Changing behavior is often necessary to tackle societal problems, such as obesity, alcohol abuse, and debt problems. This article has two goals. First, it aims to highlight how governments can try to change the behavior of citizens. Government can use policy instruments to do so, including incentives, bans and mandates, information campaigns, and nudges. However, the government should not be a manipulator that applies policy instruments without societal support. Therefore, the second goal of the article is to provide a conceptual framework that helps analyze whether public policies to stimulate behavior change are effective and supported by key stakeholders. This conceptual framework has five criteria indicating the extent to which there is effective and supported behavior change: the policy is (1) effective and (2) efficient, and there is support for the policy among (3) politicians, (4) implementing organizations, and (5) citizens. The article ends with suggestions to study public policy aimed at behavior change.  相似文献

The emerging field of public values helpfully focuses on the norms and government policies that serve the public interest, but its analysis neglects the barriers to actually creating public value in contemporary America. Chief among these barriers are contending strains of public beliefs and opinions, the disproportionate influence of affluent individuals and business and professional associations, as well as governing structures predisposed toward inaction and drift. This article contrasts the expectations of the public values field with research on American politics to identify barriers to advancing the public interest under current conditions. Although public values scholars offer an analysis of American public life that is inadequate, they do raise challenging questions about how a public‐regarding agenda can be “designed in” to politics and policy. The article concludes by suggesting feasible reforms to improve the conditions for pursuing the public interest.  相似文献

Soft law, or non‐legislative modes of policy making, is becoming increasingly common today. The Nordic countries have a long tradition soft law, not least in central–local relations, where non‐binding agreements are frequently used to coordinate policies. A key question springing from soft law theory is that of compliance. Why do independent actors comply if they are not formally obliged to do so, and what happens if they do not comply? This article addresses the question of how compliance can be achieved during policy conflict between actors at different governing levels by investigating a case of health care reform in Sweden. An important finding in the study is that compliance was reached ‘in the shadow of hierarchy’. The central government resorted to the threat of regular legislation to force the county councils to comply. This finding points to the fact that sanctions and the presence of a hierarchical order may play an important role even in soft law governance. The study also shows that an additional important reason that the voluntary agreement between the county councils and central government was honoured in the end by both parties can be attributed to the efforts of a mediating actor: the organization representing the county councils in their negotiations with the government. Finally, the study also illustrates how various forms of informal social pressures such as shaming, peer pressure and moral responsibility can help enforce local compliance in a case of open policy conflict. Arguably, all these compliance mechanisms also have relevance outside the Nordic setting.  相似文献

Abstract

With the Gulf War as a trigger, Japan began to make a humanitarian contribution by dispatching the Self Defense Forces to United Nations peacekeeping operations. Given Japan's strong hesitation for participation in the past, Japan's peacekeeping policy presents an intriguing challenge to examine the factors for a preference change and sustained compliance. By investigating Japan's peacekeeping policies towards East Timor and Haiti, this article examines how Japan's behavior and preferences were influenced by either internalized norms or cost/benefit calculations. While norm-driven behavior is considered to be incompatible with strategic calculated behavior, the article demonstrates that these two factors can co-exist.  相似文献

Solutions to environmental problems such as climate change, biodiversity loss, and land and water resource degradation require long term integration of economic, social and environmental policies. This poses challenges to specialised, hierarchical public administration systems. The study reported here examined strategies, structures and processes to enable environmental policy integration in six Australian states and territories, and some federal arrangements. The study found that the most prominent success factors, barriers and gaps that affect environmental policy integration relate to leadership, long term embedding of environmental policy integration and implementation capacity. Factors deserving further research and policy attention include leadership, cultural change and capacity building; embedding sustainability in structures and processes; development of a long term evidence based approach; strengthening decentralised implementation arrangements; and evaluation of policy integration initiatives.  相似文献

How do radical right populist parties influence government policies in their core issue of immigration? This article provides a systematic analysis of the direct and indirect effects of radical right anti-immigration parties on migration policy reforms in 17 West European countries from 1990 to 2014. Insights from migration policy theory serve to explain variations in the migration policy success of the radical right. While previous studies mostly treat migration policy as uniform, it is argued that this approach neglects the distinct political logics of immigration and integration policy. This article reveals significant variations in policy success by policy area. While immigration policies have become more liberal despite the electoral success of the radical right, when the radical right is in government office it enacts more restrictions in integration policies. Accordingly, anti-immigrant mobilisation is more likely to influence immigrants’ rights than their actual numbers.  相似文献

Many argue that international norms influence government behavior, and that policies diffuse from country to country, because of idea exchanges within elite networks. However, politicians are not free to follow their foreign counterparts, because domestic constituencies constrain them. This article examines how electoral concerns shape diffusion patterns and argues that foreign templates and international organization recommendations can shift voters’ policy positions and produce electoral incentives for politicians to mimic certain foreign models. Experimental individual‐level data from the field of family policy illustrates that even U.S. voters shift positions substantially when informed about UN recommendations and foreign countries’ choices. However, voters receive limited information about international developments, biased towards the policy choices of large and proximate countries. Aggregate data on the family policy choices of OECD countries show how voters’ limited information about international models shapes government decisions: governments are disproportionately likely to mimic countries whose news citizens follow, and international organizations are most influential in countries with internationally oriented citizens.  相似文献

Many of the most significant challenges in health care—such as smoking, overeating, and poor adherence to evidence‐based guidelines—will only be resolved if we can influence behavior. The traditional policy tools used when thinking about influencing behavior include legislation, regulation, and information provision. Recently, policy analysts have shown interest in policies that “nudge” people in particular directions, drawing on advances in understanding that behavior is strongly influenced in largely automatic ways by the context within which it is placed. This article considers the theoretical basis for why nudges might work and reviews the evidence in health behavior change. The evidence is structured according to the Mindspace framework for behavior change. The conclusion is that insights from behavioral economics offer powerful policy tools for influencing behavior in health care. This article provides public administration practitioners with an accessible summary of this literature, putting these insights into practical use.  相似文献

In its 1993 report, the Winter Commission gave direction to the federal government in the area of health policy and Medicaid: lead, follow, or get out of the way. This article examines how the federal government responded to that advice, specifically asking what has happened in the allocation of responsibility in health policies between 1993 and 2006. In short, unlike the suggestion that there be a better‐defined direction in federal–state policy assignments in health, the ensuing years have resulted in more of the same. The authors examine what has happened, particularly focusing on vertical diffusion—where the states have acted first—and on the role of policy learning in federal decision making. They find little recognition of policy learning in recent federal health laws—even in areas in which state experience was extensive. The federal government is leading in some health policies—but it is leading without learning.  相似文献

Much attention has been paid to government ‘blunders’ and ‘policy disasters’. National political and administrative systems have been frequently blamed for being disproportionately prone to generating mishaps. However, little systematic evidence exists on the record of failures of policies and major public projects in other political systems. Based on a comparative perspective on blunders in government, this article suggests that constitutional features do not play a prominent role. In order to establish this finding, this article (a) develops theory‐driven expectations as to the factors that are said to encourage blunders, (b) devises a systematic framework for the assessment of policy processes and outcomes, and (c) uses fuzzy‐set qualitative comparative analysis to identify sets of causal conditions associated with particular outcomes (i.e., blunders). The article applies this novel approach to a set of particular policy domains, finding that constitutional features are not a contributory factor to blunders in contrast to instrument choice, administrative capacity and hyper‐excited politics.  相似文献

Abstract

An ongoing challenge while designing policies pertains to their proportionality with the change that is likely or expected in a future policy context. This article conceptualizes proportionality as a feature of policy design to compare different policy strategies launched in response to current and expected changes in the policy context and contributes to comparative policy theory and practice. The conceptual framework is operationalized with climate change as a complex policy problem that challenges policymakers in designing proportionate strategies to enable adaptation to change in the climate and associated impacts. Under conditions of uncertainty, policy piloting provides an opportunity to experiment and test the design features of alternatives to status quo policies to function in a changed policy context. The theoretical discussion is supplemented with examples of policy pilots launched as a form of policy experimentation to address climatic risks to agriculture in rainfed zones of India. Policy design features in four settings of change in policy context, ranging from small-scale incremental to highly flexible adaptive responses, are compared using the framework of proportionality.  相似文献

It is well established that bureaucrats’ implementation of policies is influenced by their own policy positions, that is, their attitudes toward the given policies. However, what affects the policy positions of bureaucrats? This article focuses on whether the policy positions of bureaucrats at the front lines of government are susceptible to frames and cues embedded in communication. Based on the notion that bureaucrats often adhere to certain professional norms when developing their attitudes toward policies, the authors hypothesize that communication frames and cues that align policies with such norms move bureaucrats’ policy positions in favor of the policy. Results of four studies in European and American settings among mid‐ and street‐level bureaucrats show support for the hypothesized effect. They also show that aligning policies with dimensions outside professional norms is ineffective, possibly even producing opposite effects.  相似文献

As government agencies, private sector corporations, the military, and even retail shoppers shift their activities to the Internet, cybersecurity becomes increasingly important. Past presidential administrations recognized that cybersecurity necessitates a comprehensive national policy to protect electronically transmitted and stored information from intrusion. But so far, development of a coherent cybersecurity policy has proven to be a daunting task. A feasible policy framework that systematically arrays the issues and specifies parameters of constraints is lacking, and articulated policies and strategies are narrowly focused and implemented incrementally. The authors argue that recent government documents related to cyberspace form a positive foundation on which to build a comprehensive policy. Despite the incremental nature of cybersecurity progress, these key documents represent a cumulative process on which to build future policy.  相似文献

In Australia, there is a laissez faire approach to regulating government advertising but, over the past ten years as accusations of misuse for partisan purposes have grown, many external policy actors have tried to achieve a change in policy. This article traces the history of these (failed) reform attempts. This case study is of interest because it is an example of a government demonstrating long‐term resistance to reforms that are quite modest by international standards and despite attempts by usually influential policy actors to propel reform. This article draws particular attention to the role of the Auditor‐General and demonstrates the growing politicisation of the issue in an environment where those who seek to investigate and comment upon government advertising are severely discouraged.  相似文献

Whereas both the literature on globalization and the literature on regulatory diffusion stress the pressures that led to policy convergence, this article shows how the ideology of incumbents produced different regulatory outcomes, even in the face of strong financial and technological pressures that constrained policy agency. By looking at the regulatory frameworks adopted at the time of electricity privatization in Latin America, this article shows that right‐wing governments adopted regulations that eliminated barriers to entry and investment and limited the discretion of regulators (market‐conforming regulations), and that former statists who had pragmatically converted to the market creed instead chose regulations that tended to impose higher barriers to entry and investment and gave regulators wide discretion in conflict resolution and price setting (market‐controlling regulations). These findings suggest the need to look at the ideology (and ideological legacies) of government coalitions for a more nuanced understanding of the process of regulatory diffusion that took place across many sectors in most regions of the world.  相似文献

Retrospective voting studies typically examine policies where the public has common interests. By contrast, climate policy has broad public support but concentrated opposition in communities where costs are imposed. This spatial distribution of weak supporters and strong local opponents mirrors opposition to other policies with diffuse public benefits and concentrated local costs. I use a natural experiment to investigate whether citizens living in proximity to wind energy projects retrospectively punished an incumbent government because of its climate policy. Using both fixed effects and instrumental variable estimators, I identify electoral losses for the incumbent party ranging from 4 to 10%, with the effect persisting 3 km from wind turbines. There is also evidence that voters are informed, only punishing the government responsible for the policy. I conclude that the spatial distribution of citizens' policy preferences can affect democratic accountability through ‘spatially distorted signalling’, which can exacerbate political barriers to addressing climate change.  相似文献

In the context of the Australian federal system industry development will be influenced by the policies of each sphere of government. When announcing a set of policies in 1997 to develop the renewable energy industry the Australian federal government acknowledged the need for a cooperative approach between all governments and industry. The objective of this article is to analyse the government policies over the 1997–2007 period to promote the development of the renewable energy industry in Australia. The article highlights a number of factors that have served as barriers to the development of the industry. The research provides important insight into the difficulties associated with establishing cooperative national arrangements in areas of state government responsibility in the Australian federation. The lessons also inform the current debate on the policy initiatives needed to more effectively reduce greenhouse gas emissions from stationary energy from the increased availability of renewable energy .  相似文献

Cooperative policies hold out promise of an improvement over coercive mandates as ways to enhance implementation of intergovernmental programs. By treating subordinate governments as regulatory trustees and emphasizing substantive compliance, the cooperative mandates avoid the onerous aspects of heavy-handed regulatory federalism. Our comparison of state hazard-mitigation policy in Florida and in New South Wales, Australia addresses procedural and substantive compliance under the two forms of intergovernmental policies. When local governments are not committed to state policy objectives, the coercive policy produces better results as evidenced by higher rates of procedural compliance and greater effort by local governments to achieve policy objectives. When local government commitment exists, the cooperative policy produces substantive results that are at least the equivalent to the coercive policy. Moreover, over the long run cooperative policies may have greater promise in sustaining local government commitment. The dilemma is to figure out how to motivate lagging jurisdictions that seem to require a coercive policy, while not straightjacketing leading jurisdictions that are capable of thriving under a cooperative regime.  相似文献

This article explores why governments do not respond to public compliance problems in a timely manner with appropriate instruments, and the consequences of their failure to do so. Utilising a case study of Italian vaccination policy, the article considers counterfactuals and the challenges of governing health policy in an age of disinformation. It counterposes two methods of governing vaccination compliance: discipline, which uses public institutions to inculcate the population with favourable attitudes and practices, and modulation, which uses access to public institutions as a form of control. The Italian government ineffectively employed discipline for a number of years. Epistemological and organisational constraints stymied its efforts to tackle a significant childhood vaccination compliance problem. With a loss of control over the information environment, vaccinations were not served well by exogenous crises, the sensationalism of the news cycle and online misinformation. Hampered by austerity, lack of capacity and epistemic shortcomings, the Italian government did not protect the public legitimacy of the vaccination programme. Instead of employing communications to reassure a hesitant population, they focused on systemic and delivery issues, until it was too late to do anything except make vaccinations mandatory (using modulation). The apparent short-term success of this measure in generating population compliance does not foreclose the need for ongoing governance of vaccine confidence through effective discipline. This is evident for the COVID-19 vaccination campaign, with many Italians still indicating that they would not accept a vaccine despite the devastation that the disease has wrought throughout their country.
