Prior research has established the effect of race and ethnicity on citizens’ perceptions of the police. This paper serves to build on this body of literature by examining the effect of racial tension on attitudes toward the police. Specifically, we conduct multilevel analyses using survey data from Seattle, Washington to explore whether individual perceptions of racial tension and/or community-level racial tension are related to residents’ attitudes toward the police. The results show that attitudes toward the police were generally less favorable among respondents who perceived racial tension or mistrust in their communities. Additionally, community racial tension had significant contextual effects on residents’ perceived racial profiling by the police. This study has implications for future police policy: understanding how racial tension shapes perceptions of the police will assist in selecting and adapting crime control strategies.  相似文献

Uniformed presence is commonly thought to create feelings of safety in people. However, do differently uniformed people contribute to an equal amount of safety and are there situation-dependent differences? The present study examined the association between various types of uniformed presence and people’s feelings of safety through a questionnaire among 352 respondents (18–86 years) (49.1 % women). The questionnaire contained pictures of situations perceived as relatively safe and unsafe with or without uniformed presence. The respondents estimated how safe they thought they would feel in these situations with no uniformed presence, two police officers, six police officers, a police vehicle, two security guards, or two police volunteers. Results showed that uniformed presence did not increase feelings of safety in a situation perceived as relatively safe, making patrol unnecessary. In situations perceived as relatively unsafe however, all types of uniformed presence increased feelings of safety. Foot patrolling police contributed to the greatest increase in feelings of safety. Security guards and police volunteers created similar amounts of feelings of safety making police volunteers a cost-effective alternative. All types of foot patrol were better than vehicle patrol, making non-police groups an alternative to vehicle patrol. Some situational, gender, and age differences were found.  相似文献

Although the conventional wisdom holds that increasing the number of minority officers will enhance residents' perceptions of police and the criminal justice system, further systematic investigation of this hypothesis may be needed. Building on the group‐position thesis, the representative bureaucracy theory, and prior research, this study investigates whether perceived minority police presence within residents' neighborhoods affects residents' perceptions of criminal injustice, whether this effect is more pronounced for minority residents and in minority neighborhoods, and whether perceived minority police presence has a stronger effect on perceptions of criminal injustice for minority residents in more integrated and white neighborhoods than minority residents in minority neighborhoods. Analyses of data collected from Los Angeles, CA, show that residents perceive a lower level of criminal injustice when they report that officers in their neighborhoods are not white‐dominated, and this finding is not dependent on the respondent's race/ethnicity or the racial/ethnic composition of the neighborhood. In addition, perceived minority police presence seems to have a weak to no effect on residents' perceptions of criminal injustice for Hispanic communities. We discuss these findings and their implications for theory, research, and policy.  相似文献

We explore the effect of police strength and arrest productivity on citizens’ fear of crime and perceived risk of victimization, as well as their subjective perceptions of the police including their confidence in the police and ratings of police response time. Police strength is measured as the rate of officers per 1,000 and productivity is calculated as the average number of arrests per officer; we also controlled for the crime rate using crimes reported to the police. We use nationally representative survey data (n?=?1,005) and conduct a supplemental analysis of data drawn from a representative sample of urban counties (n?=?1,500). Police force size and productivity have limited and inconsistent effects on fear of crime, perceived risk, and ratings of response time and no apparent effects on confidence in the police. We also find a modest yet statistically significant negative effect of police confidence on fear of crime. Our findings indicate that it is questionable whether adding more police will reduce fear or perceived risk of victimization to any measurable degree. Consequently, we suggest that rather than hiring binges and increased arrests, the focus should be instead on making positive contacts with citizens.  相似文献

This paper explores overall police officer acceptance of tactics and tenets of broken windows and community problem-solving policing. It assesses differential support for each by police officer characteristics (i.e., race/ethnicity, gender, rank, education level, years of service, and assignment). This study presents the findings of a survey of 227 sworn police personnel from two urban police departments. Univariate analyses reveal the levels of support that police have for certain police tactics and tenets of broken windows and community problem-solving policing. Regression analyses examine the relationship between key officer characteristics and support for these tactics and tenets as measured by respondents’ agreement with various items and indices. Findings include support for community problem-solving (and also a reliance on traditional policing methods); a lag in investigators’ acceptance of community problem-solving; and differences by officer race/ethnicity, education, rank, and assignment in indices related to broken windows and rapid response policing. The differential acceptance of broken windows and rapid response tactics by race/ethnicity suggests interesting implications for future studies of race/ethnicity and broken windows policing. The greater acceptance of certain tactics by patrol officers supports current moves toward innovating in police investigations’ bureaus.  相似文献

Empirical studies that use reported crime data to evaluate policies for reducing crime will understate the true effectiveness of these policies if crime reporting/recording behavior is also affected by the policies. For instance, when the size of the police force increases, changes in the perceived likelihood that a crime will be solved may lead a higher fraction of victimizations to be reported to the police. In this paper, three data sets are employed to measure the magnitude of this reporting bias. While each of these analyses is subject to individual criticisms, all of the approaches yield similar estimates. Reporting bias appears to be present but relatively small in magnitude: each additional officer is associated with an increase of roughly five Index crimes that previously would have gone unreported. Taking reporting bias into account makes the hiring of additional police substantially more attractive from a cost–benefit perspective but cannot explain the frequent inability of past studies to uncover a systematic negative relationship between the size of the police force and crime rates.  相似文献

Training of police officers is important in order to maintain an effective law enforcement community. The present study investigates the mediating effect of motivation for operational duties on the relation between operational self-efficacy and performance satisfaction as well as perceived strain during a simulated operational scenario. Moderating effects of personality hardiness on the same relations were also investigated. Personality hardiness as a moderator was found only for the relation between operational self-efficacy and performance satisfaction. A positive effect was found for high hardy subjects, and a negative effect was found for low hardy subjects. The results also showed a mediating effect of motivation for operational duties on both performance satisfaction and perceived strain. This could have implication for selection and training in the police force.  相似文献

Although there is a knowledge base regarding theoretical and empirical research on attitudes toward the police, this line of research has not fully examined the sources of such attitudes, and in particular the extent to which attitudes toward the police are influenced by ethnic identity. The present study examined the role of ethnic identity in African American adolescent offenders' perceptions of general police discrimination, direct police contact, procedural justice, and police legitimacy. Analyses showed that youth with a stronger sense of ethnic identity perceived more police discrimination but reported more positive beliefs about police legitimacy. The findings underscore the importance of considering processes that may make legal socialization experiences more salient for adolescents, and demonstrate the complex role that ethnic identity plays in relation to discrimination.  相似文献

This study focuses on identifying the relationship between the citizen's attitude toward the police and the police uniform and authoritarian attitude. The perceived authority associated with the police uniform has been an essential ingredient of the police role. Consequently, the police uniform influences attitudes and behaviors of the wearers as well as the citizens with whom they interact. The citizen's attitude is negatively affected by the traditional military style police uniform in conjunction with the authoritarian attitude exhibited by police officers in performance of their duties. Consequently, when the uniform and officer's attitude are altered, there will be a corresponding change in the citizen's attitude toward the police. The attitude of the officer, in conjunction with the uniform, exerts considerably more influence on the citizen's attitude than does the uniform, officer's attitude, or any additional factor acting independently.  相似文献

This paper addresses two questions: (1) What are the sources of spirituality among police officers? (2) Can spirituality alleviate police stress? These issues are examined in a secondary analysis of the dataset Police Stress and Domestic Violence in Police Families in Baltimore, Maryland, 1997–1999. The study extends research on law enforcement spirituality to include the structural sources of spirituality. Minority status easily emerges as a source of spirituality with the highest levels present among African Americans and females. Contrary to previous research that has found either non-existent or positive relationships between spirituality and work-related stress among law enforcement, this study finds that spirituality is weakly associated with lower levels of burnout after controlling for demographic factors. However, the weak relationship between spirituality and perceived stress disappears when controlling for burnout and demographic factors, thus undermining the ability to make any overarching claims about the influence of spirituality that can cover all kinds of police stress.  相似文献

Although strain in police–prosecutor relationships may be built into the criminal justice system’s checks and balances, the administration of criminal justice can benefit from the adoption of practices which improve these working relationships. A first step towards the adoption of such practices can be taken by first adding to the knowledge base regarding this understudied topic. Using a survey of a state-wide sample of Texas police chiefs, this exploratory study identifies which aspects of police–prosecutor interaction styles are predictors of police chiefs’ satisfaction with police–prosecutor relationships. Results indicate that perceived level of police input in prosecutors’ plea bargain and charging decisions, perceived directness of felony trial preparation communication method, and perceived frequency of decision-maker interactions predict police chiefs’ satisfaction with police–prosecutor relationships. The current study prospectively explores whether crime victims’ willingness to cooperate with the police is predicted by victims’ perceptions of police officers’ behaviour with regard to their case through their perceptions of police legitimacy. Structural equation modelling was used to examine the interrelationships between the study variables while controlling for baseline values among a sample of 201 crime victims in the Netherlands. Results indicate that victims’ perceptions of procedural justice and police performance were predictive of both indicators of perceived police legitimacy (i.e. obligation to obey the law and trust in the police). Moreover, victims’ willingness to cooperate with the police was indirectly predicted by victims’ perceptions of procedural justice and police performance, through their perceptions of obligation to obey the law. These findings suggest that police officers may play an important role in stimulating victims’ willingness to cooperate with the police by treating victims fairly and by taking investigative actions to solve the crime.  相似文献

While the extant research on trust and confidence in the criminal justice system is broad in scope, its individual studies are more limited, leaving much unknown about these relationships. Building on prior research, the current study investigates the relationships between prior contact, victimization, and seven measures of trust and confidence in the police and courts. This study responds to calls for the relationships between trust and confidence in the criminal justice system, race/ethnicity, prior contact, and victimization to be investigated within a single study. Although rare in prior research, outcomes of trust and confidence in local police and courts are individually investigated within the same sample simultaneously. As a first, the current study also separates prior contact by police, courts, community corrections, and institutional corrections and examines four types of victimization (direct violent, vicarious violent, direct non-violent, vicarious non-violent). The latter allows for an examination of potentially more nuanced relationships between victimization and trust and confidence in the police and in the courts.  相似文献

The minority threat perspective suggests that the criminal justice system may be one mechanism through which the majority group (i.e. Whites) maintains control of culturally dissimilar minority groups. Although numerous studies have examined the relationship between minority representation and various policing outcomes, few have extended this research to police use of force in the context of stop-and-frisk practices. Using stop, question, and frisk data from the New York Police Department, this study examines (1) whether racial and ethnic composition influences police use of force, and (2) whether an individual’s race/ethnicity interacts with the racial/ethnic composition of a police precinct to produce disparities in police use of force. Purpose

While law enforcement officers have the state-sanctioned authority to use force as a way to ensure citizen obedience with the law, research has found that when private citizens evaluate the police as legitimate, they are more likely to comply with legal demands and cooperate with the police. Although procedural justice has shown to be a highly significant predictor of perceived police legitimacy, research has found other correlates of this outcome, including ethnic identity, low self-control and structural economic disadvantage. To date, no study has explored whether strain influences perceptions of the legitimacy of law enforcement.

Methods

A series of linear regression equations was estimated using survey data collected from a convenience sample of college students to determine the effect of strain on perceived police legitimacy.

Results

Even after controlling for procedural justice, strain exerted a negative and statistically significant influence on law enforcement legitimacy evaluations.

Conclusions

Police officers are encouraged to interact with citizens in procedurally just manners and to also consider people's strain levels when enforcing the law.  相似文献

Exploring the relationship between procedural justice and citizen perceptions of police is a well‐trodden pathway. Studies show that when citizens perceive the police acting in a procedurally just manner—by treating people with dignity and respect, and by being fair and neutral in their actions—they view the police as legitimate and are more likely to comply with directives and cooperate with police. Our article examines both the direct and the indirect outcomes of procedural justice policing, tested under randomized field trial conditions. We assess whether police can enhance perceptions of legitimacy during a short, police‐initiated and procedurally just traffic encounter and how this single encounter shapes general views of police. Our results show significant differences between the control and experimental conditions: Procedurally just traffic encounters with police (experimental condition) shape citizen views about the actual encounter directly and general orientations toward the police relative to business‐as‐usual traffic stops in the control group. The theorized model is supported by our research, demonstrating that the police have much to gain from acting fairly during even short encounters with citizens.  相似文献

Two major police reforms were introduced in South Korea in 1991 and 1999 to help bring about a shift from a colonial style of policing to a form more prevalent in developed economies pursuing the rule of law, observance of human rights, and the practice of democratic policing. We conclude that the findings from the present study, drawing on a survey of a national sample of 406 South Korean police officers, offer modest support for the efforts of the Grand Reform in its impact on police officers?? satisfaction with promotion and salary and benefits. While few demographic characteristics, with the exception of age and years of experience, were associated with job satisfaction, there is strong evidence for the relationship between organizational characteristics and job satisfaction. Management support and perceived citizen support of police are associated with both measures of satisfaction, promotion and salary/benefits, while the police officers?? relationship with their supervisors is less than stellar. Finally, officers who believe that the primary operating philosophy of the police is to serve the government appear to be satisfied with their jobs relative to their opportunity for promotion, which is perhaps a more critical measure for them than salary and benefits, reflecting the presence of a police organizational climate that is still rooted in the historical military culture of Korean police. The findings from this study suggest that more efforts are warranted in improving organizational climate if officers are to believe their primary goal is to serve the citizen, a fundamental element of democratic policing.  相似文献

Previous studies evaluating the effects of juveniles' race on police decision-making have rendered inconclusive results. Many of these studies have suffered from methodological shortcomings. The present study utilized vignettes to describe police-juvenile encounters in order to determine police charging practices for black and white youth. The results suggest modest offense-related race effects. Black youth tend to be charged with more offenses while white youth were released more frequently. A refinement in the research methodology is indicated for further explorations of the critical issue of police bias.  相似文献
