The concept of decentralization has attracted the attention of scholars and policy makers alike for number of decades. Yet, there still remains a significant amount of confusion over its measurement and its contribution to an economy. Current literature on decentralization is characterized by the multitude of conflicting definitions and measurement instruments. Current literature on the relationship of decentralization and economic growth is also mixed. This article builds on the existing literature and develops a decentralization index that includes its most frequently mentioned dimensions. We find that our newly developed index captures decentralization concept better than other tools and that there is no significant relationship between decentralization and economic growth.  相似文献

This article uses a systematic review of the main literature in the field to shed light on different operationalizations of the main classifications of policy instruments. Although the literature offers a large number of instrument taxonomies, many of them act as theoretical guidelines rather than operational concepts that can help to disentangle the different features of governing actions. This article provides a review of the most frequently used policy instrument typologies and, through a meta‐analysis, it analyses how instrument typologies have been differentially adopted to explain real‐world phenomena. The results are a high degree of heterogeneity in citation frequency, the polyhedral nature of the concept of policy instruments, a divide between typologies focused on governmental resources and those focused on drivers of expected behaviour, and ‘labellism’. Thus, what emerges is the urgency of a process of convergence towards a common framework.  相似文献

‘Throughput legitimacy’ is among the most successful conceptual innovations that scholars of public policy and administration have produced in recent years. I argue that this new understanding of legitimacy needs to be seen in the context of an increasing proceduralism in political science and public administration. Throughput legitimacy attracted so much attention because it is the perfect normative companion to the analytical concept of governance. Governance is procedure, and throughput legitimacy tells us what good procedures are. In my critical discussion of this innovation I examine the analytical value of the concept, as well as its normative and practical implications. I argue that, regarding concept formation, throughput legitimacy may enrich existing typologies of legitimacy but at the same time has a severe problem of fuzzy borders. Politically, throughput legitimacy lends itself to apologetic uses when it is applied as a tailor‐made normative standard for technocratic, non‐majoritarian institutions.  相似文献

This analysis explores the options for a conceptual framework to explicate the dynamics of decentralization reform in Thailand. The first section examines typological frameworks used in various social scientific fields to classify decentralization. Second, as a case in point, we analyze the decentralization reform process in Thailand, which officially began in the late 1990s. Then, the analysis examines theoretical and empirical works that attempt to explain the dynamics of decentralization in Thailand. We suggest historical institutionalism, along with the concepts of path dependence and critical junctures, as theoretical approaches to understand decentralization problems with an eye to political actors’ strategic interests, as well as political and institutional contexts that restrain their choices.  相似文献

Since the 2007 federal election, the Australian government has implemented a plethora of new programs, many with dual economic and social objectives. A significant number of these initiatives have not only proved unsuccessful, but have also been criticized for their implementation and subsequent administration. This paper examines the Building Education Revolution Program, which commenced in 2009 with the objective of stimulating employment growth and improving school infrastructure, through the analytical prism of the government failure paradigm as well as the literature on “hollowing out” and decentralization. It is argued that the BER Program represents a “case study” of how governments should not pursue large-scale public expenditure programs.  相似文献

This article examines the relationship between Marshall Dimock's positive, broad-based concept of public administration and his approach to writing undergraduate textbooks. Analysis shows that both Dimock's American government and public administration textbooks provide a different slant on public agencies than that available in most current introductory volumes. In particular, his American government textbook is more positive in tone about agencies than are its modern counterparts. The public administration textbook has comparative material that rarely appears in introductory-level textbooks.

This article analyzes how Marshall Dimock's conception of public administration as an important area of study with links to policy and leadership anchored his textbook writing. In the 1950s Dimock co-authored two popular textbooks for basic undergraduate courses, one in American government and the other in public administration.(1)

Scholars still debate what textbooks in either field should teach students about public agencies. Cigler and Neiswender argue that current American government textbooks portray administration in a negative light. All authors see bureaucracy as a problem of some sort, few explain the role administrators play in shaping policy and none discuss reasons to enter the public service.(2) Cigler and Neiswender suggest that American government textbooks must change to aid accurate perceptions of the administrative role. In particular, they believe the texts must add material on the public service as a profession and compare American agencies with those in other nations.

Since public administration textbooks are a key way that majors in the field learn material, debate ensues on what material they should contain. Recent articles explore how textbooks define key terms such as policy and how they integrate the work of various theorists.(3)

While all widely-used textbooks deal with both the political environment and internal agency functions (e.g., personnel, finance), no consensus exists on how to allocate space between political and managerial concerns nor on exactly which subtopics should be covered. No consensus exists on how much space should be devoted to policy making and policy analysis with some textbooks covering this topic and others skimming it lightly.

One often cited problem with contemporary texts is the lack of a comparative focus and a concomitant need to internationalize the curriculum.(4) The thrust of current proposals is that students need a more broad-based education to prepare them for global leadership.

Interestingly, Dimock's approach to public administration led him to write textbooks that in some ways surpass what is available today. While the majority of the topics he presents (and their ordering) are similar to current efforts, he offers unique emphases that deal with the above mentioned criticisms. Far from being an exercise in academic nostalgia, examining Dimock's textbooks is a useful way of giving current writers new insights.

To appreciate Dimock's approach to textbook construction we first have to identify the core concepts behind his approach to public administration education. Afterwards, we can analyze the treatment of public agencies in American Government in Action, relating it to Cigler and Neiswender's critique of contemporary textbooks, and -examine how various editions of Public Administration conceptualize the field.  相似文献

Strategic change in public sector organizations has been well documented. This article suggests that public management research would benefit from a greater appreciation of how calculative practices are deeply imbricated with, and constitutive of, organizational life. In turn, the article argues that the field of interdisciplinary accounting has much to learn from public administration, especially in terms of leadership. The overarching argument is that understanding strategic change in public organizations can be enhanced by bringing together insights from the academic fields of public administration and interdisciplinary accounting. In this respect, organizational reform can be understood as a triptych, involving strategic change, leadership and accounting practices. We illustrate this thesis through a case study of strategic change in the world's largest public service broadcaster—the British Broadcasting Corporation (BBC). It is shown how, during the tenure of one organizational leader—John Birt—accounting became pivotal to his leadership.  相似文献

ABSTRACT

This article discusses Egypt’s many transitions toward public administration reform. It argues that some of these transitions have collided with an existing large and complex bureaucracy and a legacy of state-led development, such as the protracted and contentious process related to the civil service regulation reforms. Similarly, despite decades of decentralization efforts, state budgeting praxis remains centralized and concentrated. While attracting private investment for job creation and economic growth is a key priority to Egypt, state centrism overshadows the experience. Other transitions, however, have thrived at a much faster pace, such as the adoption of e-government.  相似文献

Every state copes with the question of which level of government should bear responsibility for social services such as health care and education. Tanzania is no exception. The current government infrastructure of Tanzania is based on the principle of Decentralization by Devolution (DbyD) and can be seen as a reaction to previous structures based on centralized de-concentration. This article reviews the decentralization as designed in the DbyD policy and its application in planning decisions by assessing the involvement of local communities in decision making, based on a case study in two primary facilities. The conclusion is that even though policy states a strong decentralized government, in reality central preferences dominate the decision-making. Wishes expressed in local plans are ignored in the planning procedure. The article identifies the factors that contribute to this central influence and concludes with reviewing the value of decentralization policy in Tanzania and other developing countries.  相似文献

Decentralized government institutions are doing more of the work of government than ever before, but there is little agreement about 1) what decentralization means, or 2) how it should be measured. To overcome this confusion, this article builds on standard definitions of decentralization that include three core dimensions: fiscal, administrative, and political. The article offers an empirical test of that definition using factor analysis of data from 1996 for sixty-eight countries. Factor analysis confirms these three core dimensions and generates a score for each case in each dimension, allowing countries to be measured according to their type and degree of decentralization. In future work, these scores can be used for hypothesis testing about the causes and effects of decentralization on important social outcomes. This exercise demonstrates that conceptual confusion need not hamper research when empirical tests can help verify conceptual categories. Responsive evaluation offers an emerging vision and rationale for evaluation. In the version of responsive evaluation presented here, evaluation is reframed from the assessment of policy interventions on the basis of policy-makers' questions to a dialogue among diverse stakeholder interests that moves towards reciprocal understanding and acceptance. This approach to evaluation is especially appropriate for the field of public administration, given the existing problems of complexity and the potential synergy with interactive and participatory policy approaches. Responsive evaluation and interactive approaches to public policy issues share the same democratic goals of participation and influence, and the alignment between these concepts make both sets of ideas and activities more effective and meaningful. The value and meaning of responsive evaluation and the synergy of this evaluation approach with the concept of public dialogue about important public issues is illustrated by a case study. This concerns a responsive evaluation of an organized policy dialogue about the future of the Dutch aviation infrastructure, known publicly as the Schiphol discussion.  相似文献

The education and training of international public managers is a powerful mechanism for policy learning and transfer. In a way similar to the globalization of MBA studies, which has contributed to the international diffusion of Western derived management concepts, a number of countries are investing in overseas training programs for their public servants to bring back international “know how” and good practice. Although this practice has been coterminous with the expansion of relatively easier and affordable international travel, policy learning activity in the area of administrative reform appears to have intensified.

Though largely undocumented, the UK has witnessed a sharp increase in the number of cohorts of Chinese civil servants arriving to enroll in short courses. Many of these courses are conducted outside the University system and are arranged and hosted by independent organizations. Despite this being a growth industry, the impacts are unclear and raise a number of questions, such as, what is being learned about UK public administration and how much of it is being transferred back to China? What is it about UK public administration that has particular appeal to China? Although training and development may have a multiple agenda, the assumption is that its primary purpose is to facilitate knowledge transfer. This article sets out to understand whether this recent trend constitutes an agent of international policy transfer between Britain and China. To do this, the article analyses the nature of policy learning from the UK within a cohort of senior Chinese public servants.  相似文献

This article highlights the objective of the special issue which is to understand the status of public administration in six profiled countries – Egypt, Jordan, Lebanon, Libya, United Arab Emirates (UAE), and Turkey – in the Middle East and North Africa (MENA). The special issue explores public administration as a concept—the diversity of guiding general principles that determines how governments administer the affairs of state in the context of their governance frameworks—and as praxis—the diversity of public administration structures, procedures and practice, and reform initiatives. It is evident that the countries profiled have adopted a mode of public administration and governance that mirrors its history, and its cultural, geo-political, socio-economic, and conflictive environments. In this context, the editors hope that the articles presented in this special issue will contribute to advancing the public administration literature in MENA.  相似文献

After Malawi adopted a multiparty system of governance in 1994, the country went about setting institutional frameworks that would promote good governance and democratic principles. Among other things these were to create strong local institutions that would promote local development participation and accountability and enhance delivery of services. . However, the transformation of the local assemblies posed a very serious challenge to manage. It is not surprising therefore that more than 10 years after initiating the changes, several studies have concluded that the decentralization process in Malawi is hugely disappointing. The situation in most local assemblies has almost reached the crisis point and is seemingly unredeemable. Despite this chaotic and complex scenario, the decentralized local assemblies still continue to deliver their services to the public, though with some reservation. This article utilizes the Chaos and Complexity theory in order to explain why the decentralized sector still manages to survive and show resilience despite the great challenges it encounters. Ultimately, through chaos and complexity theories, the article provides the framework for understanding the change management process in the assemblies which has not been explored adequately in previous studies. The article recommends that when introducing interventions in transitional systems such as decentralization programs, special recognition should be given to emerging dynamic and evolving occurrences that are beyond the control of policy makers.  相似文献

In the introductory article to the special issue on Comparing Networks, the editors discuss the meaning of the concept of networks in relation to other recent conceptual developments in public administration such as (neo)institutional and (neo)managerial analysis. They trace the broadly understood historical development of network analysis back to the late 1960s and early 1970s and highlight some important factors in its development up to the present-day demands placed on public administration by both globalization and decentralization. The result is organizational fragmentation. Network analysis makes it clear that people working in government and administration will have to learn to think of organization as an external, not internal activity. The prospect is that hierarchical control will be replaced by continuing processes of bargaining among interested parties within most fields of public administration.  相似文献

This study examines how decentralization and government capacity interactively shape national environmental policy performance. Despite the extensive literature on the policy consequences of decentralization, what remains deficient is a proper understanding of the role that government capacity may play in the process. This study advances an integrative proposition that decentralization can improve policy performance if the government is equipped with capable, efficient and trustworthy administrative apparatus. Findings from a cross-national analysis on national environmental policy performance lend strong support for the general argument by revealing that such positive effects of decentralization are significantly strengthened by the quality of government capacity.  相似文献

Government efforts to work more closely with businesses are increasingly seen as important, as we have moved from discussions about industrial policy to concerns about international competitiveness. However our ideas about these subjects suffer from a lack of a comparative perspective or an understanding of how different nations go about this process. The comparative study of national strategies to stimulate business or to upgrade a country's industrial portfolio can produce useful results. Writers with experience in the comparative administration field can make a contribution here, especially through their exploration of the relationship between bureaucracy and society, which sigficantly defines and constrains these strategic possibilties. To do this, comparative administration researchers will need to focus more specifically on business enterprises as well as public agencies involved in business development.  相似文献

This article proposes using an analytical techniques approach to teaching policy analysis in public administration programs. It is organized using questions raised by journalists: who, what, why, where, when, and how. Although most attention is devoted to the content of such an approach, the initial portion of the article provides a rationale for taking that approach. The initial portion of the article concludes with a rejoinder to those who might be tempted to dismiss the argument out of hand because the proposed view of policy analysis is not a political science one.

It is desirable to go beyond a political science view of policy analysis in teaching public policy in public administration programs to a broader conception of policy analysis. Then, public policy can be fully integrated into public administration programs.

The antithesis is heard in required statistics and research methods courses where students complain that the material is irrelevant to their degree programs and career goals when the uses of statistics and research methods are not related to the practice of public administration. Integrating public policy into a public administration curriculum is most feasible in the area of policy analysis. Presentation of this argument follows the categories journalists use to ask questions and write stories: who, what, why, where, when, and how. Most attention is directed toward what.  相似文献
