Historically, the city has been the natural habitat for innovations in political and religious ideas and the locus of politico-religious organization and associations. But the proximity to the centers of military power and of religious orthodoxy have rendered the social movements based on these ideas ineffective. The movements which led to political transformations come from marginal settlements and tribal organizations. Ideas and actions relating to location and habitat are examined briefly. Moving on to the modern period it isnoted that almost without exception Islamic political ideas related implicitly to an urban setting. In particular, we examine some of the political ideas of Sayyid Qutb which have been influential among more recent radical Islamic groups in Egypt. These relate to theformation of an Islamic vanguard, separating itself from the prevalent jahiliyya (state of error and ignorance) and, following the example of the early Muslims, fortified with faith, wage a jihad (holy war) to conquer this jahiliyya. Some implications of these ideas for urban social relations and for location and space are examined.  相似文献

Abstract

This article argues that distressed neighborhoods greatly benefit from New Urbanist design. New Urbanists have been rebuilding distressed neighborhoods for years, and New Urbanism's mix of architecture, planning, and public policy offers inner‐city neighborhoods the best set of tools available to improve the quality of life for their residents. Principles based on flexibility and absolute rejection of formula allow New Urbanism to offer solutions for a broad range of situations.  相似文献

Abstract

Portland, OR, is often cited as an example of successful regional governance and planning. The metropolitan area appears to match many of the precepts of the popular “compact city” model of urban growth and to demonstrate the capacity of local and state government to shape growing metropolitan regions. Given this reputation, it is important to evaluate the relevance of the Portland experience for other communities, distinguishing unique local circumstances from generalizable characteristics.

This analysis explores the spatial character of metropolitan Portland in the 1990s, summarizes the politics of regional planning, examines weaknesses in the Portland approach, and offers suggestions for other metropolitan areas. The study finds that many of Portland's accomplishments center on urban design, but that the region's most distinguishing characteristic is its attention to political process. The discussion concludes with suggestions about the value of extensive civic discourse, incremental policy making, and institution building.  相似文献

Abstract

This article examines neighborhood changes associated with New York City's Ten‐Year Plan—the largest municipal housing program in the United States. We examine indicators of change, in the context of two possible hypotheses about the program's impact: (1) neighborhood revitalization, including improved physical and housing market conditions, as well as gentrification, and (2) the concentration of poor and welfare‐dependent households, as well as the possibility of residential segregation by race or ethnicity.

Our results present a mixed picture, with some evidence favoring both hypotheses, especially when parts of the city, particularly the South Bronx, are examined separately. Specifically, the program is associated with steep declines in the rate of boarded‐up buildings and some indications of increased home values, as well as rent burdens. However, it is also correlated with increases in maintenance deficiencies and a greater proportion of poor, single‐parent, and welfare‐dependent households, but there is little evidence of accentuated residential segregation.  相似文献

Abstract

This article presents evidence that social capital can be an effective component of locally sponsored low‐income housing programs. It provides a model for measuring social capital at the building level, where it may be most effective in improving housing quality and security. The study compares five programs in New York City that house the city's poorest, mostly minority residents. The surveys from 487 buildings in Brooklyn, NY, were analyzed to compare the success of programs in maintaining and revitalizing landlord‐abandoned buildings taken by the city in lieu of taxes.

Results of the analysis demonstrate that the positive effects of tenant ownership were largely mediated by the higher levels of social capital found in these buildings. These levels have implications for the survival and economic advancement of poor households and civic participation in poor communities. The study suggests the value of alternative homeownership programs.  相似文献

Abstract

The huge population losses that characterized many older, larger U.S. cities during the 1960s and 1970s slowed and in some cases ceased during the 1980s and early 1990s. Periodic media reports of neighborhood turnarounds, commercial revitalization, and improvements in housing and the quality of life in selected inner‐city subareas have been taken as signs that central cities are retaining middle‐class residents and even attracting some back from the suburbs.

Analysis of metropolitan household migration patterns based on the U.S. Census Bureau's 1980 and 1990 Public Use Microdata Samples and more recent Current Population Surveys shows that the dominant trend in residential movement among most population subgroups is still toward the suburbs. While not discounting reports of central‐city neighborhood turnarounds and selective demographic revitalization, our findings imply that those improvements are limited and that a widespread back‐to‐the‐city movement is not likely in the foreseeable future.  相似文献

Abstract

This article looks at the two primary expected benefits of efforts to bring back, or retain, middle‐income households in the central city: (1) improved fiscal conditions caused by increasing the tax base and (2) decreased socioeconomic isolation of central‐city low‐income households. We examine the causal linkages reputed to produce these two benefits in light of the relatively limited relevant theoretical and empirical research.

Although stressing that this work is only tentative and intended to be provocative, we cautiously conclude that thresholds matter. That is, it is likely that the number of middle‐income households in a given area must exceed a certain threshold for significant benefits to accrue. The geographic scale of this area, the threshold that applies, and the time needed for benefits to appear depend on the particular causal linkage at issue. In the last section, we derive implications for research and policy evaluation.  相似文献

Abstract

The Portland, OR, area's urban growth boundary is an idea whose benefits to the region may depend on a willingness to expand the boundary occasionally. The parable contained in this comment suggests that the declared unwillingness to expand the urban growth boundary could have contributed to Portland's recent sudden increase in housing prices. It further suggests that an inflexible attitude toward the boundary could cause long‐run losses in employment in the Portland region, with few if any offsetting environmental benefits. Other regions should be aware of the potential drawbacks of installing such a boundary.  相似文献

Abstract

This article briefly reviews the origins of New Urbanism and its manifesto as emerging from the social change movements of the 1960s, which evolved out of ideas of a previous generation of American and European designers living through the rise of modern industrialization. Arising from the same turmoil of the 1960s, and parallel to the New Urbanists, evolved a more loosely affiliated network of progressive academic and practicing planners and architects who have aligned themselves with disenfranchised underclasses not benefiting from the wealth of the postwar era and who take direction not from a manifesto but from a body of thinking linked to a broader intellectual and political agenda. This group works primarily with grassroots organizations in lower‐income communities and intentionally stays out of the limelight to better serve its constituents. The article concludes with ideas for possible collaboration between these professional groups serving different ends of the socioeconomic spectrum.  相似文献

Have urban areas become strategic sites for the formation of justice movements? A justice movement is conceptualised as geographically extensive mobilisations that achieve a degree of territorial fixity at different spatial scales. It is proposed that a number of factors can encourage organisations implicated in this movement to make the urban arena a key front in their struggle to achieve justice. These factors include the intensification of urban inequalities, increased political opportunities resulting from the devolution of state capacities to sub‐national levels of government and new actors interested in pursuing innovative strategies and tactics. This hypothesis is tested through a comparison of movements in three different cities: Los Angeles, USA; Rotterdam, Holland; and Toulouse, France. The findings show that, despite the fact that new actors have begun to mobilise in these three cities around justice issues, they have experienced different degrees of territorialisation. The divergent outcomes are explained by the particular state–civil society power relations found in each of the cities. Thus, the paper concludes that, though the factors in our hypothesis may encourage actors to initiate urban justice movements, the degree of their territorialisation ultimately depends on local state–civil society power relations.  相似文献

Abstract

This article examines the determinants of property values in Cleveland with a focus on three approaches to improving or maintaining neighborhood quality: investing in new housing, attracting and retaining homeowners, and encouraging economic development. Data comprise home sales in 1996 and 1997, investments in new housing from 1991 to 1995, homeowner migration between 1991 and 1995, and changes in the number of business establishments from 1991 to 1995.

The results suggest that (1) investments in new houses have a positive impact on housing values, especially for houses close to the new investment; (2) homeowner out‐migration has a negative effect; and (3) growth in the number of business establishments, except for social service establishments, also has a negative effect. These results further suggest that while programs to encourage housing investment and homeowner‐ship can increase neighborhood property values, care should be taken to avoid an inappropriate mixing of land uses.  相似文献

Abstract

This article explores target marketing as a means to identify which middle‐income suburbanites may relocate to central cities. The most targetable populations reside near central cities and lead urban lifestyles. We term such people “suburban urbanites.” Geodemography, a method combining population and location, is used to classify suburban urbanites using data from Claritas Inc., a target marketer. Claritas divides the nation's neighborhoods into lifestyle clusters by linking population density to demographic and consumptive patterns.

A case study of metropolitan Washington, DC, illustrates how target marketing works. We find that more than half the region's middle‐class, Claritas‐defined urbanites live outside the District of Columbia. Thus, a large market of potential city dwellers lives in Washington's suburbs. Target marketing enhances the statistical approaches traditionally used in policy making and may help cities understand and develop their comparative advantages.  相似文献

Many states have implemented educational grant systems designed to provide more aid to school districts that are, by some standard, in greater need. Nevertheless, many if not most central city school systems continue to produce poor educational outcomes, as measured, for example, by test scores and dropout rates. Using data from New York State, this article asks why existing aid formulas fail to provide the assistance that central city school districts need to bring their educational outcomes up to reasonable standards. Two principal explanations are explored: the failure of existing aid programs to recognize the high cost of providing education in central cities and the possibility that aid simply makes central cities less efficient without raising educational outcomes. The article presents aid programs that account for costs, but shows that these revised programs will do little to help central cities without at least one politically unpopular provision, namely a large state budget or a high required local property tax rate. The article also estimates the extent to which increased aid to central cities leads to their less efficient operation, thereby undermining the objective of improved educational outcomes for central city students. The article concludes by listing the steps that a state can take to help central city schools and by discussing the yet unresolved problems that arise in helping these districts.  相似文献

Abstract

This article examines the impact of New York City's Ten‐Year Plan on the sale prices of homes in surrounding neighborhoods. Beginning in the mid‐1980s, New York City invested $5.1 billion in constructing or rehabilitating over 180,000 units of housing in many of the city's most distressed neighborhoods. One of the main purposes was to spur neighborhood revitalization.

In this article, we describe the origins of the Ten‐Year Plan, as well as the various programs the city used to implement it, and estimate whether housing built or rehabilitated under the Ten‐Year Plan affected the prices of nearby homes. The prices of homes within 500 feet of Ten‐Year Plan units rose relative to those located beyond 500 feet, but still within the same census tract. These findings are consistent with the proposition that well‐planned project‐based housing programs can generate positive spillover effects and contribute to efforts to revitalize inner‐city neighborhoods.  相似文献

Abstract

This article critically examines allegations that H?ngnam, North Korea, served as a transwar site of nuclear weapons research conducted first by Imperial Japan during World War II, then by the Soviet Union in the postwar period, and subsequently by North Korea itself. Rumors of ‘nuclear research’ being conducted there likely derived from and were conflated with reports of secretive efforts by these parties to prospect for, to mine, and to dress uranium-bearing ores in the surrounding area. When discussing Brexit and food, fisheries take a special place: first, because the fisheries sector punched far above its (economic) weight in the campaign leading up to the Brexit referendum; second, because of the promise of a bright future for the fishing industry—both by politicians promising to ‘take back control of our waters’ as well as by industry representatives auguring a ‘sea of opportunities’ for fishermen. As it is still far too soon to assess fully the effects of Brexit for the fishing industry and the market for fisheries products, this paper takes a step back and analyses the context within which the changes brought about by Brexit will be taking place. It analyses the complexity of the post‐Brexit fisheries context and its possible repercussions for food policy and the seafood sector. One of the central questions is whether Brexit could contribute to reviving the fisheries industry and enhancing food security in the UK. To explore this further, two other questions present themselves: when is fish UK fish? And what do UK consumers want? Finally, the paper looks at the structure of employment in the seafood industry and how that may present policy makers with difficult decisions. The paper concludes that the picture when it comes to the effect of Brexit on fisheries policy is expected to be mixed, and that both the potential benefits and costs of Brexit are likely to be unevenly distributed within the fisheries sector.  相似文献
