Welfare programmes are targeted at different beneficiaries and grounded on a variety of principles: universalism, means testing, needs testing, targeting, income supplements and income maintenance, to mention some of the most important. The first question asked is: who supports programmes targeted at the different groups? The second question concerns whether the support varies when different techniques are used regarding measuring support for welfare state programmes – those programmes that are recommendable, those people want to spend their tax money on and the programmes where increased spending is followed by acceptance of a tax increase. Basically the results are similar across different measurement techniques. But if an interest group is identifiable – such as parents with young children – there is a distinct tendency for the interested party to be more supportive when money and budget restriction are involved compared with the pure recomendability of the programme. Interested parties also tend to support programmes that they are or will soon be using, most obviously seen in support for day care centres, which are supported largely by families with children below the age of 7 years, and for schools and education, supported largely by families with children above the age of 7 years. Where no distinct interest group – beyond the actual beneficiaries – is identifiable, normative positions such as ideology are the best predictor of support for welfare state programmes.  相似文献

During the 1990s, legal issues arising from governors exercising their item-veto powers were prevalent. These issues arose despite the fact that in most instances, state constitutions grant these powers to governors. Also, legal issues were prevalent, even though these powers had been exercised for decades; one might have expected that most legal issues would have been resolved long before the 1990s. Topics in court included standing, advisory opinions, definitions of 'appropriation' and 'item,' reasons used by governors in exercising the veto power, post-adjournment vetoes, and labor relations in conjunction with item-vetoes that affect personnel. The item-veto cases need to be considered in the broader context of state government, which encompasses such topics as initiatives and referenda, biennial budgeting, school desegregation mandates by courts, and balanced budget requirements. No single topic dominated litigation in the 1990s, but instead a breadth of topics was evident.  相似文献

Major reforms to cash assistance and other welfare programsin the 1990s raise questions about whether states gained newflexibility in setting social policies, and, if so, how theyexercised this flexibility. We extend prior research on statesocial policy by examining trends during the middle to late1990s in five areas of cash or near-cash policy affecting theeconomic security of low-income families. We find evidence ofsubstantial change in the generosity and the availability ofthese benefits between 1994 and 1999, along with evidence ofgreater divergence or cross-state variation in policy choices.By considering several forms of assistance simultaneously, wealso find evidence that states constricted traditional welfare-basedassistance while expanding some forms of non-welfare supportfor the working poor.  相似文献

The rapid decline in the welfare caseload remains a subject of keen interest to both policymakers and researchers. In this paper, I use data from the Survey of Income and Program Participation spanning the period from 1986 to 1999 to analyze how the economy, welfare reform, the earned income tax credit (EITC), and other factors influence welfare entries and exits, which in turn affect the caseload. I find that the decline in the welfare caseload resulted from both increases in exits and decreases in entries. Entries were most significantly affected by the economy, the decline in the real value of welfare benefits, and the expansion of the EITC. Exits were most significantly affected by the economy and federal welfare reform. Federal reform had its greatest effects on longer‐term spells of the type generally experienced by more disadvantaged recipients. Some out‐of‐sample predictions help explain the otherwise puzzling observation that, despite substantial increases in the unemployment rate since 2000, caseloads have remained roughly constant. © 2004 by the Association for Public Policy Analysis and Management  相似文献

The fiscal crunch facing many states in FY 1991 has its rootsin the recession, federal mandates, election-year politics,and rapid growth in spending for Medicaid and corrections. Southernand midwestern states that made drastic cuts in response tothe 1981–1982 recession have fared relatively well, butstates in the Northeast have faced tax increases, layoffs, cutsin services, and prolonged conflict over state budgets. Althoughthe tax revolt has not led to appreciably lower taxes, it hasmade raising taxes more difficult, and has heralded a shiftto "boutique government," which may create further fiscal problemsin the long run. State tax increases and spending cutbacks mayalso delay recovery from the recession.  相似文献

The state of Arizona recently established a temporary, blue-ribbon committee to evaluate the state's fiscal system and to recommend changes that would improve the system. The impetus for the committee was a series of budgetary difficulties in the 1980s that lawmakers hoped might be avoided in the future by implementing major structural changes suggested by a long-run analysis of the state's economy and taxes and expenditures. The findings and recommendations of the committee are relevant for states across the country. It is likely that many states will be faced with tough budgetary challenges in the decade of the 1990s because the states' revenue systems have not adapted to the changes in the level and nature of state spending responsibilities.  相似文献

The State of Texas's local government investment pool, TexPool, has faced major challenges in the 1990s. This article provides an overview of two major events involving TexPool: (1) a $2.2 billion "run" on the pool in 1994 and (2) the out-sourcing of TexPool's functions in 1997. The article describes these events and analyzes potential implications for other state-administered investment pools. The article addresses issues such as: (1) the need to develop investment policies and practices that are suitable for a particular pool's objectives and purpose, (2) whether a state government has a responsibility to ensure that participants in a state investment pool do not incur losses, (3) the possible implications of having an elected official as the person with primary responsibility for overseeing the pool, and (4) concerns related to the outsourcing of state investment pools. This article is intended to encourage debate on the policies and practices of state investment pools, which currently are serving more than 15,000 local governments in the United States.  相似文献

This article discusses housing and the welfare state in Norway in 1980 and 2005 by applying Esping‐Andersen's theories of welfare state regimes to this sector. How should Norwegian housing policy be understood in light of Esping‐Andersen's conceptual framework, and what is the impact of post‐industrial change? In 1980, Norwegian housing policy was mainly characterised by social‐democratic traits such as market regulation, substantial public expenditure and universal subsidies for both renters and a large owner‐occupied housing sector. The effects of post‐industrial changes, including deregulation of the credit and housing markets, marked a major turn in housing policy and the housing market in Norway. By 2005, Norwegian housing policy was mainly characterised by traits that are typical of a liberal welfare regime: market economics, low public expenditure and subsidies for small, targeted groups, while other segments of the Norwegian welfare state remain characterised by social‐democratic traits. Esping‐Andersen's claim that the effect of post‐industrial transformation was different in different welfare regimes is thus not supported by the case of the Norwegian housing sector.  相似文献

Abstract

In this paper, originally presented on the occasion of the launch of her book concerning British immigration policy towards Jewish refugees from 1933 to 1948, London compares that past with present British immigration policy and attitudes towards it. She argues, above all, that the same worry about the long-term effects of immigration—that is, that refugees would settle in the country and not return home or move on—that very much influenced the tendency to inhibit aid to Jewish refugees in the 1930s and 1940s, is still very much alive today. While the legal situation of refugees and the kinds of persecution from which they seek refuge are different in the two periods in question, the 1930s and the 1990s—there are now, for instance, international conventions on refugees to which Britain is a signatory—British immigration policies of both periods are marked by many of the same priorities and many of the same attitudes towards and perceptions of refugees. In closing, she sounds a warning that an understanding of the past, crucial as it is, should not be mistakenly used to justify a lack of humanity in the present.  相似文献

The so-called devolution revolution was a significant themein American federalism in the 1990s. Opinions on the issue varywidely. Some suggest that "major changes" occurred in intergovernmentalrelations. Others were pessimistic about the occurrence of anydevolution during the decade. We investigated changes in intergovernmentalrelations between the national and state governments in the1990s on the basis of Elazar's approach to American federalisminvolving: (1) administration, (2) cooperation and coercion,and (3) regulation. We used American State Administrator's Project(ASAP) data collected in 1994 and 1998 to access state administrators'perceptions of national fiscal and regulatory impacts on stateagencies. We conclude that state administrators' perceptionof national fiscal and regulatory impacts changed only moderatelyfrom 1994 to 1998, and that evolution rather than revolutiondescribes better the character of state-national intergovernmentalchanges during the 1990s.  相似文献

The number of local governments in Nigeria has been fixed at453 by the 1989 Constitution. The key purpose of this provisionis to prevent state governments from creating local governmentsand altering local-government boundaries for political purposes.The provision is part of a larger program of localgovernmentreform undertaken by the federal military government to ensurethe integrity and autonomy of democratically elected local governmentsunder the Third Republic. In this paper, we test for causality between GDP growth andsocial protection expenditure in the European Union. To that end,we apply Hsiao's (1981) sequential procedure to data for twelveEU countries along the 1970–1994 period. Our results suggestthat, for Belgium, Germany, Ireland, Luxembourg, the Netherlands,Portugal, and Spain, causality runs only from social protectiongrowth to GDP growth, while for Denmark, France, Greece, Italy,and the United Kingdom, no causality is found between socialprotection growth and GDP growth.  相似文献

To listen to the critics, one would think that the nation's social welfare programs were an abject failure–ungovernable, unaffordable, and undesirable. But though widely believed by Americans of every political persuasion, the perception of failure is false. As the authors demonstrate, America today has all the institutions of a mature welfare state, while still regarding "welfare statism" with deep suspicion. The authors seek to explain this paradox and to set the record straight about the actual workings and accomplishments of the nation's welfare programs – social security, public assistance, and medical care –and it shows that the gloom and doom that surround so much public discussion in this area stems from simple, attractive–and false–ideas about what these programs are and how they work. Above all, they argue that American social welfare policy has been shaped by certain enduring commitments which most Americans believe in whether they realize it or not.  相似文献
