This article explores the impact of novel change in the ethnic composition of Americans’ local context on their attitudes toward immigrants and immigration policy preferences. Adapting the “defended‐neighborhoods hypothesis” regarding residential integration and black‐white interracial relations to the context of immigration and intercultural relations, this article advances the acculturating‐contexts hypothesis. This hypothesis argues that a large influx of an immigrant group will activate threat among white citizens when it occurs in local areas where the immigrant group had largely been absent. This theoretical argument is explored within the context of Hispanic immigration and tested using national survey and census data. This article demonstrates that over‐time growth in local Hispanic populations triggers threat and opposition to immigration among whites residing in contexts with few initial Hispanics but reduces threat and opposition to immigration among whites residing in contexts with large preexisting Hispanic populations.  相似文献

Existing literature on sexual citizenship has emphasized the sexuality-related claims of de jure citizens of nation-states, generally ignoring immigrants. Conversely, the literature on immigration rarely attends to the salience of sexual issues in understanding the social incorporation of migrants. This article seeks to fill the gap by theorizing and analyzing immigrant sexual citizenship. While some scholars of sexual citizenship have focused on the rights and recognition granted formally by the nation-state and others have stressed more diffuse, cultural perceptions of community and local belonging, we argue that the lived experiences of immigrant sexual citizenship call for multiscalar scrutiny of templates and practices of citizenship that bridge national policies with local connections. Analysis of ethnographic data from a study of 76 Mexican gay and bisexual male immigrants to San Diego, California, reveals the specific citizenship templates that these men encounter as they negotiate their intersecting social statuses as gay/bisexual and as immigrants (legal or undocumented); these include an ‘asylum’ template, a ‘rights’ template, and a ‘local attachments’ template. However, the complications of their intersecting identities constrain their capacity to claim immigrant sexual citizenship. The study underscores the importance of both intersectional and multiscalar approaches in research on citizenship as social practice.  相似文献

In his ‘Rivers of Blood’ speech, and in several speeches in subsequent years, Enoch Powell claimed that immigration was an ‘issue of numbers’. Britain could not, he believed, accommodate a significant number of non‐white people without threatening the existence of the nation. I argue that Powell's opposition to immigration, and his numerical framing of it, rested upon his racialised conception of British, or English, nationhood. As he was shunned by political elites, Powell articulated an increasingly populist nationalism. Drawing repeated references to Britain's wartime experiences, Powell claimed that the British, or more often the English, were being attacked by an immigrant enemy without, and betrayed by an establishment enemy within. I conclude with some reflections on the similarities between Powellite nationalism and contemporary discourses about national identity during and since the European Union referendum.  相似文献

The article critically evaluates liberal nationalist perspectives on immigration by drawing on findings from a qualitative research project undertaken in 2014 among White British interviewees in England. From one perspective the study's participants' attitudes seem to support arguments made by David Goodhart and other liberal nationalists regarding immigration, social trust and integration. However, further analysis suggests that these attitudes are to a very significant extent drawn first from partially imagined ideas surrounding immigration and second from potentially unreliable sources. These findings thus provoke the question of whether social trust and notions of a national community are actually being disrupted by immigration, or whether they are being disrupted by prejudiced nationalist and xenophobic perceptions about immigration and immigrants. The article will conclude by arguing for more nuanced research into attitudes towards immigration and in favour of a sceptical approach to nationalist frameworks for interpreting society and politics in Britain today.  相似文献

ABSTRACT

Cento Bull addresses the question of whether the Italian Lega Nord, when in government, pursues policies that contradict its rhetoric (politics of simulation or symbolic politics) or policies that are in line with its dominant discourse (politics of identity). Her analysis focuses on immigration policy because this is an area that links together economic issues (immigration is highly functional to the economy of those regions of Italy that form the Lega's strongholds) and identity issues (immigration is seen as visibly threatening cultural values and disrupting community cohesion). She argues that recent legislation in this area, approved in July 2009, is formally in line with Lega rhetoric but also that actual policy outcomes contradict both the party's rhetoric and the legislation itself. This confirms the validity of the concept of ‘simulative politics’ in so far as it refers to a societal practice of self-deception, rather than simply to practices of deception on the part of political actors.  相似文献

Immigrant integration has been on the political agenda in France since at least the late 1980s, yet starting in the early 2000s this issue became bound up with concerns about the oppression of minority women. This article examines the evolution of the issue over two decades, pinpointing when and why debates over integration took on a gendered cast. The article’s explanation centres on two factors – the growing threat of the Front National coupled with the legitimation of gender-based claims in French politics. These claims were embraced by conservative politicians seeking to adopt a harder line toward immigration and led to the refashioning of core Republican concepts such as égalité and laïcité as being about gender equality. The use of similar themes by the Front National as it has sought to move in from the political fringe reveals how gendered claims can be deployed in an effort to keep anti-immigrant policies within the boundaries of liberal values.  相似文献

Immigration is one of the most widely debated issues today. It has, therefore, also become an important issue in party competition, and radical right parties are trying to exploit the issue. This opens up many pressing questions for researchers. To answer these questions, data on the self‐ascribed and unified party positions on immigration and immigrant integration issues is needed. So far, researchers have relied on expert survey data, media analysis data and ‘proxy’ categories from the Manifesto Project Dataset. However, the former two only give the mediated party position, and the latter relies on proxies that do not specifically measure immigration. The new dataset presented in this article provides researchers with party positions and saliency estimates on two issue dimensions – immigration and immigrant integration – in 14 countries and 43 elections. Deriving the data from manifestos enables the provision of parties’ unified and unfiltered immigration positions for countries and time points not covered in expert surveys and media studies, making it possible to link immigration and immigrant integration positions and saliency scores to other issue areas covered in the Manifesto Project Dataset. Well‐established criteria are used to distinguish between statements on (1) immigration control and (2) immigrant integration. This allows for a more fine‐grained analysis along these two dimensions. Furthermore, the dataset has been generated using the new method of crowd coding, which allows a relatively fast manual coding of political texts. Some of the advantages of crowd coding are that it is easily replicated and expanded, and, as such, presents the research community with the opportunity to amend and expand upon this coding scheme.  相似文献

In the study of deliberation, a largely under‐explored area is why some participants polarise their opinion after deliberation and why others moderate them. Opinion polarisation is usually considered a suspicious outcome of deliberation, while moderation is seen as a desirable one. This article takes issue with this view. Results from a Finnish deliberative experiment on immigration show that polarisers and moderators were not different in socioeconomic, cognitive or affective profiles. Moreover, both polarisation and moderation can entail deliberatively desired pathways: in the experiment, both polarisers and moderators learned during deliberation, levels of empathy were fairly high on both sides, and group pressures barely mattered. Finally, the low physical presence of immigrants in some discussion groups was associated with polarisation in the anti‐immigrant direction, bolstering longstanding claims regarding the importance of presence for democratic politics.  相似文献

Anti-immigration sentiment is intricately connected to an ethno-racial conception of American national identity, a connection that has deep roots in American politics and is increasingly visible in recent debates surrounding immigration. To support this claim, the article begins with an examination of the multiple traditions approach to American national identity which, in turn, frames a discussion of three recent incidents in US politics that illustrate the fusion of anti-immigrant sentiment and an ethno-racial national identity. It then illustrates how these incidents echo and recycle similar dynamics from the 1910s–1920s before examining the arguments of Horace Kallen and Randolph Bourne, both of whom defended forms of cultural pluralism as a counter-discourse to the anti-immigrant nativism, restrictionism, and 100% Americanism of the era. Their arguments are then evaluated to assess whether they remain useful in our current era. Despite some limitations, the insights of Kallen and Bourne can serve as a counter-discourse that helps bolster present-day arguments in favor of a more inclusive, pluralistic, egalitarian, and democratic vision of national identity in the US.  相似文献

ABSTRACT

The pattern of intergovernmental relations (IGR) on immigrant integration in Canada runs counter to core arguments in the extant literature. In particular, Canada's federal structures have not produced multilateral, institutionalized, and conflictual IGR; IGR in Canada has been predominantly bilateral and only moderately institutionalized. Moreover, IGR has been conflictual at times, while collaborative at others. Several factors explain this unexpected pattern. In an attempt to ward off separatism, the central government devolved authority over immigrant selection and settlement programmes to Quebec, creating a deep asymmetry between Quebec and the Anglophone provinces (and territories) in these areas. Interprovincial competition drove other provinces to seek powers over immigration and integration. The central government – driven by fiscal pressures and a philosophical commitment to symmetry – struck bilateral agreements with Anglophone provinces to fund and devolve settlement programming and some control over the selection of economic immigrants.  相似文献

Immigration presents a daunting challenge to successive British governments. The public ranks immigration as one of the leading policy issues after the economy and employment. There is also greater public support for stronger immigration controls than in many other countries. In response, government strategy has included the use of a citizenship test. While the citizenship test is widely acknowledged as one key part of immigration policy, the test has received surprisingly little critical analysis. This article is an attempt to bring greater attention to serious problems with the current test and to offer three recommendations for its revision and reform. First, there is a need to revise and update the citizenship test. Secondly, there is a need to expand the test to include questions about British history and basic law. The third recommendation is more wide‐ranging: it is that we reconsider what we expect new citizens to know more broadly. The citizenship test should not be viewed as a barrier, but as a bridge. The focus should centre on what future citizens should be expected to know rather than how others might be excluded. The test should ensure that future citizens are suitably prepared for citizenship. There is an urgent need to improve the test and this should not be an opportunity wasted for the benefit of both citizens and future citizens alike.  相似文献

Abstract

Born in 2009, the Five Star Movement (FSM) has been one of the most electorally successful European populist parties since 2013. While its classification as a populist party is unanimously accepted, some have considered it close to left-libertarian positions, others as an anti-immigrant far right party, and still others have simply deemed it as unclassifiable. This article sets out to shed light on this question, using the official documents issued by the party since 2009, posts retrieved from Grillo’s blog during three electoral campaigns, and the opinions of the party’s supporters as expressed in three surveys in 2013, 2014 and 2016. Although displaying a clear anti-establishment identity, in economic terms it presents left-of-centre positions inconsistently mixed with more conservative proposals, while on the issues of citizenship and immigration, it has an elusive positioning, mixing national securitisation and international humanitarianism. The conclusions highlight the eclectic nature of FSM’s populism.  相似文献

To what extent do people become less trusting of the government under threatening policy contexts? The authors find evidence that Secure Communities, a bureaucratic program that enhances immigrant policing through collaboration between local law and immigration enforcement agencies, spurs mistrust among Latinos but not non‐Latinos. This article focuses on the politics of immigration and health, two issue areas marked by large‐scale bureaucratic developments over the last 50 years. The authors argue that a major consequence of expanding immigrant policing is its trickle‐down effect on how individuals view public institutions charged with the provision of public goods, such as health information. The results indicate that Latinos in locales where immigrant policing is most intense express lower levels of trust in government as a source of health information. Through a policy feedback lens, the findings suggest that the state's deployment of immigrant policing conveys more widespread lessons about the trustworthiness of government .  相似文献

We know from previous research that an exclusionary reaction in public opinion is likely following a sudden and large-scale influx of refugees of the sort experienced in many European countries in 2015. Yet, we know much less about the scope of these expected reactions. This article makes a conceptual and empirical contribution to the analysis of the scope of exclusionary reactions following a refugee crisis. Conceptually, we distinguish between three scope dimensions: substantive reach, duration and politicization. Empirically, we evaluate each of the scope dimensions using seven-wave panel-data collected before, during and after the large-scale influx of refugees to Norway. We find that the expected exclusionary reaction (a) spilled over to opinion about immigration broadly speaking; (b) endured in that it lasted long after the situation in Norway had been brought under control; (c) encompassed voters of all political stripes. Nevertheless, we also document an important limitation to the scope of the reaction: The sudden influx of refugees to Norway did not cause a permanent shift in public opinion. Approximately two years after the situation had been brought under control, opinion about both refugee rights and immigration generally had reverted back to pre-crisis baseline levels. Interestingly, the conceptual and empirical analysis suggests that public opinion dynamics following a sudden and large-scale influx of refugees is similar to that found in response to other forms of large national or international crises.  相似文献

Abstract

In this paper, originally presented on the occasion of the launch of her book concerning British immigration policy towards Jewish refugees from 1933 to 1948, London compares that past with present British immigration policy and attitudes towards it. She argues, above all, that the same worry about the long-term effects of immigration—that is, that refugees would settle in the country and not return home or move on—that very much influenced the tendency to inhibit aid to Jewish refugees in the 1930s and 1940s, is still very much alive today. While the legal situation of refugees and the kinds of persecution from which they seek refuge are different in the two periods in question, the 1930s and the 1990s—there are now, for instance, international conventions on refugees to which Britain is a signatory—British immigration policies of both periods are marked by many of the same priorities and many of the same attitudes towards and perceptions of refugees. In closing, she sounds a warning that an understanding of the past, crucial as it is, should not be mistakenly used to justify a lack of humanity in the present.  相似文献

ABSTRACT

Tarr analyses the representation of Islam in five feature films made since 2006 that centre on the changing identities of Muslims in contemporary France. She locates the films within the context of the rise in Islamophobia in France following 9/11 and anxieties about immigration and terrorism, but also in relation to France's troubled postcolonial history and French republican ideology. In particular, the French notion of laïcité (secularism) has given rise to active hostility to any public expression of religious or cultural difference, particularly on the part of Muslims. Cinematic representations of Muslims, and particularly of the children of migrants from the Maghreb, have, therefore, since the mid-1980s, been treated with caution in order not to alienate mainstream Franco-French audiences and to facilitate the second generation's integration into French society. However, the five feature films addressed here—two mainstream popular comedies, Mauvaise foi/Bad Faith (2006) and L'Italien/The Italian (2010), and three independent, low budget, auteur-led, realist films, Dans la vie/Two Ladies (2008), Dernier maquis (2008) and La Désintégration/Disintegration (2012)—offer new narratives that challenge fears of Islam by foregrounding the protagonists' negotiation of their Muslim identities in a French context and, by implication, argue for the integration of Islam as a legitimate referent of French identity. However, their construction of Islam does not extend to positive representations of young veiled women, and they thus still risk confirming the oppressive majority view that certain practices associated with Islam, such as the wearing of the veil, are incompatible with the secularism of the French Republic.  相似文献

ABSTRACT

McGhee explores the Labour government's attempts to manage the challenges and protect against the ‘risks’ associated with a particular group of migrants to Britain: permanent immigrants. He examines how Gordon Brown conceives of his three-stage proposals for ‘earned’ British citizenship working with the wider managed migration strategy introduced by Tony Blair and Charles Clarke. At the same time, McGhee contextualizes the earned British citizenship proposals within the recent immigration policies and citizenship/integration strategies introduced by David Blunkett when Home Secretary. If the episodes of social disorder involving the second generation of settled immigrant communities in Oldham, Burnley and Bradford in the summer of 2001 were the events that triggered Blunkett's new integration/citizenship strategies, including the introduction of English classes and citizenship lessons for would-be citizens, then the 7/7 attacks by so-called ‘home-grown’ extremists were the events that influenced the emergence of what will be described here as the institutional racialization associated with Brown's recommendations. McGhee also explores the shift from Blunkett's model of civic assimilation, with its Cantle-esque emphasis on participation, to the Brown model of civic nationalism, with its post-7/7-fuelled emphasis on loyalty, shared values and responsibilities.  相似文献

Mantovan’s article analyses the processes that lead to discrimination against migrants in the public spaces of Italy’s towns. Her analysis is based on a three-year research project conducted in northeastern Italy using mixed methods—ethnographic observation, semi-structured interviews, a press review, an analysis of relevant documentation and data collection—and remaining constantly in touch with research conducted in various Italian cities. Starting from an idea of a city whose evolution is the product of alliances, conflicts, active networks of individuals and their respective competing interests, Mantovan sheds light on how discrimination against immigrants in Italy’s urban public spaces is the result of a process of social construction implemented by a number of social actors (journalists, citizens’ committees, politicians and police forces) who represent the visible presence of migrants in these public spaces as deviant and unlawful, especially if they are undocumented immigrants and/or of low socio-economic status. She also argues for the importance of taking into consideration the contribution of economic and political dynamics, both global and national, to the generation of these phenomena by interacting with those at the local level.  相似文献

Abstract

The federal-local cooperative immigration removal program Secure Communities (S-Comm) has resulted in wide variation into how aggressively national interior immigration policy has been implemented locally. Some communities have removed thousands, but others have removed few if any. Community composition explains much of the variation, but representative bureaucracy tells us agency diversity also influences implementation. Focusing on county sheriff offices, a vital local partner in S-Comm, this study finds that agency personnel diversity (specifically, offices with larger percentages of Hispanics and African Americans) produce fewer removals and submissions to ICE for immigration background checks. Other agency-specific factors are also important. Both the agency’s total budget and whether it has a 287(g) agreement with federal immigration authorities increase removals. Despite recent efforts to blur the distinction between immigration and criminal justice policy, this study finds no relationship between local removals and local crime.  相似文献
