Contextual factors that contribute to race differences in reporting crime to the police are an important element in Donald Black??s theory of the behavior of the law, yet few studies have investigated whether these differences vary depending on social context. The present study investigates whether the relationships between victim and offender race and the reporting of crime are moderated by the level of racial stratification in a given place as Black??s stratification hypothesis would predict. Using victim survey data from 40 metropolitan areas, as well as data from other sources, we find results that are consistent with Black??s stratification hypothesis, namely, that victim and offender race are more strongly associated with the reporting of crime in those metropolitan areas where the gap in economic status between blacks and whites is larger and the groups are more residentially segregated. The theory, however, is unable to account for the high rates of reporting of black-on-black assaults found across the 40 metropolitan areas. The question of how the needs of black victims may outweigh their reluctance to call the police is an important issue for future research.  相似文献

Social scientists have theorized about the corruption of crime reports (Bayley, 1983; Campbell, 1976). Yet, scant empirical research has examined the impact of modern policing methods on the accuracy of crime reporting. Our research uses an anonymous survey of 1,770 retired New York City police officers examining retirees’ experiences with crime report manipulations across their years of retirement. This includes retirees from the community policing as well as police performance management eras. We subject the data to various statistical tests including tabular analysis, graphical trends to visualize the data, MANOVA, and logistic regression to explain report manipulations. Results indicate that the misuse of the performance management system and pressures on officers from management are key explanations for manipulating crime reports. Individual explanatory variables such as gender, educational status, rank, race, and marital status had no effect. Our research supports Bayley’s and Campbell’s theories. We recommend greater transparency to remedy this.  相似文献

Through crime-reporting citizens make their security needs explicit to the police. This information helps the police in the allocation of resources. In the European Union, there are significant differences among countries, both in terms of overall and specific crime-reporting rates. Factors highlighted by the literature that might explain these differences are not entirely satisfactory. There is little comparative research, and most published studies are nation-centred, based on the experience of central and northern European countries, and largely focused on the situational variables related to the criminal incident itself. It is widely assumed that situational variables have a universal explanatory capacity in crime reporting. This article questions this assumption and shows that a number of factors weight differently in explaining national rates. Following a literature review, we identified four groups of causal factors and analysed their explanatory capacity. These are related largely to the incident (rational models) and victims’ perception (psychological models). In addition, we also analysed the influence of institutional and community factors. The European Survey on Crime and Safety database was used for our analysis. Results show the existence of two areas in Europe, the north-central area and the south-eastern area, in terms of crime reporting rates and the factors that explain these differences. Rational and psychological models explain crime-reporting practices better in the north-central area. In contrast, socio-demographic variables and social inequalities are more relevant for explaining crime reporting in the south-eastern area of Europe. Institutional variables are also important in eastern countries. Community factors are not significant explanatory variables due to the limitations of indicators available in the database. Our research reveals that crime-reporting is a rather more complex phenomenon than is often assumed, and highlights the limitations of existing knowledge and methodologies on comparative crime-reporting.  相似文献

A review of recent criminological literature suggests that different systems of social control operate across the urban-rural dimension. Specifically, it is expected that victims in urban areas will report crimes to the police at a higher rate than victims in surburban and rural areas. Moreover, it is anticipated that urban, suburban, and rural victims will have different reasons for not reporting the crime. In this paper these issues are examined empirically using the National Crime Survey victimization data. These data show that, contrary to theoretical expectations, the extent of victim reporting does not vary across the urban-rural dimension for the crimes of rape, robbery, assault, and personal larceny. Characteristics of the offense, notably seriousness, are shown to be more important in victim reporting than the extent of urbanization. In addition, these data indicate that victim residence in conjunction with type of crime and victim-offender relationship has an influence on the reasons selected by victims for not reporting the crime to the police.  相似文献

This research examines the influence of community‐oriented policing (COP) on citizens’ crime‐reporting behaviors. The study’s data consist of incidents of violence obtained from the Area‐Identified National Crime Victimization Survey that were linked to city‐level measures of police involvement in COP. Multinomial logistic regression analyses reveal that although third‐party police notification is more likely in cities with large numbers of full‐time COP officers, victims residing in such cities are significantly less likely to report to the police than they are to report to non‐police officials. However, in cities where the training of police officers in COP is relatively extensive, victims demonstrate a preference for police notification (relative to both non‐police notification and non‐reporting). Lastly, multiplicative models indicate that police involvement in COP has less of an influence on the reporting behaviors of residentially unstable victims who likely lack strong social ties to the communities in which they reside.  相似文献

Local officials and national observers have attributed the New York City drop in violent crime during the 1990s to the aggressive enforcement of public order, but relevant research is limited and yields contrasting conclusions regarding the effects of order‐maintenance policing (OMP) on violent crime trends in New York City. The current study investigates the effects of order‐maintenance arrests on precinct‐level robbery and homicide trends in New York City with more reliable crime and arrest data, longer time series, and more extensive controls for other influences than used in prior research. We find statistically significant but small crime‐reduction effects of OMP and conclude that the impact of aggressive order enforcement on the reduction in homicide and robbery rates in New York City during the 1990s was modest at best.  相似文献

Available data make it impossible to reach strong conclusions about the role of policing in the New York crime decline. Instead, we examine whether innovations implemented in New York fit with what is known about effective policing strategies. Our main analysis focuses on how the New York City Police Department (NYPD) could have continued to contribute to the crime drop over the last decade when the number of police declined significantly. We examine geographic data on crime and stop, question and frisks (SQFs) to show that SQFs are concentrated at crime hot spots. We also show that the NYPD increased these specific hot spots policing strategies despite declining numbers. In our discussion, we speculate on whether this “doing more with less” could be an explanation for the continued crime drop in New York, noting the limitations of drawing conclusions from existing data. We also raise concerns about possible backfire effects of SQF hot spots approaches.  相似文献

The current study prospectively explores whether crime victims’ willingness to cooperate with the police is predicted by victims’ perceptions of police officers’ behaviour with regard to their case through their perceptions of police legitimacy. Structural equation modelling was used to examine the interrelationships between the study variables while controlling for baseline values among a sample of 201 crime victims in the Netherlands. Results indicate that victims’ perceptions of procedural justice and police performance were predictive of both indicators of perceived police legitimacy (i.e. obligation to obey the law and trust in the police). Moreover, victims’ willingness to cooperate with the police was indirectly predicted by victims’ perceptions of procedural justice and police performance, through their perceptions of obligation to obey the law. These findings suggest that police officers may play an important role in stimulating victims’ willingness to cooperate with the police by treating victims fairly and by taking investigative actions to solve the crime.  相似文献

Recent British work has focused attention on preventing repeat victimization as part of an overall crime prevention strategy. Because domestic violence victims are among those most likely to suffer multiple victimizations, they are logical candidates for programs targeted at reducing repeat victimization.
This article reports on a joint law enforcement-social services approach to reduce the incidence of repeat domestic violence. The research design randomly assigned households reporting domestic incidents within two public housing police service areas in New York to receive or not receive a follow-up to the initial patrol response. (The follow-up visit was conducted by a police officer and a social worker.) In addition, housing projects in the same area were randomly assigned to receive or not receive public education about domestic violence.
Neither treatment produced a reduction in violence. However, households in projects that had received public education and households that received the follow-up visits were both more likely to report new violence to the police than households that did not receive the treatments. Moreover, the effect of the follow-up visit was most pronounced among households with more serious histories of violence. The results suggest that the interventions increased citizens' confidence in the ability of the police to handle domestic situations.  相似文献

Previous research suggests that 3 general processes underlie the decision of property crime victims to notify the police: One that is cognitively driven by reward/cost considerations, one that is affectively driven, and another that is socially driven. This study is the first to employ a community sample of crime victims to compare the 3 processes within a single study. Computer-assisted interviews were conducted with 422 property crime victims (n = 129 burglary, n = 293 theft) located via a random digit dialing procedure. Logistic regression analyses showed that each process independently accounted for a significant amount of the variance in victim reporting, and that there were no interactions among the three processes in predicting reporting. Of the 3 processes, social influence was the best predictor of reporting. Analysis of the affect-driven process showed that reporting was primarily a function of the level of fear rather than anger or the level of generalized arousal upon discovering the crime.  相似文献

This article presents 10-year trends (1998–2007) on some common crimes: homicide, assault, rape, robbery, car theft, domestic burglary and drug offences. In addition, a few less common offences in police statistics, such as money laundering, corruption, offences against computer data and systems are discussed, even though trends of these crimes are not available. Trends are shown from Western, Central and Eastern Europe, where significant sociopolitical changes have occurred. Although police data actually describes more the recording practices of the officials than the amount of crime, police data is highly valuable for research purposes. Most countries continuously collect information about police activity, and the police is mostly the starting point for proceeding with a case in the criminal justice system. In the USA, all common offences recorded by the police have decreased during the recent years. In Europe, property crimes, homicide and robbery have decreased in most countries, but violence and drug crimes have increased. According to the crime victim surveys, the increase in assault cannot be explained by the increasing reporting activity of victims; the increase seems real. The level of crime differs considerably in different areas: for instance, homicide is most common in Eastern Europe, but assault is much higher in Western Europe.  相似文献

Many hate crimes are not reported and even fewer hate crimes result in an arrest. This study investigates patterns of victim reporting and arrest for hate crimes in two parts. First, using data from the National Crime Victimization Survey, we find that, controlling for offense severity, hate crimes are less likely than non-bias crimes to be reported to the police and that the police are less likely to take further action for hate crimes, compared to non-hate crimes. Second, we use data from the Pennsylvania Human Relations Commission and the National Incident-Based Reporting System to compare differences between types of hate crimes in the likelihood of crime clearance. We find that those hate crimes most likely to result in arrest are those that fit the profile of a “stereotypical” hate crime: violent incidents, incidents committed by hate groups, and incidents involving white offenders and black victims.  相似文献

The current study attempts to address a key, but underdeveloped, area in crime reporting literature: the decisions of non-victims to report crime. Drawing on a theory of criminal justice decision-making, we argue that the decision to report a crime reflects a rational process, where the individual considers his or her goals, potential actions, and the relative ability of those actions to achieve the specified goals. Differences in each of these areas result in different decision-making processes for victims and third parties. We offer a preliminary test of our arguments using data from the National Crime Victimization Survey. In general, we find support for our expectations, with third party reporting decisions more heavily influenced by crime seriousness and less so by the offender’s relationship with the victim than are victim reporting decisions. In concluding, we argue that third party reporters should be focal points of future reporting analyses.  相似文献

Although many efforts have been made during the past several decades to increase the reporting of crime to the police, we know little about the nature of long-term crime-reporting trends. Most research in this area has been limited to specific crime types (e.g., sexual assault), or it has not taken into account possible changes in the characteristics of incidents associated with police notification. In this article, we advance knowledge about long-term trends in the reporting of crime to the police by using data from the National Crime Survey (NCS) and the National Crime Victimization Survey (NCVS) and methods that take into account possible changes in the factors that affect reporting at the individual and incident level as well as changes in survey methodology. Using data from 1973 to 2005, our findings show that significant increases have occurred in the likelihood of police notification for sexual assault crimes as well as for other forms of assault and that these increases were observed for violence against women and violence against men, stranger and nonstranger violence, as well as crimes experienced by members of different racial and ethnic groups. The reporting of property victimization (i.e., motor vehicle theft, burglary, and larceny) also increased across time. Overall, observed increases in crime reporting account for about half of the divergence between the NCVS and the Uniform Crime Reporting Program (UCR) in the estimated magnitude of the 1990s crime decline—a result that highlights the need to corroborate findings about crime trends from multiple data sources.  相似文献

The bulk of the research on predatory crime focuses on characteristics, profiles, and patterns of offenders. This information is important, but from the perspective of police agencies, information about the victims of predatory crimes, including victims of white-collar predatory crimes, and how they officially respond to victimization is also important. Using survey data from a random sample of 400 residents of Knox County, Tennessee, we investigated the characteristics of victims of thirteen different types of fraud. After dividing individuals into categories of non-victims, one-time victims, and repeat victims, we develop profiles of personal fraud victims by examining differences in key demographic and offense characteristics. Next, we investigate the official reporting behavior of victims. The results are instructive for police agencies as they highlight common characteristics of fraud victims and suggest methods for encouraging fraud victims to report their victimization to police.  相似文献

This study uses an intersectional approach to examine the “paradox” that disadvantaged victims often mobilize the police, despite their distrust and lack of confidence in the law. Data from the National Crime Victimization Survey (1994–2016) were analyzed using logistic regression to model the predicted probabilities of police notification by victims of crime. Economic disadvantage, as measured by family poverty and lack of a high school education, increased the probability that females reported their victimization to the police, but decreased the likelihood that males did so. Economically disadvantaged black females had the highest probability of reporting, while economically disadvantaged black and Hispanic males had the lowest. Examining the intersectional differences across social groups shows that reporting behavior is not just a function of one attribute but rather is a function of multiple identities and structural inequalities.  相似文献

Various methodological approaches to constructing external and internal benchmarks have been applied to estimate racial bias in police stop, question, and frisk (SQF) patterns. We apply an external benchmark of the race of the residential population and an internal benchmark of similarly-situated stops to estimate if racial disparities in New York City SQF data were impacted by the Floyd, et al. v. City of New York court settlement. We find that after the settlement, the racial composition of census tracts were no longer significant predictors of the stop rate after controlling for reported crime, socioeconomic factors, and police precincts. We further find that differences in SQF outcomes and hit rates between Blacks and Hispanics and similarly-situated others diminished substantially after the settlement. These findings suggest that court reforms may be an effective method for reducing racial disparities in SQF patterns.  相似文献

Abstract

In the context where terrorism is viewed as an act of crime based on ideology, healing bombing victims using various components of society along with the support of police is critical. The approach is distinct from treatment of other crime victims. This paper describes the strategic role of the police in transforming bombing victims into ‘champions’ to build community resilience, based on the author’s best practice. The transformation process includes five key stages namely physical rehabilitation, psychosocial rehabilitation, harmonization through group therapies and dialogues, empowerment programs, and generating change agents to deliver anti-violence messages. In the process, a collaborative work among police, professionals, experts, civil society, and other proponents is necessary in order to prevent future reciprocal acts of violence in the community.  相似文献

Objectives

This study explores the association between past-year face-to-face contact with the police and subsequent victimization reporting. It also examines whether this relationship depends on the type of encounter (citizen-initiated contacts, routine vehicle stops, invasive encounters associated with being a suspect), its perceived justness, or victim characteristics. Among victims who did not notify the police, the reasons behind this decision are assessed to understand the mechanisms through which police encounters are related to reporting.

Methods

This research is the first to use longitudinal data that link the 2002, 2008, and 2011 Police Public Contact Surveys to the 2002–2014 National Crime Victimization Surveys. Multivariate logistic regression is used to examine the effect of prior contact on police notification among victims of personal (N = 1073) and household (N = 11,433) crimes.

Results

Prior contact with the police has no main effect on the reporting of personal crimes; however, the negative effects of police-initiated and unjust contact are amplified for the poor and African Americans. The reporting of household crimes varies based on prior police experiences and whether they were viewed as just. Personal crime victims with invasive contact are more likely than other contact groups to attribute non-reporting to fear of reprisal.

Conclusions

Using national data tells a complex story about how race/ethnicity, poverty, and recent experiences with the police interact to shape victims’ behavior. The intricacies of these findings suggest that efforts to increase reporting may need to be multifaceted and address victims’ concerns about safety and justness.
