高校廉政文化建设包括高校廉政环境文化建设、高校廉政精神文化建设、高校廉政行为文化建设和高校廉政制度文化建设四个方面。采用材料分析法初步提出选取的指标,依据AHP法确定高校廉政文化建设评价指标权重值,并通过发放调查问卷对六所高校的廉政文化建设状况进行实际调查。由此得出,目前我国高校在廉政建议奖励制度建设、廉政学术氛围、廉政育人氛围等方面还存在不足。同时,通过高校廉政文化建设评价指标体系的运行,在一定程度上激励了高校的廉政文化建设,体现了其预测和引导功能。 相似文献

近年来,高校学风建设已经成为社会关注的焦点问题,被曝光的学术腐败事件给国家科技创新体系带来了不良影响,"2011计划"的推动和实施,不仅能加强高校与科研机构、行业企业开展深度合作,促进资源共享,而且也为惩防学术腐败和科技体制改革的发展提供了新契机。以协同创新为切入口惩防学术腐败的对策主要有:完善评审和管理制度,授第三方审决权;籍助曝光威慑力,发挥媒体监督作用;注重协同创新实绩,淡化论文评审指标;建立健全监督审计制度,管好协同创新科研经费。通过营造积极向上、风清气正的教学科研环境,培育求真务实、自由严肃的学术氛围,才能真正有效遏制学术不端行为,全面提升高校自主创新能力和水平。 相似文献

The cultures and practices of the public service and academic researchers are very different. However, there are areas of common interest in policy and governance, and some potential for building closer relationships. Public servants make direct use of academic research only in exceptional circumstances. Nevertheless, there are other ways in which academic expertise can be useful and influential. This article surveys the international literature on the ways in which practitioners make use of external expertise, including academic research. It also considers whether the heightened interest in ‘evidence‐informed policy’ might provide avenues for mutual influence between practitioners and academics. 相似文献

This cross‐state empirical study focuses on the National Science Foundation's (NSF) Experimental Program to Stimulate Competitive Research (EPSCoR) and examines its impact on the academic research and development (R&D) expenditures financed by state governments. Based on a panel of 50 states during 1979–2006, the empirical results indicate that EPSCoR, while increasing federal R&D support to EPSCoR states, crowded out financial support for academic research from the governments of EPSCoR states. About one‐third of EPSCoR funds went to subsidize state budgets. The crowd‐out effect calls for some reconsideration of EPSCoR program design in order to maintain or even increase the state government financial support for academic research activities deemed critical to academic competitiveness and economic prospects. © 2009 by the Association for Public Policy Analysis and Management. 相似文献

The issue of university-industry relations in the field of biotechnology illustrates the changing context of academic science. Research has become an organizational enterprise and no longer can be seen as simply the accumulation of individual efforts. This development complicates the normative context of academic science and in so doing introduces important policy questions, especially regarding interaction between industry and universities. AbstractThis article uses a multimethod research design to compare Statecraft to non-Statecraft assignments and courses along three dimensions: student engagement, political attitudes, and academic honesty. The results indicate that Statecraft increased student engagement and academic honesty. In terms of political attitudes, students generally remained on the left side of the political spectrum, but shifted toward the right and became more hawkish by the end of a semester. Changes in attitude are more strongly associated not with playing Statecraft, but taking a political science class by the coauthor, or some other external variable. Statecraft, however, did reduce support for pacifism. 相似文献
