus, it represents a global norm promoted by, rather than diffused to, the developing world. In the process of tracing this norm’s rise, this article generates a set of hypotheses about the conditions under which developing countries create global norms.  相似文献

There is a concept that development practitioners have either not heard of or not read, or have chosen to ignore – ruralisation. Unlike urbanisation in urban studies, ruralisation is rarely used as a concept in rural research. It remains a poorly explored concept. By challenging existing notions about the use of the concept, this article attempts to (re)introduce ruralisation as a fundamental concept in rural studies. What is ruralisation? Why do we need it? How can we use it for rural transformations? The article addresses these critical questions. It defines ruralisation and presents its conceptual framework for rural transformation.  相似文献

Though race is most commonly associated with domestic politics, the concept itself was born in the transnational realm. This article conceptualizes race as a system of global power relations that has changed over time, manifests differently across space and exists on multiple analytical levels. Drawing from the insights of international relations, comparative politics and critical race theory, it argues that race is a transnational norm or idea that can independently affect both domestic policy outcomes and international relations among nation-states. The article explores several promising avenues of research in the examination of the varied manifestations of race in international and domestic realms and ends with a brief discussion of continuing challenges and future research agendas in the comparative and international study of race.  相似文献

This study provides evidence that city government participation in global governance networks is explicable by the larger power hierarchy of cities in the global economy. Extant research on city government participation in global governance networks, or “transnational municipal networks (TMNs)” such as United Cities Local Governments, has largely ignored the relevance of research showing city-level connectivity to corporate and other economic networks among world cities. In this latter tradition of research, the level of a city’s connectivity to such economic networks is understood as commensurate with the hierarchical power it holds in the global economy. Using a sample of UK and Chinese cities, this study shows that patterns of participation in a range of TMNs are explained by varied measures of city-level connectivity to economic networks. Interpreted through structuration theory, findings suggest that city participation in global governance is shaped and stratified by city-level hierarchical power within the global economy.  相似文献

As the United States became a world Power, journalist and intellectual Walter Lippmann feared that it would become its own worst enemy. During and after the Second World War, he tried to steer the country towards coherent statecraft, to define the national interest and the limits of power, and give geopolitical expression to the role of the United States as the core of an Atlantic strategic system. But in response to world war, the Truman Doctrine, and the Korean War, he became pessimistic about the country's ability to conduct strategy effectively. In the prophetic tradition, he believed that a fatal symbiosis between America's growing strength and domestic politics led it towards crisis. Though at times ahistorical, Lippmann's concept of strategy deserves attention for its dialogue between power and identity, for its questioning of “ends” as well as means, and for its focus on the danger of self-defeating behaviour.  相似文献

This article begins with the assumption that the most important shift that is taking place in contemporary global politics is the shift in polity power from the predominance of the state to the rising importance of nonstate actors. It goes on to argue that disciplinary understandings of this shift and, in particular, the nature of the actors driving it, remain dispersed. This article aims, therefore, to provide a framework for evaluating the global political potential—or actorness—of one type of nonstate actor, the violent nonstate actor, positing it as that most overtly challenging states' authority, and therefore with the potential to play a uniquely stimulating role in the shifting of power. Based on three principles of autonomy, representation and influence, the framework provides broad criteria for understanding violent nonstate actors, as well as a means for evaluating violent nonstate actorness and for exploring its potential in global politics.  相似文献

This article presents evidence of a global trend of autocratization. The most visible feature of democracy – elections – remains strong and is even improving in some places. Autocratization mainly affects non-electoral aspects of democracy such as media freedom, freedom of expression, and the rule of law, yet these in turn threaten to undermine the meaningfulness of elections. While the majority of the world’s population lives under democratic rule, 2.5 billion people were subjected to autocratization in 2017. Last year, democratic qualities were in decline in 24 countries across the world, many of which are populous such as India and the United States. This article also presents evidence testifying that men and wealthy groups tend to have a strong hold on political power in countries where 86% of the world population reside. Further, we show that political exclusion based on socio-economic status in particular is becoming increasingly severe. For instance, the wealthy have gained significantly more power in countries home to 1.9 billion of the world’s population over the past decade.  相似文献

This article proposes agendas for teaching and research about shifting global patterns of equality and inequality, a very different agenda than was appropriate when the last undergraduate professor was president of ISA, almost forty years ago. Today, unlike in that Cold War world, formal democracy is flourishing, state power is diminishing, gender inequality has diminished, and income inequality has risen. Consequences of these new patterns that demand our attention as teachers and scholars include: (1) more frequent protracted social conflicts, (2) a newly politicized sphere of international public health, (3) the new global gender politics, (4) the new global politics of the super-rich, and (5) the new politics and ethics of the world's privileged, a group that includes most ISA members and most of our students. Our responsibilities as teachers have grown, in part, because popular media present a decreasingly coherent picture of each of these patterns; and that incoherence, itself, may help sustain global inequalities.  相似文献

Globalization has ushered in new political conditions and new political issues which goes beyond modernity. Internal politics and international politics, two political layers of the framework of modern political thinking, cannot effectively expound and solve political problems on the global scale, hence the need to introduce a global political analytical framework befitting the new global conditions. In contrast with modern political thinking which is based on the concept of hostile and competitive game, globalization has promoted universalization of knowledge, information and technology, and consequently symmetrical imitation of strategies will bring no gains but self-destruction. Moreover, with the high interdependency in economy and existence resulting from globalization, a new power, made up of global capital, shared technology and common media, is exerting its networked global dominance. This new power derives its authority not from its strength but from service, and its new power formula is: service is power. Thus the challenge for the global politics is not hostile competition but the optimization of co-existence. The new all-under heaven system, based on non-exclusive co-existence, holds the best chance to the resolution of political and economic problems on the global scale and world peace.  相似文献

In this article we criticize explanations ofworldwar at the level of the international system: the hegemony‐stability theory developed by Gilpin and the world leadership model developed by Modelski and Thompson. In our view, (a) their statements are of a definitional nature instead of being empirically refutable propositions, (b) their statement that global war periods are more severe than hegemonic intervals is empirically incorrect, and (c) their conviction that global wars are functional, unjustifiably neglects the possibility that world wars are mere senseless slaughters. As an alternative explanation of the outbreak of world wars we propose a three‐level approach, starting with the war‐instigating effect of power transitions in dyads of major powers. Wars in dyads of contending nations are specifically prone to escalate during periods of capability deconcentration at the systemic level. In addition, the rise of democracy and the trading‐state may signal the abolition of a strategy of ‘conquest’ to attain leadership positions: even in periods of systemic deconcentration, power transitions only escalate to world war if one major power has an authoritarian or totalitarian political system and an autarchic economic policy.  相似文献

This paper gives attention to the geopolitics related to the Association of Southeast Asian Nations (ASEAN) as an alternative model of regionalism in theory and practice. Offering a rough periodization of ASEAN in IR theory, it considers interacting theoretical and empirical developments, and their geopolitics as one way to think about, first, ASEAN, its defining dynamics and processes of change, and, second, ASEAN's relationship to a larger IR theory literature defined by US preoccupations and the institutional trajectory of the European Union. Three periods are considered: a Cold War period, when ASEAN norms and practices developed relatively insulated from great power expectations and theorizing about ASEAN was minimal; the 1990s, when constructivist theorizing encouraged new thinking about alternative institutional models; and the 2000s, a period characterized by correlating great power pressures and a ‘functional’ turn in academic and theoretical debates about ASEAN. Special attention is given to the United States as a major, leading actor in both world politics and the institutionalization of international relations as a discipline, as well as the possibilities and constraints of institutional divergence in theory and practice.  相似文献
