Both practitioners and scholars are increasingly interested in the idea of public value as a way of understanding government activity, informing policy‐making and constructing service delivery. In part this represents a response to the concerns about ‘new public management’, but it also provides an interesting way of viewing what public sector organisations and public managers actually do. The purpose of this article is to examine this emerging approach by reviewing new public management and contrasting this with a public value paradigm. This provides the basis for a conceptual discussion of differences in approach, but also for pointing to some practical implications for both public sector management and public sector managers.  相似文献

This paper analyzes the ways in which the Canadian voluntary sector has been created as a ‘community of service providers’. Drawing upon a governmentality perspective, we illustrate how governmental interventions have been largely successful in carrying out the voluntary agencies' responsibilization efforts within the sector. We trace this responsibilization project through fiscal policies and programmatic schemes, characteristic of advanced liberalism. Once invested with the task of governing, we argue that voluntary agencies take it upon themselves to train their volunteers to become responsible citizens. As a form of, what we call, community government, these voluntary agencies have therefore become doubly responsible: they provide social services to disadvantaged individuals and simultaneously train community members to assume their moral duties. Overall, this paper contributes to the growing literature on governmentality and citizenship studies by producing new insights into the links between the voluntary sector and ‘responsible citizenship’ under advanced liberalism.  相似文献

Why does the public sector innovate, how should the public sector innovate, and, even more basically, should the public sector innovate? These are some of the questions that these contributions explore and to which they provide some salutary answers. Martin Stewart‐Weeks, an independent consultant working at the intersection of government, innovation, and technology, draws some lessons from his direct experience and advisory work about how the public sector catches the innovation ‘bug’ and turns it into in‐ spired action. From infection to inspiration to implementation, the public sector needs to lower its defences and put itself ‘in harm's way’ to engage with innovators and new ideas. Tim Kastelle, one of Australia's leading innovation scholars and practitioners, sets out some practical ways that the public sector can extend and entrench its innovation practice. This article explores the potential for government agencies to move into new kinds of relationships or ‘social partnerships’ with the community sector and business to address social problems. Through an analysis of documented examples of partnerships at the local level it examines how Centrelink, the Common wealth Service Delivery Agency, is using its considerable resources, human and physical, to work with others to improve accessibility of services, address service gaps and to actively create opportunities for participation. It proposes a tentative framework for understanding partnerships in terms of their value for ‘customers’ and the potential that such partnerships have to create opportunities that would not exist in a silo driven service delivery model. This article has relevance across all in human services who are interested in how the rhetoric of social partnerships translates into day to day service delivery.  相似文献

In ‘Innovations in the provision of public goods and services’ (Pinto, R. (1998). Public Administration and Development, 18 (4): 387–397), Pinto contributes to the ongoing policy debate on service provision in two important ways. First, he points out that service provision reform is a complex, evolutionary process that is at once political and economic. Second, he argues that public management and administration, rather than becoming obsolete, will have to become more naunced and refined as governments increasingly allow private sector and citizen participation in the delivery of services. Both these propositions could be further developed by acknowledging the ongoing redefinition of what makes services ‘public’. Governments in developing countries will successfully redefine the ‘public’ character of services only when they resolve the enduring trade-offs between efficient delivery and distributive justice, between the roles of citizen and consumer. This article examines the theory and operation of development partnerships through an analytical study of the Making Belfast Work (MBW) Initiative in Northern Ireland. This initiative of the Northern Ireland Department of the Environment contributed to the building of the current Northern Irish Peace Process. It illustrates the difficulties faced by a government in engaging in socio‐economic development in one of the world's most difficult policy environments. The history of the MBW initiative also provides insight into the interaction of two contending models for organizing European Society, namely ‘Regulated Capitalism’ and ‘Neoliberalism’ and the relationship of these models to partnership theory. This study argues that motivations for the development of partnerships in Belfast defy easy theoretical classification; yet empirical evidence suggests that a twin‐track approach—one from above, the European Union; and one from below, of indigenous policy evolution—have together through policy diffusion made MBW a leading pioneer in partnership theory and practice. The article discusses the literature on partnership within New Public Administration outlining ideas on various classifications of partnerships operative in the public sector. Particular attention is paid to how partnerships of societal actors and government can effectively involve the local community through community development approaches. Governing beyond the Centre: A Critique of the Anglo-Governance School   总被引:3,自引:0,他引:3  
One of the more intriguing theoretical discussions of recent years involves the concept of governance. There is now a substantial body of work concerning the way governance has affected the contribution of central government to the policy process. Possibly the most prominent and influential account of governance theory in British political science is offered by Rod Rhodes. His most recent writings have employed governance theory to explore the institutions, actors and processes of change within the core executive. His 'Anglo-governance' model has emerged as a prevalent and authoritative account of how new methods of governing have emerged in society. Significantly, it is maintained that a distinct shift has taken place in government, from a hierarchical organisation to a fragmented and decentralised entity that is heavily reliant on a range of complex and independent policy networks. There is undoubted evidence that government is a fractured institution that is dependent on state and non-state actors beyond the centre. This paper questions whether such features entail the emergence of a new form of governance. Central government is still highly resourced and has, at its disposal, a range of powers with which to retain influence over public sector agencies. Historical evidence also shows that the British polity has long been decentralised. Thus, it is difficult to see how recent developments have in any way transformed the capacities of the core executive. It seems that alternative ways of conceptualising the institutions, actors and processes of change in government are required. Recent efforts to develop 'organising perspectives', within the intellectual parameters of governance theory, offer a more 'conceptually cautious' treatment of the central state.  相似文献

Since 1989, the Hong Kong government has implemented a programme of public sector reform that is based on the principles of ‘new public management’. The reforms initially focused mainly on financial management reform, including delegating responsibilities for resource allocation; re-defining the roles of the central resource branches; setting up trading funds in departments that provide services directly to the public; and instilling a new corporate culture of service throughout the government. Some progress has been made in implementing the reforms. In 1993, the government realized that further civil service reform was necessary to support the reforms. The government proposed to delegate more authority to department heads on personnel matters; give managers more freedom to manage personnel; and simplify personnel regulations and procedures. These ‘new public management’-type reforms are usually associated with stable, relatively unchanging environments. In Hong Kong, however, the reforms have been proposed and carried out in an environment of considerable political turbulence which has both facilitated and hindered their implementation. Because of the declining legitimacy of the colonial government, British authorities may not have the political capacity to implement the reforms. Opposition from both department heads and civil service unions to aspects of the reforms has already emerged.  相似文献

Nonprofit organisations comprise a growing and important sector of the Australian economy. This sector is being used by governments to an increasing extent for the delivery of services. The most common manner in which nonprofit organisations are funded by government is through the provision of grants, contracts or service agreements. Nonprofits discharge their accountability for these funds through reporting guidelines issued by the government funders. This article examines the financial accountability requirements of government funders, in one jurisdiction in Australia to support the central argument that the emphasis on ‘upward and external’ accountabilities serve as a functional and control tool on the sector. This emphasis detracts from the development of the ‘downward and internal’ mechanisms of accountability which are the essential building blocks for the strategic development of the capacity of the sector to respond to calls for greater accountability.  相似文献

The reinventing government movement of the 1990s reshaped the public sector in significant ways. Creating a government that worked better and cost less was accomplished through streamlined federal middle management ranks and privatized service delivery, which contributed to the emergence of a “hollow state.” Workforce reductions that addressed short‐term economic realities effectively threatened the long‐term sustainability of governmental organizations and the communities they serve. A variety of forces are now ushering in a new era of hollow government, including a changing context for public work, shifting bureaucratic expectations, and reduced capacity for workforce management. The public sector and its employees represent an important contributor to the vitality of our economy and communities. Revitalizing the public sector workforce is critical for revitalizing the middle class, and both represent urgent policy priorities.  相似文献

This article analyses the forces driving reform of the Northern Territory Public Sector over the past 20 years. It spans an era in which the NT, a ‘small State’ moved from colonial-style dependency on external governments to self-government, with corresponding shifts in the public service. Included is an analysis of the demise of old civil service traditions and their replacement with modern methods of policy development and implementation. It scrutinizes the impact of politicians and politics on the public sector. It examines new legislation currently governing the public sector and the role played by the Public Service Commissioner in leading the reform movement through all its stages—from the analysis of weaknesses in earlier legislation to the passage of new legislation which encapsulates the philosophy behind a modern and effective public sector. It looks at what subordinate legislation is needed by a public service to add substance to a primary Public Sector Employment & Management Act. It analyses the main functions of the Act and highlights the roles and relationships of politicians with the Public Service Commissioner and the Chief Executive Officers of various government departments. Privatization of state government services is commonplace, but our understanding of its effects is limited by data availability. We study the relationship between American state government contracting and public sector wages. Governments have used public sector employment to support a variety of goals, including social equity and economic development, but privatization, as a new public management (NPM) reform, may shift the focus. Our empirical analysis shows that state privatization of service delivery is associated with decreases in the public sector wage premium, but that these effects are not driven by gender, race, or low-levels of educational attainment. The fidelity of the implementation to NPM values conditions these effects. We also find that contracting service delivery is associated with a lower public sector wage premium for middle-class workers.  相似文献

Over the last two decades there have been some fundamental changes in the working of government which have resulted in major and visible management innovations in the organizational structures and systems of government aimed at delivering greater efficiency, and more responsive and flexible public services. The innovations have led to the ‘New Public Administration’. This article identifies the innovations in thinking about the role and functioning of government; about service users; about administrative structures and about staff. The article also discusses the strategies and actions employed in the new synergy between the public and private sectors, as well as the reforms in financial planning and control systems. In conclusion, the broad objectives of these reforms have been to shift emphasis from developing plans to developing key strategic areas; to shift emphasis from inward-looking systems to developing partnerships; to shift emphasis from inputs and processes to outputs and outcomes; and to shift emphasis towards managing diversity within a unified public service. This article questions the specific challenges that the management of culture poses for government.2 Unlike some ‘public good’ policy domains, such as prisons, defence or infrastructure, or benefit provisions such as unemployment, disability or health measures, the complex area of cultural policy cannot be justified in instrumental terms as an essential ‐ or unavoidable ‐ policy of government. Nonetheless, the cultural lobby is an effective and indefatigable pressure on government. The area of culture is just one small component of the public agenda that governments are obliged to support. Given other pressing portfolios, why do governments continue to take an interest in culture? Moreover, recent government policies seem to be setting up problems for the future such that governments will find it hard if not impossible to extricate themselves from a problematic relationship. So, what is the hold that culture has over governments? Traditionally, the answer seemed to be a combination of boosterism and cultural capital. Governments liked to bask in the reflected glory of cultural success believing that it contributed to their legitimacy and cultural competence. The glow of elite culture was seen to rub off onto political incumbents and their regimes. But in an age of pressures on government to justify public expenditure and meet accountability regimes, cultural support continues to appear on the funding agenda and governments continue to become embroiled in debates about competing support formulae. This relates to both the nature of ‘culture’ and broader definitions under the banner of ‘cultural policy’ as well as the nature of the sector which is, at once, elitist, institutionalized, commercial, highly specialist, niche and industry ‐ all premised on intangible nature of ‘creativity’. Paradoxically, contrary to other trends in public policy, arts and cultural funding has reverted to forms of patronage as the centrepiece of broadly defined policies of access, equity and self‐sufficiency. How has this policy portfolio managed to buck the trends of other domains of government attention? This article attempts to open some new ways of examining the question.3  相似文献

Achieving improvements in indigenous health and education and reducing the incidence of crime and domestic violence in indigenous communities has proved heartbreakingly difficult. The Murdi Paaki COAG trial in western NSW aimed to break this pattern of failure by tailoring flexible Commonwealth and State government support to indigenous communities, working within a framework of shared responsibility. In this article we assess the trial as a policy strategy by comparing outcomes and patterns of outcomes across the sixteen communities. We found that the strategy worked best where ‘good enough’ governance was aligned with flexibility, rather than with control. This way of working is difficult for governments as it can be a slow process, and requires stability in the policy and engagement framework to deliver results. More broadly, our findings confirm the usefulness of complexity theory to illuminate and to explain the evolution of process in administrative contexts involving networked governance.  相似文献

This article highlights the need for an inclusive and integrated policy‐making model by drawing on the experiences of the bushfire fighting efforts of community, business and government bodies during the bushfires that ravaged North‐East Victoria during January and February of 2003 and the delivery of recovery assistance since the fires. These experiences revealed some shortfalls which militated against delivering public value for the communities affected during and after the fires. A policy framework has been developed in light of these shortfalls and is used here to reveal the ways in which bushfire management policy and practice needs to be ‘modernised’ if arrangements in the future are to deliver public value.1  相似文献

The idea of community development has been evoked by Australian governments over many decades. The expressions of community have differed widely, often as a result of politics rather than informed policy. In 1999, after seven years of radical neo‐liberal restructuring in Victoria, the Bracks government found itself unexpectedly elected to power. They faced new challenges such as a diminished public sector, growing social inequality and climate change. The first two terms of Victorian Labor were a seminal period in terms of the role they would invoke for ‘community’. Did grass roots participation take a central place, or did rhetoric rule over substance? The evidence points to a government maintaining a neo‐liberal trajectory, and thereby losing an opportunity to enable an active citizenry.  相似文献

Governments are increasingly turning to public sector innovation (PSI) labs to take new approaches to policy and service design. This turn towards PSI labs, which has accelerated in more recent years, has been linked to a number of trends. These include growing interest in evidence-based policymaking and the application of ‘design thinking’ to policymaking, although these trends sit uncomfortably together. According to their proponents, PSI labs are helping to create a new era of experimental government and rapid experimentation in policy design. But what do these PSI labs do? How do they differ from other public sector change agents and policy actors? What approaches do they bring to addressing contemporary policymaking? And how do they relate to other developments in policy design such as the growing interest in evidence-based policy and design experiments? The rise of PSI labs has thus far received little attention from policy scientists. Focusing on the problems associated with conceptualising PSI labs and clearly situating them in the policy process, this paper provides an analysis of some of the most prominent PSI labs. It examines whether labs can be classified into distinct types, their relationship to government and other policy actors and the principal methodological practices and commitments underpinning their approach to policymaking. Throughout, the paper considers how the rise of PSI labs may challenge positivist framings of policymaking as an empirically driven decision process.  相似文献

Recent attempts to reinvigorate citizenship have been rooted in a romantic impulse. The current nostalgia over citizenship strives to recuperate the participatory involvement of the small community with face-to-face interaction. This article advances a conception of citizenship that attends more closely to the agonistic ways that citizens have been historically constructed in order to challenge the romanticism of civic republicanism. We draw on those aspects of the Foucauldian governmentality literature concerned with the care of the self. Citizenship is a technology of government that constitutes membership in a political community that requires both self-mastery and attention to relations with others. Importance is attached to truth-telling since this is what makes one a subject of government. We argue that an historical shift occurred between the nineteenth and twentieth centuries from a subjectivity rooted in ‘character’ to one based on ‘personality’ that corresponded to changes in the prevailing form of citizenship and the practices of the self. The preoccupation with ‘building character’ involved a caring for the self that was based on striving for conformity with a set of public virtues. The emphasis on personality involved a care of the self organized around the quest for a unique self. This phase in the care of the self marks a shift in the ethical requirements of effective citizenship and as a result, represents a new form of truth-telling. We argue that these two forms of caring for the self mark a decisive mutation in the characteristics that were considered desirable for citizens to exhibit.  相似文献
