In this paper, we question whether and how the sibship extension to foster children, a common practice in many developing countries, affects children's school enrolment status. Based on Indonesian data, we show that children's school enrolment increases with the number of foster grandchildren in their sibship. Given that grandchildren fostering is associated with positive transfers from biological to host parents, this result reflects either a release of liquidity constraints in the host household or the uncommon preferences of host grandparents. Conversely, the proportion of other foster children in a sibship does not have any effect. The latter result's explanation depends on the reason children other than grandchildren are fostered.  相似文献

Findings from a nationwide survey of Government Finance Officers Association members confirm previous research that indicates an over reliance on judgmental as opposed to quantitative forecast methods, for both revenue and expenditures. While incumbents in larger cities, and with advanced degrees, evidence greater forecast training than their small-city, baccalaureate-only counterparts, this differentiation fails to materialize in forecast practice. MPA's are at a disadvantage relative to MBA's In regression and econometrics. Content analysis of leading public administration texts suggests why utilization may be retarded in practice: forecasting, like many other “nuts and bolts” areas in public financial management, is displaced by continued treatment of budget format, budget theory, and public finance. This lends credence to recent reports of increasing practitioner dissatisfaction with academic-based consulting and training in the field, and raises questions about the need for NASPAA to exercise greater control with regard to the public financial management curriculum.  相似文献

It is argued that leaders and other change agents will be able to transform organizations and the members of organizations only if they possess compelling explanatory frameworks for viewing organizational behavior, structure and dynamics. To illustrate this point, the stratified systems theory of Elliott Jaques is presented in the context of an organizational intervention. The “vision” promoted by stratified systems theory enabled an outside consultant to transform the leadership of an ailing social services agency and was useful in explaining the inability of the organization's administrator and board of directors to act transformationally during a period of rapid change  相似文献

This study examined the recruitment and retention experience of medical group practices (MGPs), based on a 1991 national survey of all administrators of MGPs who are members of the Medical Group Management Association. Specifically, we compared rural (n=269) and suburban (n=169) MGPs regarding their recruitment and reten tion experience to assess the relevancy of physician recruitment theories that focus on the characteristics of the physician, practice, or community. The results indicate that, in terms of physician personal characteristics, rural MGPs were more likely to view rural background and exposure to rural practice as important to both recruitment and retention than suburban MGPs. The finding that both rural and suburban MGPs needed family practice physicians most and found it difficult to recruit them suggests the need for more primary care tracks in medical schools and the enhancement of primary care physician reimbursements relative to other specialties. In terms of practice characteristics, our study shows most rural and suburban MGPs were concerned about the financial aspects of the practice environment and provided generous recruiting benefits. In terms of community characteristics, physician's spouse and family was identified as an important factor particularly by rural MGPs.  相似文献

The article offers a genealogy of ‘deliberative governance’ in the EU—an important contemporary discourse and practice of ‘throughput legitimacy’ within that setting. It focuses on three key episodes: the late 1990s ‘Governance’ reports of the European Commission's in‐house think‐tank, the Forward Studies Unit (FSU); the Commission's 2001 White Paper on Governance; and the EU's ‘Open Method of Coordination’, which emerged in the 1990s and was widely studied in the early and mid‐2000s. The genealogy serves to highlight the particular intellectual lineages and political contingencies associated with such a discourse and in so doing points to its exclusive potential in both theory and practice. In particular, the article argues that it excludes, on the one hand, those championing the enduring sociological and normative importance of the nation state and an associated representative majoritarianism and, on the other hand, those (excessively) critical of a functionalist, neoliberal, market‐making status quo.  相似文献

Contrary to claim, the Liberation Tigers of Tamil Eelam (LTTE) are not overwhelmingly secular in their practices. While their successes as a liberation movement have been built on organizational skills and techno-military prowess, they mobilize both the Hindu majority and a significant Christian minority within the Sri Lankan Tamil population via modalities that are deeply rooted in the lifestyles and religious practices of Tamils in India and Lanka. To grasp these capacities a reading of the deep history of Tamil civilization writ-large as well as the anthropological literature on religious cross-fertilization in Sri Lanka is essential. The weight attached to propitiatory rituals in Tamil culture inform the LTTE's burial of the dead and the building up of a sacred topography centered on their fallen (the mavirar). Just as heroic humans were deified in southern India's past, regenerative divine power is conceivably invested in today's Tiger mavirar. These facets of Tamil Tiger practice suggests that “enchantment” can nestle amidst secularized rationality in the structures of a modern political movement.  相似文献

Innovative accomplishments of governors are a vehicle for analyzing state governors' performance as policy leaders and as chief executives. Analysis of survey data describing state innovations reveals governors fostering an almost even mix of programs (initiatives directly serving clienteles) and administrative innovations (changes in internal procedures), with innovations tending to be reported from agencies where the governor is involved in selection of the agency head. The implications are that governors interested in instituting and institutionalizing innovation can do so through their appointments and that the appointive power can be a vehicle for change as well as control. Program initiatives tended to concentrate in various functional policy areas, such as economic development or education. Management innovations, on the other hand, tended to be system wide in that they were reported in agencies that serve the entire state bureaucracy or they emanated from the governor's office.1  相似文献

Abstract

This study examined the impact of hospital restructuring moves on a sample of Australian nurses' health. The role of organizational support, assessed via levels of consultation with staff, social support, and nurses coping were examined as further contributors or mediators of the relationship between the impact of restructuring and nurses' health. Data from 201 hospital nurses indicated that the factors in the model explained 41% of the variance in nurses' health. “Top–down” communication style by management contributed negatively to nurses' health and increased their perceptions of the impact of restructuring. Support from peers, supervisors, and family together with seeing the demands of impact of restructuring as a challenge, contributed positively to nurses' health and reduced the level of avoidance strategies used. The practice orientation of Robert Chambers' work on Participatory Rural Appraisal (PRA), which aims at enabling local people and communities to take control over their own development, has received much attention in development circles. This article attempts to shift the emphasis away from PRA's practice towards its theoretical underpinnings. The article argues that PRA's practice/empiricist orientation causes it to be insufficiently theorised and politicised. As a result, questions about inclusiveness, the role of PRA facilitators, and the personal behaviour of elites overshadow, or sometimes ignore, questions of legitimacy, justice, power and the politics of gender and difference. The article draws on arguments and debates involving Habermasian 'deliberative democracy' and post-structuralist notions of power.  相似文献

This paper seeks to explore the interrelationship between a country's sanction experience, perception, and behavior. The analysis focuses on the case of China, which is one of very few countries that have not only undergone a number of significant economic sanctions but also have experience of imposing economic sanctions upon others. All historical cases of major economic sanctions against China, as well as cases of Chinese economic sanctions against other countries, are examined. A comparison between China's sanction experience and sanction behavior points to a connection between the two: all strategic sanctions in history against China failed, and correspondingly, China rarely employed strategic sanctions against others. In parallel, most tactical sanctions against China were successful, and coincidentally, China has been much more open to using or threatening to use tactical sanctions in its own practice. The findings of this analysis offer an opportunity for Western policy practitioners to reconsider their approach of engaging China in order to improve future coordination and cooperation in multilateral economic sanctions.  相似文献

The Crown Jewels, published in Great Britain in 1998 and the United States in 1999, is Oleg Tsarev's second book drawn from KGB archives and written in cooperation with a Western author in this case, Nigel West.1 This important, complex book has much to offer historians, especially those inclined toward archeology, for Tsarev has skillfully choreographed his version of history to dance around the facts of some very well known intelligence and espionage cases. Consequently, he deposits another dense layer of evidence to sift, sort, and evaluate. But an assessment of Tsarev's volume also leads to three major points. Admittedly, two are glimpses of the blindingly obvious,'' restated here because these fundamentals become buried under media hype. First, that new historical evidence requires careful interpretation. Second, the secrets spies gather should be evaluated within the context of national and institutional policy formulation and implementation. Third, the notion of damage'' from Soviet espionage, has been exaggerated and misunderstood, and it is now time to investigate the impact of Soviet espionage upon national and international politics. And, most relevantly, Tsarev, a former lieutenant colonel in the Russian Foreign Intelligence Service, also serves as a consultant to the Service's press department.  相似文献

The confrontations between anti-World Trade Organisation (WTO) protestors and Hong Kong police proved that their earlier encounters brought about uncompromising attitudes and escalating activities on both sides. As a result, riots on the penultimate day of the WTO meeting were inevitable. Applying David Waddington's flashpoint model, this article shows that other factors at the structural, political/ideological, cultural, contextual and situational levels were at play, creating an environment conducive to violence. Waddington's model provides a useful framework for us to comprehend the interactional dynamics of the anti-WTO protests in Hong Kong. However, it has neglected the possibility of an interactive bond between protestors and the public. The contextual uniqueness of forging a dynamic relationship between protestors and the public can enrich Waddington's analytical framework.  相似文献

The present study employs 1993 Continuous Sample Survey of the Population data for Trinidad and Tobago to investigate the causes of gender income differentials. The findings suggest that such differentials are not well explained by differences in levels of human capital and other measured factors valued by the labour market. This result is robust to the disaggregation of the data into African, Indian and Other ethnic groups thereby raising the possibility of gender discrimination. African and Indian women's incomes would increase by over 20 per cent with the returns to the measured factors of their male, ethnic counterparts. Women would benefit from having men's industry distribution of jobs, but not men's occupational distribution. African women appear to be significantly more disadvantaged relative to their male counterparts than are Indian or Other women.  相似文献

Families might be an important source of norms that legitimize terrorism, an assumption that has yet to be tested empirically. To investigate this, surveys were administered to 20 immediate relatives of 16 Jema’ah Islamiyah (JI) members in Indonesia. Family members were found to agree with their kin's involvement in the violent activities of JI, and perceived their community as being supportive. Agreement with their relative's involvement in JI was predicted by anti-Western sentiment, not support for violent jihad. Kinship to a suicide bomber predicted less support for their family member's involvement in JI. Implications for deradicalization strategies are discussed.  相似文献

This study contributes to research examining how professional autonomy and hierarchy impacts upon the implementation of policy designed to improve the quality of public services delivery through the introduction of new managerial roles. It is based on an empirical examination of a new role for nurses – modern matrons – who are expected by policy-makers to drive organizational change aimed at tackling health care acquired infections (HCAI) in the National Health Service (NHS) within England. First, we show that the changing role of nurses associated with their ongoing professionalization limits the influence of modern matrons over their own ranks in tackling HCAI. Second, the influence of modern matrons over doctors is limited. Third, government policy itself appears inconsistent in its support for the role of modern matrons. The attempts of modern matrons to tackle HCAI appear more effective where infection control activity is situated in professional practice and where modern matrons integrate aspirations for improved infection control within mainstream audit mechanisms in a health care organization.  相似文献

SUMMARY

This study examined infant mortality rates (IMR) in New York City (NYC) to identify those groups reporting higher IMR concentrations in recent years and to determine what factors and explanations are associated with this new trend.

Analysis of data from NYC Department of Health (DOH) identified infant mortality patterns throughout the City by both maternal birthplace and NYC Health Districts. In addition, infant mortality rates for those NYC populations with the highest concentrations were compared to the most recently available IMR data from their countries of origin. Focus group sessions were conducted with women in the identified groups in New York City in an effort to obtain their perspectives on causality and other factors associated with the new trend.

Strong patterns emerged from this study pointing to a concentration of the City's highest IMR among groups from the circum-Caribbean region. Results of focus group sessions with women in the identified population groups yielded a list of specific barriers faced by this population in the utilization of perinatal care services. In addition, the study resulted in some clearly delineated program and policy approaches that can help to address the disparities in IMR.

Myriad causative factors contribute to the high rates of IMR among Caribbean immigrant groups. Expanding the availability of both successful program models and promising practices is critical to decreasing infant mortality in immigrant communities. Specific recommendations are for the development of a strategic set of interventions designed to eliminate this most serious challenge to the health of new immigrant groups in NYC.

Any references to comparisons between data from NYC and data from the countries of origin were merely to serve as a reference point as it is not often possible to determine the level of scientific rigor applied to the collection and analysis of data external to the United States (U.S.).

Implications for social work practice with immigrant populations include the need for delivery of culturally competent services in general and for cultural sensitivity to health beliefs surrounding maternal child health issues in particular.  相似文献

This article examines the major programme of research on the'Local Government Modernisation Agenda' which is currently being funded by the UK's Office of the Deputy Prime Minister. It argues that this heralds a new approach to government-funded research which seeks to address some of the weakness of previous evaluations. In particular it involves longer-term studies than have been conducted in the past and an attempt to achieve a much greater degree of collaboration between research teams. It is also trying to ensure effective application of the learning derived from evaluations. This new approach raises a number of practical and methodological problems, including in particular the need for effective data sharing among research teams and with other agencies. If this can be achieved there is though a real prospect that the research will provide useful insights that help to inform current and future policy and practice at both national and local levels.  相似文献

Abstract

Social Work's history is embedded in this profession's service and commitment to immigrant populations. This new century presents itself with a new mixture of immigrants who come to United States (U.S.) shores seeking a better life. The challenge to social workers is to be well-versed in social policy, human behavior, and practice realms related to serving these immigrants. Schools of social work must insure that curriculum reflects the needs and situations of this new mix of immigrants. One of the largest groups in this mix are those immigrants from Mexico. Of particular concern is the adaptation of Mexican and other Latino immigrants who come to this country without documentation. Social workers have an ethical responsibility to serve these clients in a culturally competent and informed manner. They must keep updated on immigration policy and entitlement or eligibility issues that mitigate these immigrants' ability to survive.  相似文献

Olshfski uses critical incident methodology to describe the leadership environment of state cabinet officials. The rich data set offers insight into how state executives (1) learn about their jobs, (2) exercise discretion to determine their policy agenda, and (3) operate in the political environment of state administration. She concludes by pointing out discrepancies in our understanding of leadership and offers suggestions for leadership, research, and teaching.

Somerset Maugham is said to have begun all his lectures by saying there are only three things that one must know in order to be a good writer: the only problem being that no one knows what those three things are. The same might be said of leadership research. For example, Stogdill's survey of leadership research contains over 3,000 references and Bass's revision documents over 5,000 references.(1) The preface to Stogdill's survey assesses the status of leadership research: “four decades of research on leadership have produced a bewildering mass of findings…. The endless accumulation of empirical data has not produced an integrated understanding of leadership. “(2) A more pithy evaluation is offered by Bennis and Nanus, “never have so many labored so long to say so little.”(3) Yet, most people still vigorously believe in the importance of the leader and leadership research.(4)

Recognizing the confusion in the field of leadership research, this study attempts to describe the context within which public executives operate. It is assumed that the executive's operating environment determines the extent to which leadership is possible. Critical incident methodology is used to illustrate how public sector executives conceptualize their environment and how they operate based on that conceptualization. This research is driven by two questions: What is the leadership environment of the state cabinet executive? Secondly, how does the leadership literature facilitate the understanding and interpretation of executive leadership in the public sector?  相似文献

This article investigates the relationships between outsourcing, bureaucratic personnel quality (BPQ) and citizen satisfaction with public services. Our baseline expectation is of a negative association between outsourcing and service quality; however, we argue that this tendency can be counteracted when the government buyer has a more competent and motivated personnel, not only in managerial positions, but across the board. Better‐educated and paid public employees are likely to have an important moderating effect on service quality through their input into quality specifications, their ability to recognize the provider's consummate or perfunctory behaviour, and their willingness to act on the observed performance. Using data from a cross‐section of Sweden's municipalities, our analysis reveals a robust association between higher levels of outsourcing and lower levels of citizen satisfaction, but the data do not provide unambiguous support for the hypothesis that the strength of this association diminishes when BPQ is higher.  相似文献
