Studies on the democratic control and legitimacy of Common Security and Defence Policy (CSDP) have thus far mostly focused on formal institutions. However, a comprehensive analysis requires including the ‘sociocultural infrastructure’ in which such formal institutions are embedded. Students of democracy have argued that the public sphere is a crucial dimension, if not a precondition for all mechanisms of democratic control in general. This paper investigates whether and in which ways Europeans participated in transnational European communication on humanitarian military interventions (1990–2005/2006). The paper analyzes a full sample of 108,677 newspaper articles published in leading newspapers of six EU member states, and the US as a comparative case. It demonstrates that the ‘national’ arenas of political communication are intertwined and allow ordinary citizens to make up their minds about common European issues in the highly controversial and normatively sensitive realm of humanitarian military interventions.  相似文献

ABSTRACT

Why do some transitions of power from military rule occur violently while others do not? What effect, if any, does the international security environment have on how violent breakdowns of authoritarian rule are? I argue a conflict-prone security environment ameliorates the commitment problem by ensuring an influential role for the military out of power. Therefore, when facing a domestic crisis in a threatening security environment, military leaders are more likely to peacefully cede power rather than wield violent measures to stay in office. Perhaps counter-intuitively, international conflicts thus lead to transitions of power from military rule that minimize violence and human costs. International conflicts do not have this moderating effect on other types of authoritarian rule.  相似文献

ABSTRACT

The article interrogates the analytical purchase of the concept of militarism in the case of Libya, and its relationship to securitisation. While Libya is often associated with widely securitised threats to the international order, its military institutions have been viewed with suspicion and ambivalence across different phases of Libyan history, making of Libya an uneasy fit for standard categorisations of militarism. This prompts the question of whether and under what circumstances militarism can occur without and even against the military. Drawing on a historical-sociological analysis, the article shifts the focus to micropolitical dynamics and extra-institutional agency with a view to unpacking the complex entanglement of formal and informal armed actors in Libya’s hybrid security governance. The concepts of informalisation of militarism and militarisation of informality are used as analytical lenses to reconstruct the partial, failed, contested and hijacked attempts to build ‘modern’ military institutions in Libya. I suggest that the repertoire of militarism is not so much an end in itself, but a resource mobilised by local and international actors in a contentious field of state-building practices.  相似文献

Why do coups happen in some nascent democracies but not in others? To answer this question, I probe four interconnected variables in democratizing regimes: the military's ethos; the military's corporate interests; the military's perception of the new civilian ruling elite; and the correlation of force between the military and the founding democratic government. My argument is twofold: first, I maintain that ideational variables are central to shaping the military's political behaviour; and second, I argue in favour of merging insights from cultural, corporate, and structural theories to understand the consolidation, or breakdown, of nascent democracies.  相似文献

This article critically assesses calls for “normativity” in counter-radicalisation and counter-extremism, and suggests that aligning with hegemonic narratives about securing the “pre-crime” space is problematic in a context of emancipation. Utilising interviews with a number of Prevent officials (including Channel “de-radicalisation” mentors), the article argues that when any counter-radicalisation regime is implemented, two traits are necessarily inherent: identity construction, and “concerned concern”, both of which are based on subjective speculation about an individual’s future intent. Identity construction in preemptive counter-terrorism works through prejudiced human imagination in order to normalise perceived and “risky” divergence, but which is mired in contradictions precisely because practitioners interpret risk (and therefore divergence) differently. Concerned concern is a paradoxical constitution both of support for and protection against individuals. Ultimately, in exploring these two concepts, the article critically engages with the notion that Prevent is “just another safeguarding duty”. Building on earlier critical terrorism scholarship, this discussion shows how worst-case logics apparent in national discourse are largely absent at the point of implementation, yet pejorative identity-construction and some suspicion (no matter how banalised) are implicit in any risk-managing scheme in a counter-terrorism context. ABSTRACT

Which organisational activities promote effective military emulation? Which variables facilitate and impede the emergence of these activities? Drawing upon the academic literatures on military change and management studies, as well as semi-structured interviews within the British and German militaries, this article identifies five key organisational activities which promote effective inter-organisational doctrinal learning. In doing so, the article improves understanding of the contribution that management studies can make to multi-disciplinary scholarship on military learning. The article examines the variables which facilitate the emergence of activities which support effective inter-organisational doctrinal learning through a case study of Bundeswehr doctrinal absorptive capacity during ISAF. It also explores the impact of these activities on doctrine development. The article demonstrates the crucial importance of active and well-informed civilian oversight of the activities which support military learning.  相似文献
