ABSTRACT

The problematic nature of certain policies and approaches to preventing and countering violent extremism has been robustly demonstrated; it is clear that rethinking the prevention of violent extremism requires concerted attention. One response to critiques of security-driven approaches has been the adoption of the language of resilience building. However, the turn to resilience has not been matched by a fundamental rethinking of approach, and may often mask troubling approaches in the language of objectivity and positivity. In rethinking the question of prevention, examining the concept of resilience is important not only to address a current trend in policy discourse, but also to benefit from the rich literature on resilience from which valuable lessons may be drawn. A critically informed concept of resilience has the potential to provide a framework of response that recognises individuals and communities as political actors who, rather than being shielded from ideologies, require the resources and channels to challenge violence, discrimination, and injustice, be it state or non-state driven. This article, through examining the current use of “resilience” in PVE policies, makes a modest attempt to draw on lessons from applying resilience in other contexts to articulate possible features of a critically informed approach to preventing violent extremism.  相似文献

ABSTRACT

This article explores how societal actors in Somalia take part in a transnational politics of countering/preventing violent extremism (CVE/PVE) through a political sociological approach to militarisation. We argue that the transnational politics of CVE represents an extension of global militarism by some states, institutions, donors and brokers. CVE works to adapt global militarism and to reconfigure the global-local relationships that sustain it. We explore the roles and influence of local ‘CVE brokers’ in deradicalisation efforts in South-central Somalia. They inadvertently merge the counter-terrorism approach to Somali people, values and territory with non-military means. We show that their key practices – co-ordination, translation and alignment – advance, but also disrupt, alter and transform CVE policy objectives.  相似文献

The present article focuses on how 13 professionals in key organisations in Sweden – all commissioned to design social and pedagogical efforts to prevent recruitment to terror groups that commit violence in the name of Islam – understand and reason regarding the root causes of recruitment and possible measures to counteract it. The 13 informants’ reasoning is analysed through critical discourse analysis, the aim being to investigate discursive practices that influence the construction of a Swedish discourse on the “prevention of violent extremism”. The analysis shows that in the informants’ reasoning, a conflict can be found between security-driven doctrines that strive to individualise the issue of “violent extremism”, and their understanding that segregation is the primary, though indirect, factor sparking “radicalisation”. This conflict seems to impair the use of a professional language to describe and talk about the practical methodology that the informants are developing.  相似文献

ABSTRACT

Scientific knowledge on what works in countering violent extremism remains limited. This article argues that we should move away from the “what works?” question and towards: “what works, for whom, in what circumstances, and how?” This method is also known as realist evaluation. This article applies the realist review method to CVE studies, which synthesizes the existing CVE literature and helps us gain insight into relevant contexts, mechanisms, and outcomes for CVE. Realist reviews help to develop and shape more effective policy and contribute to further CVE theory development.  相似文献

With the rise of the Islamic State of Iraq and Syria (ISIS), the issue of radicalisation has loomed large in Western policy debates. Recent summits on countering violent extremism have sought to highlight the importance of undermining extremist narratives, mobilising moderate Muslims who oppose ISIS and working to address drivers of radicalisation. This article explores the ideological underpinnings of this approach. It focuses on what I call the “Muslim paranoia narrative”, a recurring feature of Western radicalisation discourse that helpfully captures its ideological commitments and their contemporary significance. Analysing its manifestation in American political culture, I argue that the Muslim paranoia narrative indicates a powerful process of ideological reproduction that works against approaches to counter-radicalisation centred on engagement and collaboration with Muslim communities.  相似文献

ABSTRACT

This article reveals a new trend in UK counter-terrorism: the emergence of anti-extremist Theatre-in-Education (TIE) to deliver counter-terrorism projects in schools and colleges. Using Paulo Freire’s vision of critical and dialogic pedagogy, I offer an analysis of anti-extremist TIE against a backdrop of PREVENT, the UK counter-terrorism strategy. The September 11 attack, the London Transport bombings and the more recent attacks in Europe and the UK have contributed to a strengthening of counter-terrorism measures in all spheres of public life. In 2015, the UK government introduced a statutory duty for education providers to prevent young people from being drawn into terrorism. This is known as the PREVENT Duty. The implementation of the duty has not been without controversy, with commentators noting a disproportionate focus on Islamist forms of terrorism. My study has shown that the guiding principle of TIE to enact social change is threatened in this climate, whilst maintaining the possibility of engaging young people in meaningful dialogue about terrorism and violent extremism.  相似文献

ABSTRACT

This article explores how selected educators respond to the integration of counter-radicalisation efforts into Norwegian secondary schools. Our research participants describe having limited encounters with youth extremism in practice, yet their narratives exhibit a professional responsibility to prevent students from being radicalised towards any form of violent extremism. There are, however, diverging views on how prevention should be carried out in school. When faced with concerns of radicalisation, most participants draw on therapeutic prevention, which conforms to the dominant radicalisation discourse in global politics aimed at identifying and rehabilitating vulnerable youth. We argue that these therapeutic prevention strategies are a form of pedagogical control intended to recondition “illiberal” students under the pretext of national security. Considering the strong normative and political connotations of extremism-related issues, we recommend that educators tread cautiously in their prevention efforts. Educators must especially strive to find a balance between deterring students from radicalisation and violent extremism, while also ensuring that these efforts do not impede the agency and autonomy of young lives. Overall, this research raises some ethical and practical concerns about preventing radicalisation and violent extremism in Norwegian schools.  相似文献

ABSTRACT

Under the statutory obligations of the Prevent strategy, British schools have greater responsibility to counter terrorism and extremism than ever before. However, research has yet to fully explore how schools tackle such a complex issue in the classroom. This research critically examines the discourses of terrorism and extremism found within British secondary school textbooks to deepen understanding of how terrorism and extremism are taught in schools. This article deploys a mode of critical discourse analysis to assess and critique the ways in which the political realms of terrorism and extremism are constructed. I argue that these discourses construct an ethical proximity between the text, the reader and the state, while rendering voiceless both the “terrorist” and the civilian living in states prioritised by British foreign policy. As such, this article argues that British school textbooks construct a normative perspective through which the violence of states is sanitised and normalised. It raises concern regarding the role of contemporary schooling in perpetuating a global politics of violent foreign policy.  相似文献

This article interrogates emerging trends and patterns in the process of radicalisation and violent extremism in West Africa and the implications for regional and international security regimes, practices and thinking. It argues that there are real and imagined challenges of radicalisation and violent extremism. The overarching view is that the emergence of intra- and extra-African preoccupation with violent extremism alone, rather than alongside seriously addressing its structural undercurrents related to preventing and interrupting the process of radicalisation, distorts the security realities and further exacerbates the security situation in Africa. Radicalisation and violent extremism further integrates West Africa into global security assemblages, yet the absence or non-incorporation of an indigenous African (civil society) perspective or counter-narrative about radicalisation and violent extremism uncritically fuses and conflates the strategic interests of major powers with the local realities in Africa. Moreover, there is a huge potential that national governments could exploit local, regional and international interests in counteracting terrorism for domestic political advantages, such as mis-characterisation of subsisting conflicts, regular political opposition and other local grievances as cases of terrorism, thereby risking a deterioration in security conditions.  相似文献

Utilizing a sample drawn to represent the general U.S. population, the present study experimentally tested whether a call-center’s disclaimer regarding limits to caller confidentiality (i.e., that operators would be required to refer calls to law enforcement if callers were to discuss anyone who was a danger to themselves or others) affected disclosures related to a third party’s involvement with terrorist groups, gangs, or such party’s commission of assault and/or non-violent crimes.

Disclaimer type did not significantly affect the number of terrorism-related disclosures. Furthermore, it did not significantly affect either the number of gang-related disclosures or reports of assault. However, the law enforcement referral disclaimer/condition reduced the number of disclosures of non-violent crimes that were not directly related to terrorism, gangs, or assault, though its effect accounted for less than one percent of the variance between conditions. Additionally, disclaimer type did not significantly affect willingness to recommend the call-center, nor did that effect vary significantly by age or sex. Implications for the call-center’s role in addressing ideologically motivated violence (terrorism, violent extremism), as a form of secondary/targeted prevention, are discussed.  相似文献

This article examines key setting events and personal factors that are associated with support for either non-violent activism or violent activism among Somali refugee young adults in the United States. Specifically, this article examines the associations of trauma, stress, symptoms of posttraumatic stress disorder (PTSD), posttraumatic growth (PTG), strength of social bonds, and attitudes towards legal and non-violent vs. illegal and violent activism. Structured interviews were conducted with a sample of Somali refugee males ages 18–25 living in the northeastern United States (N = 79). Data were analyzed using multiple linear regressions and path analysis. Greater exposure to personal trauma was associated with greater openness to illegal and violent activism. PTSD symptoms mediated this association. Strong social bonds to both community and society moderated this association, with trauma being more strongly associated with openness to illegal and violent activism among those who reported weaker social bonds. Greater exposure to trauma, PTG, and stronger social bonds were all associated with greater openness to legal non-violent activism.  相似文献

The history and identity of fundamentalism is complex. Religious fundamentalism names an ideological perspective found in most, if not all, major religions and is currently associated with variant forms of extremism and religiously-motivated acts of violence, including terrorism. Following a discussion of religious extremism per se, a typological paradigm of religious fundamentalism that attempts to demonstrate the ideological development from what might be referred to as an “initial” and relatively benign fundamentalism into extremism and thence to terrorism, will be presented. A discussion of a model of fundamentalism as applied to Islam will provide a comparative basis for assessing Christian fundamentalism and extremism, so setting the scene for an applied exploration of religious extremism and terrorism with particular reference to Christian contexts and examples.  相似文献

The traditional explanations for the survival of democratic systems mostly include economic and cultural variables. Only rarely has attention been given to the age structure of a society. This article introduces a hypothesis involving the ‘youth bulge’ concept popular in conflict studies. It is hypothesized that democratic countries with proportionally large male youth cohorts are more likely to become dictatorships than societies with a smaller share of young men. A causal link between demography and democracy is assumed to exist because young men are the protagonists of virtually all violent political action as well as political extremism with a potential to threaten democracy. Strong evidence supporting the hypothesis is found using data for 110 countries in the period from 1972–2009.  相似文献

This article addresses four assumptions behind many of the current theoretical and policy approaches to individual processes of Islamist radicalization in Europe: the association with terrorism and extremism; determinism; the extraordinary nature of radicals; and the reification of the grievance and collective identity discourse. It argues for an intentional and developmental, rather than structural and socio-economic feature-focused, approach to the explanation of the radicalization process, with the consideration of framing and socio-psychological mechanisms having an impact on individual decision-making processes, and for an overall, broader conceptual understanding of radicalism.  相似文献

Political extremism suffers from a definitional deficiency. This article proposes an analytical definition of the term, which avoids using extremism in a pejorative way. This definition also avoids exclusive focus on violence. This definition encourages the analyst to explicitly make the case for defining an action or an actor as extremist by comparing the action or actor to its political context. The article then explores several dimensions of an extremist political identity that can help observers understand extremist behavior and goals. It uses this conceptual framework to consider three examples of political extremism. Finally, the article concludes with some limitations and strengths of this definition of political extremism.  相似文献

Work on contemporary instances of “violent extremist” texts tends to see these primarily as more or less instrumental extensions of political (or political-religious) movements. As a result, there are few studies that devote close attention to individual examples of the texts themselves. In this article, we offer a detailed analysis of two jihadist speeches by the prominent ideologues Adam Gadahn and the late Anwar al-Awlaki. We argue that Al-Awlaki’s work ultimately succeeds where Gadahn’s seemingly fails because it is underpinned by a form of fundamentalism which, paradoxically, is inherently premised on the survival of possibilities for dialogue and polyglossia.  相似文献

ABSTRACT

Drawing on international political sociology, this article shows how the merger of development and security has become part of the ideational architecture that facilitates a new ‘feel-good’ militarism in Africa. Contemporary international reform efforts are designed to restrain military power in the name of development, democracy and civilian oversight, but also to strengthen the coercive capacities of African security institutions and make them more efficient in the global fight against violent extremism. Such defensive development efforts have implications for the historically problematic relationship of the African state with modern forms of organised force, reconfiguring and recalibrating relations and dynamics between the state, military forces and external actors. The article concludes that defensive development is fraught with combative contradictions and risks becoming the handmaiden not only of increased militaristic violence, but also of oppression and the restriction of freedom and democracy.  相似文献

This article presents a critical discourse analysis of the discourse surrounding education, international development and security in Khyber Pakhtunkhwa, North-West Pakistan. The article notes the dissonance between a discourse emphasising global security and the experienced insecurity faced by schools and students in North-West Pakistan, under attack from the Pakistani Taliban (the most notable attack being the shooting of Malala Yousafzai in 2012). This analysis examines the impact of securitisation on the discursive production of the political realm, exploring whether securitisation engenders security or insecurity. Three key findings emerge. First, the purpose of securitised education becomes fixed on ‘mindset transformation’ from an extremist mindset to an educated mindset. Second, students are transformed into soldiers fighting against extremism as education becomes weaponised. Third, the discourse blurs the distinction between the uneducated and extremist, and the figure of the ‘threatening, uneducated Other’ emerges. The discursive production of such oppositional subjectivities throws into question whether the international community’s intervention in education in North-West Pakistan, in order to improve security and fight extremism, is not in fact producing greater insecurity.  相似文献

The United States government has adopted new approaches to counter violent extremist organizations around the world. “Soft security” and development programs include focused educational training for groups vulnerable to terrorist recruitment, norm messaging through local radio programming, and job creation in rural communities. This article evaluates the effectiveness of one set of these multi-vectored, community-level programs through data from 200 respondents in two similar, neighboring towns in northern Mali, Africa. The data show that residents in Timbuktu who were exposed to the programming for up to five years displayed measurably altered civic behavior and listening patterns in comparison with their counterparts in the control town of Diré, which had no programming (controlling for potential covariates including age, ethnicity, and political and socioeconomic conditions). However, there was little measurable difference between the groups in terms of their cultural identities and attitudes towards the West. While this study is unable to definitively prove a causal connection between programming and behavioral outcomes, it nonetheless strongly suggests that the process of “winning hearts and minds” can be effective at certain levels but may require extended time and dedicated resources to generate higher-level results.  相似文献

The Acholi region of Uganda was deeply affected by the war between the Lord’s Resistance Army and the Government of Uganda from the late 1980s to 2006. This article presents qualitative case-study research of how citizen engagement evolved during the conflict and period of internal displacement, analysing the mechanisms through which violent conflict affected the sense and practice of citizenship. The findings show that the securitisation of local institutions and the militarisation of the public sphere limited the opportunity for learning the practice of citizenship. In the post-conflict situation, perceptions and behaviours that developed during the conflict period persist among the Acholi. Finally, the experience of protracted conflict has a negative impact on a sense of citizenship, which weakens the confidence of the Acholi people to engage with the state. With practices of citizenship limited by inexperience and a sense of citizenship that is characterised by alienation, the Acholi find it difficult to hold state actors to account. This demonstrates the need for a clear understanding of the continued fragility of citizenship after violent conflict.  相似文献
