The present study explores how similarity in policy preferences within pairs of organisations in service delivery networks (that is, goal consensus) is related to existing bilateral interorganisational relations. We distinguish between different types of interorganisational relations and hypothesise that stronger relations are positively associated with goal consensus. A social network analysis is performed using data on 546 ties in two complete service delivery networks in a medium-sized city in the Netherlands. Results indicate that the strongest association is between goal consensus and types of interorganisational relations that imply more strategic information exchange between members of the organisations – especially managerial interaction.  相似文献

This paper examines the main determinants shaping the ultimate nature of centre -local relations in the world' s countries with particular reference to Zimbabwe. These determinants are seen to result in two broad and generalist types of centre-local relations, namely, functional and territorial centre-local relations. Zimbabwe's colonial and post-colonial centre-local relations are then examined within the framework of the two broad models of centre-local relations, and are seen to be largely consisting of functional centre-local relations despite the post-colonial politicians's rhetoric in favour of more territorial relations. The Regional, Town and Country Planning Act (1976), the Urban Councils Act, the Rural Councils Act and the District Councils Act, all indicate a functional prevalence in the content of centre-local relations. The Prime Minister of Zimbabwe's 1984 Directive on decentralisation of administrative structures and the appointment of provincial governors equally indicates a functional preference by design or default in centre-local relations. The paper concludes by emphasizing the relationship between centre-local relations and planning systems at national, regional and local levels.  相似文献

Many Russian civil society organisations are directly engaging with state law enforcement agencies, particularly the police, in joint efforts to improve the performance and change the norms and values of state officials involved in administering justice. These activities are based upon a model of state–society relations that stresses the possibility of a positive relationship of mutual assistance and partnership between the state and civil society. Such assistance is often described by these organisations as helping low-level bureaucrats better perform their core organisational tasks. This model is contrasted with two alternative models of the role of civil society, which depict civil society either as teaching citizens the norms and values associated with liberal democracy, or as a potential counter-weight to an over-reaching state. Three cases studies of cooperation between NGOs and law enforcement agencies demonstrate the utility of such an approach. Although these projects suffer from some common pathologies of civil society work in Russia, they remain important, not least because of the presence of ‘uncivil society’ extremist groups who also are trying to influence the norms and beliefs of state law enforcement officials. The civil society activities profiled here suggest that direct, cooperative engagement with the state is one important component of long-term efforts to transform the Russian state in a more liberal, ‘civil’ direction.  相似文献

ABSTRACT

The authors draw on two competing cultural perspectives—culture as values and culture in action—to examine the relationship between street codes and the propensity to violently victimize others. Specifically, they explore whether individual-level and school-level street codes, net of one another, are related to 3 types of violence: assault, robbery, and sexual battery. In addition, they consider whether these effects vary according to 3 contextual characteristics: (a) the location of the offending—in school versus out of school, (b) school-level economic disadvantage, and (c) school efficacy. Three-level ordinal logistic regression models are estimated using four waves of survey data from over 3,000 students nested within 103 schools. Results provide evidence that individual-level street codes are related to violent offending in a manner that is, largely speaking, not tied to context. However, there is some evidence that the effects of school-level street codes on offending differ between outside of school and in school settings and are conditioned by levels of school disadvantage and efficacy. Overall, some support is offered for both the culture-as-values and culture-in-action perspectives.  相似文献

Local government as an institution constitutes one of the many resources at the disposal of central government for achieving certain ends. The local government system is therefore a means directly related to some perceived ends although in certain cases it can also be pursued as an end in itself. In many countries including Zimbabwe the ends of local government are often unclear and multidimensional including the promotion of local democracy and participation in national politics and development; providing structural framework for the provision of local services, promoting local administrative efficiency and in rather few cases, providing a framework for local economic development.

In many countries local government system is used to either strengthen a top-down hierarchical approach or a bottom-up or horizontal approach to administration and national economic development. Such goals of local government inevitably result in different types of philosophy, administrative theories and strategies, decentralisation models, organisational structures, centre-local relations and the nature of powers ceded to local government by central government. The main theme of this paper is that within the context of Zimbabwe, there has been a major discrepancy between the largely territorial goals or ends to be achieved by post colonial local government transformation and its continuing functional organisation inherited from colonialism. This contradiction is described in the title as decentralisation and recentralisation.  相似文献

This paper draws on recent research conducted by the authors to examine the nature of board/executive relations in three different kinds of Local Public Spending Body (LPSB). Big variations are noted, between and within sectors, in the way in which boards organize themselves and the degree of power they have in relation to executives. In all organizations studied the executive played a crucial role both in managing day-to-day operations and in setting the organization's strategic direction. Chief executives exercised considerable influence over the recruitment of board members and the maintenance of consensual relations between board and executive. The dilemma of the voluntary board member with limited time and a lack of inside knowledge of the organization he/she is accountable for is examined. It is argued that the most effective boards contain members with a strong sense of their own legitimacy and enjoy a membership with a diverse range of interests and experiences. It is suggested that such models might combine the merits of greater democratic responsiveness and enhanced organizational effectiveness.  相似文献

The article challenges simplistic one‐way models of the relation between education (human resources) and economic development. Diachronic analysis clearly indicates different patterns or trajectories linking the two variables through time in individual nations, with significant thresholds or transition points. The relation between educational levels and economic development is seen as part of the international division of labour, depending on the degree of national autonomy, and on the relations between countries rather than the differences between them. Education may influence development through changes in the system of social stratification as well as through the expansion of knowledge. The diachronic approach is used to test these relations in a number of developing countries.  相似文献

This article identifies four historical phases of relations between Islam and the Western world, as led by the United States. The first phase was a convergence of values coinciding with a divergence of empathy. The second phase reversed the order – Islamic and Western values diverged, but intercommunal relations became closer. The third phase is after September 11 when intercommunal relations once again diverged while differences between Western and Islamic values were greater than ever. The futuristic fourth phase of Islam's relations with the U.S.‐led Western world is when the power of the new American Empire is circumscribed, Western values become less libertarian, and Islam reconciles itself to modernity.  相似文献

中东欧民粹政党有大量社会底层支持者,农民是最有代表性的民粹主义基础。从历史制度主义的视角看,以农民为代表的中东欧民粹支持者与历史上保守势力的支持基础有类似的逻辑。在农业仍为关键产业的中东欧国家,当传统经济受到转型后突如其来的外部经济影响时,既有经济结构和生产关系受到严峻挑战,在本土保守势力的推动下,竞争力不足的中东欧国家呼吁保护传统经济,反对以西欧为代表的新自由主义的价值腐化、以威权整肃国内腐败、强调历史上的民族荣光、复兴宗教及家庭伦理等。这一思潮被民粹政党用以获取政治权力。在外部经济压力下,农民、城市底层民众、经济民族主义者、保守的政治精英、大文化中心论者共同构成支持民粹主义的基础,民粹政党的兴起是精英和大众共同推动的结果。中东欧民粹政党自该地区转型后就出现在政治舞台,其影响深度和广度是欧洲其他地区所不及的。有鉴于此,探索一条以民粹主义基础为导向的策略路径,整合政府、企业和民间机构三类实践主体,有助于强化中国在中东欧的影响力。积极推进民粹政党或执政党的对华合作,是中国强化和拓展中东欧地区利益的重要方向。  相似文献

Structural equation modelling was utilised to develop and test three models while exploring the causality effect of constructs. The models hypothesised that trust in the government was a result of interactions of several other forces: namely, citizens’ expectation, perception of service quality and satisfaction with these services. The article validates and replicates the findings on the question of causality between performance and trust. The findings were very consistent with the previous ones. The model incorporating citizen's demographic data provided the best fit. According to this model, citizen demographics, expectations and quality of services influence citizen satisfaction; and ultimately, citizen satisfaction influences trust in government. The perceived quality of all services provides significant standardised estimates. However, congestion in streets, parking facilities, parks and recreation and schools are the most salient drivers of citizen satisfaction. The variables of income, education level, years living in Abu Dhabi and marital status exert the highest influence on this satisfaction construct. Perception of quality of services has a significant effect on overall satisfaction; and overall satisfaction drives trust in local government officials. In addition, citizen expectation influences perceptions of the quality of service and overall satisfaction.  相似文献

Twenty years after the fall of communism in Europe, the post-Soviet countries have not achieved a similar stage of democratic development. They have shown to be too diverse and historically too independent to follow one path of consolidation. This volume questions the premises of transitology, homogeneity, and path dependency theories and suggests an insight into the continuities and discontinuities within particular contexts of the given countries (Russia, Belarus, Estonia, Georgia, Ukraine, Poland and others). The latter quite often collide with each other and with the Western democratic values, thus putting a concept of a harmonious dialogue or a definite democratic solution for Europe into doubt. This volume challenges one-directional analyses of both communism and capitalism and offers an examination of their inner contrasts and contradictions that are a part of transitions to democracy. The irreconcilable differences between the two systems of ideologies determined by universalisms, such as utilitarianism, liberalism, harmony, and productivity, were derived from the post-Enlightenment heritage of the humanist ideals which today cannot be acknowledged without criticism. To grasp the dynamics of the post-Soviet countries that are developing their own democratic models requires looking into their political struggles, social fissures and complexities within their past and present, rather than observing them from the epistemological standpoint. Such a standpoint is criticised in this volume for seeing those countries as locked in one homogenous totalitarian paradigm. The abstractness of the universalist and utopian concept of transition imposed on concrete social relations is criticised, while the theoriticisation of democratic ideals is related to the political legitimisation.  相似文献

This article investigates the continuing influence of the past on contemporary politics in Poland and Ukraine by examining the impact of the vocal ‘informed’ segment of public opinion on mutual relations between the two countries. The section ‘What history?’ examines the question of exactly what understanding of history matters so much in Polish–Ukrainian relations. The following sections examine how history influences the present, what are the contours of public opinion on Polish–Ukrainian relations within each state, and what is the impact of shared history on the contemporary politics of Polish–Ukrainian relations. Finally, the article suggests a potentially generaliseable hypothesis for future research.  相似文献

Despite the consensus on volunteering as a behavioral consequence of public service motivation (PSM), research has not yet empirically examined how various PSM constructs relate to an individual’s volunteering, and the underlying mechanism between PSM and volunteering remains a mystery. This study identifies common motivational grounds between PSM and volunteering and examines how the four PSM types—rational, normative, affective, and self-sacrifice—predict public service employees’ volunteering. The findings from the survey of employees in the Korean National Government suggest a connection between public employees’ volunteering and the rational dimension of PSM, i.e., their desire to influence public policy process.  相似文献

Local governments have two primary components: elected representatives and employed staff. The relationship between these two groups has significant impacts on local authority operation. Two key theoretical models used to characterise these relations, the well-established Politics/Administration Dichotomy and the recently conceived Complementarity Model, are employed here to explore relationships in New Zealand councils. Results show varying views regarding whether the separation of staff and elected representatives (councillors) is based on their respective roles or inputs. A role-based separation emphasises distinct ‘realms’, with elected representatives controlling policy making and staff controlling the implementation of policy. This approach supports a hegemonic relationship and embodies the Politics/Administration Dichotomy. On the other hand, an input-based separation emphasises the issues that each group should focus on, with councillors integrating community desires and staff contributing their technical expertise. The latter lends itself to interactive processes and is consistent with the Complementarity Model. Neither input nor role-based relationships are inherently superior; various empirical factors influence the suitability of each. This suggests that it is advantageous to have multiple theoretical models accounting for alternative local government relationship structures, but future research is needed to clarify the ‘best’ options for different contexts.  相似文献

Within the anthropological urban scholarship on sub-Saharan Africa, there is a shared notion of the continued, and in some cases re-emerging, importance of rural spaces, values and relations in cities and towns. In Mozambique’s capital city, Maputo, associations with the rural are shaped by the urban dwellers’ different positions on a scale of social (dis)advantage. This has led to very diverse types of engagement with the rural among the population, primarily differentiated along positions of class but also gender and age. For the best-off, who are able to live up to urban expectations, the rural is seen to have little to offer and is largely disregarded. For the poorest and most destitute, rural areas are effectively out of reach and unheeded. For the rest, the rural continues to be an important part of their cosmologies and struggles to survive albeit without losing their urban base and identity.  相似文献

Abstract

On 4 September 2008 the Accra Agenda for Action, which emphasised that country ownership over health must be strengthened, was agreed upon. While the Agenda for Action, which builds on the 2005 Paris Declaration, is a major step forward, there are still structural factors that impede developing country ownership in health. This paper outlines the key issues in the governance and resourcing of public health in low- and middle-income countries focusing on three major structural challenges for developing countries: the proliferation of initiatives, donor influence on priority setting and donors' lack of accountability, and the sustainability of current levels and types of external financing. How can these structural obstacles be overcome? Three avenues hold considerable promise: creating new mechanisms to hold donors to account, developing national plans and strengthening national leadership in health, and building South–South collaborative networks through bilateral, multilateral and plurilateral relations.  相似文献

This paper examines the impact of countervailing external pressures on labor rights in 17 Latin American countries. On the one hand, these countries have been urged to reform their labor laws and practices to comply with international labor standards, including protections for the collective rights of workers. On the other hand, they have been pressured to adopt more flexible labor markets, which often undermine collective labor organization. After dividing the countries by the type of political regime that prevailed when the pattern of relations between labor and the state was being established, the paper presents and explains the results of indices created to measure two outcomes: labor standards and labor market flexibility. It then analyzes the impact of four types of external actors (the ILO, national governments pursuing trade agreements, multinational corporations, and international financial institutions) on these outcomes, both de jure and de facto. The paper's main finding is that these actors have had an impact on labor outcomes in the region, but that their influence is heavily mediated by domestic factors, particularly historical legacies of state-labor relations.  相似文献

The relation between leadership, the context in which it takes place and the adoption of organizational innovations associated with New Public Management (NPM) is explored in an empirical analysis of Danish local government. Two different strategies for conceptualizing NPM are contrasted: (1) treating NPM as one phenomenon; and (2) acknowledging important differences between organizational innovations associated with NPM. Management's preferences and perceptions of work relations, role in change processes, daily work priorities and rejection of traditional bureaucratic roles as well as the electorate's ability to formulate clear goals are found to be significantly related to the adoption of NPM innovations. Organizational size is found to be the most important contextual antecedent for the adoption of NPM innovations. Distinctions between marketization‐type NPM innovations and generic managerial‐type NPM innovations and the timing of their introduction are made, unveiling significant differences between the antecedents of different types of NPM innovations.  相似文献
