Research examining the effect of regime type on conflict has focused on the democracy/autocracy continuum expounded in the political philosophies of liberal thinkers such as Kant and Schumpeter. While this concentration has yielded impressive results (democratic peace), it seems plausible that other conceptions of regime type may yield similar success. This paper examines the philosophy of Machiavelli and develops a measure of his "imperial regimes." These states, which can either be democratic or autocratic, should exhibit an increased propensity to initiate international conflict. Testing this contention in Renaissance Italy (1250–1494) and the modern international system (1920–1992), this paper finds strong empirical support. Machiavelli's views illuminate key differences between democracies and autocracies that have been previously overlooked. Thus, it deepens rather than replaces our conception of how domestic institutions affect international conflict.  相似文献

Using the secret Middle East peace talks in Oslo, Norway as a case example, the authors develop a conceptual framework for analyzing prenegotiation processes in negotiation. The framework focuses on understanding changes in the balance of geopolitical, internal, political, and group psychological forces that lead parties to negotiate. The framework also highlights the importance of channel factors, such as the use of unofficial representatives, small-state sponsorship, co-mediation, secret diplomacy, and staged agreements. Although developed with reference to the Oslo peace process, the authors believe this framework has broader applicability to the analysis of prenegotiation processes in international and ethnic disputes and other situations of protracted conflict. They conclude with a series of questions for future prenegotiation research.  相似文献

Contrary to the literature on rallies-around-the-flag, this article argues that, in some circumstances, leaders may use international conflict to promote domestic divisiveness. More specifically, the threat of a military coup generally prompts leaders to divide their militaries (a practice known as counterbalancing), and even to engage in international conflict to ensure that various branches of their own armed forces remain distrustful of one another. Two empirical tests of these claims are offered: a large-N statistical analysis that examines whether coup risk leads to counterbalancing, and whether counterbalanced nations engage in more low-level military conflict (controlling for other causes of conflict); and a case study of Georgia shortly after the dissolution of the Soviet Union. Both empirical studies support the arguments advanced by the authors.

This article seeks to contribute to the debate on collaboration between national and international NGOs. It argues that it is vital for the development of stable, independent, and viable civil societies that international NGOs promote a bottom-up approach in their support to and collaboration with local NGOs, especially among those emerging from situations of conflict or other profound social disruptions. From a study carried out in East Timor, the author concludes that there is a noticeable discrepancy between rhetoric and practice with regard to such support. The multiple challenges the international NGO community faces on this front persist despite the existence of abundant learning opportunities accumulated through years of development work. The author argues that such challenges are less a question of standards and rules than of basic approach, attitudes, and power relations. She maintains that if international NGOs and the wider international community do not alter their approach, they will suffocate rather than foster the development of a viable and autonomous civil society in the countries in which they operate.  相似文献

Empirical examination of individual-level survey data on national identity, in general, reveals a significant relationship between religious affiliation and an individual's international-policy preferences and that this relationship varies across Protestant denominations. Specifically, we test attitudes toward import and immigration policies, the role of international institutions, and unilateral policy actions. The empirical results indicate that individuals affiliated with conservative Protestant denominations are more likely to support positions on international issues that can be regarded as consistent with the anti-globalist right. We also find evidence of a reinforcing regional effect among conservatives in the south, and differences in the preferences of Baptist and non-Baptist African Americans.  相似文献

This paper examines individual attitudes in six industrialized democracies to determine what factors condition citizens' support for trade liberalization. We argue that public support for trade liberalization is influenced by politically driven views and individual economic utilitarian considerations. To test our propositions, we develop and estimate a series of logistic regression models of public support for trade liberalization. That data are derived from The World Values Surveys (1995–1997). We find strong empirical support for the economic utilitarian factors—primarily education, but also gender and income—as the principal factors shaping individual attitudes toward trade liberalization. Conversely, while some empirical support is found for political factors such as one's geographic orientation and level of cognitive mobilization, we find that the political predictors of support are weaker overall than the economic interest predictors.  相似文献

Does hosting refugees affect state repression? While there have been numerous studies that examine the link between refugees and the spread of civil and international conflict, an examination of the systematic links between refugees and repression is lacking. We contend that researchers are missing a crucial link, as the dissent-repression nexus is crucial to understanding the development of armed conflict. Drawing upon logics of the relationship between refugees and the spread of conflict as well as economic capacity, we argue that increased numbers of refugees lead to increased repression. We contend that willingness to increase repression when hosting refugees is in part conditional on a host state’s economic capacity. We argue that, on the whole, the greater the population of refugees in a host state, repression becomes more likely. That said, we argue that increased economic capacity will moderate this relationship. We find empirical support for both predictions.  相似文献

Many scholars argue that economic interdependence and more extensive economic ties between countries decreases the risk of violent conflict between them. However, despite considerable research on the “capitalist peace” at the macro or dyadic level, there has been less attention to its possible individual-level microfoundations or underpinnings. We argue that public perceptions about economic ties with other states and the costs of conflict should influence the expected constraints on the use of force for leaders. Actual high interdependence and potential economic costs may not suffice to create political constraints on the use of force if people are unaware of the degree of interdependence or fail to understand the benefits of trade and the likely economic costs of disruptive conflict. We examine the linkages between individual perceptions about economic interdependence and their views on conflict and peace through a survey experiment, where we ask respondents in Japan about approval for belligerent actions in a territorial dispute with China and varying information about economic ties. Our findings indicate that greater knowledge and information about economic interdependence affects attitudes about territorial disputes and increases support for peaceful solutions with China.  相似文献

In this article, we construct a model of deterrence that specifically integrates both systemic and decision‐making variables. After contrasting its underlying structure with more standard views of the deterrence relationship, we demonstrate the logical consistency of the power transition model with the expected utility framework. The model we develop combines and extends the insights of each of these two approaches, thereby permitting us to develop a theory of the necessary and sufficient conditions of major power war and conflict initiation. In other words, for the first time, we are able to specify, precisely, the theoretical consequences of variations in power dynamics, evaluations of the status quo, salience, and attitudes toward risk. As theories of the necessary conditions for international conflict, neither the power transition theory nor the expected utility model provide this information. Thus, by combining and then extending these two frameworks, we merely refine propositions implicit in each of them, making them more exact. The resulting structure provides several additional insights into the dynamics of nuclear conflict.  相似文献

Recent studies examining the political impact of individuals' connections to the victims of international violence find these ties have a powerful effect on people's attitudes and feelings. How reliable, however, are self-reported claims of ties to a conflict's casualties? Using data from 9/11 and the Iraq War, I examine these claims, analyzing: 1) their influence on both public assessments of foreign policy and voting behavior, 2) whether critical demographic and political factors predict the likelihood of individuals reporting a tie to a conflict casualty, 3) the predicted, aggregate likelihood of survey respondents having connections to conflict victims, and 4) the theoretical distinction between actual vs. perceived casualty connections. The results strongly support the use of casualty connection data for understanding individuals' responses to international violence, and encourage future applications of social network approaches to the study of war and politics.  相似文献

In this paper, we evaluate the liberal claim that democratic states devote fewer resources to their militaries. Low military spending is thought to avert conflict spirals and release more resources to fund domestic programs. While prominent in many liberal international relations theories, most notably in Immanuel Kant's, this proposition has received little empirical scrutiny. Using several indicators of military resource allocation and data on a wide range of states since 1816, we find empirical support for the liberal argument, although regime type is not necessarily the strongest influence on military resource allocation.  相似文献

Global and regional summits occur regularly, yet we know little about the factors supporting an effective summit. This article reviews knowledge about the chair, agenda building and prenegotiation preparation within an institutionalised régime, and then turns to our venue, the G20, and our specific case, the 2014 G20 Australian presidency. Through case analysis, we develop a Prenegotiation Framework, identifying tasks and key issues that are usefully addressed during summit preparation. Furthermore, we identify a linked relationship between the chair, their management of prenegotiation planning, the agenda that is adopted and the way in which that agenda determines public perception of the fundamental nature or “identity” of a particular international organisation. Thus, the prenegotiation process can have significant consequences for our understanding of those institutions engaged in global governance. We conclude that data no longer support a characterisation of the G20 as a global crisis committee, as an analysis of G20 Summit agendas demonstrates that it has evolved into a global steering committee. With its identity established, the effectiveness of the G20 as a global steering committee is the key question, while régime continuity and change constitute the real long-term G20 challenge.  相似文献

While the relationship between intergovernmental organizations (IGOs) and conflict has captured the attention of international relations scholars for decades, the empirical results of this research agenda have presented contradictory conclusions regarding the pacifying effect normally attributed to IGOs. We address these contradictions by refocusing primarily on potential IGO effects on low-severity conflicts. We examine new states in the postcommunist space spanning Europe and Central Asia as a useful research site to explore these relationships in the post-Cold War era. We argue that especially in the case of newly emerging states, where there is little institutional memory and long-term experience in foreign affairs, IGOs expose differential policy preferences between members, and such information should be associated with the likelihood of increased low levels of conflict. We find a strong association between shared IGO membership and low severity conflict, a significant relationship between low and high severity conflict, and differences between IGO membership effects on low versus high severity conflict, consistent with our theoretical argument.  相似文献

The literature on terrorism makes a number of significant predictions of the effects of media coverage of terrorism on audiences, public policy, and terrorism itself. Many of these predictions are contradictory, and little or no empirical social‐scientific research has been done to determine public perceptions of international terrorism. Q‐methodology offers a means of identifying groups or “types” of persons who share similar attitudes toward a phenomenon. Use of Q‐methodology here revealed four types of respondents sharing similar views of international terrorism. These distinctive types helped shed light on the many diverse and contradictory predictions of the effects of terrorism coverage on American public opinion and public policy.  相似文献

This research report replicates, extends, and adds a longitudinal dimension to a recently published analysis focusing on the relationship between sex and attitudes toward international conflict, and specifically on the hypothesis that women are more peace-oriented than men. The study being replicated utilized public opinion data from Israel, Egypt, Palestine, and Kuwait. The present report extends the analysis, employing one additional data set from Israel, two additional data sets from Palestine, and new data sets from Jordan and Lebanon. In contrast to findings from studies conducted in the United States and Europe, none of the nine Middle Eastern data sets yields a statistically significant relationship between sex and attitudes toward international conflict. The article considers possible reasons for the difference between findings from the Middle East and those based on research in the West. Emphasizing the notion of salience, it hypothesizes that characteristics of the conflict about which attitudes are held may be more important than country or regional attributes in determining the applicability of the women and peace hypothesis.  相似文献

I study the effect of international trade on birth rates across a large number of countries. A supply-demand model of the birth rate explains that a rise in international trade reduces the demand for children and encourages an earlier onset of the mortality revolution. These two effects caused by the rise of international trade lead to a lower birth rate. A time-series cross-section empirical analysis for a large sample of developed and developing countries exhibits that international trade has a statistically significant and inverse effect on the birth rate. The policy implications relating to trade, economic growth, and conflict are discussed in the conclusion.  相似文献

The granting of amnesties has now become a cornerstone of peacebuilding efforts in societies emerging from conflict. Yet, the impact of the role of religion and ethnicity in determining attitudes towards such arrangements has not been empirically assessed. Mindful of this omission, this article investigates the relationship between a range of religious measures — religious practices and beliefs in and about God — and ethnonationalist identity on public attitudes toward amnesty in Northern Ireland. Based on nationally representative survey data, the results suggest that, although Protestants are significantly more opposed to such an initiative than Catholics, both religious beliefs and ethnonational identity are significant, albeit divergent, net predictors with respect to their differing views.  相似文献

This article explores what strategies rebels use to prepare their ethnic community for negotiated peace. Proposed strategies are distilled from relevant theory and systematically investigated in case analyses of peace negotiations in Sri Lanka, Indonesian Aceh, and Senegal. The empirical findings indicate that although a coercive military capacity underpinned claims to ethnic representation, coercion did not dominate during the prenegotiation phase. During negotiations, noncoercive persuasion, as well as collective and selective incentives, clearly dominated. Moreover, the most important measures were internal to the negotiating rebel group. The successful rebel negotiator appeared to “mobilize in reverse” by initially targeting the core of military leaders followed by competitor groups and constituents. The article systematically examines across cases what measures rebel negotiators have used to “ripen” their own community, how these measures have been sequenced, and against whom they have been directed. The findings have important implications for the concepts of ripeness and prenegotiation and their requirements. The study underscores in particular the relevance of rebels' nonviolent commitment signals, something that has been largely overlooked in the research on nonstate armed actors. The policy implications suggest the possible benefits of third‐party assistance to efforts to promote communication, public outreach, and procedural transparency on the nonstate side in connection with peace talks.  相似文献

Dyadic effects to a large extent account for the difficulty of explaining and predicting international conflict. In this study, I derive a statistical model to estimate unobserved dyadic effects in the dyadic analysis of conflict. The proposed model employs a hierarchical modeling approach to estimate dyadic effects, thereby avoiding the problems caused by the use of fixed effects models. Furthermore, it simultaneously addresses the important sample selection issue of identifying relevant dyads. I show that the estimation of dyadic effects significantly improves the model fit and generates several interesting findings. Substantively, this study makes an important contribution to the empirical evaluation of the Kantian peace. It argues that international organizations increase the likelihood of conflict of interest between member states but reduce the probability of militarized conflict. I demonstrate that the positive coefficient of international organizations in Oneal and Russett (1999) is biased in the positive direction. When the proposed statistical model is used, international organizations, together with trade and democracy, reduce the probability of conflict.  相似文献

A number of recent international situations have raised again questions regarding the usefulness of economic sanctions as an instrument of foreign policy. Sanctions continue to be applied in a variety of contexts, yet we have not developed a sufficient understanding of the processes involved to determine when, or even if, sanctions can "work." While a great deal has been written on the subject, there have been neither attempts to subject the theoretical arguments to empirical testing nor efforts to provide systematic theoretical explanations for the empirical results that have been produced. In this article, we attempt to address this shortcoming in the literature. We propose a theory of sanctions effectiveness that is based on the spatial model of bargaining in international crises and use this theory to derive a number of hypotheses regarding when sanctions should produce favorable policy outcomes. We then subject some of the derived hypotheses to an empirical test based on a large number of international disputes. The model suggests that while sanctions will not work in many cases, they can have a slight effect on the distribution of expected outcomes if the costs of the sanctions are sufficiently high relative to the values at stake. The available evidence appears to support these expectations.  相似文献
