ABSTRACT

The present article is part of a broader effort to understand and analyse the relationship between formal and informal norms and institutions in the Balkans. Free and fair elections are a central component of any functioning democracy and, in the case of Albania, an essential element of its EU accession process. Elections can also be affected by political clientelism, which puts their outcomes’ credibility into question. Political clientelism is a principal sector of informal relations and practices and informal and/or illegal funding of electoral campaigns are identified as its key mechanisms. This article addresses a number of issues related to clientelist practices and private funding of electoral campaigns, focusing on the general parliamentary elections of June 2017. The main research question investigates the ways in which private funding of electoral campaigns works in practice. Based on data gathered through ethnographic fieldwork, interviews, reports on the electoral process, and other secondary sources, we argue that informal clientelist practices permeating private funding of electoral campaigns enable political parties to further and strengthen clientelist relations and to influence the electoral result.  相似文献

This article explores practices of political clientelism in a native village in Mexico City during recent elections (2006, 2012), aiming to create more conceptual clarity and to demonstrate the usefulness of ethnographic approaches. Seen from the clients' and the brokers' perspective, political clientelism and vote buying are two different practices, carried out in different ways, with different degrees of legitimacy. The problem‐solving network studied here bridges the gap between the citizen and the state, while the political operators hope to be rewarded with public employment. In this case, one candidate‐patron changed parties a few months before the 2012 elections, and the electoral statistics provide indications of the numerical effectiveness of his clientelist network. Multiparty competition, instead of undermining clientelist practices, appears to “democratize” them.  相似文献

Why do some candidates prefer to use clientelistic strategies to mobilize voters while others do not? Building on existing explanations that highlight the importance of voters' demand for particularistic goods and parties' capacities to supply goods and monitor voters, this article focuses on candidates' political careers. It argues that how candidates begin mobilizing voters to participate in rallies and elections becomes crucial in explaining their preferences to use clientelism. Candidates who receive a salary based on their ability to mobilize voters—paid party activists—are more likely to use clientelism than candidates who are not paid for their political work, unpaid party activists.  相似文献

This study explores whether and how participation in civil society organisations (CSOs) has transformed citizenship attitudes in different cities in Turkey, and how civic participation and citizenship attitudes are affected by local politico-cultural dynamics. The analysis is based on interviews conducted with representatives of 36 CSOs in five Turkish cities: Konya, Edirne, Diyarbakir, Trabzon, and Izmir. Our comparative analysis of the five cities reveals that civic life is more active in cities marked by high levels of religiosity (Konya) and politicised by conflict (Diyarbakir). On the other hand, politicisation of civic life through party dominance and clientelism, as in Edirne and Trabzon, undermines trust and discourages participation.  相似文献

Women’s political under-representation is a concern for both emerging and established democracies. In Solomon Islands, only four women were elected to Parliament in the 40 years from independence in 1978 to 2018. This article analyses the barriers to success for female candidates in Solomon Islands elections, focusing on the impact of informal institutions related to kinship, clientelism and leadership. It argues that in a context such as Solomon Islands, an emerging democracy with a weakly institutionalised party system, informal institutions play a highly influential, and highly gendered, role.  相似文献

This article discusses how changes in the welfare regime are shaped by the inherited institutional setting as well as by politics with reference to the particular case of Turkey, where the former social security system combined Bismarckian conservatism with informality and clientelism. Both the reassertion of traditional forms of solidarity and the discovery of social rights as an aspect of equal citizenship figure in the currently emerging social solidarity models. The ability of political actors to defend these contesting models is likely to influence the ongoing transformation of the countryãs eclectic welfare regime.  相似文献

This article examines clientelism in Iraq as a case study of one form of corruption. Iraq is an unusual case of corruption, because a key feature of Iraq's corrupt environment is an institutionalised factional political system based on sectarian quotas. The article explores the many links between clientelism and political factionalism, discussing whether clientelism arose because of factionalism, or whether factionalism merely determines the ways that clientelism currently operates in Iraq. Using fieldwork data, the findings show there are two distinct levels of clientelism in Iraq, both of which are linked to political factions: the individual level and the organisational level. First, clientelism at the individual level entails the elites of many political factions regarding ‘money politics’ as a means of influence in Iraq/Kurdistan by buying people's affiliations and thereby governing people. Second, clientelism at the organisational level entails that the spoils of political office are shared out among the elites of the political factions in a proportionate fashion. The article concludes that clientelism is a form of political rather than economic corruption; and that while there may be some immediate value in clientelism, its long-term harm outweighs its short-term value.  相似文献

The article explores the issue of youth political participation in Pakistan. In the light of the attention devoted by the Pakistani press to the youth vote in the 2013 Pakistani elections, this article discusses young Pakistanis’ articulation of their views on mainstream politics and their views of the state, and attempts to answer the question as to why young people in Pakistan are disillusioned with mainstream politics. The article focuses in particular on the perceptions held by those in their late teens to late 20s. Since 59 per cent of Pakistan's population is below the age of 24 and overall over 67 per cent of the population is under 30, their views on the state, rights, responsibilities and their concept of citizenship are a window into how Pakistan is likely to develop. The focus of the article is on voices that are rarely heard and which stand in stark contrast to the solutions offered by the institutional literature. The research is located in the wider discussion of the concept of citizenship and builds on previous work on citizenship in Pakistan.  相似文献

This article argues that Israel's 2003 elections are best understood as a deeper embedding of neoliberalism in the Israeli polity. It is argued that the most accurate characterization of the elections is as an articulation of Polanyi's Phase I of the double-movement. The argument is developed in four stages. First, the Israeli elections are understood as a local reaction to the multilayered processes of globalization. The Israeli state and its elections are located in the neoliberal ideology which underwrites the phenomenon broadly defined as globalization. Second, the election results are reviewed. Third, the dominant interpretations of the elections are critically examined. Specifically, representations of the elections as a defeat of the parties of peace and as a rebuke of Sephardim/ultra-Orthodox influence in Israeli government are interrogated. Fourth, the coalition negotiations of February 2003, the constitution of Israel's 30th government and some of the initiatives undertaken by Finance Minister Benjamin Netanyahu are explicated through deployment of Polanyi's double-movement framework.  相似文献

Two global voting trends are noted in the electoral studies literature: the exclusion of resident noncitizens and the inclusion of non-resident citizens in national elections. These two research streams are rarely studied together. By analysing both of these trends in the Commonwealth Caribbean, the article reveals how the assumed relationship between citizenship and the right to vote does not always hold. Citizenship is neither necessary nor sufficient to exercise full political rights. The Commonwealth Caribbean thus diverges from global voting trends and illustrates the complexities and changing shape of the relationship between citizenship and the right to vote.  相似文献

Incumbent political parties in emerging democracies tend to use clientelism and state resources to mobilise electoral support. In most cases, they go on to win these electoral contests. However, this paper uses the Zambian example to demonstrate that mere incumbency may not always win elections. Despite the advantages of incumbency, the Movement for Multiparty Democracy (MMD) lost the 2011 elections to the opposition Patriotic Front (PF). To explain this, the paper argues that the qualities of an incumbent political party matter. For the MMD, the paper identifies three major contextual variables which undermined incumbency: first, the internal long-term but sustained centrifugal conditions which systematically eroded the party’s strength. Second, the public perception of the MMD as a decaying and recalcitrant party which increasingly detached itself from the electorate. Third, the presence of a surging populist, grassroots-based opposition political party.  相似文献

The relation between elections and the economy in Latin America might be understood by considering the agency of candidates and the issue of policy preference congruence between investors and voters. The preference congruence model proposed in this article highlights political risk in emerging markets. Certain risk features increase the role of candidate campaign rhetoric and investor preferences in elections. When politicians propose policies that can appease voters and investors, elections may have a limited effect on economic indicators, such as inflation. But when voter and investor priorities differ significantly, deterioration of economic indicators is more likely. Moreover, voter and investor congruence is more likely before stabilization, when an inverted Philips curve exists, as opposed to following stabilization, when a more traditional Philips curve emerges.  相似文献

This article explores processes of citizenship and state formation in the Central Peruvian Andes in the wake of the armed conflict through the lens of a public ritual, the celebration of a district anniversary. The celebration is a reservoir of practices from past forms of state formation and may be read as a claim for recognition as full‐blown members of the nation‐state. While practices of citizenship as rights are emerging, the celebration is permeated by the association between citizenship and civilization, with discipline playing a major role as an instrument of modernisation and progress.  相似文献

Political participation for both, foreigners living in Argentina as well as nationals living abroad, is the topic of this paper. Through legislation, both groups have limited, in whole or in part, voting rights. An empirical study is carried out in order to identify that discrimination. The study of the legal framework allows us to verify whether or not migrants are considered political actors, empowered to participate actively in public life, and become part of the common will. This review reveals that there is a heterogeneous landscape of the legislative framework that enables the vote in national, provincial and local elections. It is argued that restricting citizenship to nationality or residence is a simple and unrealistic approach to contemporary human mobility. An open, inclusive and flexible citizenship is more consistent with a true democratic order.  相似文献

European Union member states have different nationality laws. Those with overseas dependencies control access there to European Parliament (EU) voting rights. Gibraltar and French Polynesia are two dependencies in which the existing situation is contested. Gibraltar's British citizens live on EU territory and therefore resent their exclusion from European elections. French Polynesia on the other hand is outside the European Union. Its citizens regard voting for the EP as at best irrelevant; its leaders wish to create a category of French overseas citizenship exclusive of European voting rights. PRD politicians and officials widely use clientelism to structure their relationships with citizens. This is due not only to the entrenchment of clientelism in Mexican politics or to high rates of poverty and inequality, but also to the limited institutionalization of democratic rules inside the party. The last stems largely from the party's electoral strategy in its formative years, and has resulted in uncontrolled factional battles that play out through clientelism. The Brazilian PT faced external and internal conditions quite similar to those of the PRD, but its early focus on organization building and policy change allowed it to avoid clientelism to a greater degree. This analysis problematizes the trend of using minimalist definitions that assume clientelism to be nondemocratic because these approaches result in conceptual stretching and decreased explanatory power.  相似文献

This article addresses the relationship between institutionalized citizen participation at the municipal level and clientelism. It argues, contrary to what the literature has suggested, that the institutionalization of local citizen participation does not necessarily lead to the erosion of clientelism. Drawing on a comparative case study of participatory experiences in two Mexican municipalities, León and Nezahualcóyotl, this study argues that participation does matter, but that not all types of participation have the same effect on state‐society relations. Institutional design is important in assessing the significance of popular participation in defining the relationship between the state and its citizens, but informal practices are even more important determinants of citizens' level of autonomy in institutionalized participatory mechanisms. This level of autonomy, in turn, determines the potential for such local institutions to become a means to overcome clientelism as the mechanism traditionally characterizing state‐society relationships in Mexico.  相似文献

This article analyzes the relationship between clientelism and citizens' political orientation in Latin America. Consistent political perceptions in the citizenry are central in traditional theories of political competition. This article argues that clientelism hinders the development of consistent political orientation by reducing the utility of information cues, such as left‐right labels. More specifically, clientelistic parties generate indifference among their supporters toward the left‐right divide by offering them an alternative voting rationale, and increase uncertainty in the political realm by making left‐right labels less meaningful. Both arguments are tested with multilevel regression analyses using cross‐sectional data covering 18 Latin American countries. The results indicate that clientelistic party supporters are more likely to show indifference toward the left‐right dimension and, to a lesser extent, that their left‐right orientation corresponds less with their political attitudes.  相似文献

本文旨在从经验的角度,探讨不同的政治社会化经历对选民支持候选人决定的稳定性产生的影响。鉴于韩国政党政治历史不长,笔者将西欧意义上的政治社会化概念引入韩国社会。因此,本文以"和参照组的政治沟通"作为政治社会化指标,考察在2007年和2012年两次总统选举中韩国选民的政治社会化水平对支持候选人决定的稳定性产生的影响力。研究结果表明,韩国选民越是通过具有相同政治倾向的周围人实现政治社会化,稳定地支持同一政党候选人的倾向就越明显。这个结果意味着不同于以往不同居住地选民支持不同政党的惯例,韩国选民通过政治社会化来加强与特定政党之间关联性的基础正在形成。  相似文献

ABSTRACT

Three decades since the beginning of democratization processes, the Western Balkan countries have built a democratic façade by holding elections, by promulgating legal acts guaranteeing freedom of expression, or by constitutionally declaring a strict system of checks and balances. In reality, however, political elites rely on informal structures, clientelism, and control of the media to undermine democracy. Given that formal democratic freedoms are effective only to the extent that political elites are bound by the effective rule of law, the core argument of this study is that the structural weaknesses of democratic institutions are purposefully exploited by domestic regimes, which are able to misuse these fragile institutions to their advantage.  相似文献
