The number of famine prone regions in the world has been shrinking for centuries. It is currently mainly limited to sub-Saharan Africa. Yet the impact of endemic hunger has not declined and the early twenty-first century seems to be faced with a new threat: global subsistence crises. In this essay I question the concepts of famine and food crisis from different analytical angles: historical and contemporary famine research, food regime theory, and peasant studies. I will argue that only a more integrated historical framework of analysis can surpass dualistic interpretations grounded in Eurocentric modernization paradigms. This article successively debates historical and contemporary famine research, the contemporary food regime and the new global food crisis, the lessons from Europe's 'grand escape' from hunger, and the peasantry and 'depeasantization' as central analytical concepts. Dualistic histories of food and famine have been dominating developmentalist stories for too long. This essay shows how a blending of historical and contemporary famine research, food regime theory and new peasant studies can foster a more integrated perspective.  相似文献

This essay engages with Henry Bernstein's critical survey of food regime analysis, focusing on the claim that my interpretation of the food regime takes a misguided ‘peasant turn’. I argue Henry's representation loses sight of my reformulation of the ‘agrarian question’, as more than analysis of the uneven process by which capital subordinates landed property, and therefore of the class fate of the peasantry, as such. Rather it is about social and ecological fate on a global scale, involving questions of ecosystem survival, precarious labor circuits, urban slum proliferation, privatization of states, financialization, intellectual (property) rights, climate change mitigation and so on. Significantly, global recognition of these connections to processes of agro-industrialization and enclosure was informed by a ‘peasant’ mobilization that would be unthinkable within the terms of the classical agrarian question. Peasant organizations catalyzed challenge to the neoliberal food order institutionalized in the World Trade Organization (WTO) regime, in a time of massive dispossession. Politicizing neoliberal ‘food security’ as an agribusiness project, the ‘food sovereignty’ counter-movement used a politics of strategic essentialism to unmask the undemocratic and impoverishing architecture of the ‘free trade’ regime privileging corporate rights over state and citizen rights. In effect, this counter-movement performed a food regime analysis from within, importantly reaching beyond a peasant project. This essay revisits the comparative-historical method by which the food regime trajectory can be understood, as a contradictory set of interacting forces and relations that complicate and shape and reshape its politics, and yet allow identification of emergent possibilities.  相似文献

This article addresses the potential for food movements to bring about substantive changes to the current global food system. After describing the current corporate food regime, we apply Karl Polanyi's ‘double-movement’ thesis on capitalism to explain the regime's trends of neoliberalism and reform. Using the global food crisis as a point of departure, we introduce a comparative analytical framework for different political and social trends within the corporate food regime and global food movements, characterizing them as ‘Neoliberal’, ‘Reformist’, ‘Progressive’, and ‘Radical’, respectively, and describe each trend based on its discourse, model, and key actors, approach to the food crisis, and key documents. After a discussion of class, political permeability, and tensions within the food movements, we suggest that the current food crisis offers opportunities for strategic alliances between Progressive and Radical trends within the food movement. We conclude that while the food crisis has brought a retrenchment of neoliberalization and weak calls for reform, the worldwide growth of food movements directly and indirectly challenge the legitimacy and hegemony of the corporate food regime. Regime change will require sustained pressure from a strong global food movement, built on durable alliances between Progressive and Radical trends.  相似文献

Although they receive little recognition for their contribution, peasant farmers in the global South play a fundamental role in securing the long-term global food supply. Via their self-sufficient agricultural practices, they cultivate the crop genetic diversity that enables food crops to adapt to changing environmental conditions. In this paper I draw upon empirical data from the Guatemalan center of agricultural biodiversity to investigate the concern that market expansion will displace peasant agriculture and undermine a cornerstone of the global food supply. I find that even though peasants' livelihoods involve multiple forms of market provisioning, they also engage in a Polanyian ‘double movement’ to protect their subsistence-oriented agricultural practices from the potentially deleterious effects of markets. I also investigate the so-called ‘agrarian question’ about the effects of market expansion on the viability of peasant agriculture, finding that although new forms of market provisioning are likely exacerbating rural inequality, the income from market activities actually enables rural Guatemalans to reproduce the conditions for peasant agriculture. Ultimately, I observe that the conservation of agricultural biodiversity and, consequently, global food security are contingent upon the ‘food sovereignty’ of peasant farmers.  相似文献

In critically re-examining the concept of food regime this article argues for an alternative formulation thatposits the concept on the foundation of the theory of value, rather than the developmentalist framework of the regulation theory within which it was originally posed. This is possible because while the insights of food regime analysis were rooted in a world historical perspective on global value relations, its presentation always subordinated the latter to the more abstract stage theory of the regulation school. Disentangled from regulationism, the concept of food regime is central for a labour-oriented perspective on imperialism as a relation of production embedded in global value relations. This is part of a broader methodological critique that locates the problematic of development (and consumption, in the postdevelopmentalist era) within the discourses of bourgeois modernity (and postmodernity) and seeks to differentiate these from the problematic of labour and labour emancipation. The article addresses the problem of a conflation of theory and history in connection with a developmentalist/positivist reading of Marx, and suggests 'global value relations', 'global working day', 'global worker', as world historically informed concepts that capture the 'unity of the diverse'. Global value relations include the politics of state relations, the world market, colonization and imperialism, and the (often geographically segregated) labour regimes of production of relative and absolute surplus value. The latter is posed as a contemporary relation of neo-liberal capitalism involving (postmodern) over-consumption on the one hand and (still modern) forced under-consumption on the other hand. 'World hunger amidst global plenty' is an expression of these relations.  相似文献

This paper provides a selective survey of food regimes and food regime analysis since the seminal article by Harriet Friedmann and Philip McMichael in 1989, and further traced through their subsequent (individual) work. It identifies eight key elements or dimensions of food regime analysis, namely the international state system; international divisions of labour and patterns of trade; the ‘rules’ and discursive (ideological) legitimations of different food regimes; relations between agriculture and industry, including technical and environmental change in farming; dominant forms of capital and their modalities of accumulation; social forces (other than capitals and states); the tensions and contradictions of specific food regimes; and transitions between food regimes. These are used to summarise three food regimes in the history of world capitalism to date: a first regime from 1870 to 1914, a second regime from 1945 to 1973, and a third corporate food regime from the 1980s proposed by McMichael within the period of neoliberal globalisation. Questions of theory, method and evidence are noted in the course of the exposition and pulled together in a final section which criticises the ‘peasant turn’ of the ‘corporate food regime’ and the analytical and empirical weaknesses associated with it.  相似文献

ABSTRACT

A significant proportion of critical agri-food literature has, to date, focused on the uneven relations of power between the Global North and the Global South, and the neoliberal characteristics of the corporate food regime. This literature has often overlooked the nuances in varieties of capitalism, particularly in East Asia. China is re-emerging as a powerful state actor in an increasingly multipolar global food system. It is also an important hub of capital, facilitating agribusiness mergers and acquisitions, as well as new East–South and South–South flows of agri-food trade, technology and capital. This paper aims to contribute to understanding state-led capitalism in China and neomercantilist strategies in the agri-food sector. The paper provides a critical analysis of a case study of China's state owned agri-food and chemical companies ‘going global’. It contends that the current food regime is in a period of transition or interregnum a period of fluidity separating the continuity of successive regimes. Arguably, the analytical contours of a contemporary food regime in transition cannot be adequately comprehended without recognising the incipient importance of state-led capitalism and neomercantilism, and how contemporary socio-political and economic dynamics are reshaping relations of power in the global political economy of food.  相似文献

Feminist scholars have been highly attentive to the ways that crises have become an everyday technique of global governance. They are particularly sensitive to the mechanisms through which ‘crisis management’ entrenches the power of particular economic orders and constrains the possibilities, and space, for contestation and critique. This paper seeks to contribute to but also to extend existing feminist research on financial crisis by arguing that, over the course of what has commonly been labelled the ‘global financial crisis’, the emergence of ‘crisis governance feminism’ has enabled existing structures and mechanisms of gendered privilege, such as the global financial industry, to suppress calls for their overhaul and to re-entrench their power in the global political economy. Adopting a discursive approach to gender and governance that situates gender centrally in understanding governance discourses and their reproduction of common sense (about what people do, how they labour, where they invest and so on), this paper argues that the governance of crisis in the contemporary era, in particular the various actors, institutions, policies and ideas that have sought to describe and ‘contain’ the global financial crisis, are gendered. Gender has become, in the contemporary global political economy, a technique of governance, and with deleterious effects. Despite inciting more discussion of ‘gender’ in economic systems than ever before (particularly in terms of discussions of ‘economic competitiveness’), this paper argues that the ‘global financial crisis’ has precipitated and continues to reproduce techniques of governance that trivialise feminist concerns while further embedding a masculinised, white and elitist culture of global financial privilege.  相似文献

Via Campesina supports peasant and small farmer agriculture both in the South and in the North. Its basic doctrine is that of ‘food sovereignty’. It is a movement that defends an ‘ecological neo-Narodnism’. Among the analytical tools used by this international peasant movement is the comparison between the energy efficiency of traditional small farm agriculture and modern industrial agriculture. This article briefly recalls the history of agricultural energetics, and then looks at the use of the concept of EROI (energy return on energy input) by Via Campesina when it claims that ‘industrial agriculture is no longer a producer of energy but a consumer of energy’, and that ‘peasant agriculture cools down the Earth’. The absence in Marxism of a tradition of analysis of energy flows is also reviewed here, since it is of interest in order to bring together the classic economic concept of decreasing returns with the more recent notion of a declining EROI. The article also draws on work analysing how environmental activists use concepts from ecological economics, while at the same time ‘activist knowledge’ contributes to ecological economics in a two-way communication between activism and science.  相似文献

Land grab appears to be a phenomenal expression of deepening contradictions in the corporate food regime. In particular, the end of cheap food (signaled in the 2008 ‘food crisis’) has generated renewed interest in agriculture for development on the part of the development industry, matched by a rising interest in offshore land investments, driven by governments securing food and fuel exports and financiers speculating on commodity futures and land price inflation. This paper interprets these developments as illusory solutions to a fundamental accumulation crisis of the neoliberal project. While this new (and final?) enclosure registers a restructuring of the food regime, as its geopolitical relations and productive content re-centers on Southern land and an emergent bioeconomic imperative, it is likely to only buy time (and space) in the short run for political and economic elites and a global consuming class. In the longer run, the attempt to resolve food regime contradictions by a spatial fix may well be catastrophic.  相似文献

Food sovereignty, as a counter-movement to the food regime, includes a range of struggles, and is evidently quite elastic as a discourse and practice. Because the food regime itself is evolving and restructuring, food sovereignty embodies movement. In its ‘second generation’ phase it operates on both rural and urban fronts, separately and together, connecting producers, workers, consumers and various activist organizations. Nevertheless, it is important to recognize food sovereignty's origins in the global agrarian crisis of the last three decades. Small producers (peasants, farmers, pastoralists, fishers, forest-dwellers) continue to experience massive displacement by World Trade Organization (WTO)-style ‘free trade’, overlaid with new displacements by fiat, force and finance as land grabbing in various forms proceeds apace. This is a key theme in a response to Henry Bernstein's questions about the character of the food sovereignty movement.  相似文献

This essay argues that the central concept for analysis of agrarian social relations is the form of production. This is conceived through a double specification of the unit of production and the social formation. The approach allows for the analytical specification of simple commodity production and capitalist relations of production in a manner consistent with the development of new concepts within political economy for agrarian structures which do not correspond to modes of production. The latter have generally been referred to as ‘peasant’, a term derived through empirical generalisation and resting on a (usually) implicit contrast with simple commodity production. The contrast can be made more rigorous through the concept of commoditisation, defined as the penetration into reproduction of commodity relations. Simple commodity production is a concept within political economy, allowing for deduction of conditions of reproduction and class relations. ‘Peasant production is negatively defined as resisting commoditisation, and nothing can be deduced about reproduction or class relations. ‘Peasant’ must be replaced ty a comprehensive and mutually exclusive set of rigorously defined concepts specifying forms of production. Procedures for defining such forms of production are suggested.  相似文献

Amidst increasing concerns about climate change, food shortages, and widespread environmental degradation, a demand is emerging for ways to resolve longstanding social and ecological contradictions present in contemporary capitalist models of production and social organisation. This paper first discusses how agriculture, as the most intensive historical nexus between society and nature, has played a pivotal role in social and ecological change. I explore how agriculture has been integrally associated with successive metabolic ruptures between society and nature, and then argue that these ruptures have not only led to widespread rural dislocation and environmental degradation, but have also disrupted the practice of agrarian citizenship through a series of interlinked and evolving philosophical, ideological, and material conditions. The first section of the paper thus examines the de-linking of agriculture, citizenship, and nature as a result of ongoing cycles of a metabolic rift, as a ‘crucial law of motion’ and central contradiction of changing socio-ecological relations in the countryside. I then argue that new forms of agrarian resistance, exemplified by the contemporary international peasant movement La Vía Campesina's call for food sovereignty, create a potential to reframe and reconstitute an agrarian citizenship that reworks the metabolic rift between society and nature. A food sovereignty model founded on practices of agrarian citizenship and ecologically sustainable local food production is then analysed for its potential to challenge the dominant model of large-scale, capitalist, and export-based agriculture.  相似文献

This paper examines the recent history of peasant farming in a Moroccan oasis to reflect on the relationship between agrodiversity, labor and tradition in contemporary smallholder systems. Many agrarian scholars and food sovereignty activists emphasize the role of peasant farmers in protecting agricultural biodiversity. This paper argues that certain kinds of agrodiversity may in fact be ‘new', a product of recent agrarian transformations that adapt and in some cases reject agricultural traditions. Ethnographic research in pre-Saharan Morocco found that some households used migration remittances to experiment with new crops and produce for the market for the first time. In recognizing the ambivalent relationship peasant farmers may have towards tradition, this paper contends that it is important to locate a political economy of agrodiversity in the larger context of the contemporary agrarian question and to relate agrodiversity to the changing labor regimes that enable peasant farming systems.  相似文献

This contribution argues that the articulation between the state and peasant organizations’ internal structures – the class characteristics of their mass bases, their leaderships and the modes of interaction between the two – is critical for determining the nature of contemporary struggles guided by the discourse of food sovereignty. It will show that that counter-hegemonic demands are not synonymous with counter-hegemonic practice; rather than struggling to replace the neoliberal food regime, many peasant organizations employ the food sovereignty discourse as a political tool in their negotiations with the state in order to access resources from within the prevailing neoliberal model, not to transform it.  相似文献

This article reflects on the gender politics integral to theories and cultural histories of the everyday in the contemporary Humanities and (to a lesser extent) Social Sciences. Since the 1990s feminist scholars have observed the gender bias integral to many canonical twentieth-century theories of the everyday. In spite of these observations, I suggest that much everyday life theory and recent studies that map a cultural and intellectual history of the everyday continue to reflect this gender bias. I suggest that one possible reason for this is women’s historical exclusion from the realm of theoretical discourse broadly conceived, and propose that in order to trace alternative critiques and histories of the everyday feminist scholars need to look to alternative modes of cultural and discursive production—for example, literature, the essay and art—through which to trace implicit and explicit analyses of the everyday by women. The second part of the article turns to the work of the twentieth-century photographer Dorothea Lange as a case in point. While Lange’s work has never been discussed in studies of the everyday, the concept underpins her practice and her work offers some suggestive points of comparison to approaches to the everyday both in Lange’s time and in contemporary theory. Focusing on her little-known essays ‘Documentary Photography’ and ‘Photographing the Familiar’ and some of her images of rural California during the Depression years, I examine her account of the role of the ‘familiar’ and everyday to the social, aesthetic and ethical potential of documentary photography as a medium at the time.  相似文献

ABSTRACT

Scholars are increasingly re-theorizing territory beyond the nation-state given Indigenous and Afro-descendant groups’ demands for ‘territory’ as they confront land grabbing in Latin America. Yet alternative territorialities are not limited to such ethnic groups. Based on 16 months of ethnographic research between 2011 and 2016, I explore the relational territoriality produced by a peasant ‘peace community’ in San José de Apartadó, Colombia. By tracing the collective political subject produced by the Peace Community’s active production of peace through a set of spatial practices, places and values, which include massacre commemorations, food sovereignty initiatives and Indigenous–peasant solidarity networks, this contribution presents a conceptual framework for analyzing diverse territorial formations.  相似文献

Any school of social science with claims to historical significance must show itself able not only to understand the world but also to show how to change it. In this respect the Marxist theoretical tradition in peasant studies has sometimes proved inferior to bourgeois theory. This can be seen in the conflict between the Chayanov tradition and its Marxist critics, not only in Chayanov's time but also in our own. Suck a weakness of ‘subordinate’ Marxism has historic roots. However there also exist historic precedents helpful to the task of developing a Marxist ‘practical theory’ for peasant studies.  相似文献

Latin American and Brazilian rural social movements believe that significant social transformation requires the collective construction of a political project of an historical character. Education is conceived as an historical–cultural and political project to transform the peasantry into an historical subject through emancipatory educational–pedagogical praxis. The Landless Workers Movement (MST), the most emblematic peasant movement in Brazil, has played the leading role in this debate, which also includes many other peasant organizations. The MST has identified education as the key element in forging an historical–political actor out of the landless peasantry. This is articulated through the struggle for education for rural peoples, and along a theoretical–epistemic axis that revolves around the emergent concept of Educação do Campo (‘Education for and by the Countryside’). I ask how the MST conceptualizes education, and what the role is of education in strengthening peasant resistance and sharpening the dispute between political projects for the countryside. I focus on the epistemic dimensions of the concepts of education and pedagogy in the trajectory of the MST in Brazil, and I examine Educação do Campo as an educational-political project and in terms of policy conquests in the political dispute between the rival political projects for the Brazilian countryside of peasants and capital.  相似文献
