This article addresses the puzzle of electoral support for corrupt politicians in emerging democracies by examining citizens’ varying attitudes toward political corruption. We make an important theoretical distinction between perceptions of and tolerance for corruption, and argue that these different attitudes vary across individuals depending on whether they are political insiders or outsiders. We test our theory using Afrobarometer survey data from 18 sub‐Saharan African countries and find that individuals included within clientelistic networks simultaneously perceive corruption as ubiquitous and are more tolerant of malfeasance. Meanwhile, those individuals with partisan or ethnic ties to the incumbent are less likely to consider corruption as widespread. Finally, we explore whether variation in attitudes toward corruption influences citizens’ voting behavior, and find that insiders are less likely to “vote the rascals out.”  相似文献

Using surveys conducted in sixteen mature and newly established democracies around the globe, this study examines the effect of corruption on people's attitudes toward government. The analysis demonstrates that citizens in countries with higher levels of corruption express more negative evaluations of the performance of the political system and exhibit lower levels of trust in civil servants. However, the results also show that the negative effect of corruption on evaluations of the political system is significantly attenuated among supporters of the incumbent political authorities. These findings provide strong and systematic evidence that informal political practices, especially those that compromise important democratic principles, should be considered important indicators of political system performance. Moreover, they imply that, while corruption is a powerful determinant of political support across widely varying political, cultural, and economic contexts, it does not uniformly diminish support for political institutions across all segments of the electorate.  相似文献

Does political violence leave a lasting legacy on identities, attitudes, and behaviors? We argue that violence shapes the identities of victims and that families transmit these effects across generations. Inherited identities then impact the contemporary attitudes and behaviors of the descendants of victims. Testing these hypotheses is fraught with methodological challenges; to overcome them, we study the deportation of Crimean Tatars in 1944 and the indiscriminate way deportees died from starvation and disease. We conducted a multigenerational survey of Crimean Tatars in 2014 and find that the descendants of individuals who suffered more intensely identify more strongly with their ethnic group, support more strongly the Crimean Tatar political leadership, hold more hostile attitudes toward Russia, and participate more in politics. But we find that victimization has no lasting effect on religious radicalization. We also provide evidence that identities are passed down from the victims of the deportation to their descendants.  相似文献

In this paper we examine the role that political scandals play in eroding regard for government and political institutions in general. We know that scandals can lower regard for individual politicians and government leaders. Yet, less is known about how scandal influences attitudes toward institutions and the political process. It has been widely assumed that such attitudes are influenced by factors that lie largely beyond the control of individual politicians. Using data from the U.S. and the U.K. we show that scandals involving legislators can have a negative influence on their constituent's attitudes toward institutions and the political process. One consequence of this finding is that, instead of looking for scapegoats in Hollywood or among the failings of voters themselves, politicians should first get their own House in order.  相似文献

Spain experienced an outbreak of public sector corruption—much of it related to the involvement of regional and local administrators and politicians in the country's urban development boom—that angered the public and sparked calls for government reform. Using data from a 2009 survey that followed these events, the authors examine the association between perceived corruption and the attitudes and behaviors of citizens, including satisfaction with government and democracy, social and institutional trust, and rule‐breaking behaviors. The findings suggest that perceptions of administrative as well as political corruption are associated with less satisfaction, lower levels of social and institutional trust, and a greater willingness to break rules. Although these survey results cannot prove causation, they are consistent with the notion that administrative and political corruption damages the legitimacy of government in the eyes of citizens and weakens the social fabric of democratic society.  相似文献

Police violence is not uncommon in America, and the risk of civilians' being killed by police is considerably higher here than in similar countries, making it a major public health issue. For Black Americans the risk is significantly higher. In this study, we analyze the political determinants of police killings of Black Americans, with a specific focus on corruption in American states. Our evidence suggests that police can kill Black Americans with impunity because of a lack of accountability—exemplified by corruption—that is largely determined by political influences. Our findings point to ways in which the responsibility for police violence and killings is deeply rooted and influenced by the values of the wider society.  相似文献

We show that Brazilian voters strongly sanction malfeasant mayors when presented with hypothetical scenarios but take no action when given the same information about their own mayor. Partnering with the State Accounts Court of Pernambuco, we conducted a field experiment during the 2016 municipal elections in which the treatment group received information about official wrongdoing by their mayor. The treatment has no effect on self‐reported voting behavior after the election, yet when informing about malfeasance in the context of a vignette experiment, we are able to replicate the strong negative effect found in prior studies. We argue that voters' behavior in the abstract reflects the comparatively strong norm against corruption in Brazil. Yet on Election Day, their behavior is constrained by factors such as attitudes toward local political dynasties and the greater salience of more pressing concerns like employment and health services.  相似文献

Studies of representative bureaucracy argue that public administrators hold attitudes that are generally representative of the public and will implement policy in accordance with those attitudes. However, studies of representative bureaucracy generally have not considered the partisanship of local administrators. Many local election officials affiliate with a political party, and there is concern that partisan officials will manipulate election procedures to help their party. The authors analyze a survey of local election officials about their attitudes toward provisional voting. Findings show that Democratic local election officials have significantly more positive attitudes toward provisional voting programs in highly Democratic jurisdictions and significantly less positive attitudes in highly Republican jurisdictions. No such relationship occurs for Republican administrators. In addition, positive attitudes toward provisional voting are associated with more provisional votes being cast and counted in the 2004 presidential election. This work questions whether representative bureaucracy—when it concerns partisanship—is always a desirable outcome.  相似文献

Nonprofit property tax exemption has become a major policy issue as the collapse of the housing market, the Great Recession, and property tax caps have threatened local tax collections. Consequently, many local governments have sought to obtain payments in lieu of taxes (PILOTs) from charities that are formally exempt from property taxes. Using a 2010 survey of local government officials in Indiana, this article examines whether support for PILOT policies is related to officials’ personal involvement with nonprofits, their views on government–nonprofit relationships, the type of position they hold, the level of economic distress in the county, local political conditions, and local nonprofit wealth. The findings support most of these hypotheses but also show that attitudes toward PILOTs appear to be shaped by somewhat different concerns than attitudes toward services in lieu of taxes (SILOTs).  相似文献

Traditional views hold that citizens’ attitudes toward the police are driven by local concerns. We contend that public attitudes toward the police are also responsive to systematic and periodic state-level political factors. We show that state elections as a focusing event alter periodically the determinants of attitudes toward the police. Using an ordered logistic regression model and data from national public policy surveys from 1998 and 1999, we find that gubernatorial elections have a significant effect on the state/police relationship. State elections create conditions that separate the bureaucratic and partisan functions of the state government. In turn, the bureaucratic performance of the state government is less related to police approval, while partisan contestation for control of the governor office (control of the state) is significantly and positively related to police approval. During gubernatorial election years, attitudes toward the state government account for more of the variation in police attitudes.  相似文献

PR systems often are credited with producing more equitable outcomes between political parties and encouraging wider social group representation than majoritarian systems. Theory suggests that this should instill greater trust, efficacy, and faith in the political system. We assume that citizens disadvantaged by majoritarian rules (political minorities) will have a relatively greater shift toward positive attitudes about democracy following a transition from a majoritarian system to proportional representation. We employ panel data from the 1993–1996 New Zealand Election Study (NZES) to test hypotheses about the effects of electoral system change on attitudes about governmental responsiveness, trust in government, and political efficacy. We find that there is a general shift in mass opinion toward more positive attitudes on some measures of efficacy and responsiveness. Political minorities display a greater shift toward feelings of efficacy than other voters.  相似文献

We investigate whether mining affects local corruption in Africa. Several cross‐country analyses report that natural resources have adverse effects on political institutions by increasing corruption, whereas other country‐level studies show no evidence of such “political resource curses.” These studies face well‐known endogeneity and other methodological issues, and employing micro‐level data would allow for drawing stronger inferences. Hence, we connect 92,762 Afrobarometer survey respondents to spatial data on 496 industrial mines. Using a difference‐in‐differences strategy, we find that mining increases bribe payments, and this result is robust to using alternative models. Mines are initially located in less corrupt areas, but mining areas turn more corrupt after mines open. When exploring mechanisms, we find that local economic activity relates differently to corruption in mining and non‐mining areas, suggesting that mining income incentivizes and enables local officials already present to require more bribes.  相似文献

This article analyzes the relationship between political trust, ideology, and public support for government spending. We argue that the political trust heuristic is activated when individuals are asked to sacrifice ideological as well as material interests. Aggregate- and individual-level analysis shows that the effects of political trust on support for government spending are moderated by ideology. Consistent with the unbalanced ideological costs imposed by requests for increased government spending, we find that the effects of political trust are significantly more pronounced among conservatives than among liberals. The analysis further demonstrates that ideology conditions the effects of political trust on attitudes toward both distributive and redistributive spending. Our findings suggest that political trust has policy consequences across a much broader range of policy issues than previously thought.  相似文献

Recent studies show a clear link between women in government and reduced concerns about corruption. Until now, it remains unclear which underlying attitudes about women explain the perception that they will reduce corruption. Using a survey question about adding women to a police force, with an embedded experimental treatment, we examine three distinct stereotypes that might explain the power of women to reduce concerns about corruption: gender stereotypes of women as more ethical and honest, the perception of women as political outsiders, and beliefs that women are generally more risk averse. We find that people do perceive women as more effective at combating corruption, and these perceptions are greatly enhanced when information about women's outsider status and risk aversion is provided.  相似文献

How does political violence affect popular support for peace? We answer this question by examining Colombia, where in 2016 the people narrowly and unexpectedly voted against a peace agreement designed to end a half century of civil war. Building on research on the impact of political violence on elections as well as research on referendum/initiative voting in the United States, we argue that local experiences with violence and the political context will lead to heightened support for peace. We test these expectations using spatial modeling and a municipal-level data on voting in the 2016 Colombian peace referendum, and find that municipal-level support for the referendum increases with greater exposure to violence and increasing support for President Santos. These results are spatially distributed, so that exposure to violence in one municipality is associated with greater support for the peace referendum in that municipality and also in surrounding areas. Our findings have implications not only for Colombia, but for all post-war votes and other contexts in which referenda and elections have major and/or unexpected results.  相似文献

In the literature on political economy and public choice, it is typically assumed that government size correlates positively with public corruption. The empirical literature, however, is inconclusive, owing to both measurement problems and endogeneity. This paper creates a corruption index based on original data from a survey covering top politicians and civil servants in all Swedish municipalities. The effect of more politicians on corruption problems is analyzed using discontinuities in the required minimum size of local councils. Despite the fact that Sweden consistently has been ranked among the least corrupt countries in the world, the survey suggest that non-trivial corruption problems are present in Sweden. Municipalities with more local council seats have more reported corruption problems, and the regression discontinuity design suggests that the effect is causal.  相似文献

In the aftermath of the August 2011 riots, politicians and commentators offered a range of explanations for the social unrest and wanton violence. Drawing on survey and focus‐group data, this paper investigates those explanations by analysing how socio‐economic, normative and political factors shape contemporary attitudes towards law breaking in Britain. The paper finds that both economic deprivation and personal moral values help to explain attitudes toward illegal behaviour, but citizens’ mistrust of political leaders and their disengagement from public affairs are also an important factor. The findings suggest that politicians who want to provide moral leadership need to do so through their actions as well as their words.  相似文献

This paper studies the relationship between self-reported crime victimization, perceptions of corruption, and attitudes of Mexico’s armed forces. We find that perceptions of corruption along with individual and state-level factors are important predictors of support for Mexico’s Army and Navy. While crime and violence have had a tremendous impact on Mexican society, crime victimization does not seem to undermine public support for the armed forces. In contrast, corruption in these institutions does undermine support. Given the historical and contemporary significance of the armed forces, this research has significant implications for the role of the coercive apparatus of the Mexican state.  相似文献

Many studies have shown that political efficacy, interest in politics, and political knowledge are strongly related to political participation. In most analyses, these variables are described as having a causal effect on participation. In this paper, we examine the extent to which the relationship between political attitudes and participation is confounded by familial factors. By using the discordant twin design, which relates within-pair differences in political attitudes to within-pair differences in political participation, we are able to examine the relationship net of confounding factors rooted in genes and the early rearing environment. Using four samples of monozygotic twins from the United States, Sweden, Germany, and Denmark, we find that the relationship between political attitudes and political participation is confounded to a large extent. This study makes an important contribution to the literature on political attitudes and political participation given the longstanding idea that attitudes cause political participation. Our findings also have practical implications for those interested in elevating levels of political participation. In addition, they have important implications for how scholars theorize about, model, and examine political participation in the future.  相似文献

Abstract

This article uses a multimethod research design to compare Statecraft to non-Statecraft assignments and courses along three dimensions: student engagement, political attitudes, and academic honesty. The results indicate that Statecraft increased student engagement and academic honesty. In terms of political attitudes, students generally remained on the left side of the political spectrum, but shifted toward the right and became more hawkish by the end of a semester. Changes in attitude are more strongly associated not with playing Statecraft, but taking a political science class by the coauthor, or some other external variable. Statecraft, however, did reduce support for pacifism.  相似文献
