High-profile events involving police use of force in various cities throughout the US and internationally have garnered enormous media coverage and demonstrated the importance of police-community relations. To date little empirical attention has focused on how such events may negatively impact police officers. Using survey data from 567 officers, this study considers whether perceptions of negative publicity are adversely related to officers’ sense of self-legitimacy (i.e. the confidence they have in their authority). Findings revealed officers who felt less motivated as a result of negative publicity expressed less self-legitimacy. However, the degree to which officers felt their job had become more dangerous as a result of negative publicity was not significantly related to self-legitimacy. These findings increase our understanding of the sources of self-legitimacy and reveal that negative publicity surrounding law enforcement presents a unique challenge to officers’ confidence in their authority, which can have important implications for the community.  相似文献

This article examines the attitudes of sample populations of urban, suburban and rural police officers in New Jersey in regard to a hypothetical use of force scenario. The aim of the study is to identify similarities and differences in the perceptions of officers who are faced with the same type of hypothetical situations but who are exposed to different training, procedural and environmental factors. Police officers in the United States receive different types of training in each state that might influence their attitudes towards the use of force. A pilot study was conducted comparing two urban police departments from two different states and showed some differences in the attitudes of the surveyed officers. To further explore these differences, a more refined look at three police departments in one state (New Jersey) was conducted as part of a doctoral dissertation of the lead author. Research questions are aimed at identifying the differences in the frameworks for the justification of force based on a host of variables. The research questions stipulated that there will be some significant differences in attitudes towards the use of force by the officers, based on physical location of the communities they police. The findings of the study identified additional factors that might influence the officers’ attitudes. Twelve focus groups, four at each of the sites, were analyzed and it appears that there may be a geographic and demographic influence on how the officers respond to the scenario.  相似文献

Women Police     
Abstract

This study investigated the use of force by and against women police officers using survey data from a large sample of female and male officers in six departments. Results suggested that female officers and same-gender female-female officer pairs used less force, and were less likely to use physical force, in police-citizen encounters when compared to their male counterparts. There was no evidence supporting the proposition that citizens used less force against female officers compared with male officers. In fact, the findings indicated that citizens used significantly more force against female officers relative to male officers in domestic calls. Although female officers were more likely to engage in underpredicted policing; that is, use less force than the situation would normally dictate, underpredicted policing was not related to an increase in the likelihood of officer injury. Implications for women officers, police use of force, and the institution of policing are discussed.  相似文献

We explore the effect of police strength and arrest productivity on citizens’ fear of crime and perceived risk of victimization, as well as their subjective perceptions of the police including their confidence in the police and ratings of police response time. Police strength is measured as the rate of officers per 1,000 and productivity is calculated as the average number of arrests per officer; we also controlled for the crime rate using crimes reported to the police. We use nationally representative survey data (n?=?1,005) and conduct a supplemental analysis of data drawn from a representative sample of urban counties (n?=?1,500). Police force size and productivity have limited and inconsistent effects on fear of crime, perceived risk, and ratings of response time and no apparent effects on confidence in the police. We also find a modest yet statistically significant negative effect of police confidence on fear of crime. Our findings indicate that it is questionable whether adding more police will reduce fear or perceived risk of victimization to any measurable degree. Consequently, we suggest that rather than hiring binges and increased arrests, the focus should be instead on making positive contacts with citizens.  相似文献

Job burnout can negatively impact individual officers, the organization that employs the burned out officers, citizens with whom these officers directly interact, and the community more broadly. The vast majority of the empirical research on burnout has been based on Western police officers. The present study extends our understanding of the associations that job stress, job involvement, job satisfaction, affective commitment, and continuance commitment have with the three dimensions of burnout (emotional exhaustion, depersonalization, and a reduced sense of accomplishment) among Indian police officers. Ordinary least square (OLS) regression analysis was used to examine survey data from 827 police officers in the Sonipat and Rohtak districts of the Indian state of Haryana using a systematic random sample. The findings indicate that job involvement and job satisfaction were associated with lower levels of all three dimensions of burnout. Job stress was associated with emotional and reduced accomplishment burnout. High affective commitment was associated with lower levels of a reduced sense of personal accomplishment, while continuance commitment was associated with higher levels of emotional and depersonalization burnout. The results suggest that job stress, job involvement, job satisfaction, affective commitment, and continuance commitment have effects on burnout among Indian officers, as has been found among Western officers. As such, police scholars and administrators should focus on reducing job stress and continuance commitment and increasing job involvement, job satisfaction, and affective commitment among officers.  相似文献

Despite the sizeable volume of literature on police stress, little empirical research has been done on the problem, and no studies have accounted for individual differences in response to job stress. This study proposes a model which explains differential response to police stressors according to personality variables of police officers. Specific job stressors are measured by means of a Police Stress Inventory. Through canonical correlation analysis a number of personality traits are identified which correlate significantly with police stress. The personality-stress response model accounted for a sizeable proportion of responses to job stressors given by police subjects.  相似文献

Two major police reforms were introduced in South Korea in 1991 and 1999 to help bring about a shift from a colonial style of policing to a form more prevalent in developed economies pursuing the rule of law, observance of human rights, and the practice of democratic policing. We conclude that the findings from the present study, drawing on a survey of a national sample of 406 South Korean police officers, offer modest support for the efforts of the Grand Reform in its impact on police officers?? satisfaction with promotion and salary and benefits. While few demographic characteristics, with the exception of age and years of experience, were associated with job satisfaction, there is strong evidence for the relationship between organizational characteristics and job satisfaction. Management support and perceived citizen support of police are associated with both measures of satisfaction, promotion and salary/benefits, while the police officers?? relationship with their supervisors is less than stellar. Finally, officers who believe that the primary operating philosophy of the police is to serve the government appear to be satisfied with their jobs relative to their opportunity for promotion, which is perhaps a more critical measure for them than salary and benefits, reflecting the presence of a police organizational climate that is still rooted in the historical military culture of Korean police. The findings from this study suggest that more efforts are warranted in improving organizational climate if officers are to believe their primary goal is to serve the citizen, a fundamental element of democratic policing.  相似文献

There is a long tradition of research into police integrity in the USA. Over the last few decades the focus of this research has shifted from regarding police misconduct as an individual problem to viewing it as an occupational/organisational one. Very little research has been conducted in this area in Scandinavia, however. This article presents findings from a Swedish questionnaire survey of levels of intolerance for corruption and other forms of misconduct within the Swedish police force. The study was conducted as part of an international project. Thirteen percent of Swedish police officers were included in the sample. Attitudes towards police misconduct are characterized by a high degree of consistency. The more seriously a behaviour is viewed, the more severely officers feel it should be sanctioned and the more willing police officers are to report it. Levels of intolerance towards theft are very high, whilst this intolerance is more moderate in relation to the use of excessive force, and is more or less non-existent when it comes to using a police car to ferry a fellow officer to work. At the same time, the patterns visible among the officers' responses are indicative of both ego-defence and of the existence of a code of silence. The article also compares the Swedish findings with responses from similar surveys conducted in the USA and Croatia. Differences between the circumstances in which the studies were conducted make comparisons between the different police forces difficult. The most conspicuous trend, however, is that different types of misconduct are ranked almost identically across the three countries.  相似文献

Profuse research supports that organizational work environments are linked to varying police officers’ work-related attitudes and behaviors. Yet, there remains a lack of information pertaining to how perceptions of organizational fairness may differ among police officers based on job characteristics. To help fill this void, this exploratory research examines differences in fairness perceptions based on officers’ tenure, rank, duty assignment, and department size with their perceptions of organizational fairness. To examine this relationship, an online survey of police officers (n = 1649) in a southern state in the United States that were members of a police officer association was conducted. Findings support that differences in overall fairness perceptions exist for all the aforementioned job characteristics. This study furthers our knowledge and understanding of how job characteristics (e.g., tenure, rank, duty assignment, and department size) may be associated with police officers’ work-related attitudes.  相似文献

Endowed with the state monopoly on the legitimate use of even potentially lethal force, it is intolerable for police officers to act outside the governing legal and ethical framework. At the same time, officers are expected to exert self-control and refrain from excessive use of force when they deal with provocative and perilous situations. This study sought to investigate corresponding self-control and self-control failures through the role of ego depletion in the decision to use force by police officers. Two experiments were conducted using officers from a German State Police force, requiring the participants to use force against a provocative role player. Experiment 1 found that the ego depletion measure failed and there were no differences between the groups. Using a different ego depletion method, experiment 2 found that ego-depleted participants aggressed earlier than controls. These results indicate that circumstances that produce ego depletion could lead to the inappropriate use of force through reducing self-control. This has major implications for the police use of force and how we understand police officers’ decision-making in response to provocation.  相似文献

Prior research on the use of alcohol by police officers has shown that there are correlations between the officers’ alcohol consumption and stress or social relationships within the police sub-culture. By looking at 1,328 full time officers from municipal, county, and state departments, the researchers found that there were correlations between these two reasons as in prior literature. Surprisingly, the officers drew a clear distinction between drinking alcohol as a social outlet and drinking alcohol to fit in with their peers. As a result, this study explains a third reason the officers used when consuming alcohol. The officers most at risk for drinking problems admitted that fitting in was highest on their list of why they drank alcohol.  相似文献

Although many police departments use Special Weapons and Tactics (SWAT) teams, surprisingly there is very little research on them. This study examined the use of force by SWAT and non-SWAT police officers. SWAT officers may be socialized to use force as a result of the dangerous situations they frequently encounter, and thus more likely to use force in non-SWAT situations. The results of this research note, however, indicated there was a statistical nonsignificant relationship between SWAT status and the use of force. Abstract

Despite numerous advances in the last thirty years, women police officers continue to face acceptance issues in a male-dominated occupation. Qualitative accounts of policewomen have noted that many of the integration barriers stem from traditional assumptions about police work, much of which revolves around the cultural mandate to display one's coercive authority over citizens. Female officers are often perceived as unwilling (or lacking in ability) to use coercion when encountering citizens. Unfortunately, little empirical evidence is available to support this claim, as gender studies that specifically examine the use of coercion have tended to focus on excessive force. Using data collected as part of a systematic social observation study in Indianapolis, Indiana, and St. Petersburg, Florida, this research examines both verbal and physical coercion that policewomen use in day-to-day encounters with citizens. The results of this study challenge one of the most fundamental stereotypes levied against women police officers. Contrary to traditional assumptions, female police officers (compared to their male counterparts) are not reluctant to use coercive force, and examinations of both verbal and physical force reveal few differences in not only the prevalence of each behavior, but also in the commonly associated explanatory factors. While civilian oversight in matters pertaining to police accountability is commonly found in law enforcement agencies in Western countries, this concept is fairly new to many emerging democracies. This study examines the origins and development of citizen oversight of the police in South Korea. Using a sample consisting of 406 surveyed Korean police officers, this study further examines the effects of individual factors and organizational characteristics, such as police operational philosophy, citizen support, and job satisfaction, on officers’ perceptions of civilian oversight of the police. The findings suggest that, although South Korean police officers are generally ambivalent about the role of civilian oversight, there is a strong relationship between organizational characteristics and support for a civilian role in police oversight.  相似文献

Prior research has suggested that the use of police in schools has resulted in negative outcomes for students; however, this line of research has failed to consider other factors that may influence an officer’s response outside of their mere presence. Over time, the roles and duties of police in a school setting have continued to expand as a result of social and political shifts in criminal justice and education policy. Paralleling this expansion has been the development of a more punitive school discipline environment where students are more likely to be suspended, expelled, a ticketed, and/or arrested. As these two separate bodies of research have been tangentially related, in this study, we use role theory as a guiding framework to connect these two bodies of research and examine how officers’ roles may influence their responses to student misconduct. Data was collected via an online survey distributed to a sample of commissioned law enforcement officers working in Texas schools. The survey included measures of officer roles as well as vignettes to assess how officers would respond to specific situations involving students. Results of this study suggest that an officer’s role may influence how they respond to student misconduct, and therefore, may be an important piece of information for both researchers and practitioners when looking to minimize the potential negative impacts of using police in schools. These findings related to officer roles are discussed in terms of both practice and future research, while considering the larger discipline environment of schools.  相似文献

This study examines how individuals make the decision to become police officers in the context of a police legitimacy crisis and how men and women’s decision-making processes may be different. In-depth interviews were conducted with 42 criminal justice college students who want to become police officers. Prospective police officers anticipated facing challenges as a direct result of the current climate surrounding American policing, which is characterized by decreased police legitimacy. On top of this, women anticipated facing more challenges than male officers due to their gender and underrepresentation in police work. However, women were uniquely motivated to enter policing to overcome gender-specific challenges and felt that they offered special skills that would provide solutions to the police legitimacy crisis. The paper draws implications for how agencies can identify more quality candidates and increase their representation of women.  相似文献

Substantial research has demonstrated the value of using risk assessment tools for the prediction and management of violence risk, including for intimate partner violence (IPV) (Mills, Kroner, and Morgan 2011). Such tools have been advocated for use by police officers (Hilton, Grant, and Rice 2010), but little is known about police officers’ perceptions of using these tools to inform their decision-making. Using a sample of 159 Canadian police officers (73% male, M age =?41.8 years, SD?=?8.9), the current study examined police officer’s experiences with IPV risk tools, their attitudes about using such tools, and identified predictors of these attitudes using an online survey. Most of this sample had previously used an IPV risk tool, which was most commonly the Brief Spousal Assault Form for the Evaluation of Risk (64.1%). Most police officers rated use of risk tools as at least somewhat to extremely helpful (73.5%), and 67.4% indicated that they would use a risk tool with sufficient training on it. Regression analyses indicated that police officers’ perceived IPV risk tool usefulness was significantly predicted by older respondent age and greater perceived need for guidance in responding to IPV calls. In conclusion, most police officers view IPV risk screening as valuable for informing their responses to such calls for service and are likely to embrace such decision-aids with sufficient training on their potential impact for enhancing safety.  相似文献

Many people are enthusiastic about the potential benefits of police body-worn cameras (BWC). Despite this enthusiasm, however, there has been no research on law enforcement command staff perceptions of BWCs. Given the importance that law enforcement leadership plays in the decision to adopt and implement BWCs, it is necessary to assess their perceptions. This is the first study to measure law enforcement leadership attitudes toward BWCs. The study relies on data collected from surveys administered to command staff representing local, state and federal law enforcement agencies in a large southern county. Among the major perceptual findings are that command staff believe BWCs will impact police officers’ decisions to use force in encounters with citizens and police will be more reluctant to use necessary force in encounters with the public. Respondents also believe that use of BWCs is supported by the public because society does not trust police, media will use BWC data to embarrass police, and pressure to implement BWCs comes from the media. Perceptions of the impact of BWCs on safety, privacy, and police effectiveness are also discussed.  相似文献

Present study endeavored to investigate the role of coping in work stress of police employees. A 3 × 2 factorial design with three levels of job hierarchy (officers, sub-inspectors, and constables) and two levels of job tenure [short job tenure (0–10 year) and long job tenure (above 10 year)] was used in present study. A total of 240 police personnel from Gorakhpur Zone (India) participated as respondents. Objective Work Stress Scale, Feeling of Work Stress Scale (Cooper 1983), and Coping Scale (Carver et al. 1989) were used to determine the level of work stress and coping of the police employees. ANOVA results revealed that the level of work stress varied across different groups of police personnel. More specifically, objective work stress was found greater in sub-inspectors than constables and officers while constables reported more feeling of work stress than sub-inspectors and officers, respectively. Furthermore, the different groups of police personnel differed on various forms of coping response, in which officers used more active- and adaptive-related coping strategies than sub-inspectors and constables, respectively. Contrary to this, constables used more maladaptive coping strategies than sub-inspectors and officers. Correlation results evinced that active- and adaptive-related coping responses have an inverse link with work stress, whereas maladaptive coping responses have a positive relationship with work stress. Findings have been discussed in the light of organizational and personal factors.  相似文献

This study investigated the association between psychosocial job characteristics and general mental health among police officers and the extent to which social support at work plays a role in this association. The findings are based on a cross-sectional survey. A written questionnaire was assessed by 714 police officers volunteered to participate in the study. The participants completed a series of validated instruments assessing job demand, control and social support at work (JDCS); general mental health (GHQ); and sociodemographic characteristics. High job strain was associated with low levels of work-related social support. Moreover, poor mental health was associated with low levels of work-related social support, active work and high job strain. The joint effect of high job strain and low levels of work-related social support had a significant effect on poor mental health. Work-related social support buffered job strain to some extent. Workforce health promotion policies should attempt to reduce job strain and emphasise the importance of work-related social support. Knowledge about police officers’ general mental health and policymakers’ support for police officers may have positive effects on the performance of the police force.  相似文献
