Using data from the Michigan Panel Study of Income Dynamics, this article estimates the impact of the Earned Income Tax Credit (EITC) on economic risk. Risk is measured through the variance of full income (income holding labor supply constant). The results show that the EITC significantly reduces economic risk, but its effects are weaker dollar for dollar than traditional means-tested programs like Food Stamps. The difference is not statistically significant, however. Moreover, for many middle-class people, the risk-reduction benefits of the EITC exceed the tax burden it imposes. This is less true of means-tested transfers. These results are significant for the politics of antipoverty policy. They show that a real-world antipoverty program can generate enough middle-class economic security to build for itself a solid base of political support.  相似文献

This paper examines the interactions between the USA and the expanding ecosystem of East Asian and Asia-Pacific institutions. Concentrating on the period since the Global Financial Crisis of 2008–2009, it analyzes the ‘rival regionalisms’ that are now mushrooming throughout the region. Critical is the competition between nominally cooperative institutions and continued state-to-state suspicions that handicap efforts to forge regional institutions able to redress the region's most contentious issues. Nonetheless, national mistrust of regional bodies is less evident in areas such as trade and finance where many actors envision the possibility of win-win solutions even as they remain more difficult to envision in issues touching on hard security The paper concludes by exploring what looks to be a new American disengagement from Asia-Pacific regional institutions as a consequence of the presidency of Donald Trump.  相似文献

Lukács's Blum Theses (1928) have been celebrated as a turn away from his earlier sectarian utopianism and as an anticipation of the politics of the Popular Front. While sharing with Popular Frontism an emphasis on the merging of democratic and socialist struggles even in modern capitalist societies, Lukács is actually nearer to recent hagiography of the Popular Front than to the original article. For the Theses are essentially an argument for the philosophical necessity, not the conjunctural contingency, of this merging. This is made clear through an analysis of Lukács's theoretical writings contemporaneous with the Theses. The irony is that such a position is only sustained by Lukács preserving certain of the central elements of his earlier self-confessed ultraleftism, and combining them with new elements which are perhaps even more ultra-leftist in character.  相似文献

This study assesses the impacts and implications for U.S. citiesof the set of congressional actions, presidential orders, andjudicial decisions which, together, comprise the so-called "devolutionrevolution." Based on a survey of chief administrative officersof all cities with a population over 100, 000, the study attemptsto assess the impacts of these various devolution policies.Although for a few local officials, devolution policies areseen as being effective; for most, these policies are viewedas having had very little significant policy or programmaticconsequences. The study identifies the characteristics of thosecities where local officials believe devolution policies are,and are not, having significant impacts and conclude that themost important long-term implications of devolution policiesmay be the impacts they are having, and will continue to have,on the changing political and administrative leadership skillsrequired in the urban arena.  相似文献

Microenterprise develpment has received much attention as being a participatory strategy that can potentially alleviate poverty by including the excluded in the process of development. But recent controversies regarding the purposes, processes and profitability of alternative microenterprise development techniques suggest that participation means different things to different people. A review of three types of microenterprise development institutions suggests that while some programme policies discourage participation, others encourage ‘inclusion’ only in token. Only a few programmes support genuine participation of the entreprenurial poor. The outcome of the Symposium reported in AJPA 58(1) is said by the convenors to be that there are many different kinds of accountability and that there may be clashes between them. This paper suggests one possible reason is that the Westminster label hides the potential tensions between the increasing demands for accountability, more responsiveness and responsibility, the new public management and the institutional framework. Everyone wishes to cover perceived unmet demands and expectations, providing we remain with basic Westminster as our starting point. The paper suggests that commitment to what we call Westminster is the problem. It restricts understanding of the reality of Australian governance because it is not an uncontested term. Westminster is made to mean whatever the normative stance of the commentator requires. The paper argues that it is an opportune time to answer some basic questions about responsible parliamentary democracy in Australia.  相似文献

French local government has been subjected to sweeping reforms since the Socialist Party took office. The numerous measures, not yet all finalised or implemented, are aimed at creating a decentralised administration with local democratic control, particularly through the creation of local civil service corps and the transfer of tax‐revenues to the localities. It is apparent that considerable administrative problems will arise, and the parties will also be affected, not least by the introduction of PR voting at the local level. Democratic control will be enhanced and there will be a greater apparent politicisation of the administration, but it is also to be expected that the bureaucracy will protect its own interests and priorities.  相似文献

Abstract

The Law and Economics movement that emerged in the University of Chicago through the 1940s and 1950s, around Ronald Coase's example, is a manifestation of the neo-liberal project of applying neo-classical economics to state sovereignty. In the 1970s and 1980s, Law and Economics ideas revolutionized the application of antitrust laws in the United States. However, this achievement came about not through a transformation in economic orthodoxy, but through persuading legal experts to recognize the inherent ‘nonsense’ at work in their own normative assumptions. The Chicago antitrust revolution is therefore symptomatic of trends that Foucault viewed as definitive of neo-liberalism more broadly.  相似文献

Abstract

The popularity of films like Titanic betokens a massive shift in the nature of aesthetic spectatorship in our time. The contemplative, distanced viewer who is able to judge from afar the spectacle before him or her, has been replaced by a more proximate, involved "kinaesthetic" subject whose body is stimulated as much as his or her eye. This is evident not only in mass culture with amusement thrill rides and the return of what has been called the "cinema of attractions"; this new spectator can also be discerned in avant-garde culture, as shown by the Sensation exhibition of Young British Artists which caused such a stir in London and New York. This spectator is especially attracted to simulacral scenes of destruction and catastrophe, in which he or she is virtually immersed. If aesthetic judgement is to be a model for its political counterpart, as has been argued by theorists like Lyotard and Arendt, it cannot do so on the basis of this aesthetics of violent immersion.  相似文献

In October 2010, the UK’s Coalition Government announced a radical reduction in the number of public bodies in the UK. This research tests the impact of three factors identified in the termination literature as affecting agency survival: political turnover, age and agency type. The research found that advisory Non-Departmental Public Bodies were five times more likely to have been identified for abolition or merger than other agency types. The research also found that agency age was a factor, but that political turnover was not significant.  相似文献

The article argues that many of the issues that are causing trouble in the eurozone today had long been debated, but not solved, prior to the beginning of the so-called euro crisis. Three thematic examples are used to show this: the decade-long discussion surrounding economic convergence and the question of a transfer union; the dispute over the alleged use of financial mechanisms as a substitute for addressing structural economic weaknesses; and the development of European banking regulation and supervision before the creation of the single currency. Finally, the article argues that even though some of the features of today’s crises – in particular the debt and deficit issues – were outlined at the time of the euro’s introduction, some important recent developments such as the various new operations undertaken by the European Central Bank were not. This should command modesty and cautiousness in the analysis of the evolution of the euro crisis.  相似文献

Abstract

The experience of the global financial crisis has sparked renewed interest in the role of futurity in the capitalist economy in general and in the formation and coordination of expectations under uncertainty in particular. Economic sociologists have carefully studied the ‘defuturizing’ technologies devised by private actors, but have tended to neglect the increasingly pivotal part played by central banks. Political economists have had more to say on central banks, but have focused on institutional issues rather than on the concrete practices of central banking. Making an original contribution to both literatures, this paper traces the construction and subsequent evolution, up to 2007, of the European Central Bank’s communicative apparatus. Drawing on official documents and on interviews with both ECB staff and market participants, the paper shows how this apparatus created the conditions for the formation and coordination of private sector expectations. The insights from this empirical analysis into the performative dimensions of ‘credibility’ and ‘knowledge’ in monetary governance contribute directly to ongoing debates about the recent extension of the ECB’s communicative apparatus through forward guidance and quantitative easing.  相似文献

I examine the relationship between demographics and vote choice using pre-election tracking polls, exit polls, and data on the American states. A number of important findings emerge: (1) there was a fair amount of preference stability in 2016; (2) Clinton underperformed Obama in 83% of demographic groups examined; (3) at the state level, the percent of whites with low levels of education and the size of the rural population had important effects on vote choice, and both of those variables were more strongly correlated with Democratic vote share in 2016 than in 2012; and (4) while state turnout rates were moderately correlated with Clinton’s vote share, changes in state turnout rates from 2012 to 2016 did not have a substantial impact on Clinton’s performance.  相似文献

The Delaney anticancer amendment to the Food, Drug, and Cosmetic Act of 1938 is a prominent example of zero risk legislation. The relevant clauses prohibit a finding of safety for any relevant substance found to induce cancer in humans or animals. It is argued that the Delaney approach to safety regulation is not only misguided, but that relaxation of the law - for example, to permit substances that pose insignificant cancer risks - would produce only marginal improvement in regulation. A major shift in regulation that permits some form of cost-benefit analysis is the only way to move toward rational policy choices.Professor of Economics, Rutgers University. The fourth successive Conservative general election victory in April, 1992 has caused disarray and demoralization among the opposition parties. In 2003 the Pentagon's Office of Special Plans employed a hypothesis-based methodology to deliver the now discredited intelligence that justified the Iraq war. The 1976 ‘Team B’, which was also heavily influenced by neoconservatives and used the same methodology, has been recognized as a precedent. There is, however, another precedent, the 1998 Rumsfeld Commission, which challenged CIA predictions on the ballistic missile threat to the US. Lobbied for by many of the same conservatives and neoconservatives, the Commission used the same analytical style as Team B and the OSP. The now discredited intelligence on Iraq was not a ‘failure’ or ‘mistake’, but a method, tried and tested by the right, of challenging the CIA on political grounds.  相似文献

After presenting evidence that the current system of congressional oversight of intelligence is failing, this article analyzes how the system has been undermined by a toxic combination of problems: the intelligence committees' inherent informational disadvantage in relation to the executive branch, the jurisdictional morass in which the committees must operate and their own internecine partisanship. The article discusses a range of specific changes that could be made, but concludes that the critical ingredient in strengthening the oversight system is to emphasize the development of strong, nonpartisan committee leadership.  相似文献

Controversy persists over the link between turnout and the likelihood of success of Democratic candidates (e.g., DeNardo, 1980, 1986; Zimmer, 1985; Tucker and Vedlitz, 1986; Piven and Cloward, 1988; Texeira, 1992; Radcliff, 1994, 1995; Erikson, 1995a, b). We argue that the authors in this debate have largely been talking past one another because of a failure to distinguish three quite different questions. The first question is: “Are low turnout voters more likely to vote Democratic than high turnout voters?” The second question is: “Should we expect that elections in which turnout is higher are ones in which we can expect Democrats to have done better?” The third question is the counterfactual: “If turnout were to have increased in some given election, would Democrats have done better?” We show the logical independence of the first two questions from one another and from the third, and argue that previous researchers have failed to recognize this logical independence – sometimes thinking they were answering question three when in fact they were answering either question one or question two. Reviewing previous research, we find that the answer to the first question once was YES but, for more recent elections at the presidential level, now appears to be NO, while, for congressional and legislative elections, the answer to the second question appears generally to be NO. However, the third question is essentially unanswerable absent an explicit model of why and how turnout can be expected to increase, and/or analyses of individual level panel data. Thus, the cross-sectional and pooled data analyses of previous research are of almost no value in addressing this third question.

ABSTRACT

The end of the Cold war has seen an explosion in Holocaust history, and some significant changes in the main historiographical explanations. The ‘return of ideology’ that began displacing the ‘functionalist’ or ‘structuralist’ dominance of the 1980s remains strong. But it is being supplemented by very detailed regional and local studies, by analyses of different experiences of ghettoization in different places, and by a focus on the widespread plunder and corruption that accompanied the killing process. This enormous attention to detail reveals that the Holocaust unfolded differently in different places; but it also demonstrates the existence of an overall framework in which all the operations took place, what we might call an ‘antisemitic consensus’. Simultaneously, historians have broadened the discussion of the Holocaust, situating it into a transnational or world-historical context of imperialism and colonialism. Stone outlines in broad brush some of these themes, and asks what effects they have had and will continue to have on Europeans' self-understanding in an age in which the post-war anti-fascist consensus has been dismantled while Holocaust-consciousness is officially enshrined into European identity.  相似文献
