高校工会在加强高校校园文化建设过程中,对丰富校园管理文化,培育校园民主精神,推进学校民主政治建设,培育积极的校园精神,营造良好的育人环境,培育团队精神,增强凝聚力,构建和谐的校园文化氛围等方面具有非常重要的作用。

让教职工参与学校民主管理是提高高校教学管理水平、加强高校民主政治建设、发挥高校知识分子主人翁精神和责任感的必然要求。为了不断完善民主管理和民主参与机制,北京大学工会在构建和谐校园的进程中开创了"校领导与教职工见面会"制度。这种见面会制度的民主性、互动性、联动性在北京大学的民主管理工作中体现了较强的优势和创新性。

和谐校园视域中党的制度与机制建设

和谐校园是社会主义和谐社会的重要组成部分。建设和谐校园要求必须加强党的建设。在高校党建中,党的制度、机制建设为构建和谐校园提供有力的保证。在党的制度、机制建设中,要着重建立党的监督惩戒机制、民主协商机制、干部任用考核机制、激励机制、利益诉求表达机制及党组织和党员的服务机制,以建设一个有序校园、民主校园、公平校园、活力校园和磁力校园,推进和谐校园建设。     

教职工当家作主:高校政治文明建设的价值核心

高校政治文明建设,需要体现人民当家作主这一社会主义政治文明的本质特点,保证教职工群众依法享有当家作主的民主选举、民主决策、民主管理、民主监督的广泛权利。高校教代会各项职权的落实是实现教职工当家作主的有效体现。保证教职工当家作主是高校政治文明建设和构建和谐校园的重要任务。     

构建“和谐校园” 实现“四个突破”

构建社会主义和谐社会是一项事关我国社会发展全局的战略性任务,高校是社会的重要组成部分,因此"和谐校园"建设显得尤为重要。高校工会如何适应新的形势和任务,在构建"和谐校园"实践中有所作为?笔者认为应在四个方面实现突破。

高校教代会提案工作质量改进探究——基于全面质量管理理论的视角

高校教代会提案是高校教职工直接参与学校民主管理和民主监督、维护教职工合法权益的重要方式,也是实现高校决策和管理民主化、科学化的重要手段。教代会提案工作的质量直接关系到教代会民主建设的成效与现代大学制度的发展进程。本文在分析高校教代会提案工作质量普遍存在问题的基础上,尝试将管理学中的全面质量管理理论运用到提案工作质量改进中,以期推动高校教代会提案工作在循环发展中实现提案工作质量的持续有效提升,从而进一步推动高校民主建设健康可持续发展。     

高校教代会制度的历史演进与未来发展

高校教代会制度经历了从试点到制度再到法制, 并在法制的保障下不断发展延伸的三个阶段。高校教代会是教职工行使民主权利和民主管理学校的基本形式, 是学校管理体制的重要组成部分。高校要创新形式, 进一步落实教代会的职权, 有关部门要尽快修订颁发《高校教代会条例》, 确定其法律地位。     

提高教代会代表素质发挥主人翁作用

高校教代会代表要经过民主选举产生,在选举中要着重抓几个环节.选出的代表既有参政能力,又有参政热情,真正代表广大教职工切身利益,出于公心参政议政,当好职工群众联系领导的桥梁和纽带.

In civic youth wouth work program staff focus on larger outcomes and do not often attend to the importance of seemingly mundane and simple tasks. Young people talk about how these simple tasks have powerful meaning for them and their work even as adult volunteers talked about the challenges of working democratically with young people. To integrate these perspectives there are some practices that describe how this work is done: co-creation, contributory, interrogatory, contextual, caring-for-the-world, processual, open, invitational, and a commitment to more than the self.

Chapter 15: Therapeutic Foster Homes for Teenage Mothers and Their Babies

The Children's Aid and Adoption Society of New Jersey developed therapeutic foster homes for young mothers and their babies in response to the complex problem of teenage out-of-wedlock childbearing. The program assesses parenting capabilities and help the mother make an early and informed decision regarding permanency for her baby. A full range of support services are offered the mother to test her decision to keep her baby under favorable conditions.

加强高校民主政治建设,必须建立和健全有关制度,诸如教代会制度、校(院)务公开等,以制度作为保障。坚持这些制度,能确保教职工民主参与、民主决策、民主管理和民主监督作用的发挥。     

Adolescents' experience of a life-framing decision

High school students participating in a year-long longitudinal study of the college decision-making process described their experiences in open-ended essays, and rated their reactions to the process on several different Likert scales. Students' certainty in the decision and readiness to make a decision rose over time. As the process continued, students reported increasing satisfaction with the information they had obtained, and more comfort with the process itself. However, overall levels of reported enjoyment of the process were low to moderate, and overall ratings of the stressfulness of the decision remained high. Students gave evidence of seeing this decision as a life-framing one.This project was funded by The Spencer Foundation and by the National Institute of Child Health and Human Development (HD-28177-R15), both to Kathleen M. Capitalism,workers organising and the shifting meanings of workplace democracy

This article explores the limits imposed by a capitalist system of industrial relations on the construction of workplace democracy. It does so by focusing on the experiences of two grass-roots organisations, from both the formal and informal sectors of the economy, in the context of contemporary Argentina. Against one-sided and abstract views of union democracy, the article argues that, for a critical engagement on the issue of democracy, we should go beyond analyses that consider this in isolation from the material, institutional and ideological capitalist context within which unions’ actions are inserted. Democracy permeates the life of unions as collective organisations, but the struggle for control in a context of unbalanced power shapes democracy as a practice. Questions about the right balance between democratic decision-making and delegation and between efficiency and accountability in unions remain open.     

劳动合同形式探析

我国《劳动法》规定劳动合同应当书面订立,但现实中不签订书面劳动合同形成的事实劳动关系大量存在。放松对劳动合同的形式要求,将口头合同形成的事实劳动关系纳入劳动法范围并加以倾斜性的保护,引导劳动关系当事人特别是用人单位签订书面劳动合同,是一个符合合同本意,理性和现实的选择。而最重要的是这一选择符合劳动法的根本立法宗旨,有利于对劳动者的保护,协调、稳定劳动关系。     

Institutionalizing economies of opposition: explaining and evaluating the success of the MST's cooperatives and agroecological repeasantization

Dominant conceptions of social movements consider their constitutive feature the disruption of order, not practices around building it. In this paper, I challenge this notion by analyzing the Landless Workers' Movement (MST)'s relatively successful efforts to institutionalize the practices of agricultural production developed by its members in cooperatives and agroecology. Through this analysis, I show that the movement's administration of a democratically managed form of agricultural production exemplifies a unique form of social movement resistance – namely, what I call self-governmental resistance. Rather than reformist or revolutionary contention, self-governmental resistance – performed by movements like the MST – redevelops state policies by vying for and often taking control over the design and implementation of agricultural production.
