This article presents a model that introduces a scientific ‘gold’ standard as a reputation protection mechanism operating alongside an agency’s legal independence. It tries to gauge which of the two is less susceptible to political moves. The model suggests that the scientific ‘gold’ standard for agency decisions is less susceptible to political moves because of its important role as a legitimating device for both government ministers and regulators. Government ministers are able to address multiple audiences and even to respond to aggressive strategies by powerful interest groups by undermining one reputation protection mechanism (that is, an agency’s independence) without weakening the other (that is, the scientific barrier for granting full‐subsidy status to treatments that lack comparative therapeutic advantage). This implies that drug reimbursement mechanisms that provide a high quality of drug evaluation are designed to be effective.  相似文献

The relations between governments and universities, particularly with respect to science and technology, is traced from the agricultural period and the land-grant era to the research and development era involving particularly the fields of medicine and defense, to the modern era which is lacking a coherent national policy.

Among the institutional relations that are critical to science, technology, and public administration, those involving government-university linkages stand out. In the past, there have been two major eras of government/university relations: the land-grant era and the federal mission agency era. More recently, a third era has emerged—what we call the new federalist era. The first period featured a decentralized institutional model focused on a single economic sector: agriculture. The second was characterized by a more centralized federally dominated approach. This third era is still evolving. Its primary ingredients include university ties with many segments of industry. And government includes that as well as federal agency roles.

During the land-grant era, dating from 1862, a large number of universities, devoted initially to problems of agriculture and the mechanical arts, were created. The era was characterized by a research system involving a federal agency, state government, universities, and an industry of individuals with little or no research capability. It was a highly decentralized system, responsive to multiple needs throughout the country, with a heavy emphasis on technology transfer. It gave the initial impetus to the university in fashioning an applied role. Whatever else may be said about this system—good or bad—it certainly made the American agricultural industry more productive.

In the federal mission agency era, dating from World War II, federal agencies spent vast sums to pursue national goals in defense, space, energy, and other fields by creating programs supporting universities. On the expectation there would eventually be practical payoffs, federal agencies supported basic research largely on the universities’ terms. States were not involved in any significant degree. Industry was, of course, very much a part of this system, but in the case of defense and space, it was primarily as developers of technology for government rather than users of technology for civilian goals.

This system worked unevenly. The greatest continuity was the Department of Defense (DOD) as a sponsor of research and development, including research in universities. That is what was seen as a problem in the era of Vietnam. For many critics, it is a problem today, with Star Wars merely the most dramatic example of a too close university involvement with DOD.

There were discontinuities in most of the areas of federal mission agency support. At the time of Minnowbrook I, the desire was to redeploy science and technology to other mission areas that would improve the human condition. The process was difficult, as various domestic agencies had problems establishing and maintaining relations with science and technology. In the 1980s, most of the civilian programs were cut back and the energy program was slated to be eliminated altogether.

Today, the United States research system, and thus the government-university partnership, is in a new-federalist era of science and technology. Here, the federal government, state governments, industry, and universities cooperate and collide as each tries to make the most of several new technologies now emerging with a perceived high economic potential. Meanwhile, the university-DOD relationship has been rebuilt after a decade of rupture. In an environment of increasing global competition, the old institutional models are giving way to novel arrangements.

What has happened is that a new mission—a new problem or opportunity—has become more salient in the 1980s. This is the mission of economic development and competitiveness. Economic competitiveness is a broad and diffuse mission. The juxtaposition of this mission with science and technology is because a good part of this competition is expected to be waged on the frontier of new technology. Japan, in particular, has made technological leadership in the cluster of fields cited above a national imperative, and other nations are following suit.(1)

No federal mission agency is clearly identified with, much less in charge of, a mission. Indeed, the mission has not been officially proclaimed but exists only as a rallying cry. The question to be resolved is whether the present scattered response is enough, or if a more comprehensive national policy should be established. If established, should a new federal mission agency be set in motion to lead the assault—perhaps one modeled after the Japanese MITI? If so, how would it relate to the other players? Given the role of the states in particular, it would seem that a cooperative model drawing on federal and state resources might be designed.  相似文献

This article looks specifically at the front end of the radicalization problem and argues that vulnerability to political violence is first and foremost a social problem. The article explores the historical counterradicalization approach in Britain and the government/community relationship, and argues that addressing the disaffection that comes with social vulnerability is the key to building resilience to radicalization. Last, the article profiles a holistic counterradicalization response undertaken by Quintessential Insight and the Barking Mosque whereby social vulnerability is reduced, individuals and communities are empowered, social and political agency is maximized, social contracts are restored, and resilience to radicalization is increased.  相似文献

Irrespective of the systems of government, a major question is: what are the views and perceptions of the bureaucrats about politics–bureaucracy relations? Aiming to address this problem, in this article an attempt has been made to undertake an empirical study of bureaucracy in Bangladesh. The study reveals that as a post-colonial structure, government bureaucracy is an essential and integral part of the administration in Bangladesh but the bureaucracies are always in a dilemma regarding their relationship with the political leaderships. The relationship between politicians and bureaucrats is neither normatively dichotomous with political neutrality nor abundantly cohesive or responsive to the political leaderships according to the perceptions of bureaucracy. Moreover, bureaucracy in Bangladesh is suffering from a moral puzzle between political neutrality and political responsiveness even though the bureaucrats are still in a dominant position in some cases.  相似文献

The governments of Eastern Europe and the former Soviet Union are at a crucial juncture in their movement from highly centralized command economies to more decentralized market economies. While there is a belief in these countries that decentralization brings greater economic efficiency, the reality is that such a transition is a difficult process. This paper examines what types of administrative reforms are needed for the decentralization process, how far along the countries are with respect to these reforms, and what reforms are missing. As we discuss, many of the necessary administration reforms are missing and we argue that more attention must be paid to these elements for successful decentralization of these governments.

This paper examines the recent experience and reform needs of the key administrative aspects of the design of intergovernmental relations in countries in transition in Eastern Europe and in the former Soviet Union. There is a widespread realization in all of these countries that decentralizing government will help increase efficiency in the public sector just as privatization will improve efficiency in their economies. Decentralization of government operations is also attractive as a way to cement a democratic form of government. Despite the appearances of the existence of an already decentralized system, such as in the case of the Soviet Union, this experiment started in practically all cases with a lack of institutions and experience on how decentralized government operations should be organized.

As different as these countries are, there are many similarities in the reform process they are following in order to decentralize government structure. While the basic components of a decentralized system of government are emerging in many of these countries the structure of government has not fully evolved in a manner that can support such a decentralized system. Often, governments remain structured along a vertical hierarchy: information, budgetary authority, and revenue pass from the central government down to subnational levels of government while little communication or interaction exists at a horizontal level. In general, the assignment of revenue and expenditure has not been clearly defined among the two or three levels of government, central government transfers continue to occur in a relatively ad hoc manner, and the entire budgeting system still rests in many cases on more or less formal system of negotiations and bargaining among the different levels of government. There has been some change in this structure in certain countries. Over the last three years, both Poland and Hungary have legally increased the automony of subnational governments. In 1994 in Russia a new and more transparent system of intergovernmental grants has been established between the federal government and the regions. In 1994 also, Latvia introduced a more transparent formula-driven, transfer formula for the regional and municipal governments.

The focus of this paper is to develop a “blue print” for necessary changes in organization and administration of intergovernmental relations in countries in transition. While many experts have recently been discussing the public finance policy components of this new, evolving relationship among levels of government, less attention has been paid to the structural and administrative challenges and the information design issues that must be met in order to develop and support a system of intergovernmental relations.

The paper is organized as follows: First we review the major responsibilities and their allocation among levels of government, the assignment of revenue sources, and the system of transfers. We then turn to a discussion of the current experience of Eastern European and NIS countries in the context of the structural components of an intergovernmental fiscal system. Next, we analyze the organizational reforms that are necessary for the efficient functioning of a decentralized system of government in the economies in transition. Finally we “rate” the transition economies in relation to their current design of the system of intergovernmental relations and support mechanisms.  相似文献

Public private partnerships provide an important illustration of the way the traditional role of government as employer and service provider is being transformed. While policy–makers argue that the growing role of the private sector is not driven by ideological thinking – that, in fact, both public and private sector organizations can benefit from working together in partnership relations – in practice it is the norms and rules of private sector management that underpin reforms. This paper assesses evidence from two detailed case studies of partnerships and demonstrates, first, that there is little evidence of mutual gains from partnership arrangements and, second, that because of an imbalance of power between public and private sector partners, any gains achieved are not distributed equitably. These results suggest that current reforms need to be refocused around building on the distinctive qualities of services provision in the public sector, rather than expanding the private sector world of markets and contracts.  相似文献

Scholars have examined organizational effectiveness in state and federal government agencies to determine which factors matter. Their findings revealed that public organizational effectiveness is affected by environmental, human resource management, organizational, and individual-level factors. However, what is conspicuously absent is the impact funding has on organizational effectiveness. To further previous literature, this article examined agency funding levels as well as management and individual-level factors to determine the relationship these factors had on organizational effectiveness. In doing so, a model was developed to predict perceived organizational effectiveness, and it was tested on 330 United States government workers in the state of New York. The findings from the analysis were clear: perceived organizational effectiveness was impacted by employee perceptions regarding the level of funding the agencies were allocated. Additionally, the level of role ambiguity and employee participation in decision-making as well as employee job performance and public service motivation levels were also found to matter. The implications and limitations of these findings are discussed in the article.  相似文献

Amid a period of increasing political anxiety generated by the BSE crisis, the Irish Government sought to replace a confusing medley of food regulations with a single agency responsible for regulating food from the 'farm to the fork'. Presented as a radical departure from a regime previously discredited, its remit would be to redefine the relationship between risk assessment, management and communication. In this context, the paper puts forward three principal arguments. First, that while the Minister for Health and Children was keen to extol both the scientific credentials of the agency, and the importance of shifting regulatory responsibility from the Department of Agriculture and Food (DAF) to the Department of Health and Children (DOHC), what remains novel is the manner in which reform has managed to retain political access for influential agri-business interests. Second, that any reform undertaken should be fully cognisant of the international agreements between the European Union and the World Trade Organisation which extended further a free market in food trade. The agency's institutional architecture therefore was framed with the intention of restoring market confidence without threatening the habitat of those multi-national companies that occupy this arena. Finally, that the role of science (and risk) in food regulation has altered. Rather than perform the task of sustaining order through responsible government, science now participates in (re)constituting order through the market.  相似文献

Abstract

In this paper I issue a call for a primary focus on expanding and strengthening alternative, community-based justice systems, as a strategy for securing the full benefits of legal agency to indigenous and other culturally distinct groups. I do so because what lies within the formal justice system – the very system to which so many well-meaning programmes promise access – is, for these groups and their members, often partial justice at best. Efforts to increase the space governed by autochthonous justice are more likely to produce true legal agency for both the communities and their members, although they raise important issues for included subgroups, such as women or culturally nonconforming groups. Somewhat paradoxically, indigenous groups’ engagement with the very apex of formal systems, through constitutional litigation, has been one avenue for increasing that space, thus reflecting the exercise of collective legal agency in the pursuit of collective and individual legal agency.  相似文献

Social relations, institutional arrangements and cultures bequeathed by South Africa’s system of apartheid continue be felt in the present despite the country’s formal transition to democracy 25 years ago. Race, class and gender inequities continue to structure South African society in ways that have proven intransigent to change, leading to growing frustration and widespread public dissatisfaction expressed in multiple arenas including worker strikes, service delivery and university student protests. While it is clear that social structures inherited from the past are difficult to change, it is also the case that change does happen. In this paper, we discuss the findings of a hermeneutic phenomenological study with 10 academics at one historically White university in South Africa, who have been agents of change within their particular context. We show how participants engaged in struggles to counter resistance to their efforts. In doing so they demonstrate what we call ‘strategic competence’ – the ability to act in ways that not only draw on personal resources but recognise the resources, contradictions and opportunities offered within the existing limitations of the social structure. Strategic competence thus emerges as a central feature of agency, enabling individuals to stretch the boundaries of what is possible.  相似文献

This article aims to advance our understanding of and confidence in the relationship between employee public service motivation (PSM) and ethical behaviour by testing the degree to which PSM predicts the ethical behaviour or behavioural intention of government employees. Building on previous research, we argue that government employees with higher PSM are not only more likely to internalize values that support public interests, they also are likely to be concerned less about the potential consequences that they may experience by reporting unethical conduct within their agencies. Using data collected through a survey from 477 employees working in a large state agency, we find that supervisors with higher PSM are more likely to be perceived by their subordinates as exhibiting ethical leadership, supervisors exhibiting higher ethical leadership are more likely to have subordinates with higher levels of PSM and that subordinates with higher PSM express a higher willingness to report unethical behaviour within their agency. We discuss implications of these findings for research on PSM.  相似文献

This paper advances the conjecture that the shift to a direct election of mayors in Israel, a most significant step towards recognising local authorities as political entities in their own right, has prevented further progress in the same direction. Hirschman's ‘getting stuck syndrome’ is used here to explore this paradox. Since a highly centralised system is not compatible with a ‘strong mayor system’, there developed an ingenious scheme — ’de facto decentralisation’ — a peculiar blend of formal ‘agency’ relationship, informal ‘partnership’ and ‘grey‐area’ autonomy. This scheme persists apparently because it is well suited to a world of ambiguous and conflicting imperatives.  相似文献

Following the August War of 2008, Russia recognized South Ossetia and Abkhazia as independent states. Both territories remain dependent upon Moscow for their security and economic survival, and they remain dominated militarily, economically, and even politically by their northern patron. These relationships are structured, in part, by a series of bilateral agreements signed since September 2008, which have created a comprehensive legal architecture which, in turn, deeply affects the state- and nation-building processes in South Ossetia and Abkhazia. This article examines 78 agreements signed between Russia and these territories between 2008 and 2015 in order to better understand these processes and how they interact with and are influenced by their respective relationships with the Russian Federation. It groups these agreements into three categories: the 2008 “friendship” agreements which created the initial baseline for the bilateral relationship; the numerous, more narrowly defined documents which fleshed-out this relationship; and the “alliance” and “integration” agreements signed with Abkhazia and South Ossetia, respectively, through which Moscow sought to take its relations with these territories to a qualitatively new level. Of particular focus is the degree to which these territories exhibited signs of independent agency and formal autonomy, as well as the differences between them.  相似文献

This article argues that ethnicity has become increasingly salient in Afghan politics and society during the years of war, and discusses how the country's new institutions can be designed in a way that will contribute towards a reversal of this trend. The article examines a series of policy issues with a bearing on inclusion vs exclusion in inter‐ethnic relations: political institution building (institutions of government, electoral system, and centre–region relations), land rights, state religion, the census and the new identity document. For each of these the article discusses what outcome would best contribute to longer‐term stability and integration by stimulating inclusive, integrative identities—and what the problems and prospects are for these outcomes to be realised. The article specifically discusses warlords' role as spoilers, and the potential and limitations to the leverage on Afghan politics that is held by international actors, above all the USA.  相似文献

Using firm-level data from Mexico, this paper investigates the firm characteristics associated with participation in credit markets, access to training, tax payments and membership in business associations. We find that firms which participate in these institutions exhibit significantly higher profits. Moreover, firms that borrow from formal or informal sources and those that pay taxes are significantly more likely to stay in business but firms that received credit exhibit lower rates of income growth. These results persist when firm characteristics that are arguably correlated with unobserved entrepreneurial ability are controlled for. Our findings suggest that the significant within-country differences in firm productivity observed in developing economies are due in part to market and government failures that limit the ability of micro-firms to reach their optimal sizes.  相似文献

Public decision‐makers increasingly rely on satisfaction surveys to inform budget and policy decisions. Yet, our knowledge of whether, and under what conditions, this input from public service users provides valid performance information remains incomplete. Using a preregistered split‐ballot experiment among government grant recipients in Denmark, this article shows that the ordering of survey questions can bias satisfaction measures even for highly experienced and professional respondents. We find that asking about overall satisfaction before any specific service ratings lowers overall user satisfaction, compared to the reverse order, while the correlations between specific ratings and overall satisfaction are relatively stable. Also, the question order effect outweighs that of a large‐scale embezzlement scandal, which unexpectedly hit the investigated government agency during the data collection. Our results support rising concerns that subjective performance indicators are susceptible to bias. We discuss how practitioners should approach satisfaction surveys to account for the risk of question order bias.  相似文献

Over recent years African states have become increasingly prominent actors in high-level international politics. This article makes the case for studying Africa's international relations from the point of view of agency. The article outlines contemporary contexts within which questions of African agency have come to the fore and argues a need to think conceptually about agency in international politics in a way that accommodates the range of different agencies at work. The article outlines three elements as foundations for the analysis of African agency: first, a conceptualisation of different dimensions of agency; second, a recognition of the importance of sovereignty in differentiating between state, or state-enabled agents, and others; and third, a temporally embedded approach to agency that historicises contemporary agency. Combined, these elements suggest that future work on African agency would be able to engage seriously with the continent's role in international politics in a way that presents Africa as actor not just acted upon, historical agent not just history's recipient.  相似文献

ABSTRACT

This paper surveys literature from Economics, Accounting, and Management to address theoretical issues in Public Administration regarding government provided services in order to contribute to a formal connection between principal-agent models in these disciplines and public policy administration decision-making. In particular, it addresses the question: What theoretical properties of the services themselves might guide (a) the choice of producer of the services (government or outsourcing firm/contractor), and (b) the accountability imposed for the work produced. It is found that a theoretical framework of principal-agent models that includes the decision of whether to contract out can be useful as a first step in systematically formulating the government's decision for a variety of goods/services. This provides an alterative to the identification of key decision properties “from the ground up” for each good or service the government provides.  相似文献

This case study exploits matched firm–employee Tunisian data in order to underline the role played by within-firm human capital in worker remuneration. The estimated returns to human capital in wage equations remain unchanged when the dummies representing firm heterogeneity are replaced in the list of regressors with three firm variables: a textile industry dummy, within-firm mean education, and firm age. We find that part of what is usually considered as return to education may be due to within-firm externalities.  相似文献
