Abstract

This article looks at current policies concerning the civic and political participation of youths, women, migrants, and minorities in the European Union. It highlights the ways in which active citizenship and civic engagement have become a political priority for European institutions. Representation of local policy actors at the supranational level and strategies for the inclusion of civil society provide a platform for evaluating the impact of Europeanization at the national and subnational level. The article focuses on key discourses and narratives associated with specific policy frames (e.g. European citizenship, European social policies, and the European public sphere (EPS)). Some of the key questions addressed by the article are: What are the strategies that are employed, both by the European institutions in Brussels and organized civil society (OCS), to enhance participation and reciprocal communication? What vision of governance do practices such as active engagement and civil dialogue represent? Drawing on current theories of governance, our article contributes to the debate about the EPS by evaluating the role of OCS in bridging the gap between European institutions and national polities. Equally, our focus on traditionally marginal groups provides a platform for assessing the institutionalization of the ‘European social dimension’.  相似文献

ABSTRACT

Interventions aimed at citizenship formation and nation-building in divided and post-conflict societies place great emphasis on promoting and entrenching peace as a cornerstone of economic development and statehood. Such efforts are multi-scalar, encompassing interventions to build democratic institutions and responsible citizens with the pursuit and maintenance of peace at the heart of these ideals. Dominant international pedagogies and policies for liberal-peace-building in divided societies can be used to maintain existing power relations and hierarchies, and may prevent the realization of social (and other forms of) justice while stifling dissent and criticism through exhortations to patriotism, unity, civility, and nation-building. Thus, the ‘goodness’ of peace makes this concept particularly useful as a technique of governance. However, ‘peace’ can also be reworked to suit counter-hegemonic political purposes that open up rather than shut down the question of what peace means. Through an exploration of contestations around the notion of ‘peace’ and its deployment in efforts to promote particular foreign policy agendas we highlight the incongruities in civil society actors’ approaches to peace, and their efforts to achieve sometimes conflicting aims, within divided societies.  相似文献

Abstract

Single-party, authoritarian states such as Vietnam are frequently characterised as having ‘closed’ political opportunity structures and ‘un-free’ socio-political systems. The validity of this observation depends, however, on the viewer's frame of reference. Seen from the perspective of active citizens, Vietnamese political structures offer increasingly greater space for collective action than a state-centred institutional analysis would predict. Episodes of contentious politics surrounding land disputes and public parks during 2007 provide evidence of the changing dynamics of participation in politics. Actors involved in these and similar campaigns are broadly optimistic about the future prospects for an opening of political space within the existing system. These findings are contrasted with international reports of violations of political rights and with the Vietnamese government's own efforts at legal reform. Although signals remain mixed, to some extent Vietnam might be becoming a ‘rice-roots democracy’ in practice, while remaining a single-party state. The voices and experiences of civil society actors will continue to shape opportunities and risks in the expansion of political space.  相似文献

ABSTRACT

This special issue, instead of questioning what effect peacebuilding interventions have on post-conflict societies, analyses what the ground of intervention does to peacebuilders. It demonstrates that everyday interactions on the ground shape the interveners and even the scope of their missions. We delineate how a political sociology approach might break away from binaries (‘internationals/locals’) and, instead, illuminate processes (of internationalization and localization). We intend to offer a political sociology of the ‘intervention encounter’, that is, to scrutinize the everyday interactions among peacebuilders and between peacebuilders and domestic actors, and to investigate effects of the ground on peacebuilding organizations, doctrines and decision-making processes, as well as on peacebuilders’ trajectories, positions, professional practices and representations. In fine, we explore how peacebuilders’ relations to the ground structure the socio-professional field of peacebuilding.  相似文献

Abstract

The difficulty Israel has making peace with the Palestinians, which became evident with the failure of the 1993 Oslo Agreements, can be explained through the internal relationships and historical dynamics within the Israeli public sphere, and the relations between the public sphere and the state. Using the terms ‘civil society’ and ‘uncivil society’ as a theoretical framework, the article examines both the relations between these two binary representations within the public sphere and the ability of each of them to influence state policy through two analytical tools: cultural politics and instrumental politics. The contention is that the Oslo Agreements failed in part because while both the civil and uncivil societies arose as a cultural innovation and alternative collective identities in neo-liberal Israel, the uncivil society succeeded in translating its collective representations into effective instrumental politics that influenced the Israeli state, while the civil society failed to do so.  相似文献

Abstract

Following the collapse of Communist regimes in 1989, academics and dissidents alike were quick to claim that agents of ‘civil society’ had played an integral role in the 1989 ‘Velvet Revolutions’. However, the appropriation of civil society to explain events in Eastern Europe is highly problematic. In arguing that civil society offers an inappropriate framework in which to study opposition and dissent in Soviet type regimes, this article recommends dismissing the typology for this particular scenario. Instead, a new typology, the totalitarian public sphere, is introduced. This article concludes by elaborating on why the totalitarian public sphere serves as a more comprehensive typology by which to explain dissent and opposition in Soviet type regimes.  相似文献

Abstract

The addition of new social roles in public service and civil society to large business corporations' enormous economic power and substantial political influence suggests novel but little-understood changes in the institutional relations between business, state and civil society. Sociological emphasis on the centrality of power relations in business conduct and radical diagnoses of a corporate ‘take-over’ of public and civil society institutions is contradicted by other literature which portrays corporations as socially responsible benefactors rather than all-powerful behemoths. The present analysis assesses rival emphases on power relations and normative shifts toward corporate social responsibility in the sphere of business–civil society partnerships. It argues that, in the United States and Britain, a new set of institutional relationships is emerging to fill a vacuum in tackling social and environmental problems. In this new institutional field, large corporations are taking on the role of patrons to a variety of clients amongst public and civil society organisations. This social relationship parallels similar episodes of patronage when systems of community and public welfare disintegrated during the rise of capitalism.  相似文献

Abstract

Shaping active citizenship, motivating civic engagement, and increasing political participation of minority groups have become some of the key political priorities in the UK since at least the end of the 1980s. Academic research shows that this shift goes hand-in-hand with a review of the integration policies in the country. The ‘politics of integration’ correspond in fact to a policy response to various social problems (such as discrimination, racism, intolerance) that emerged in various areas, and represent a new political discourse regarding active citizenship. This reflects an overall strategy meant to reframe the basis for civic and political engagement and participation in Britain. Our article is thus meant to highlight the dynamics underlying the development of the concept of active citizenship in the UK by looking at the factors that intervene in its shaping and enhancement. We identify political priorities and key mechanisms of participation that enable engagement in the public sphere. This article first considers the development of the specific ‘British discourse’ regarding active citizenship by taking into consideration the political priorities that emerged as part of the New Right discourse in the 1980s and then New Labour after 1997. We then refer to a set of data collected during our field work conducted in the UK between 2010 and 2011 with civil society activists and policy-makers in order to underline the meaning, practices, and feasibility of active citizenship.  相似文献

Abstract

This article aims to add to the discussion on civil society, resistance, and environmental politics by departing from the concepts of affects, time, and temporality. In essence, the article suggests two things. Firstly, when theorizing civil society, we argue that we should depart from the idea that the present is not a singular, linear moment, but comprises affective relations to other times and people situated within these times. To support the argument, we will display how the ‘doing’ of various civil societies is performed in relation to people of the past as well as the future—that is, how already deceased people of the past or not-yet-born people of the future contribute to the creation of the present in various ways. Secondly, we will show how civil society actors are carrying out various forms of resistance against global warming by suggesting multiple temporalities that are operating simultaneously. By reviewing interviews with local representatives of the environmental movement in Tokyo, the promotion of another temporality prevails as a form of resistance, or as a means to resist, in order to negotiate current discourses and future prospects. To further understand this embracing of time, the article is inspired by affective theory and takes temporality in queer studies as a starting point to examine different strategies of resistance. Overall, the article highlights the importance of adding the affects/time nexus to the analysis of national and transnational civil societies.  相似文献

Public service mandarins were once largely anonymous, diligently wielding their great power behind the scenes while their political masters performed on the front stage. Things have changed. Today, civil service leaders are appearing publicly more often, in more places and to a wider range of audiences than ever before. This article examines the extent to which this decline in anonymity impacts on traditions of civil service impartiality within the Westminster system. It draws on the late Peter Aucoin's concept of ‘promiscuous partisanship’ to examine how contemporary mandarins in the United Kingdom, Canada and Australia face accusations of having compromised their impartiality by advocating for the policy agenda of the government of the day. The article argues that what has changed is not that civil service leaders have suddenly become partisan, but rather that they have become more ‘public’, allowing for perceptions of partisanship to emerge.  相似文献

Thorleifsson examines the ways in which violent imaginaries of Sweden have been discursively constructed and used by populist radical-right (PRR) parties and actors in contemporary Europe. Based on multisited fieldwork among politicians and supporters of the United Kingdom Independence Party (UKIP) and the Hungarian Jobbik party, this article demonstrates how individual acts of violence are ‘transvaluated’ into violent imaginaries of migrants from Muslim-majority lands. What Thorleifsson terms ‘the Swedish dystopia’ not only entails a message of alarm and warning. PRR actors also use the trope of the Swedish dystopia in their call for action against Muslim migrants and minorities who, they claim, pose an ethnoreligious threat to national identity, security and even (Judaeo)-Christian civilization as a whole.  相似文献

ABSTRACT

In the last several years, radical-right rhetoric has gained further ground in the political discourse of Slovakia and Hungary. This increasingly overt spiral of tension has been fuelled not only by radical-right actors, such as the Slovenská národná strana (SNS, Slovak National Party) and Jobbik (Movement for a Better Hungary), but also by mainstream parties such as SMER in Slovakia and Fidesz in Hungary. The legitimizing radical-right frames have mostly been founded on politicized historical narratives related to the intertwined processes of nation- and state-building in both countries. Pytlas seeks to describe and analyse this phenomenon, focusing on historical legacies, their mythologized reinterpretations as well as their application to contemporary politics. The debates on the Slovak language law of 2009 and the Hungarian citizenship law of 2010 shall be used as empirical examples of this ‘mythic overlaying’ mechanism.  相似文献

Both civil society organizations (CSOs) and political parties are expected to be vital actors in democratic societies, yet the ideal relationship between the two types of groups has not been fully explored. This article analyses how the interaction between CSOs and political parties has affected democratic consolidation in contemporary Turkey. Through personal interviews with leaders of both types of groups, the study finds that traditional power relations have shifted to include a greater number of political actors. Islamists, who were previously peripheral in politics, have joined the traditionally dominant secular nationalists at the ‘centre’ of political power. However, instead of increased pluralism, the study finds Turkish society now polarized along secularist/Islamist lines, both in political parties and among CSOs. While restrictions against non-governmental organizations have been lifted in recent years and the number of groups has grown, most are still viewed as ‘arms’ of political parties, lacking an independent voice and political power. These findings suggest that the civil society sector in Turkey is underdeveloped and unable to contribute positively to the democratization process.  相似文献

Abstract

This article presents a counterpoint to the popular portrayals of political transitions in the Philippines and Indonesia as ‘people power’ driven by civil society mobilisation. Inherent in this kind of analysis is the popular assumption that transitions from sultanistic regimes are likely to be driven almost completely by forces outside of the regime, as they do not allow for independent actors or institutions that could peacefully arrange for transition ‘from within’. This article suggests that, despite the appearance of a ‘people power’ revolution, the key driver behind the fall of the Marcos and Suharto regimes was forces internal to the regimes. Sultanistic regimes could collapse not only as a result of society-led displacement; sultanistic rulers could also be brought down by an alliance of moderate opposition elites and regime soft-liners, which opens up the way for a much less revolutionary path out of sultanism. More importantly, this article suggests that these elites emerged as a result of their growing marginalisation in the patronage system. Their challenge to the sultan was motivated less by strong democratic conviction than by desire to gain greater access to state patronage.  相似文献

The American ‘return’ to East Asia is currently characterized by a particularly high degree of competition with Beijing among the small and medium powers of Southeast Asia, where the recent Chinese ‘charm offensive’ achieved its most significant outcomes.

This article, hence, aims to explore the nature and patters of this ongoing process of strategic repositioning put into practice by Myanmar within the political triangle with Washington and Beijing. Against this backdrop, we will draw upon the conceptualization of ‘hedging strategy’, which identifies a set of multidimensional ‘insurance policies’ adopted by small actors in their relations vis-à-vis great powers.  相似文献

The political marketing exchange is triadic in structure, as promises given by political actors in the context of an election campaign can only be reciprocated if 1. the political actor is selected, 2. has influence over legislation negotiations, and 3. is in a position to deliver on these promises. In each of these three ‘interaction marketplaces’, political actors are indirectly influenced by stakeholders. These ‘indirect stakeholders’ are often public affairs practitioners engaged in lobbying activities in the political sphere. This paper integrates the triadic interaction model of political marketing exchange with the political marketing stakeholder concept and highlights how public affairs practitioners can target their efforts for maximum benefit. This aim is motivated by a need to increase our understanding of how political marketing theory can help political actors and their stakeholders to optimise the resources that are used on marketing activities across the electoral cycle.  相似文献

Abstract

For the general elections in 2000 and 2004, civic groups in South Korea joined forces to stage the so-called ‘blacklisting campaign’ or ‘defeat campaign’ against allegedly corrupt, incompetent or anti-reform politicians. The campaigns not only played a significant role in thwarting many politicians from getting nominated or elected but also heralded a new era in Korean politics: civic groups have now emerged as a major political force, capable not only of challenging party policies and pending legislation but also taking on an agenda-setting prominence in a wide array of policy areas. In analyzing the success of NGO political activities in the 2000 and 2004 general elections, this paper draws on resource mobilization theory to show how the civic groups effectively utilized various resources, including leadership skills, communications and office facilities, and access to the mass media, to achieve their objective rather than relying simply on the spontaneous participation of voters. In comparing the efforts of civic groups in the two elections, the paper also explains the factors that made their endeavors relatively less successful in 2004 (e.g. a splintering of alliances among the civic groups). On the whole, the paper argues that the greater political involvement by civic groups is likely to lead to a more pluralistic, open and competitive form of democracy, and that the vibrant civic activism in Korea is an indication not only of maturing democracy but also a more secure entrenchment of civil society.  相似文献

ABSTRACT

Since 2015, the European Union and its members have been responding to the increased arrivals of migrants and refugees at Europe’s southern shores. The states and societies of East and Central Europe are rarely discussed in this context. Even though their governments support the overall EU policy objectives in the area of freedom, security and justice, they vocally refused to participate in EU ‘burden sharing’. In this way these countries earned the label of uniquely xenophobic. This article seeks to complicate this perception by highlighting how civil society in Poland responded to the right-wing Polish government’s anti-refugee stance. Through the lens of Aronoff and Kubik’s concept of Legal Transparent Civil Society (LTCS) the author examine the evolving relationship between the ruling Law and Justice party and civil society organizations, proposing that activities for the benefit of refugees offer an insight into the transformation of civil society in the emerging illiberal political system.  相似文献

Abstract

Conflicting claims of Muslim marginalization and injury and alarmist narratives of encroachment on secular spaces and intimidation of its citizens have dominated public debates in Turkey. The purpose of this paper is to disentangle the web of meanings associated with the ‘secular’ and to analyse the political fortunes of secularism. It specifically attempts to elucidate how and why critiques of lack of accountability, authoritarianism and militarism were mapped onto an onslaught on secularism itself. It argues that the historical shallowness of civic notions of citizenship was compounded by the instrumentalization of religion by the secular establishment, the embedding of Islamist actors in the electoral politics of patronage and the consolidation of Islamic capital in the wake of neoliberal policies since the 1980s. It concludes that the terms ‘secular’ and ‘Islamic’ have become empty signifiers and tropes mobilized by contending political actors in their search for hegemony and the consolidation of their power.  相似文献

ABSTRACT

Solar radiation management (SRM) has been proposed as a means of mitigating climate change. Although SRM poses new risks, it is sometimes proposed as the ‘lesser evil’. I consider how research and implementation of SRM could be regulated, drawing on what I call a ‘precautionary checklist’, which includes consideration of the longer term political implications of technical change. Particular attention is given to the moral hazard of ‘regulatory drift’, in which strong initial regulation softens through complacency, deliberate deregulation (‘regulatory gift’) and the limited constituency of people with the skills to regulate (‘thin markets’). I propose the strengthening of civil society groups to keep regulators in check.  相似文献
