National frontiers with ecosystems experiencing rapid changes pose difficult challenges for scientific contributions to democratic processes for environmental governance. We describe an innovative outreach model, the ‘Knowledge Exchange Train’, which combines educational outreach with capacity-building mechanisms to broaden public participation in planning for sustainable development. This involved an international team of scientists and practitioners from conservation and development organisations who travelled across a tri-national frontier area of the south-western Amazon to share recent findings with local leaders and stakeholder constituencies of several municipalities. The Knowledge Exchange Train quickly increased public awareness in many places and provided a means of broadening participation in planning and governance. This model supports planning for sustainable development and can be adapted to other geographic contexts and topics.  相似文献

In contemporary conflict resolution there are various strategies in place to assist the liberal peace-building project. This article investigates the controversial strategy of amnesty within protracted social conflict situations. It challenges the juridical approach towards the strategy by exploring amnesty as a ‘dialogue’ or ‘conversation’ within the medium of cultures. The author will utilise Feller and Ryan's eight multidisciplinary characteristics of ‘dialogue’ to explore amnesty as a conversation among its participants and wider society. This is supplemented by a case study examining the amnesty process under the Amnesty Act 2000 in the East-Central African nation of Uganda. It concludes with theoretical and policy implications for both scholars and practitioners of conflict resolution.  相似文献

One focus of agricultural development is climate smart agricultural technologies and practices (CSA). Development practitioners invest in scaling these to have wider impact. Ineffective targeting stymies CSA’s contribution to poverty reduction by excluding many of the poor and/or including those for whom agriculture is not a pathway out of poverty. This viewpoint proposes the need to recognise differentiated livelihood pathways within smallholder agriculture, linked to farmers’ differential capacity to engage in climate risk management. A farmer and livelihoods typology provides a framework to improved targeting of CSA and to identifying where alternative interventions, such as social protection, are more appropriate.  相似文献

This is the first section of a two‐part article investigating the relationship between civil society and the recent wave of democratization in developing countries. It highlights the ambiguity of the term ‘civil society’ and proposes a definition which may prove serviceable in discovering the political role played by civil society in facilitating or impeding democratization. In addition to the conventional distinction between civil society and the state, the article makes further distinctions between ‘civil society’, ‘political society’ and ‘society’. It specifies several commonly held expectations about the potential political influence exerted by civil society on the character of political regimes and the behaviour of the state, and generates certain historically rooted hypotheses about these relationships. These concepts and hypotheses are intended as an analytical framework to be applied to specific country case‐studies in the second part of the article to follow in a later issue of this Journal.  相似文献

“Intersectionality” as a concept is increasingly finding its way into development work. In order to develop an understanding of the concept, this article shows how intersectionality can be used as a conceptual framework to analyse identity-based development claims. The article builds on qualitative research with people living in the countryside in northwest Pakistan to develop an intersectional methodology to engage with development claims. It uses a three-step analytical model to identify subject positions from which different people negotiate “eligibility for development'' and ‘‘responsibility to develop”. The paper shows how frequently used categorisations such as gender and class should be complicated by development practitioners and worked with in a more nuanced way.  相似文献

Post-war reconstruction has become a dominant feature of Western political discourse and a key policy concern since the 1990s. While there is an acute need for informed debate between political scientists and practitioners engaged in such activity, this requirement is often ignored. From a practical perspective, most post-war reconstruction initiatives have, in recent years, been mired by lack of donor support or by no reduction in the dangers that were present prior to the outbreak of violence. Using Afghanistan as a case study, this article seeks primarily to advance policy thinking on what has become known in the literature as ‘state building’. Based on a theoretical and empirical examination, it attempts to assess the political future of Afghanistan following international involvement in the country over the past year. Most importantly, it highlights that the reconstruction of Afghanistan is dependent on developing a new political culture and a new way of thinking among the citizenry that ranks compromise over con?ict. More generally, the paper concludes that contemporary approaches to post-war reconstruction have been depressingly limited in their results.  相似文献

Security sector reform (SSR) policy has, for the better part of a decade, been viewed as instrumental to the larger international project of improving and strengthening the ‘capacity’ of post-conflict and ‘fragile’ states. The current policy approach, which represents a merging of security and development agendas in the post-Cold War era, is based on the premise that fragmented, ineffective, poorly managed and politicised state security institutions threaten political stability and undermine poverty reduction and sustainable development goals. The objective of this article is to examine aspects of what has been described as the ‘SSR policy-practice gap’ that arose in the course of implementing SSR policy in Timor-Leste by analysing the systemic basis of the gap. An analytical framework that untangles the relationship between SSR policy objectives, targets and outcomes is presented in concert with a discussion of the social and political circumstances that confronted international organisations and donor countries when they sought to implement SSR policy in Timor-Leste. By using the analytical framework to assess the policy coherence between SSR objectives and the SSR programme contained in UN Security Council Resolution 1704, the ubiquitous disconnect between SSR ‘Gospel and Reality’ is pulled more sharply into focus.  相似文献

The debate about the relative merits of presidentialism and parliamentarism has a long history, but it was revived in 1990 with Juan Linz's articles about the supposed perils of presidentialism and the virtues of parliamentarism. The argument presented in this review is that we are now witnessing a ‘third wave’ of presidential/parliamentary studies since 1990. The ‘first wave’ began with Linz's articles. It was characterized by a debate in which there was one explanatory variable (the regime type) and one dependent variable (the success of democratic consolidation). The ‘second wave’ of presidential/parliamentary studies began around 1992–93. In the ‘second wave’ there is more than one explanatory variable (the regime type, usually, plus the party system and/or leadership powers) and often a different dependent variable (‘good governance’ as opposed to democratic consolidation). The ‘third wave’ is quite different. This work is informed by more general theories of political science. Here, the respective merits of presidential and parliamentary regimes are not necessarily the sole focus of the work. However, its overarching approach informs the debate in this area in a more or less direct manner. The argument in this review article is that the ‘third wave’ of studies has much to offer the ongoing debate about the relative merits of presidentialism and parliamentarism.  相似文献

External action has been of growing importance for the Union's Area of Freedom, Security and Justice (AFSJ) and accounted in 2011 already for over 19 per cent of all texts adopted by the Justice and Home Affairs Council. AFSJ related external action has also added a new dimension to previously existing fields of EU external relations. This article first considers the internal and external factors which have influenced the development the external side of the AFSJ and the impact of the post-Lisbon legal and institutional framework, including the special context created by the ‘opt-outs’ and coherence problems within this framework. It then provides a survey and analysis of the main forms of EU action in this domain (strategy formulation, cooperation with third countries, capacity-building and cooperation with and within international organizations) before assessing—in the conclusions—the implications of this external dimension for both the EU and the Member States and its future developments prospects.  相似文献

Drawing on case study material from Uganda and Nepal, this paper highlights the tension between what is ‘known’ and what is ‘done’ by practitioners working in the arena of conflict and development. It explores the forms of knowledge given conceptual and practical influence and the development interventions that are consequently sanctioned or sidelined. Examining Stanley Cohen's work on atrocities and suffering, the paper considers the explanatory potential of the concepts of denial and acknowledgement in the context of conflict and development. It argues that this approach opens conceptual and practical space in which to address the interplay between personal experiences of conflict contexts and institutional barriers to communication and changed practice.  相似文献

Abstract

This article provides an exploration of the role of the SABC's Afrikaans language programmes in contemporary South African constructions of national identity. It examines the programmes’ engagement with the construction of (a) national identity by addressing the SABC's mandated obligation towards nation building, and exploring how the broadcaster's Afrikaans programmes are positioned in this regard. The article suggests that the SABC's task to ‘narrate the nation’ is complicated not only by the theoretical dilemmas faced by the terms ‘nation’ and ‘nation building’, but also by the broadcaster's historical ties to the apartheid government. This matter is further complicated for the Afrikaans-language programmes on SABC, given the language's binary position as both ‘unifier’ and ‘oppressor’.  相似文献

The accountability of international development NGOs (INGOs) has attracted a great deal of interest from academics and development practitioners. INGO accountability falls into two categories: practical accountability (for the use of inputs, the way activities are performed, and outputs) and strategic accountability for INGOs' performance in relation to their mission. This article presents a conceptual framework for exploring INGO accountability. It is based on information collected through a literature review and semi-structured interviews with representatives from 20 UK-based INGOs. The research found that INGOs tend to use a number of quality-assurance mechanisms to achieve ‘practical’ accountability. However, it is suggested that this kind of accountability will not necessarily enable INGOs to achieve their missions to alleviate poverty and eliminate injustice. Furthermore, the predominant use of practical accountability has led to a number of gaps in INGO accountability. It is suggested that, like the term ‘participation’ before it, accountability has been co-opted for its instrumental benefits to INGO project performance and management. It is argued that if INGOs are to achieve their missions, this will require more ‘strategic’ forms of accountability, geared towards fundamentally changing those social, economic, and political structures that promote poverty.  相似文献

The countries sharing the Lancang-Mekong River are entering a new era of hydropolitics with a growing number of hydropower dams throughout the basin. Three ‘powersheds’, conceptualised as physical, institutional and political constructs that connect dams to major power markets in China, Thailand and Vietnam, are transforming the nature–society relations of the watershed. In the process, new conditions are produced within which the region’s hydropolitics unfold. This is epitomised by the ‘Lancang-Mekong Cooperation’ framework, a new initiative led by China that proposes programs on both economic and water resource development, and anticipates hydrodiplomacy via China’s dam-engineered control of the headwaters.  相似文献

Abstract

This article focuses on the question whether the technologically enabled advent of ‘virtual reality’ or ‘cyberspace’ has a significant impact on human experience of the world. Gilbert Germain's work on Virilio and Baudrillard gives greater insight in this regard, specifically regarding cyberspace as the new ‘frontier’, and focuses on the alienating effects of cyberspace regarding the human life-world. Turkle's recent work regarding robotics similarly points to a fundamental shift in human attitudes towards ‘embodied’ artificial intelligence, especially concerning its capacity for affectivity, which further marks a turning away from the complexity of human relationships in favour of supposedly uncomplicated ‘machine relationships’. Derrida enables one to better understand the changing relation between humans and machines in terms of the reconfiguration of human subjectivity. Together with Turkle's work in this domain, it points to a surprising ‘reconfiguration’ of conceptions regarding being human. Finally, Feenberg's retrospective on the fraught relations between humans and technology, as reflected in various fictional and theoretical works, as well as social developments, provides a suitable conclusion, given his affirmative remarks on the prospects of human autonomy in relation to the Internet.  相似文献

This article describes a collaborative research for development project that used participatory methods to engage smallholder farmers in Uganda in post-harvest aflatoxin management. It is based primarily on qualitative research with peanut growers tracing ‘the path of the peanut’ through their hand-drawn maps and journal writing. By focusing on everyday life and including recipes and drawings, this research encouraged women's participation and emphasised women's roles. A unique partnership among universities, women's organisations, and farmers created an environment of mutual learning and produced a book documenting food preparation and other post-harvest practices as part of a study and capacity-building effort on peanuts and aflatoxins.  相似文献

Recent democratic transitions in Southeast Asia raise the question as to how we should theorize the relationship between democratization and foreign policy. Many scholars assume that more ‘democratic’ Association of Southeast Asian Nations (ASEAN) members pursue more ‘liberal’ policies than their less-democratic counterparts, but surprisingly little theoretical work investigates the connection. This article argues that such investigations tend to crumble under close scrutiny. Instead, it offers an alternative framework based on an analysis of how different socio-economic interests contend to shape foreign policy in ASEAN states and how these interests are able to organize politically to impose their preferences. The case study of the ASEAN Inter-Parliamentary Myanmar Caucus, a regional network of legislators campaigning for liberal-interventionist policies on Myanmar, shows how it is these forces, and not the mere presence or absence of formally democratic institutions, that govern the political space available to those seeking to transform ASEAN states' policies.  相似文献

Fragile states     
Since the 1990s, states that lack the capacity to discharge their normal functions and drive forward development have been referred to as ‘fragile states’. This article focuses on Africa, which not only has the largest concentration of prototypical fragile states, but has been the focus of attention for scholars, international development agencies, and practitioners. The author reviews competing analyses of the post-colonial African state and concludes that its characteristics of weak institutions, poverty, social inequalities, corruption, civil strife, armed conflicts, and civil war are not original conditions, but are rooted in specific historical contexts. It is essential to understand both the external and internal factors of fragility if such states are to get the assistance and empowerment that they need – not only for the benefit of their impoverished citizens, but also for the sake of global peace, prosperity, and security. Ultimately, it is the citizens of the countries concerned who are responsible for determining when states are no longer fragile – not ‘benevolent’ donors and the international community, whose prime motivation for interventions supposedly to strengthen the state is to ensure that fragile states find their ‘rightful’ places in the hegemonic global order.  相似文献

The article explores the dilemmas of providing security assistance to post-conflict states. It argues that when used as a strategy for intervention, SSR exposes the inherent contradictions of liberal peace-building. The article focuses on the Weberian state monopoly versus other—hybrid or non-state—forms of security and justice provision. It presents the background for the discussion and suggests that as a strategy for intervention, the choice is not simply between a top-down ‘imposition’ of a universal state model and a bottom-up ‘working with what is there’ approach. It is also a choice between direct and indirect forms of rule. This makes the dilemma real for liberal-minded practitioners and observers.  相似文献

Abstract

Much has been said about the so-called information superhighway. Organisations are realising that a whole new world can be created on-line: more and more organisations, and individuals, are entering this superhighway at an incredible rate. Ironically, most people do not have a clue what the information superhighway really is, which is, for example, evident in the 1993 advertisement of the telecommunication giant, Pacific Bell, which claimed that: ‘While others talk about the information superhighway, we're actually building it’, but only launched their consumer Internet access service in 1996. In spite of widespread ignorance, the exponential growth of the Internet provides public relations practitioners with constantly expanding on-line public relations resources and the opportunity to use these online systems to create or enhance the images of organisations in the market place.

Without theory, the field of on-line public relations has no framework for understanding, organising and integrating the many activities and purposes of online public relations. Therefore online public relations needs a body of knowledge grounded in theory. It is clear that the shift is away from mass communication towards dialogical or interactional communication. In order to understand the theory of on-line public relations, it is important to systemise it in terms of a theoretical aporoach. This leads to the main aim of this article, which is to propose a theoretical model, the Or,-line Public Relations (OPR) model, to provide a suitable framework for explaining the on-line public relations process, and if applied in the development of on-line public relations plans or strategies, it can maintain its utility as a framework for the analysis thereof.

Based on a qualitative approach, this article attempts to theoretically explore, describe, interpret and conceptualise the concept on-line public relations, with specific reference to the development of on-line public relations in South Africa, the shift from traditional paradigms to new on-line trends and the integration of on-line public relations with other communication processes. Particular reference is made to the theoretical foundations of on-line public relations, and it is argued that at the root of on-line public relations, as a framework for explaining it, lies the need for an integrated theoretical approach. In the last section, a new OPR model is proposed, and a brief discussion of the elements of the model, the conceptual foundation of on-line information and information overload is presented.  相似文献
