Although Britain has often been held up as being a model of electoral integrity, recent controversies have suggested that this perception may not be wholly justified. This article explores overall standards of electoral administration across Britain, utilizing performance reporting data for returning officers in the 2010 general election to outline a comprehensive measure for the integrity of the administration of the electoral process. Discussion begins by outlining the question of electoral integrity and, most importantly, the issue of electoral administration. The second section considers recent British controversies, while also outlining steps taken to monitor the performance of electoral administrators. The third section introduces the performance standards and the index of electoral integrity developed from these, while the fourth section presents an analysis. The article concludes with discussion of the challenges facing electoral administrators, and highlights the utility of an index of electoral integrity in helping electoral professionals address these challenges. 相似文献

The study of public administration in the United States is large in terms of the number of academic programmes, the range of journal publications, and the number of scholars. Its scholarship attracts attention from all over the globe. At the same time it is a public administration that is clearly embedded in a specific national culture, just as anywhere else. New Public Management (NPM) is one of the most significant reforms in public welfare in recent times. Making individual civil servants more dependent on the directions of the local manager than on common professional standards, previous sociological research argues that NPM results in a ‘deprofessionalization’ of civil servants. Taking a somewhat different approach, recent public administration research indicates that NPM may, at the same time, enhance the professional status of welfare managers. By integrating the literature on the sociology of professions and public administration, this article develops a theoretical framework for understanding the influence of NPM using the example of a professional project for school principals in Sweden. Taking a process‐oriented methodological approach, the result shows that Swedish school principals gained increased support for their professional project by the introduction of NPM. The article argues that NPM can function as a catalyst for welfare managers' professional projects. 相似文献

ABSTRACT As people age and mature, their interest in the social and behavioral sciences increases. Occupations where personal experience becomes increasing valuable intellectual property are viewed as professions and desirable paths to pursue versus occupations where valued knowledge has a half-life and decays over time. Employers competing for competitive advantage and talent understand and value having the human energy of their organizations capable of contemporary work skills. Improvements in and the availability of information processing technology and tools allows collaboration and distributed learning. This article seeks to gauge the nature, distinctiveness and significance of the ‘interpretivist turn’ in public administration and political science more broadly. It considers the various interpretations and, indeed, misinterpretations to which this new hermeneutics of public administration has given rise, its relationship to (genuinely and seemingly) cognate perspectives (notably constructivism, the new institutionalism and critical realism) and its strengths and weaknesses – both as an analytical perspective and as a developing research programme. In the process it argues for a broadening of the interpretivist research agenda to accord a greater role to the institutional contexts in which the ideas and beliefs that actors hold acquire and retain resonance and for the value of exploring more thoroughly the synergies with constructivist variants of the new institutionalism. 相似文献

Within the debates in Britain about changes in contemporary public administration insufficient attention has been focused to date upon the significance of new information and communication technologies. In particular, the operational importance of computer networks to government organizations, and of the information flows supported by them, have hitherto been given scant attention. A primary focus for understanding the current transformation processes in both services and organization occurring in public administration should be upon the role and significance of these new information flows. Informational capabilities are increasing throughout government organization and have considerable implications for the reforging of that set of organizations which comprise British public administration and for the relationships between and within them, as well as for the quality of publicly provided services. During the 1980s there was both centralization and decentralization in the British policy process. The centre was to be responsible for broad policy whilst the institutions in closest contact with those who consumed or used a service were to be responsible for implementation. This style was, in part, a reaction to the perception that organized interests acted as a severe restraint on the centre. Experience, however, demonstrated government's dependence on the cooperation of organized interests and their intermediate organizations. This article argues that effective policy-making requires the formation of intermediate organizations linking macro- and micro-institutions. These organizations are vital for communication, representation and negotiation and therefore they inevitably constrain the centre's freedom. Effective policy requires a partnership between the centre and sub-centre via intermediate institutions and these institutions are likely to become more important as decentralization continues. The role of intermediate institutions are explored via case studies of training and arts policy. 相似文献

The rise of Dutch administrative sciences is related to the post‐war expansion of the country’s welfare state. The growing welfare state needed scientific support for policy‐making and planning. Legal expertise alone was no longer sufficient. After the initial separation from administrative law, the post‐war policy and administrative sciences in The Netherlands were strongly oriented towards our American ‘big brother’. Since the 1980s, a growing self‐identity and self‐confidence has developed. The period from the late 1970s to the mid 1990s witnessed a steady expansion and diversification of Dutch PA sciences. The subject is now taught at 11 of the 13 Dutch universities. The enormous growth of the early 1990s is over, and student numbers have now stabilized – and at a substantial level, thus consolidating the position of PA departments in most universities. From the mid 1990s onwards Dutch administrative sciences have gone through a process of internationalization. Dutch PA sciences have as a result acquired a status of recognized quality in the international scientific community. 相似文献

Portugal has been characterized by a late discontinuous democratization process. This contribution discusses the case of state and public administration reform in Portugal by using approaches from democratization, modernization and Europeanization theories. In order to understand the Portuguese case, the concept of ‘neo‐patrimonialism’ is used. We characterize Portuguese public administration as still having ‘neo‐patrimonial’ features, and therefore is still in transition from old closed‐minded practices such as particularistic decision making or clientelistic relationships to new open‐minded ones. The ‘new’ governance agenda combines new public management instruments and a growing flexibilization of public administration towards networks with non‐statal actors and has certainly led to some improvement in the quality of the services associated with public administration. Although is still too early to assess, top‐down and horizontal Europeanization processes, particularly since the late 1990s, may have contributed to a more reflexive approach in moving towards a more endogenous strategic vision based on the needs of the Portuguese state and public administration. 相似文献

Controversy exists regarding whether recent changes in the organization of the public services in the UK and elsewhere constitute a paradigm shift towards a post-bureaucratic form. This article argues that in Britain three fundamental but interlocking strategies of control have been implemented over the last decade. First, there has been a pronounced shift towards the creation of operationally decentralized units with a simultaneous attempt to increase centralized control over strategy and policy. Second, the principle of competition (often attached to the development of market relations but sometimes not) has become the dominant method of co-ordinating the activities of decentralized units. Third, during the most recent period there has been a substantial development of processes of performance management and monitoring (including audits, inspections, quality assessments and reviews), again a phenomenon largely directed towards operationally decentralized units.
Taken together these three strategies do not describe a simple movement from a bureaucratic to a post-bureaucratic form, rather they combine strong elements of innovation with the reassertion of a number of fundamentally bureaucratic mechanisms. This may be a peculiarly British phenomenon, certainly the excessive elements of centralization and formalization appear to depart from the ideal-type of the post-bureaucratic organization. It is argued that this'British trajectory'can best be understood in terms of the continued relative decline of the British economy and the Conservative response to it, i.e. the drive to create a'high output, low commitment'workforce. 相似文献
