The evolving close relationship between the scholarly study of conflict resolution and the practice of waging and resolving conflicts can be seen in Georgian–Abkhaz and Georgian–South-Ossetian relations from 1992 to 2008. This article focuses on two related case studies of the many roles played by international conflict resolution scholars in Georgian–Abkhaz and in Georgian–South-Ossetian relations from 1992 to 2008. Drawing on interviews with insider-partial conflict resolution scholars, relevant international scholar-practitioners of conflict resolution, and the leadership of all parties of the conflicts, conducted between 1996 and 2008, the article presents a comprehensive analysis of the variety of roles conflict resolution scholar-practitioners have played in these conflicts during the wars and the recovery from war. The analysis suggests the need for clear ethical guidelines that cover traditional scholarly roles as well as scholar-practitioner roles including advising conflict parties, facilitating conflict resolution processes and analysing the conflicts. In particular, dilemmas emerge as scholar-practitioners move back and forth between these modes of engaged scholarship.  相似文献

Despite severe political instability and many political crises since independence, Madagascar has experienced peace for nearly four decades. Unlike the dominant research on causes of armed conflict, this article focuses on the causes of peace. It introduces a new concept—domestic capabilities for peaceful conflict management—to identify factors related to conflict fault lines, civil–military relations and a culture of constructive conflict management, that facilitate the prevalence of peace. The domestic capabilities for peaceful conflict management perspective draws attention away from preventive diplomacy and external intervention and places the focus on internal capabilities for peace. On this basis, the article also analyses the severe crisis in 2009 and how it was handled.  相似文献

This paper explores the role of academic scholarship and practice in constituting, aggravating, and resolving the Israeli–Palestinian conflict. The first section of the paper examines how scholarly discourse and methods of analysis contribute to shaping (mis)understandings of on-the-ground conflict dynamics. To demonstrate this point, the paper first overviews conventional social science methods used in mainstream international relations (IR) scholarship that tend to reify, freeze and homogenize ‘the conflict’ as well as conflict parties and then uses a different scholarly approach—namely a processual, peace-studies-oriented methodology—that provides a very different ‘picture’ of the conflict, its parties and appropriate strategies of engagement in the pursuit of peace. The second section of the paper uses three brief case studies to demonstrate how Israeli and Palestinian academics help constitute ‘the conflict’ and its parties not only through their scholarship but also through their ‘practice’. These examples also show the importance of re-evaluating analytical models to include contextual dynamics such as time, place and sources of available power as well as to recognize the diversity of Palestinian and Israeli views regarding the sources of—and best approaches for addressing—‘the conflict’.  相似文献

This paper contrasts four cases of atrocity in the early years of the Israeli state and contends that, due to ethnic-cleansing incentives, competitive inducements and outbidding, the stated Israeli ideology of self-restraint had little impact on policy. The article further argues that, during the early periods of democratic state consolidation, democratic states act in very similar ways to authoritarian states and that little restraint is exercised in relation to ‘enemy’ civilians located within the territorial boundaries of the new state. In this respect, arguments that democracies are superior to non-democracies with regard to respect for human rights might be called into question during the initial phases of state consolidation. The paper speci?cally questions how con?ict stalemates impact on the use of violence against noncombatants in order to tip the balance of the war and it argues against the assertion that only paramilitaries would ever use terror against unarmed civilians.  相似文献

ABSTRACT

Large-scale infrastructure in conflict-affected states is often seen as a crucial means to pursue economic growth, poverty reduction, and increasingly, peace-building. Legitimated by an emergent ‘Business for Peace’ agenda, a variety of private actors now also engages in such infrastructure projects. The Virunga Alliance is such an initiative which aims to tackle the interlinked problems of poverty, conservation and conflict in the east of DR Congo through commercialised hydro-power. To take stock of the politics unfolding around such infrastructure efforts, this article analyses the Virunga Alliance as a form of ‘technopolitics’. This entails tracing how current is generated, distributed and consumed, and how these processes generate new sites of power and control. In describing how Virunga offers a centralised, more concentrated supply of electricity as an alternative to the decentralised charcoal circuit, we show how electrification contributes to the expansion of a form of capitalism that prioritises big businessmen over small farmers, facilitates rent-seeking by political elites and amplifies social inequalities in Congo.  相似文献

On Christmas Day 1995, a Turkish freighter ran aground on a rocky islet in the northern Dodecanese islands, setting off a chain of events that would lead Greece and Turkey to the brink of war. Senior officials in Washington later admitted that the countries were literally hours from conflict over an issue of which decision makers in America and Europe were completely unaware prior to military forces being deployed. The Imia/Kardak affair raised significant questions on all sides about how relations between two NATO countries with well‐known, ongoing tensions could have deteriorated so rapidly without drawing international attention till the last moment. The conflict highlighted problems in both Athens and Ankara related to the exchange of information between civilian and military leadership. It also revealed that strategic warning in emerging conflicts might not appear when the cause of the incident remains unknown until after the commitment of forces or when the pace of conflict moves too quickly. In such a situation, decision‐making architecture within a coalition or alliance may prove too cumbersome to react to unexpected problems.  相似文献

This article evaluates previous third‐party efforts to broker a consociational power‐sharing solution on the peoples of Northern Ireland. Instead, an original and dynamic community‐based problem‐solving linkage system proposes co‐operation between Northern Ireland's grassroots constituents, paramilitary groups and political elites. The process would be facilitated by a quasi‐mediator comprising the three Northern Irish Members of the European Parliament (MEPs) and four MEPs – two each from the Netherlands and Belgium. This is a vision of how to create a mutually beneficial process linking psychocultural and structural dimensions by promoting dialogue, understanding, tolerance and the sharing of commonalities in beliefs, identity, and behaviors among groups involved in intercommunal conflict situations.  相似文献

This article offers a comparative analysis of the role played by peace and conflict resolution organisations (P/CROs) in Northern Ireland and Turkey in negotiating solutions to ethno-nationalist conflicts in these countries. It argues that P/CROs have been instrumental in de-escalating violence and encouraging conflicting parties to resolve conflict peacefully. Examining both the elite and grass-roots levels, the article assesses P/CROs that have advanced middle-range approaches and track-two dialogue towards peace. Drawing on data from multiple sources, including semi-structured interviews, archival material and official documents, the analysis indicates that P/CROs have a range of tools at their disposal to influence political decision-makers. These include public (and closed) conferences, forums and events attended by current or former politicians, representatives of the conflicting parties and prominent figures and intellectuals in the conflict-affected society, as well as other grass-roots initiatives. The article finds that P/CROs provided help shaping and promoting non-violent processes of conflict resolution between the British Government and the Irish Republican Army (IRA), and the Turkish Government and the Kurdistan Workers’ Party (PKK).  相似文献

The 2014 elections brought a record number of xenophobic populist parties into the European Parliament (EP). They have a strong incentive to be more united and active than in previous terms, and they could use the Parliament to shape voter attitudes, pressure mainstream parties to adopt more xenophobic rhetoric, fragment the mainstream right, and obstruct parliamentary proceedings. The rise of xenophobic populism could affect the open society through the EU’s policies and budget if it alters EP debates on issues that split left and right, particularly Roma exclusion, migration and asylum, and EU external policies and development aid.  相似文献

When conflictive viewpoints are discursively strengthened, they develop into a ‘conflict discourse’ with a specific discursive structure which perpetuates conflict, like the discursive securitisation of an issue for varying audiences. When they are weakened, however, societal discourse can potentially change so that agreement becomes possible again, thus achieving discursive conflict transformation. This article analyses the Israeli and the Palestinian water discourse. On both sides, the dominant discourse structures underscore the conflictive issues regarding the distribution of water between Israelis and Palestinians, thus making communication, let alone negotiation, downright impossible. While Palestinians regard the natural water resources as sufficient in principle and the existing scarcity as entirely politically induced, Israelis perceive the natural water resources as absolutely scarce while receiving major de-securitisation impulses from the possibility of desalination. In the respective (minor) counter-discourses, however, possible starting points for dialogue and conflict resolution are visible.  相似文献

In 1919, VK. Wellington Koo, the most famous Chinese diplomat of the early twentieth century, participated in the creation of the League of Nations at the Paris Peace Conference. Little over a decade later, as Japanese forces expanded into Manchuria and North China, Koo struggled to save the League he had helped found. He argued that inability or refusal to brand Japan as an aggressor would sound the League's death knell. In vain, Koo tried to convince European statesmen that the Far Eastern Crisis was a litmus test of the League's viability as a collective security organization. From 1936 on, League inaction in the face of Japanese, German and Italian expansion left Koo thoroughly disillusioned. The lessons of the League were not forgotten during World War II, when Koo argued that a more effective collective security organization, in the form of the United Nations, be created on a basis similar to Franklin D. Roosevelt's Four Policemen concept.  相似文献

Most conflict studies focus on the causes of war and violence. In contrast, this article on Ecuador explores the causes of peace in a country with strong conflict fault lines, a political army and several deep political crises during the last two decades. The article suggests that focusing on domestic capabilities for peaceful conflict management provides a new entry point to explaining why peace is sustained. An important aspect lies in the role of the armed forces and of civil society. Theories on civil-military relations provide an understanding of why armed forces intervene. However, there is less analysis of factors that influence political armies' behaviour in terms of the use or non-use of violence. This is the focus of this article. Furthermore, the article asks why actors in civil society opt for non-violent strategies. In summary, the article analyses the capabilities for peaceful conflict management of national actors—particularly of the armed forces and of civil society—through a focus on their behaviour in three recent political crises, and by tracking the influence of historical experiences, cultural context and the structural and institutional framework on their behaviour.  相似文献

Recent work on conflict suggests that electoral systems impact foreign policy-making in important ways; however, the discipline has reached different conclusions regarding how different types of electoral systems affect conflict initiation. In this study we contend that legislators are more accountable individually in candidate-centred electoral systems which impacts a state’s decision to initiate interstate conflict. We test our argument using a time-series cross-sectional analysis of 54 democracies from 1975 to 2001. The results provide strong support for the hypothesis that candidate-centred electoral systems result in less conflict initiation than party-centric systems due to higher levels of individual accountability for legislative members.  相似文献

This article argues that Russia has pursued a policy of inclusive multipolarity towards European security after Primakov's appointment as Foreign Minister in 1996. This policy focused on three dimensions to constrain NATO and ensure a Russian voice in Europe. First, ties with NATO; second, the pursuit of OSCE reform and a European ‘Security Charter'; third, the primacy of the UN Security Council in international affairs. NATO actions in the Kosovo crisis deeply undermined all dimensions of this policy. However, inclusive multipolarity was not discarded by the Russian leadership. The tortuous path of Russian accommodation after May 1999 highlighted Russian attempts to reinstate this policy and restore a Russian voice in European security affairs — with limited success. This article examines the evolution of Russian shifts in this crisis until Vladimir Putin's appointment as Prime Minister in August 1999.  相似文献

Prior to the 2015 Nigerian general elections, there were concerns that the fierce political contest would lead to electoral violence in the country. However, the elections were conducted peacefully, with fewer disputes and election-related deaths than previous elections. This study accounts for the fall in the level of electoral violence in Nigeria and discusses the lessons that Nigeria’s experience presents. It argues that the avoidance of destructive electoral disputes in Nigeria was the result of preventive action taken by the country’s electoral commission, civil society groups, and development partners. The specific preventive actions taken include innovations in election administration aimed at enhancing electoral transparency and credibility, election security measures such as early warning and peace messaging, and preventive diplomacy urging the main candidates and the political elite to embrace peace. The key lesson that can be drawn from Nigeria’s experience is that a well thought out conflict prevention strategy should be an integral part of electoral governance, especially in countries with a high risk of electoral violence.  相似文献

Critical scholarship has warned against basing the prevention of terrorism on a concept of ‘radicalisation’ which implies that violence is inherent to Islam, but various approaches disagree on how to base the critique. This article argues for reading counter-radicalisation policies as narratives in order to identify their potential in terms of conflict escalation. Analysis of the official Danish counter-radicalisation action plan, reactions to it, and reactions to the reactions finds that criticism from the targets of the policy and engaged scholars based on attention to conflict dynamics has had some success in modifying policy from securitising to governing risk. This paper develops a new time series of conflict data from 1948 to the present through statistical estimation of a pooled time‐series of the two most frequently used dyadic events data sets: Conflict and Cooperation Data Bank (COPDAB) (1948–1978) and World Events Interaction Survey (WEIS) (1966‐present). The resulting data series is the longest possible time‐series annual data of dyadic interaction based on daily events. The paper also provides an example of performing a Vector Autoregression (VAR) analysis of conflict and trade in a three‐country setting, utilizing the integrated data. Compared to the COPDAB and WEIS data, the integrated data have a large degree of variation and produce forecasting results that are more complex than those from the COPDAB and WEIS separately.  相似文献

International development agencies often promote approaches that link aid and peacebuilding. However, the gap between what agencies say and what they actually do is demonstrated by the mixed response to subnational conflict in Thailand's Far South between 2007 and 2012. Over this period, numerous agencies demonstrated little interest in addressing the conflict. Some agencies did over time try to support peacebuilding, although domestic government resistance and practical barriers generated obstacles. Conflict guidelines and toolkits were rarely used, while only a few agencies implemented the context-driven and knowledge-based approaches to local partnerships that peace promotion in a complex and politically sensitive environment demands.

Comment les agences de développement internationales abordent-elles la construction de la paix lors d'un conflit infranational ?

Les agences de développement internationales promeuvent souvent des approches qui relient l'aide et la construction de la paix. Cependant, le fossé entre les dires des agences et leurs actions est démontré par la riposte peu constante au conflit infranational dans l'extrême sud thaïlandais entre 2007 et 2012. Durant cette période, de nombreuses agences n'ont guère fait preuve d'intérêt concernant la résolution du conflit. Certaines agences, au fil du temps, ont tenté de soutenir la construction de la paix, mais la résistance gouvernementale au sein même du pays et les barrières d'ordre pratique ont engendré des obstacles. Les lignes directrices et les trousses à outils pour remédier aux conflits ont été rarement utilisés, et rares ont été les agences qui ont mis en ?uvre les approches impulsées par les contextes et basées sur les connaissances concernant les partenariats locaux que requiert la promotion de la paix dans un environnement complexe et politiquement sensible.

Frecuentemente, las agencias de desarrollo internacionales promueven enfoques que vinculan la ayuda con la construcción de paz. Sin embargo, la brecha entre lo que dicen las agencias y lo que en realidad hacen queda demostrada por la respuesta matizada ante el conflicto subnacional que tuvo lugar en el Extremo Sur de Tailandia entre 2007 y 2012. Durante este periodo, numerosas agencias demostraron poco interés en abordar el conflicto. A pesar de los obstáculos que representaron la resistencia del gobierno nacional y las barreras prácticas, con el transcurso del tiempo algunas agencias intentaron apoyar la construcción de paz. Sin embargo, en pocas ocasiones usaron las normas y los manuales existentes en torno a conflictos. Sólo unas pocas agencias implementaron los enfoques basados en el contexto y en el conocimiento para crear alianzas locales, las cuales resultan imprescindibles para promover la paz en un entorno complejo y políticamente sensible.

Porém, a variação entre o que as agências afirmam e o que elas realmente fazem é demonstrada pela resposta mesclada a um conflito subnacional no extremo sul da Tailândia entre 2007 e 2012. Durante esse período, várias agências demonstraram pouco interesse em abordar o conflito. Algumas agências realmente tentaram, no decorrer do tempo, apoiar a construção da paz, embora a resistência do governo local e barreiras práticas geraram obstáculos.
